A
All
right,
so
it
appears
everyone's
on
chairman's
county
commission's
court
come
to
order.
It's
tuesday,
the
22nd
day
of
september
2020,
maybe
start
at
9
30..
It's
now
9
35
a.m.
Ryan's
in
there
to
lead
us
in
the
prayer
and
pledge
right.
B
Did
you
pray
first,
okay?
Dear
lord,
we
pray
that
you,
this
body
of
decision
makers
and
you
extend
the
hand
of
protection,
peace
and
unity
over
chambers
county
in
jesus
name
and
if
you'll
join
me
with
the
pledge.
I
pledge
allegiance
to
the
united
states
of
america
and
to
the.
A
B
All
right,
okay,
I'm
I'm
beta!
Currently
the
winds
are
not
expected
to
be
power.
That's
where,
where
it
is
now,
it's
still
slow
moving.
Any
of
you
watched
this
morning
saw
that
some
of
the
impacts
that
were
happening
in
houston
there.
Of
course,
those
are
slowly
slowly
coming
this
way
we
can
expect
potential
heavy
rain
and
flash
flooding
through
tomorrow.
B
Five
to
ten
inches
of
rain
is
what's
forecast.
Currently
it
is
possible
to
have
up
to
15
inches
if
you're,
if
you're
right
on
the
coast
or
an
area.
That's
that's
extremely
adjacent.
You
know
those
areas
down
there
in
galveston
the
peninsula,
it's
possible
that
they'll
get
higher
amounts,
two
to
four
foot
surge
and
then
high
tides,
five
feet
above
the
high
tide
mark
today
through
wednesday,
is
currently
what's
being
predicted
and
we
have
corey.
Do
you
want
to
give
the
closed
roadways?
B
I
have
it.
I
have
them
right
here.
You
got
them.
Okay,
go
ahead:
let's
go
ahead
and
read
them
okay,
so
so
road
and
bridge
did
some
evaluation
this
morning
and
some
of
the
roadways
that
are
flooded
closed
due
to
flooding
right
now
on
the
west
side,
tri-city
beach
road
down,
I'm
assuming
that's
down
further.
Yes,
just
for
the
south
georgia
smith
point
bayside
drive
cedar
point.
D
Yeah
so
we've
got
yeah
side,
tri-city
beach
down
down
south
in
bayside,
drive,
cedar
point
and
then
in
smith
point
we
have
texaco
road,
hawkins,
camp
road,
county
dock,
road,
plummer,
road
smith,
point
road,
and
then
I
just
got
a
report
that
nelson
road
was.
It
was
getting
a
little
bit
high
and
they're
gonna
go
ahead
and
add
something
there
and
we
have
some
stuff
around
the
the
park
here
in
anahuac
and
we're
just
putting
up
some
high
water
signs
there.
So
that's
it
and.
A
Okay,
how
much
rain
are
we
expecting
tomorrow.
G
A
G
A
B
So
I'll
print
this
with
what's
related
to
covid
19.,
so
the
governor's
orders
currently
do
allow
motorsports
events
at
50
capacity.
So,
according
to
what
houston
raceway
turned
into
us,
they
are
only
expected
to
utilize
a
third
of
their
capacity
for
this
event,
and
so
so
that
would
be
allowed
under
greg
abbott's
guidance.
B
So
now
move
on
to
the
health
and
safety
code
which
deals
with
the
bass
gathering
the
commissioner's
court
earlier
earlier
in
the
summer
or
in
may
actually
in
the
revised
regulations
for
mass
gatherings.
If
a
venue
was
a
permanently
constructed
venue
for
mass
gatherings,
you
could
be
considered
for
an
exemption,
so
they
so
they
did
turn
a
request
to
be
considered
for
an
exemption
in
as
well,
which
you
know
they're
using
their
stadium
and
their
permanently
constructed
facilities.
B
For
this
event,
and
so
the
court
could
consider
that
as
as
well
as
they
did
turn
in
the
mass
gathering
permit
for
safe
measure.
Since
this
is
really
the
first
time
application
we've
had,
since
those
guidelines
have
been
passed
so
for
safe
measure,
he
just
turned
in
all
of
it
so
and
it
is
october
23rd
to
25th.
So
he's
submitted
it
plenty
of
ahead
of
time.
B
Oh
yes,
sir,
that's
correct
in
the
document
that
I
have
here
he's
determined
a
request
for
exemption,
and
so
we
have
that
document
the
dates
the
anticipated
number
of
people
that
they're
going
to
let
in
and
all
of
that
stuff.
So
we
do
have
record
of
it.
If
the
court
would
like
to
go
ahead
and
grant
that
exemption,
we
have
that
information
from
them
as
well.
A
J
Yes,
sir,
so
this
morning,
I'm
just
going
to
give
you
a
quick
case,
count
update
for
the
county
and
then
just
talk
about
a
few
other
things.
Currently,
we
have
a
total
of
1271
total
cases
in
the
county.
We
are
well
below
100
active
cases,
so
we're
at
50
active
cases.
J
We
have
six
in
the
hospital
we
have
16
deaths
and
total
tested
is
8099.,
so
we
are
still
continuing
to
test.
Our
current
positivity
rate
is
at
12.85
percent,
so
we
are
above
the
texas
positivity
rate
at
7.8
percent
in
our
regional
rate,
which
is
a
little
less
than
10
percent.
J
I
know
you
are
aware
that
the
governor
did
just
release
some
new
guidelines
and
we
get
one
of
the
most
frequently
asked
questions
is:
is
there
still
a
mask
order
and
yes,
there
still
is
a
masked
order.
Mask
order
and
the
governor
still
does
have
minimum
guidance
for
gatherings,
which
is
you
know,
outdoor
gatherings,
pretty
much
minimum
guidance
for
everything,
so
he
did
relax
some
of
those
restrictions,
but
we
do
get
some
of
those
phone
calls.
J
So
we
do
continue
to
point
people
to
dshs
website
the
governor's
website
and
we
want
to
keep
the
numbers
where
they
are
right
now
or
lower.
So
in
order
to
do
that
and
the
governor
was
really
whenever
he
gave
his
update
the
other
day,
he
was
really
specific
about
that
too,
about
you
know,
keeping
the
numbers
where
they
are
lower.
So,
let's
see
right
now,
schools
are
back
in
full
swing.
We
work
closely
with
all
the
schools.
J
So
I
think
it'll
be
helpful
for
parents
to
be
able
to
decide.
You
know
whether
they
want
their
children
to
learn
virtually
or
go
in
person,
plus
it
alleviates
some
of
the
pressures
on
the
schools.
Although
schools
do
report
daily,
if
there's
a
case
in
a
grade
level
or
classroom
in
that
school
district,
that's
part
of
their
responsibility,
so
they
are
reporting,
but
some
people
want
to
know
those
cumulative
case
counts
in
the
school
district.
So
I
will
say
the
schools
are
doing
a
fantastic
job.
All
of
our
school
districts.
J
We
have
open
lines
of
communication,
we've
had
that
all
along
before
school
started
last
spring
during
the
summer
and
right
now
so
there's
there's
no
there's
just
no
doubt
about
that.
We
may
not
be
hearing
as
much
about
cover
19
on
the
news,
but
I
can
tell
you
it
doesn't
mean
that
it's
gone
away.
It's
still
very
highly
contagious
and
we
are
still
monitoring
it
very
closely
in
the
county.
J
J
We
don't
have
any
anticipation
for
a
vaccine
coming
out
anytime
soon
or
right
now,
but
we've
been
told
to
be
ready
for
that,
and
so
we
know
it'll
be
a
top-down
approach
as
far
as
who
gets
a
vaccine,
but
we
are
getting
prepared
for
that
right
now
in
the
county.
So,
let's
see,
I
think
that
that's
all
pretty
much
I
have
unless
y'all
have
any
questions
for
us.
J
C
J
So
I'm
going
to
say
the
majority
of
them,
I
want
to
say
the
majority
of
them
did
have
some
sort
of
what
we
would
call
comorbid
condition
or
underlying
health
condition,
but
I
would
say
that
without
releasing
any
particular
patient
information,
some
of
them,
what
you
would
consider
underlying
health
condition
may
be
just
like
anybody
may
have
very
well
controlled,
say,
for
example,
high
blood
pressure
that
you
may
live
another
40
years
with
very
controlled
high
blood
pressure,
and
that
may
be
considered
your
underlying
health
condition.
J
On
the
other
end
of
that
spectrum,
some
people
may
have
an
underlying
health
condition
that
may
put
may
put
them
at
higher
risk
for
contracting
something.
You
know
that
may
put
them
at
a
higher
risk
for
just
being
more
susceptible
to
disease,
to
getting
pneumonia
or
something
that
you
know
that.
C
J
A
H
Yeah,
I
would
and
judge
I'd
like
to
point
out
that
the
resolution
that
was
actually
in
our
packet
had
been
revised,
and
so
it's
only
slightly
different.
H
H
H
And
whereas
mr
clark
currently
serves
as
the
director
of
transportation
planning
for
the
houston
galveston
area
council.
And
whereas
mr
clark
is
the
director
of
the
houston
galveston
area
council's
metropolitan
planning
organization,
which
is
responsible
for
development
of
the
region's
multimodal
transportation
plans
and
which
approves
programming
of
all
federal
highway
and
transit
funds
in
eight
counties,
including
chambers,
county.
H
And
whereas
mr
clark
has
dedicated
his
career
to
preparing
the
region
for
growth
and
development
and
is
now
retiring
from
service,
therefore
be
it
resolved
at
the
chambers
county
commissioner's
court
does
hereby
recognize
and
extend
its
sincere
appreciation
to
mr
clark
for
his
37
years
of
dedicated
service
to
improve
transportation
and
safety
mobility
in
our
region
and
for
supporting
transportation,
development
in
chambers,
county
texas
and
further
expresses
but
wishes
and
continues
and
further
expresses
best
wishes
and
continued
success
to
all
of
his
further
endeavors
approved
his
22nd
day
of
september.
2020.
A
I
A
K
Yes,
sir,
so
this
is
the
last
part
of
it
kind
of
crazy
and
different.
So
thanks
for
bearing
with
me
on
this
just
kind
of
going
through
the
memo
you
have
in
your
packet,
nothing
really
changed.
I.
L
K
A
few
things
with
suggestions
last
court
and
it's
on
page
two-
it
just
shows
the
projected
valuation
for
the
county.
It's
got
the
roll
and
projected
growth
and
you
can
kind
of
see
how
from
15
to
20
36,
I
was
you
know
growing
pretty
quickly
and
with
the
with
the
pavement
rolling
off.
It
shows
that,
and
the
other
thing
I
did
add,
was
on
page.
K
Five
of
the
memo
shows
that
population
projection
for
the
count
cap.
K
I
also
added
on
the
next
page,
the
14
on
reimbursement
plan.
Here
you
can
see
that
the
projected
reimbursement
date
for
that
is
in
2022,
with
a
minimum
of
1.1,
the
max
2.2
and
in
the
on
the
right
side.
You
can
see
that
we're.
I
can
collect
that
pretty
quickly.
Total
is
a
20
million
dollars
for
reimbursement
capital.
Here
you
can
see
I
added
a
few
more
things
on
here,
specifically
the
library
for
the
wing
library
they're,
going
to
have
to
roll
over
some
money
to
2021
for
some
of
the
ffne.
K
To
finish
that
up,
I
think
I
also
included
for
the
ems,
the
truck
to
pull
the
command,
trailer
mercy
management
or
looking
for
a
drone
for
to
help
with
brad
and
do
some
immersion
items
there.
What
else
we
got
here.
K
So
that
capital
totals
3.3
million
dollars
new
employees,
the
office
association,
you
can
see
the
increases
at
about
657.,
I
did
send
them.
We
just
sent
a
letter
to
them
last
week
and
I
for
that
to
y'all
that
they
did
reject
our
our
request.
K
So
we
did
budget
that
in
there-
and
I
think
that's
really
it.
I
have
the
the
detailed
budget.
When
I
get
the
file
stamp
clerk,
I
will
send
it
out
to
everybody
and
it
will
be
online
for
everyone
to
look
at.
It
will
include.
You
know
the
the
kind
of
cover
page
that
we
always
have
to
do
and
a
letter
from
the
judge
talking
about
the
entire
budget
and
the
kind
of
the
things
that
we
face
for.
K
Yes,
yes,
sir,
it
is
online
budget
and
we
will
submit
the
adopted
budget
today
and
it'll
be
online
for
everyone
to
review
as
well,
and
that's
all.
I
really
have
all
right.
H
Yeah
judge
I
want
to
thank
aaron.
He
worked
with
me
quite
a
bit
yesterday
to
try
to
make
me
understand
what
we
would
be
voting
on
today
and
I
appreciate
it,
but
I
still
have
a
couple
questions
on
the
rodent
bridge.
H
We
had
discussed
that
we
were
going
to
roll
some
money
in
there
for
some
drainage,
but
yet
I
don't
see
it
on
your
capital
outlay.
Here,
yeah.
K
It's
not
going
to
be
on
the
capital,
commissioner,
what
it
will
be
under.
If
you
look
at
the
budget,
it
is
actually
under
the
the
flood,
control
account
or
the
item.
It's
not
actually
in
the
memo
I
apologize,
but
under
flood
control
and
the
runebridge
fund
cory's
got
a
flood
account
and
it's
a
lot
2020
we
had
200
000,
budgeted
we're
increasing
it
by
300,
so
he'll
have
500
000
for
flood
control
and
and
200
steel,
3
construction.
F
D
F
K
K
One
of
his
line
items
in
his
budget
got
a
flood
control
line.
Yes,
sir,.
M
L
D
D
D
And
kind
of
babysit
with
surveying
and
everything
else
with
with
them.
Specifically,
you
know
my
intent
was
to
have
our
surveying
staff
kind
of
watch
over
it
somewhat
as
well
and
part
of
the
issue
with
that
is,
you
know,
pulling
them
away
from
surveying
with
our
road
crews,
and
so
you
can
either
do
that
or,
like
I
said
you
can
have
the
same
staff.
D
That's
out
there
with
the
parking
lots,
they're,
not
quite
as
skilled
with
the
surveying,
but
either
way
you're
pulling
away
from
something
so
anyway,
just
trying
to
think
that
through
a
little
bit.
A
H
Else,
do
you
have
okay
aaron
the
library?
What
was
that
number.
K
For
the
the
the
rollover,
it
is
one
it's
in
the
memo
here.
It
is
one
152.
H
K
That's
a
rollover:
yes,
sir
from
20
from
2020..
That's
good!
I
think
it's
mostly
going
to
be
the
ff
e
and
maybe
paying
some
construction
bit,
but
they
should
be
done
this
year.
A
F
K
F
L
K
Oh
and
I
apologize,
we
got
one
other
big
thing.
I
don't
know
the
county
court
of
law,
we
went
to
that
new
department
and
I
think
the
approximate
cost
for
that
department's.
K
737
thousand
dollars,
you
know
it's
three
important:
three
employees,
the
judge,
the
court
coordinator
and
a
bailiff
and
then
the
appropriate.
You
know
supplies
and
jury
expenses
and
things
like
that
quarter.
Point
attorneys.
That
was
a
big
one.
I
should
have
included
there
as
well,
but
just
any
other
questions,
I'm
happy
to
answer
them.
H
Just
on
the
general
comment
judge,
you
know
I
just
want
to
make
sure
not
just
the
court,
but
everybody
else
understands
that
we
are
growing
and
we're
growing
fast
and
we
are
lacking
on
our
infrastructure,
bad.
You
know
that
when
I
say
infrastructure
I
mean
everything
from
buildings
to
office
space,
to
roads,
to
drainage.
H
You
know
we're
police
equipment,
so
you
know
it's
really
hard
to
stretch
those
dollars.
I
I
appreciate
you
know
what
everybody's
doing,
and
so
I
just
want
us
to
make
sure
we
keep
concentrating
on
infrastructure
as
much
as
we
can
and
keep
working
in
that
direction.
You
know,
I
know
it's
great
to
have
ballparks
and
that
kind
of
stuff-
and
I
know
some
people
have
been
waiting
a
long
time
on
them
so
and
they
deserve
to
get
them.
E
L
H
A
A
Adopting
the
2020
tax
rate
at
the
no
new
revenue
rate
0.3.
Excuse
me
0.539490
for
100.
That's
the
tax
rate
to
support
the
budget
that
we
just
approved.
Yes,
sir.
K
Go
in
there,
no,
that's
that's
correct
judge,
that's
the
new
revenue
rate,
which
is
you
know,
the
effects
tax
rate,
and
this
should
should
work.
F
Did
we
get
everything
lined
out
on
the
on
the
schools
on
the
on
their
funds,
how's
this
going
to
affect
them
up
or
down
or
whatever.
K
K
The
struggle
for
the
schools
have
been
that
it's
based.
It's
been
based
on
enrollment
of
their
distribution.
So
if
use
creek
and
barbara
still
grow
and
anawakene's
chambers
either
stay
the
same
or
decrease
their
funding
is
less.
K
I
know
the
schools
are,
you
know
have
always
asked
us
to
maintain
or
go
up
to
the
roll
rate
with
that
tax.
You
know
I
we
discussed
last
meeting
at
the
resource
meeting
that
that
you
know
just
due
to
covid
and
and
everything
else
we
felt
was
probably
more
appropriate
to
go
at
the
effective
tax
rate.
They
understood
that,
and
I
know,
there's
been
some
discussions
of
how
the
distribution
can
be
either
changed
or
modified
to
better
fit.
K
The
you
know,
east
of
the
east
chambers
and
analog
schools
districts,
but.
F
I
mean
this:
that
fund
was
set
up
to
help
the
lower
income
schools
I
mean,
so
I
think
I
think
we
probably
need
to
look
at
that
on
enrollment.
If
goose
creek
is
stanford,
barbara's
hill
and
then
arrest
them,
that's
something
we
we
need
to
look
at
is
if
it's
per
student
in
the
school.
So
we
can
look
at
that.
A
Yeah
bottom
line
is
what
we've
done
is
if
we
get
increase
in
funds,
they'll
get
an
increase.
Also,
you
know
we're
not
dropping
their
tax
rates
more
than
ours,
so
I
should
be
percentage
if
we
give
the
county
they'll
get
that
same
percentage
at
school.
A
I
Let's
have
patty
and
bj
waiting
in
the.
A
E
Sorry
I'll
I'll
let
b.j
instead
of
patty
once
I
can
judge
okay.
L
O
N
O
N
This
morning
we
are
going
to
discuss
the
annual
archive
plan
for
the
district
court
and,
I
believe,
county
court
as
per
law
in
the
texas
local
government
code
and
the
texas
government
code.
We
published
this.
We,
the
public
notice,
was
an
issue
to
have
a
public
hearing
today
at
10
o'clock.
We
did
that
15
days
ago,
as
per
the
code.
A
Okay,
so
we're
in
the
public
hearing.
There
were
no
public
comments
sent
in
there's
any
comments
from.
A
N
Okay,
we've
preserved
another
1132
pages
of
case
files.
We
are
still
working
on.
We
have
a
huge
stack
to
do.
We.
I
have
budgeted
another
ten
thousand
dollars
to
come
out
of
the
archive
plan
for
2021.,
and
this
money
is
in
a
special
fund
that
can
only
be
spent
for
preservation
and
restoration
of
these
records.
So
I
felt
that
it
was
go
ahead
and
move
forward
and
get
these
these
records
preserved.
So
I
have
budgeted
that
ten
thousand
dollars.
N
I
also
have
money
in
my
budget
to
hire
local
people
to
scan
other
case
files
that
are
not
as.
N
In
nature,
but
due
to
the
revenue,
the
lack
of
revenue
for
2020
and
the
balance
of
my
fund,
I
think
I'm
going
to
consider
heavily
suspending
that
project
for
2021.
C
A
A
Let's
go
for
the
record
on
the
regular
meeting
agenda,
one
five,
two:
five,
three
and
five
four
are
pulled
and
we're
going
over
to
the
supplemental
agenda.
A
H
M
A
All
right
we're
going
it's
10
12
a.m,
we're
going
to
recess
out
of
the
regular
session
of
commissioner's
court
and
go
into
a
public
hearing
on
two
items.
A
Regarding
one
item
regarding
the
tgs
city
report
partners,
lp
tax
abatement
agreement
and
then
five
three
regarding
the
nbh
market
street
llcm
airport
building,
16
tax
abatement
agreement
b.j
we're
in
a
public
hearing
at
this
time.
Would
you
explain
those
two
to
us.
M
Yes,
thank
you
judge,
commissioners
notice.
A
public
hearing
has
been
posted
30
days
prior,
as
required
by
statute
for
the
consideration
of
the
tax
abatement
agreements
for
tgsc
report
partners,
lp
for
a
project
that's
going
to
be
cited
in
tgsc,
deport
partners,
lp
2020
reinvestment
zone,
the
estimated
total
investment
for
this
project-
nine
million
dollars.
If
you
recall
the
estimated
economic
impact
of
the
project
over
the
term,
would
be
approximately
2.6
million
dollars.
M
If
that's
direct,
indirect
and
induced
this
project
is
tied
to
this
large
logistics
project
and
we've
gotten
some
updated
information
as
of
friday
that
the
estimated
full-time
jobs
that
were
initially
contemplated
will
be
upwards
of
100
jobs
associated
with
this
over
the
next
three
years.
So
the
the
agreement
that
you
have
for
you
is
presented
in
draft
form
for
your
consideration.
M
A
M
Very
good,
the
the
other
agreement-
that's
before
you
is
related
to
a
tax
payment
agreement
with
mph
market
street
llc,
slash,
ameriport,
building,
16
llc
for
a
project
that
is
to
be
cited
in
the
nph
market
street
llc
project
quartz,
2020,
reinvestment
zone,
the
approximate
capital
investment
for
this
project's
46
million
dollars
in
phase
one
project
court
is
a
build
to
shoot
project
first
phase
is
approximately
806
000
square
feet
with
the
potential
to
expand
the
2.4
million
square
feet
phase.
M
One
of
the
project
is
expected
to
create
50,
full-time
jobs
and
100
construction
jobs.
The
economic
impact
of
the
project
over
term
is
approximately
9.6
million
dollars
and
the
agreement
attached
presented
for
your
consideration.
A
L
A
Operations-
let's
wait
till
we
get
to
the
item.
You
bet
yes,
sir.
No,
that
all
right.
So
is
there
any
comments
from
the
court
public
comments
here?
Nothing
we
will
recess.
I
mean
we'll
jaron.
Now
the
public
hearing
go
back
into
the
regular
session
of
commissioner's
court.
5.2
discussion
to
the
tgs
city
report
partners,
tax
abatement
agreement.
Now,
jim
you
got
a
question
on
that.
One
of
them.
F
Yes,
sir
competitive
jobs,
so
I
mean
they
have
options
of
going
elsewhere.
These
companies.
F
F
M
That
is
correct,
commissioner,
and
at
the
request
of
the
court
we've
been
trying
to
provide
you
know
more
of
a
comprehensive
picture
is
the
economic
impact
you
know
beyond
the
job
creation,
but
the
particularly
with
respect
to
the
direct
and
induced
and
indirect
impact
in
the
county,
particularly
in
the
logistics
sector,
the
logistics
sector,
as
you,
anyone
driving
through
the
area
will
know
that
there
is
considerable
square
footage
that
has
emerged
then
in
the
chambers
county
area,
particularly
in
west
chambers
county
over
the
last
five
to
six
years,
and
that
trend
is
going
to
continue.
M
As
that
trend
continues.
We're
going
to
continue
to
compete,
particularly
from
the
west
side,
for
logistics
and
distribution
projects
that
have
some
complimentary
impact,
with
the
interchange
between
dallas
and
and
houston.
Our
advantage
in
chambers
county
obviously
is
infrastructure
access
to
the
port
and
a
willingness
to
by
the
court
to
consider
these
kinds
of
projects.
L
M
Yeah,
I
you
know
for
logistics
projects.
What
has
emerged
is
a
waller
connie
and
a
number
of
projects
recently,
where
there's
significant
tax
incentives
that
you
know
are
at
or
in
line
with
what
chambers
county
has
considered
in
the
past.
You
know
these
two
projects.
If
you'll
note
for
the
tgs
agreement,
there's
an
inverted
schedule,
they
requested
that
for
various
reasons,
and
so
it's
just
a
five-year
abatement,
the
the.
L
M
You
know
is
to
the
advantage
of
the
county,
because
of
not
only
the
job
creation
and
the
project,
but
the
economic
impact.
You
know
waller
county
recently.
He
landed
a
couple
of
projects
that
chambers
county
was
competing
for
and
they
essentially
you
know,
based
upon
the
press
that
has
been
released,
provided
a
65
10-year
abatement
for
a
logistics
distribution
project
for
the
nph
market
street
project
project
courts.
The
the
court
has
approved
a
55
percent
tax
date.
A
Yeah
and
if
you
look
at
that
graph,
that
aaron
put
up
the
one
that
shows
the
growth
and
value
I
mean
it's
huge
and
part
of
the
reason
is
we've.
Over
the
years,
we've
brought
all
these
companies
in
incentivized
them
to
beer.
Bj,
you
haven't,
got
us
at
bucky's,
like
waller
county.
Yet,
though,.
H
Man,
I
might
add,
I
was
actually
yesterday.
I
was
meeting
with
a
gentleman
just
came
over
from
rosenberg
in
fort
bend
county.
They
did
a
dollar
general
and
they
gave
a
the
city
of
rosenberg
did
a
65
10
year
straight
across
for
the
dollar
general,
and
then
it's
a
distribution
and
the
county
did
85
percent
for
10
years,
plus
they
paid
to
bring
in
the
infrastructure
to
it.
But
you
know
that's
the
kind
of
things
that
we're
getting
constantly
here
with
much
less
incentives
was
that
brazoria
billy
that
was
fort
bend,
county
foreign.
M
Yes,
what's
been
discussed,
as
the
mark
street
project
has
been
presented
for
review.
This
is
the
project
quartz
as
it's
known,
800,
6,
000
square
foot
facility,
50
jobs
in
the
first
phase,
capital
investment
of
46
million
dollars.
10-Year
tax
abatement
is.
M
Well,
in
the
industrial
parks
in
ameriport,
just
north
of
300
or
so
acres
in
their
new
section,
tgs
cedar
port.
I
think
touts
about
9
200
acres
still
available
and
that
doesn't
include
you.
L
M
Greenfield
acreage
that
andy
lockwood
represents
all
in
central
and
east
chambers
county,
so
there's
significant
land,
undeveloped,
land,
that's
available
in
chambers
county
in
toto.
A
All
right,
b.j
one
quick
question:
this
is
phase
one.
I
think
we
saw
some
projections
on
phase
two.
M
Yes,
phase:
one
phase
two
and
phase
three
would
contemplate
essentially
tripling
phase
one.
So
the.
A
A
L
A
A
A
A
F
C
I
did
as
well
judge
great
value
engineering
and
we're
really
not
losing
any
quality.
C
A
Item
on
the
animal
control
facility,
anything
you
would
like
to
share
with
us.
E
So
we
brought
down
considerably
the
amount
of
money.
We
have
revised
that
to
64.75
basically
cut
out
a
few
things.
A
little
bit
actually
went
to
a
different
type
of
unit,
so
we
got
it
down
pretty
pretty
significantly
and
I'm
pretty
happy
with
the
number
now.
A
Got
questions
entertainment,
hello,
judge,
question
about
mr
moore
checking
back
to
mr
tice.
Those
in
favor
motion
carries
thank
you
mike
great
job,
mike
all
right
storm.
What
about
who's
it
who's
there
for
the
washington
avenue,
7.2.
A
A
I
So
we
went
ryan
and
I
went
out
yesterday
to
go.
Look
at
the
two
actual.
The
open
spaces
are
actually
going
to
be
tested
tomorrow
and
we
should
have
result
the
results
on
friday
to
see
how
we're
going
to
move
forward.
There
are
some
current
office
spaces
in
there
there's
about
five
five
office
spaces
right
now,
but
they're
act.
The
size
is
eight
by
ten,
maybe
for
the
office
spaces.
I
The
walls
do
not
go
all
the
way
to
the
ceiling,
so
they
leave
a
little
gap
at
the
top,
but
you
could
easily
make
two
or
three
more
office
spaces
where
those
currently
are.
It
does
have
two
restrooms
in
it
and
a
kitchen
area.
I
think
it's
a
total
of
around
1600
square
feet
for
the
two
office
spaces
that
are
currently
open.
E
Yeah,
you
know,
probably
we
need
some
some
new
flooring
in
there.
I
think.
Originally,
we
did
about
25
dollars
a
square
foot
to
go
in
there
and
do
some
minor
things
like
chlorine
paint.
I
Done
yeah,
so
that
was
just
general
remodeling
flooring,
paint
and
fixing
what
was
currently
there,
because
the
two
they
were
separate
businesses
in
there,
so
they're
different
and
so
to
get
them
all.
I
guess
uniform
and
to
either
finish
what
one
had
started
or
to
get
it
back
to
where
it
needs
to
be.
That's
where
the
41
000
comes
in.
A
I
That's
actually
actually
there's
more
so
if,
where
the
senior
citizen
project
was
that
mike,
is
that
including
the
senior
citizen
building
or
is
that
just
the
two
currently
vacant
ones,
just
the
two
currently
vacant
ones,
just
the
two
current
vacant
ones
is
the
1679
square
feet
there.
There
is
a
a
spot
to
the
south
of
it,
which
is
where
the
senior
citizen
project
is.
But
we
did
not
include
that
in
this.
I
It's
part
of
the
whole
107
washington.
It
includes
the
senior
citizen
project
and
then
where
the
two
open
vacant
buildings
are-
and
I
did
confirm
with
george
this
morning
that
the
senior
citizen
project
has
moved
out.
So
that
is
open.
So
when
they
do
the
testing
on
tomorrow,
we're
going
to
try
and
go
ahead
and
include
the
senior
citizen
project
as
well.
I
A
H
A
Issues,
I
know
we
have
sam
corey,
allen
and
patrick
has
been
a
lot
of
discussion,
as
you
all
know,
pertaining
to
drainage
issues.
A
First,
first
on
the
agenda
is
just
the
current
future
drainage
issues.
A
D
A
bunch
I
mean,
we've
got.
D
D
Okay,
so
I
guess,
let
me
just
go
through
learn
about
maps
we
built
them.
We
built
a
map
of
current
projects
of
kind
of
what
we
were
looking
at,
and
so
let
me
let
me
start.
P
D
I'll
tell
you
what
let's
skip,
because
my
program
just
crashed
on
me
yeah.
Let
me
go
over
to
samantha
and
you
talk
about
yours.
O
Okay,
so
we'll
start
with
3.2,
discuss
and
consider
improvements
in
mitigation
efforts
pertaining
to
spindle
top
value,
as
proposed
project
for
cdbd
cdbg
mitigation
application.
I'm
going
to
let
patrick
and
alan
talk
about
this
patrick's
on
the
call
and
alan's
here
so
I'll.
Let
them
take
this
one.
A
P
P
So
we
put
a
memo
together,
which
kind
of
covers
this
project.
I
think
it
made
it
into
the
packets
for
for
the
spindle
top
project
and
we've
had
you
know
a
few
different
discussions.
P
You
know
about
this
about
this
project
and
about
the
you
know
the
county's
potential
application
to
submit,
and
so
let
me
give
you
just
a
brief
sort
of
background
on
this
on
this
project
and
I
can
share
my
screen
if
I
need
to
just
let
me
know,
but
it's
just
I'm
just
going
to
cover
the
memo
just
briefly.
P
So,
as
as
everybody
knows
we
can,
the
county
is
eligible
to
participate
in
the
hurricane
harvey
competition
through
glo
cdbg
mitigation
program,
and
that
was
a
competition
that
was
going
to
allow
the
county
to
submit
an
application
of
minimum
for
a
project
minimum
of
3
million
up
to
100
million,
and
there
were
certainly
some
stipulations
that
go
along
with
application
development,
and
you
know
we
had
a.
P
We
had
several
meetings
internally,
we
had
a
public
hearing
and
one
of
the
things
that
you
know
I
tried
to
be
very
clear
about
and
say
was
that
you
know
scoring,
for
these
programs
is
really
difficult
to
get
high
scores
in
particular,
for
you
know,
for
larger
jurisdictions,
be
it
like
a
larger
city
or
a
county
in
general,
because
part
of
the
scoring
dealt
with
you
know
how
many
people
of
the
jurisdiction
were
being
impacted,
and
so
we,
you
know
we
went
through
a
variety
of
potential
projects
to
see
which
one
was
the
best
project
for
the
county,
and
you
know
one
of
the
things
I
mentioned
at
the
public
hearing
that
we
had
was
that
you
know
a
very
likely
scenario
for
the
county
or
for
any
applicant,
for
that
matter
may
be
that
the
best
scoring
application
for
consideration
may
be
a
joint
application
with
other
entities,
and
that
certainly
became
the
case
for
this
project
and
for
this
application
that
we'll
talk
about
today,
which
is
the
spindle
top
drainage
improvements
project.
P
We
looked
at
the
beneficiaries
or
the
people
that
would
be
impacted
by
that
project,
and
that
was
based
on
some
concepts
and
assessment
by
allen
in
lja,
and
what
we
found
was
that
the
those
that
were
impacted
were
sort
of
east
county
into
the
winnie
area
as
well
as
up
into
liberty
county
and
we
needed
to
because
we
had
that
sort
of
reach
of
a
project
we
needed
to
capture
all
of
that
data
and
still
ensure
we
hit
the
major
sort
of
application
requirements
which
we
were
able
to
do
with
this
project,
which
is
it's
an
it's
a
low
to
moderate
income
total
area-
and
you
know
it
addresses
a
major
flood
issue
for
both
the
county
and
some
of
the
residents
in
liberty.
P
Camp
we've
had
you
know,
meetings
with
last
week
with
trinity.
L
P
To
discuss
this
project
and
then
alan
was
at
the
meeting,
and
he
can
speak
to
that
in
liberty
county
this
morning
about
this
project,
because
it's
a
what
we
call
multi-jurisdictional
application
where
we're
wanting
support
from
trinity
bay,
conservation,
district
and
liberty
county
in
chambers,
county
being
the
lead
applicant,
we
wanted
to
ensure
that
we
had
support
from
those
jurisdictions
and
that
they
that
they
would
be
willing
to
participate
in
the
one
percent
local
leverage
or
match
that's
required
with
the
application.
P
And
so
last
week
we
we.
We
discussed
this
with
trinity
bay
conservation
district
and
they
were
in
support
of
the
project
and
they
were
in
support
of
the
one
percent
match
requirement
split
in
three
ways
between
the
three
entities:
chambers,
liberty,
return
to
bed.
And
this
morning
alan
allen
indicated
to
me
prior
to
this
call
that
liberty
county
was
in
favor
and
support
of
the
project
and
they
would
be
willing
to
commit.
P
You
know
one-third
of
the
overall
one
percent
match
good,
go
ahead
and
well,
and
so,
and
so
that's
kind
of
wrapping
up
where
we
are
to
today.
So
the
memo
has
a
total
project
budget
which
includes
you
know,
construction.
P
You
know
engineering
administration,
any
sort
of
acquisition
of
34.8
million
dollars,
and
so
the
one
percent
match
will
be
based
on
that
in
case
there
are
any.
You
know,
changes
that
may
fluctuate
some
with
the
budget,
but
today's
sort
of
meeting
purpose
would
be
to
present
this
to
the
county,
to
allow
court
to
comment
on
this
and
to
sort
of
authorize
us
to
go
into
public
comment,
because
this
won't
be
an
official
action
on
this
application.
P
It
will
be
to
give
us
some
feedback
on
the
project
and
everything
else
that
I've
mentioned.
We
still
have
to
take
this.
A
public
comment
for
at
least
14
days
before
we
bring
it
back
to
the
court
into
liberty,
county
and
trinity
bay
for
their
final
sort
of
official
approval
and
commitment
of
resources,
hey
patrick
sir.
F
P
Yeah,
so
let
me
see
if
I
can
pull
up
a
map.
Give
me
a
second.
A
Are
you
looking
for
patrick?
You
might
have
said
it
and
I
missed
it,
but
did
trinity
bay
agree
to
their
a
third
of
the.
P
F
A
E
A
P
I
can,
if
I
can
share
my
screen.
If
someone
give
me
the
ability
to
share
screen,
I
can
kind
of
walk
you
through
the
lmi.
A
Fifty
thousand
basically
thirty.
H
H
G
Diversion
channel
would
tie
into
spindle
top
near
65
where
spin
on
top
crosses
65
and
we
go
south.
According
the
exact
location
is
not
100
defined,
but
that's
the
area
that
gives
us
the
best
benefit
in
the
model.
Is
we
tie
a
diversion
channel
near
where,
across
the
65
goes
straight
south
to
east
bay,
bio
and
then
to
the
intercoastal?
G
A
F
Alan,
yes,
sir,
what
about
this
is
all
real
good.
What
about
what
about
tech
dot?
On
the
interstate
in
65
and
124,
we.
G
Are
not
changing
bridges
on
I-10
or
well?
There
may
be
a
change
on
65,
but
I
think
I
did
put
some
money
in
there
to
add
some
additional
opening
under
65,
but
change
124,
our
I-10,
we
to
be
perfectly
honest
with
you.
There
wasn't
enough
money
here
to
change
out
those
bridges,
so
we
did
the
diversion
channel
and
anticipation.
The
next
step
would
be
to
essentially
pressure
on
txdot
to
make
those
changes.
D
Talked
to
them
right,
you
know
yes,
well,
commissioner,
and
judge
I
I
can
talk
to
that
a
little
bit.
This
is
corey
very
cool,
first
off
I'd
like
just
like
to
say
alan's
analysis,
even
without
those
changes
already
lower
the
the
elevations
north
of
10,
even
so
that
that
is
pretty
good
bang
for
the
buck
there.
In
addition,
I
have
had
conversations
with
with
text
and
they.
D
To
make
any
additional,
you
know
openings
of
the
interstate
or
under
65
or
anything
else,
unless
there
was
capacity
to
handle
that.
So
I
think
that's
been
part
of
their
concern.
But
with
this
I
mean
we're
staying
in
discussion
with
them,
and
I
think
once
they
see
that
you
know
there
is
this
additional
capacity
that's
being
created
once
I
think
that
they
would
be
open
to
looking
into
a
separate
project
to
help
open
up
the
you
know,
additional
openings
under
each
of
those
roadways
tie
into
that
additional
capacity.
A
More
pressure
on
them
and
do
something
also
at
the
same
time
we're
we're
improving.
D
But
you
know
I
mean
I
I
don't
my
discussions,
it
didn't
sound
like
they.
You
needed
pressure
from
our
standpoint.
It
was
just
that
they
didn't
want
to
open
up
something
that
led
somebody
downstream,
so
their
project
would
only
be
additional
openings,
and
so
they
just
want
to
make
sure
that
the
capacity
was
there
first
yeah.
P
D
Yeah,
but
they
would
they
definitely
they
wanted
to
continue
to
be
in
discussions
and
as
soon
as
covet
kind
of
you
know
some
risk.
You
know
now
they're
open
to
virtual
meetings,
but
you
know
definitely
looking
forward
to
some
roundtable
discussions
down
the
road.
H
A
quick
question,
the
in
yellow
on
your
exhibit
that
that
we're
looking
at
is
that
the
watershed
for
spindle
top
or
is
the
weather
works
it
actually
larger
than
that.
H
A
P
That's
that
that
area
captures
all
the
block
groups
that
are
with
within
that
yellow
boundary.
That's
an
lmi
eligible
area,
aaron.
P
Yeah,
so
the
so
the
project
scores
a
72.71
out
of
a
total
of
105
points,
which
you
know
the
main
you
know
main
issue
to
overcome
on.
You
know,
for
the
county
in
any
large
jurisdiction.
Is
that
there's
a
scoring
criteria
of
10
points
that
equates
to
the
percent
of
the
jurisdiction
impacted,
and
these
you
know
these
beneficiaries
being
that
they're
in
both
chambers
and
liberty
county.
P
We
have
to
calculate
all
of
the
population
for
both
of
those
counties
and
so
we're
just
not.
You
know
benefiting
that.
Many
are
that
large
of
a
percent
of
the
jurisdiction
between
chambers
and
liberty
counties,
and
so
that's
the
big
driver.
That
is,
you
know,
limiting
the
the
high
score
for
this
application.
However,
glo
has
set
a
minimum
application
of
65,
so
we're
certainly
above
that
landing
north
of
70
is
you
know,
is
you
know
really
where
you
want
to
be
so
72.72?
P
Given
the
you
know,
the
magnitude
of
the
project-
and
it's
you
know
overall
impact
is
a-
is
a
pretty
good
score.
There's
not
much.
We
can
do
to
improve
that
score
at
this
point
in
time.
F
P
Now
the
way
it
really
shakes
out
is
for
the
harvard
competition
you're
competing
against,
so
there's
49
counties
and
10
zip
codes
really,
but
there's
49
counties
that
are
eligible
to
submit
a
harvey
competition.
So
that's
all
those
counties,
all
those
cities
in
those
counties
and
only
for
the
harvey
competition.
They
are
allowing
districts
like
trinity,
bay
or
drainage,
districts
or
muds
or
suds
or
navigation
districts,
the
port
of
houston.
So
all
of
these
other
entities
can
also
submit.
So
there
is
a
lot
of
potential
applicants
that
will
pursue
this.
P
You
know
this
fund.
All
of
them
will
struggle
in
the
same
fashion,
with
percent
of
jurisdiction
impacted
because
you
know
it's
hard
to
have
a
you
know
large,
impacting
area
and
that
still
be
an
lmi
eligible.
P
So
if,
if
there
aren't
any
other,
you
know
comments
or
considerations
for
changing
of
this,
then
it
would
be
to
you
know,
authorize
us
to
go
to
public
comment
with
this
project.
P
I
mean
you
know
your
highest:
scoring
application
is
going
to
get
the
first
shot
whatever
that
may
be,
and
likelihood
of
getting
multiple
applications
funded
is
pretty
slim
because
it
will
be
it'll,
be
oversubscribed,
very
likely.
The
you
know
the
ability
to
get
a
score
much
higher
than
this
in
the
lmi
is
really
the
biggest
struggle
for
the
county
to
consider
another
application.
P
A
A
I'll
second,
it
a
second
most
about
commissioner
gore
secretary,
mr
nelson.
Do
we
need
to
say
anything
emotion
about
the
grant
max.
P
No
we're
going
to
bring
that
back
to
you,
so
we're
going
to
we're
going
to.
I
mean
we're
going
to
bring
you
back
the
final.
You
know
the
final
project
budget
for
official
authorization,
hopefully
mid
october
time
frame.
Okay,.
P
A
L
A
A
O
Okay,
so,
as
you
guys
know,
I've
been
giving
you
a
kind
of
really
short
succinct
grant,
funded
project
update
the
past
couple.
Commissioner
reports
just
to
help
everybody
stay
abreast
of
what's
going
on
any
progress
problems
or
updates
that
we've
made
on
projects.
O
So
this
is
going
to
tie
into
several
agenda
items
that
I
have
so
I'll
kind
of
call
them
out
as
I
get
there,
but
first
on
the
update
is
the
hancomer
wastewater
treatment
plant,
that
is
the
cdbgdr
project,
we're
at
about
35
complete
on
that
we're
not
really
having
any
issues.
O
It's
just
the
things
that
we're
working
on
right
now
take
time,
we're
in
design
phase
we're
waiting
on
some
energy
electrical
upgrades
and
things
like
that,
so
that
one's
really
kind
of
chugging
along
we're
not
having
any
issues,
and
we
just
kind
of
expect
to
keep
working
on
that
as
we
move
forward,
we
talked
about
the
mitigation
fund
and
then
in
my
packet
I
had
kind
of
some
of
the
same
exhibits
that
patrick
had
included
in
his
and
then
we'll
go
on
to.
We've
got
the
highway
61.
O
O
So
we're
at
92
complete
on
that
project.
The
deadline
for
that
contract
is
october
31st.
We
should
be
fully
complete
by
the
30th
of
this
month
and
bring
those
cocc
which
is
certificate
of
completion
documents
to
court
for
approval
before
then.
So
we
are
perfectly
on
schedule
for
that.
So
I'm
actually
going
to
skip
the
water
development
board
thing
and
go
to
the
ramp
grant
for
tech
stock.
O
That's
an
airport
grant
the
airport
has
had
for
several
years.
As
you
guys
know,
I
stepped
in
to
kind
of
help
out
since
they're
in
a
transition
period
between
administrative
staff.
O
So
the
agenda
item
19.32
talks
about
that,
but
basically,
we've
been
approved
for
fifty
thousand
dollars
in
grant
monies
total,
which
means
twenty
five
thousand
dollars
for
each
airport
facility.
O
So
under
the
consent
item,
all
we're
asking
for
on
this
court
is
that
you
approve
me
to
be
an
authorized
representative
for
the
court
so
that
we
can
execute
those
contracts.
The
contract
period
is
actually
retroactive
to
september
1st,
so
that
is
19.32.
Like
I
said
it's
fairly
simple,
straightforward
one
here
in
the
updates.
You've
got
some
information
on
the
fiscal
year.
2019
grant
we're
working
on
finalizing
some
invoices
for
that,
so
that
we
can
submit
for
reimbursement
from
activities
that
have
occurred
since
january.
O
They
were
a
little
bit
behind
on
submitting
requests
for
reimbursement
from
the
state
for
that.
So
any
questions
about
that
one
before
I
go
back
to
texas
water
development
board
that
one's
kind
of
easy-
I
just
wanted
to
talk
about
it
for
a
second.
O
O
Yeah,
it's
called
the
rural
airport
maintenance
program
is
what
ramp
stands
for
so
maintenance
project
that
you
need
to
complete
out
there
and
either.
So
there
are
it's
actually
two.
Fifty
thousand
dollar
grants
one
for
each
location,
but
the
state
provides
25
000
and
the
county
is
expected
to
provide
twenty
five
thousand
dollars.
So
it's
a
50
50
match
yeah.
F
F
O
O
Okay,
so
you
guys
are
aware
that
we've
been
working
on
this
texas
water
development
board's
flood
infrastructure
fund
project.
Since
about
march
in
may,
we
submitted
an
abridged
application
of
mount
bellevue
to
complete
a
comprehensive
drainage
study
that
covers
pretty
much
the
entirety
of
chambers
county,
with
the
exception
of
kind
of
the
easternmost
portion,
because
trinity
bay
conservation
district
had
done
some
studies
over
there.
So
we
didn't
need
to
restudy
what
they'd
already
done.
O
Thank
you,
and
so
you
may
or
may
not
be
aware
that
we've
never
actually
had
a
comprehensive
drainage
study
done
for
the
county.
We've
had
peace
and
parcel
some
of
it's
quite
outdated,
some
of
it's
new
but
we're
we're
kind
of
in
in
serious
need
of
a
comprehensive
drainage
study,
especially
with
the
growth
and
development.
That's
happened
throughout
the
entire
county
and
in
preparation
for
future
growth
and
development.
O
So
we
worked
with,
like
I
said
this
view
so
they're
in
partnership
with
us.
On
this
we
got
a
request
or
an
invitation
to
submit
a
complete
application
for
this
program.
We
were
actually
ranked
18th
out
of
239
applicants
in
the
state,
so
our
application
did
very
well
in
this
program,
and
so
the
likelihood
of
us
receiving
funding
is
pretty
high
for
it.
I
reached
out
to
the
city
of
liberty,
the
city
of
dayton
and
liberty
county,
to
see
if
they'd
be
interested
in
participating
and
participating
in
cost
share
as
well.
O
I
haven't
heard
back
from
them,
but
we
just
got
the
invitation
to
apply
on
friday,
so
this
is
a
fairly
new
development.
All
that
I'm
asking
for
you
guys
to
do
today
in
19.15
is
to
authorize
us
to
submit
an
affidavit
affidavit
saying
that
we
intend
to
apply
for
this
grant
program.
There
is
a
caveat
to
this.
It
is
only
a
75
grant,
meaning
we
would
be
responsible
or
any
participating
entities
would
be
responsible
for
providing
the
25
percent
match
and
that's
a
fairly
large
amount
of
money.
O
Total
estimated
project
cost
is
about
6.2
million,
and
the
25
match
would
be
1.5
million,
like
I
said,
we're
hoping
that
we'll
get.
We
definitely
have
participation
from
the
city
of
mont
bellevue
and
we're
hoping
that
we'll
get
other
entities
participating
as
well,
but
I
did
just
want
to
point
out
that
amount
of
money
before
you
guys
take
any
action
on
it
and
corey
may
want
to.
You
want
to
speak
to
this
as
well.
Well,.
D
I
mean
it's,
you
know
we've
been
talking
about
that.
I
I
mean
it
is
a
big
chunk
of
change,
but
we,
you
know
this
is
the
closest
that
we
would
be
to
a
comprehensive
drainage
study
for
the
county,
and
you
know:
we've
had
west
side
stuff,
others
have
looked
at
east
side,
but
you
know
this
would
be
a
giant
step
in
the
right
direction
for
real.
O
O
It
was
included
in
the
original
abridged
application
that
we
submitted
months
ago,
but
I
will
send
that
to
all
of
you,
the
map
of
the
drainage
studies,
it's
a
huge
drainage
study
and
it
would
even
include
northern
areas
and
so
we'd
be
able
to
identify
somewhat
how
those
northern
rainfalls
affect
our
population
here
in
chambers
county,
because
it
would
study
that
as
well
and
that's
why
we're
asking
for
participation
from
different
entities
and
liberties.
A
All
right,
so
I
mean
this
goes
right.
Along
with
what
we
approved
last
court,
the
drainage
district.
We
basically
said
we're
going
to
do
a
journey
study
so
correct.
We
could
do
this
comprehensive
study
and
get
75
of
them
paid,
for,
I
think
we'll
be.
O
Right-
and
it
is
a
lot
of
money-
so
I'm
sorry
to
interrupt
you
so
I'm
cautious.
Obviously
always
I
try
to
be
respectful
of
taxpayer
funds
like
I
know
you
guys
do
as
well,
but
I
would
also
just
point
out
that
this
is
a
great
opportunity,
like
the
judge
just
had
said,
to
have
75
of
this
paid.
For
so
I
think
that's
something
you
guys
definitely
should
always
weigh.
O
H
Yes,
sir
yeah
a
couple
of
things:
one
have
we
heard
anything
back
from
freeze
nickels
about
clarification
on
the
25
match.
If
that
could
be
rolled
into
the
no
interest
loan.
O
Yes,
so
we
got
confirmation
yesterday
or
today
that
we
are
able
to
do
a
no
interest
loan
for
those
funds.
A
caveat
with
that
is
that
it's
basically
a
bond
process,
so
we'd
have
to
have
a
bond
council
and
a
financial
advisor
I
did
reach
out
to.
I
responded
to
them
and
asked
you
know:
what's
the
time
frame
on
that,
is
that
something,
because
this
application
is
a
very,
very
tight
turnaround
time?
O
It's
we've
got
about
35
days
until
we've
actually
got
to
get
the
complete
application
in,
and
so
I'm
waiting
to
hear
back
from
them
to
see.
If
we
wanted
to
go
that
route
and
do
a
zero
interest
loan,
which
would
basically
be
a
payment
plan
on
this
match,
what
if
we
have
to
go
ahead
and
do
the
bond
process
before
then,
so
I
don't
have
the
full
answer
on
that
today.
O
Yeah
right,
so
that's
a
secondary
question
that
I
asked
judge
was
that
if
we
opt
out
of
the
bond-
and
we
want
to
just
go
ahead
and
put
up
the
portion
of
funds
that
we're
going
to
need
what's
the
process
on
that,
is
that
something
that
we
pay
out
with
invoice,
that
we
request
from
money
from
them
from
the
texas
water
development
board?
Or
is
that
something
we
have
to
put
in
an
escrow
account?
And
again
I
don't
have
the
answer
on
that
today.
O
Correct
so
there's
1.5
in
match,
mom
bellevue
is
definitely
going
to
share
a
portion
of
that.
I
don't
have
the
the
percentage
today,
just
because
we
haven't
needled
that
down
yet
there's
potential
that
that'll
be
decreased
even
more.
If
these
other
entities
join
in
and
then
we
have
the
option
of
using
in-kind
services,
meaning
my
work
on
this
grant
or
dd's
work
on
this
grant,
particularly
cory's
as
well.
O
F
O
F
What's
the
time
frame
to
have
some
do
something
like
this.
O
So
this
would
take
care
of
that
need
to
hire
an
engineer,
so
you
would
cut
your
costs
there.
This
would
cover
that
promise
that
you
or
that
motion
that
you've
made
to
complete
a
drainage
study.
This
project
would
fulfill
that
and
you
wouldn't
have
the
additional
cost
of
hiring
another
engineer
and
completing
another
drainage
study.
A
A
D
For
other
improvements
for
like
road
road
projects,
so
there's
nothing
to
do
with
this
item.
It
does
not.
A
D
D
You
know
that
they
might
want
answers
in
some
of
these
areas
prior
to
the
overall
study
being
done.
So
there
could
be
a
little
bit
of
tweaking
a
little
bit
of
added
cost
in
there,
depending
on
how
we
might
scope
that
out,
but
they
are
interested
in
that
work.
O
H
O
O
So,
like
I
said,
the
only
motion
that
we
need
today
is
on
this.
Is
that
you'll?
Let
me
go
ahead
and
say
that
send
to
the
texas
water
development
board
that
we
will
apply
for
this.
That's
the
only
thing
that
we're
asking
for
today.
O
H
O
A
O
Right
so
so,
just
kind
of
wanted
to
give
a
little
overview
of
it.
First
of
all,
to
point
out,
the
judge
said
that
I've
put
the
correct
amount
in
here
and
in
my
memo
the
total
amount
that
they're
requesting
we
repay
is
fourteen
thousand
five
hundred
forty
five
dollars
and
forty
five
cents.
That
was
a
typo
on
my
part.
Just
a
little
background.
Most
of
you
know.
Back
in
january,
we
had
the
general
land
office
sent
equality.
O
A
monitoring
quality
assurance
came
out
to
evaluate
the
three
projects
that
are
listed
in
the
memo
that
I
sent
you
guys,
we
got
a
really
really
positive
response.
Overall,
they
did
have
a
couple
findings,
but
in
the
grand
scheme
of
things
these
were
about
50
million
dollars
total
in
contracts,
and
the
only
thing
that
they're
asking
us
repay
is
about
15
000.
O
So
I
feel
like
that's
a
huge
success
overall,
so
I
did
just
kind
of
want
to
go
through
these
couple
items
like
I
said,
there's
actually
three
actions
that
I'm
asking
you
to
take.
The
first
is
to
accept
this
audit
into
record.
Just
you
know,
kind
of
a
general
thing.
The
second
is
to
authorize
that
we
go
ahead
and
repay
that
fourteen
thousand
dollars
and
just
to
clarify
that
fourteen
thousand
dollars
is
actually
related
to
the
lake
anawac
east
levy
acquisition.
O
It
has
to
do
with
some
prohibited
language
that
was
included
in
those
contracts,
and
this
is
a
very,
very
old
project,
but
there
was
what
they
call
cost
plus
language,
which
means
that
the
language
in
the
contract
said
that
pas,
which
was
our
property
acquisition
contractor,
was
allowed
to
have
a
certain
amount
of
profit
plus
percentage
of
profit,
and
so
they
calculated
it
was
a
ten
percent
cost
plus
they
calculated
that
amount,
and
that
came
out
to
what
was
listed
in
that
memo
that
I
sent
you
and
then
we
had
one
duplicate
parcel
purchase
and
then
also
an
unsubstantiated
fee
and
that
equals
that
14
000
and
change
they.
O
I
had
a
call
with
the
glo
two
weeks
ago
and
they
asked
that
we'd
go
ahead
and
submit
that
payment
as
soon
as
possible.
There's
another
area
with
pertaining
to
trinity
bay
and
the
miscalculation
of
deductions
for
benefits,
but
that's
something
that
trinity
bay
is
working
with
the
glo
on.
O
In
the
finding,
they
allege
that
trinity
bay
had
not
deducted
enough
for
health
insurance,
dental
vision,
you
know
those
kind
of
deductions,
but
in
actuality
they
had
shorted
themselves
tbcd
had,
and
so
they
didn't
actually
request
as
much
from
general
land
office
as
they
could
have,
and
so
they're
working
through
that.
O
That's
not
necessarily
something
that
we're
involved
in
other
than
oversight
of
it,
so
that
14
000
is
all
that
we
have
to
repay,
and
the
third
action
that
I'm
asking
you
guys
to
take
is
to
approve
the
updated
purchasing
policies
which
are
included
in
this
packet.
These
were
last
updated
on
july,
10
2018.
O
The
only
thing
that
I
have
changed
in
here
and
I
did
work
with
both
ryan
in
the
county
attorney's
office
in
in
georgia
as
well-
is
that
first
addendum
on
page
11..
O
It's
the
only
addendum
that
says
purchasing
and
procurement
procedures
for
federal
funds,
and
all
I
did
was
take
out
the
previous
last
little
note
there
and
modify
it
to
say
referring
to
referred
to
appendix
1,
which
begins
on
page
13
of
that
packet,
and
then
I
included
an
entire
appendix
related
to
procurement,
with
federal
funds
per
the
glo's
guidelines.
It's
basically
verbatim
to
cfr
200,
which
is
the
federal
regulations,
are
associated
with
procurement.
O
A
And
it
actually
should
have
been
separated
out.
I
think,
sam,
because
yeah
the
agenda
has
approved
the
15
545
reimbursement.
Do
you
have
do
you
have
to
have
this
done
today?.
O
That
I
can
just
let
them
know
that
we're
going
to
bump
it
back
to
the
next
court.
If
that's
what
we
want
to
do
to
break
them
out
into
three
separate
items.
That's
no
problem.
We've
been
really
well.
A
Okay,
yeah:
why
don't
we
do
that?
We
can
correct
the
amount
and
then
you'll
have
update
the
parts
of
the
policy
and
sure
audit.
A
O
C
A
All
right,
let's
go
back
to
3.1
and,
as
I
talked
about
aaron
while
ago,
and
all
everything
that's
going
on,
you
know,
there's
there's
a
team
of
folks
in
the
elc
that
have
regular
jobs
like
sam
and
ryan
and
corey
and
lauren,
and
everyone
else
that
have
put
in
a
lot
of
extra
time
on
different
jobs
than
what's
normal.
So
I
appreciate
all
of
you:
okay,
34.1,
corey,
okay,.
D
So
y'all
heard
the
discussions
about
spindle
top
and
the
overall
studies,
because
that's
that's
just
a
large
part
of
what
needs
to
be
done
to
get
started.
You
know.
Obviously,
we
have
talked
about
overall
drainage
and
what
we're
doing
you
know.
Last
year
we
cleaned
like
250,
000,
linear
foot
of
ditch
in
the
county
across
the
across
the
county.
D
I'm
not
sure
exactly
how
much
linear
footage
I
haven't
added
that
up
this
year,
but
we're
making
really
good
progress.
We've
been
working
really
hard
again
throughout
the
county.
I
know
around
the
beach
city
area,
northern
anawac
and
in
the
in
the
winnie
area.
We've
we've
done
a
lot,
particularly
this
year.
D
We've
you
know
we're.
We've
run
out
of
culverts
twice
as
we're
trying
to
increase
culvert
sizes
throughout
the
county
and
trying
to
get
that
up
to
where
we
get
rid
of
those
small
pipe
locations
where
it's
you
know
in
things
might
end
up
just
being
slow.
D
We've
got
some
some
things
that
need
to
be
cleaned
out
or
during
an
event
where
you
know
a
smaller
pipe
might
get
plugged
a
lot
easier
with
you
know,
branches
or
you
know
a
milk,
jug
or
basketball
or
volleyball,
or
you
know,
whatever
else
might
be
out
there
so
anyway,
trying
to
make
all
those
improvements
and
we're
we're
not
gonna,
stop
that
working
through
the
winter
and
through
the
spring.
So
I
think
that's
all
good.
D
In
addition,
y'all
bought
the
additional
large
trackhoe,
which
has
been
working
hard
continuously.
We
finished
up
this
year,
the
hackberry
location
that
had
been
cleaned
somewhat
after
harvey.
D
They
just
got
underbrushed,
took
out
all
the
large
trees
so
that
we
could
actually
get
to
it
and
mow
it
instead
of
actually
have
to
shred
it
each
time
we
also
have
the
anawack,
ditch
actually
went
much
quicker
than
I
thought
it
was
going
to.
It
was
a
very
challenging
location.
Property
owners
worked
with
us.
Pretty
well
was
able
to
get
that
knocked
out.
D
Just
finished
that
this
month,
we're
working
now
with
that
location,
as
I
discussed
in
the
last
work
on
existing
roadways
that,
based
on
ditch
drainage
and
just
general
wet
areas,
wasn't
able
to
be
mowed
easily,
which
led
to
taller
weeds,
and
maybe
some
cattails
and
whatever
have
you
that
end
up
leading
to
trees
and
anyway,
just
became
the
areas
where
the
ditch
was
in
really
bad
shape
and
not
maintained
for
years.
D
So
right
now
we're
doing
that
on
fairview,
we've
done
some
crossover
road
looked
at
eagle,
ferry
and
some
some
others
that
have
that
situation.
We're
trying
to
find
a
couple
there's
a
few
more
in
winnie
area,
but
those
are
roadside
ditches
that
we're
working
on
now
to
get
cleaned
up
beyond
that
we
have
future
locations
that
you
know
need
to
be
taken
care
of.
You
know,
looking
both
east
and
west
side.
D
You
know.
I
would
like
to
balance
out
that
work
across
the
county,
that
that
is
a
you
know.
It's
a
county
piece
of
equipment.
I've
heard
some
discuss
that
it
was
for
one
side
or
the
other,
but
it's
not
I
mean
we
work
for
the
whole
county.
So
but
anyway,
starting
on
the
east
side,
some
of
those
projects
would
include
well.
D
Spindle
top
we
talked
about
trinity
bay's
got
that
future
project
that
they're
they're.
Looking
at
at
doing.
We
have
worked
together
on
what
we
call
the
dugot
ditch,
which
goes
from
basically
franzine
down
through
the
gap
down
to
south
dugout
near
buccaneer.
D
That
has
been
cleaned
out.
We
did
the
surveying.
Trinity
bay
did
that
cleaning,
so
some
kudos
to
them,
we
are
bae,
is
still
working
over
on
the
east
side
around
some
of
the
laterals
from
mayhall.
D
I
think
we're
going
to
be
doing
some
cleaning
on
the
other
existing
channel
that
comes
from
that
south
dugot
crosses
buccaneer
and
gets
on
up
to
oh
crud.
What
is
that
road
yeah?
It
escapes
me
at
the
moment,
but
anyway,
up
into
kind
of
the
middle
of
town
and
then
we're
working
a
lot
on
trying
to
work
from
out
falls
spreading
out
from
the
outfalls.
D
D
In
addition,
we've
got
areas
like
spring
branch.
I
think
in
all
britain
gully
that
trinity
bay
is
working
on
now
we
might
expand
on
what
they
do
a
little
bit
further
north
we've
got.
We
missed
now
and
went
ditch
some
other
areas
that
we're
talking
about
might
need.
D
Some
right-of-way
would
be
areas
that
look
very
easy
because
they're
close
to
the
bay
coming
down
along
south
main
and
bay
shore
and
some
areas
that
are
not
very
far
from
the
roadway
over
to
the
bay,
but
we
don't
have
that
right
away,
so
maybe
trying
to
gain
easements
and
do
a
little
cleaning
in
some
of
those
areas
to
get
that
drainage
over
because
right
now
it
runs
out
of
like
aniwac
and
goes
south
ties
into
double
bio
and
has
to
go
on
down
through
drainage
channels
and
it's
a
pretty
long
path.
D
Some
of
that
stuff,
if
we
get
it
cut
over
to
the
bay,
seems
like
it
would
be
an
easy
fix,
but
anyway
we
need
to
try
to
work
on
that,
but
you
need
right
away
for
it.
So
that's
that's
one
of
the
challenges
generally
talking
about.
Since
that's
trinity,
bay's
area,
if
we
acquired
it
and
maybe
cleaned
it,
could
we
donate
that
to
trinity
bay
and
they
maintain
it
from
there.
D
So
that's
one
of
the
discussions
there,
so
the
other
thing
that
we
would
like
to
do
is
continue
what
we
did
on
analac,
ditch
inside
the
city
on
down
to
563
just
to
help
push
that
water
on
down
a
little
bit
further
from
the
city
going
out,
and
then
let
me
switch
to
the
west
side
west
side
projects
we
talked
about
hack
but
obviously
going
to
harvey.
There's
been
discussions.
D
Well,
actually,
even
previous
to
that,
if
you
look
at
there's
the
24
with
westside
study
attack,
berry
is
one
of
the
number
one
projects
hecarim
cotton.
So
it's
it's
been
on
the
radar
for
a
while,
even
before
the
issues
that
happened
during
harvey,
but
we
need
to
complete
the
study
that
was
just
discussed
and
determine
projects.
D
Out
of
that,
we
need
to
acquire
that
right
away
so
that
we
can
clear
vegetation
and
then
possibly
even
do
some
widening
for
bringing
more
capacity
through
there
to
get
on
down
to
the
bay
and
stop
any
potential
flooding
for
the
future
point
borough
gully
needs
an
easement
in
clearing.
We
talked
about
that
in
the
last
court.
Some
of
the
challenges
is,
we
tried
to,
or
the
court
tried
to
acquire
that
in
the
past
and
wasn't
able
to
get
it,
but
that's
something
that
needs
to
happen.
D
Skylane
rwj
project
we've
talked
about
that.
That
project
was
there
was
grant
for
that
project.
A
Sir,
go
back
to
number
two
point
bearer.
Yes,
sir,
is
that
all
in
hoa
no.
D
So
issues
that
were
brought
to
our
attention-
and
we
talked
about
from
the
hoas-
they
dump
into
point
point
barrel
goalie
and
they
go
in
private
property.
So.
A
D
Yeah-
and
I
you
know-
we've
talked
about
that
and
you
know
I've
gotten
several
questions
about
that,
even
from
the
last
court
as
to
why
you
know
why
subdivisions
and
all
can
build-
and
you
know
basically
they
dump
into
these
drainage
channels
and
why
the
county
doesn't
have
control
of
it
all
the
way
to
the
bay
or
you
know,
wherever
else,
and
it
is
you
know
a
bit
unique,
is
that
the
water
is
so
close
essentially,
but
I
mean
I
get,
I
don't
know
it
and
it's
just
it's.
D
It
is
a
challenge
it
seems
in
general,
like
you
should
have
that,
and
you
know
I
face
that
with
txdot
too
everybody
dumps
into
something
else
into
a
channel
and-
and
it
just
you
know
it's,
it
goes
through
several
areas
of
responsibility
and
it
makes
a
challenge
when
you're
trying
to
make
these
these
improvements,
and
you
have
to
have
people
on
board
in
some
instances.
It's
it's
private
citizens.
D
You
know
in
their
private
land
and
interest,
and
it
is
just
a
challenge.
Can.
A
H
Judges
in
this
particular
case
point
barrow
the
ditch
we're
talking
about
it,
not
just
it
doesn't
only
drain.
You
know
barrel
ranch
and
the
hoas
it
drains
that
entire
watershed
in
that
area
there's
a
lot
of
stuff
on
the
west
side
of
2354
that
it
drains.
H
So
it
you
know
it's
taking
up
a
large
area
and
if
you
recall
after
I,
that
was
one
of
the
ones
that
we
got
grant
money
to
or
the
county
did
to
take
care
of,
but
they
couldn't
get
the
right-of-ways
the
some
of
the
landowners,
buffed
them,
and
so
you
know
it
fell
apart.
A
H
C
H
D
A
D
And
I
don't
think
there
is
total
vacant
property
from
on
the
west
side
that
you're
gonna
find
that's
I
mean
that's.
This
can
be
very
challenging
to
find
that
there's
not
somebody
you're
gonna
affect
you
know.
That's
not
you
know,
just
total
vacant
open
property.
I
think
I
and.
L
D
A
So
I
know
it's
costly,
but
do
you
go
in
and
put
underground
culverts
in
and
yeah?
You
know
if
there's
mitigation
funds
or
something
at
some
point
what
you
get
and
then
you
restore
the
land
back
to
what
it
is
underground
diversion
channel,
because
it's
not
very
far
from
from
these
subdivisions
to
the
bluff.
D
Yeah,
well
I
mean
I
mean
the
the
more
you
pipe
something,
and
I
think
you
know
gary
and
billy,
especially
working
on
a
project
that
we
have
on
the
west
side.
You
know
you
run
into
problems
with
pipes.
Just
are
not
as
efficient
as
an
open,
ditch
overall,
and
you
start
you,
you
can
cause
problems,
you
know
with.
E
D
Like
an
agreement
would
be
more
it
more
beneficial
to
work
with
the
property
owners
that
you
you
know
like.
Okay,
look.
We
we
need
this
for
everybody's
good,
you
know.
Maybe
we,
you
know,
we
add
some
aesthetic
value
to
it.
When
we
build
it
back,
you
know
that
they
would
gain
some
benefit
out.
D
Well,
I
mean
so
I
mean
you
would
have
to
have.
We
need
a
a
surveyor
apparently
that
you
know
to
establish
true,
meets
and
bounds
for
a
you
know:
a
purchase
company
to
go
out
there
and
acquire
the
easements
whether
or
not
they're,
you
know
paid
easements.
You
know
for
like
right
away
or
a
permanent
construction
easement.
But
you
know
this
is
not
something
that
we
want
to
do
every
six
months
or
a
year.
We
need
to
establish
permanent
access,
whether
it
be
through
easement
or
right-of-way.
D
So
we
need
surveyors
for
meets
and
bounds
and
we
need
a
you
know:
a
purchase,
a
purchaser
to
a
right-of-way.
You
know
individual
to
go
out
there
and
gain
those
the
property,
and
then
you
know,
and
then
we
can
go.
A
Out
it's
just
like
we've
done
on
others,
and
if
you
can't
gain
it,
you
go
through
the
condemnation
in
which
you
I
know
you
hate
to
do
so
I
mean,
if
we
look
at
that,
one
laid
out
how
many
property
owners
are
there
that
would
have
to
would
be
affected,
and
I
mean
might
start
out
by
talking
to
them
right.
D
Yeah,
I
weeks
you
know,
I
know
that
they've
gone
through
that
process.
We
have
not
tried
that
again,
since
we
started
talking
about
it.
Billy
nice
last
year
certainly
start
back
with
the
process
of
discussing
and
see
if
they
are
open
to
it.
At
this
point
you
know,
I
guess
I
made
the
assumption
that
they
weren't
since
they
haven't
been
in
the
past
and
we're
further
away
from
the
floods
as
we
kind
of
talked
about
before,
but
yeah
yeah.
We
can
start
back
there.
D
I
think
you
know
hackberry,
cotton
or
you
know,
point
boro
and
are
probably
our
top
top
two
projects
that
we
could
look
at.
I
mean-
and
I
just
listen
just
so-
that
everybody
kind
of
aware,
since
we're
kind
of
you
know
public
forum,
I
mean
hackberry
cotton
point
borough
we
mentioned
skylane
down
across
from
we've,
had
some
flooding
in
the
beach
city,
community
building
and
the
fire
department
in
yapis
vineyard
area.
There's
a
small
little
gully
over
there
that'd
be
easy
to
clean
bay
ridge.
D
Yeah,
I
think
the
easiest
one
would
probably
be
one
that
comes
from
2354
over
there
to
tying
into
the
bay
over
there
there's
only
two
property
owners
and
I
think
in
general
they
they
seem
to
be
in
favor,
so
it'd
just
be
finishing
it
out
with
an
easement.
So
the.
D
A
D
So
just
in
general
I
mean
it's
yeah
I
mean
the
thing
is
I
guess
you
know.
In
the
we
talked
about
the
budget
numbers
earlier
I
mean
there
is
absolutely
no
way
there's
enough
money
in
the
budget
to
hire
a
a
surveying
company-
that's
working
for
a
year,
a
purchaser
purchasing
company.
That's
that's
working
for
a
year
and
then
have
money
left
over
for
any
right-of-way
purchases.
We're
not
going
to
get
that
out
of
that.
D
C
A
Well,
yeah,
and
I
think
you
prioritize
you
take
like
I
said,
the
low
hanging
fruits
and
then
I
think
we
look
next
year
at
when
we
work
on
our
budget
and
is
dedicating
some
more
funds
and
into
drainage
we're
gonna
yeah.
You
know
we're
in
the
drainage
business
at
least
partially,
so
we're
going
to
have
to
dedicate
some
funds
to
it.
If
we're
going
to
work
on
it,
which
we
increased
200
000.5
million
this
year,
which
is
not
a
lot
of
money
for
what
we
have
to
do.
Still,
it's
a
start.
D
No,
I
I
understand
that
I
agree
I
just
I'm
just
wanting
to
be
transparent
with
the
public
that
you
know,
300
000
doesn't
you
know,
doesn't
get
this.
These
answers
solved,
you
know,
and
the
drainage
district
is
still
probably
the
overall
best
method
for
you
know
for
doing
that,
because
that
gives
them
additional
control
and
resources
that
we
well.
I.
F
H
I
think
at
this
point
we
just
keep
working.
I
think
the
main
thing
is
we
got
a
commitment
from
the
court
to
do
it
and
we
keep
working
on
the
directions
that
we're
going
where
you
know
we're
moving
in
a
direction
to
possibly
get
a
grant
funded
study.
H
You
know
pretty
much
county-wide
and
there's
other
additional
grant
monies
out
that
you
know
things
like
hackberry,
cotton,
creek
they're,
I
mean
they're,
pretty
big
numbers
and
hopefully
we
can
get
some
grant
assistance
on
those,
and
I
think
we
need
to
sit
down
and
just
do
a
plan
that,
like
corey
said
you
know,
working
within
the
budget.
We
got
and,
like
the
judge
said,
take
the
low-hanging
fruit
that
we
can
work
on
and
in
the
meantime
you
know
the
district's
still
in
play.
H
A
D
F
H
F
D
Problem
I
mean
the
problem
that
you
get
into
is
that
our
property
is
somebody's
front
yard,
and
it's
going
to
be
a,
I
mean
you,
you
do
get
into
the
same
issue.
I
mean
you.
You
would
end
up
having
to
put
a
large
pipe
system
in
there,
because
we
don't
have
the
right
of
way
to
create
that
much
additional
drainage
and
when
you
go
to
diverting
water
away
from
a
watershed
to
a
different
area,
if
there's
any
flooding
that
occurs
after
that
point,
then
we
put
ourselves
in
some
jeopardy
there.
D
I
I
that
would
need
to
be
studied
pretty
hard
before
you
go
pushing
water
and
I
don't
know
it
is
possible
in
some
small
sections,
but
we
we'd
have
to
be
pretty
careful
on
that
that
there.
E
A
D
D
You
know,
I
think
we
keep
the
door
open
on
them,
but
I
just
didn't
want
to
shut
the
door
on
the
potential
drainage
district.
You
know
I
you
know,
I
I'm
not
in
favor
of
well,
I
don't
nobody
likes
additional
taxes,
but
it
is
a.
It
would
be
a
positive
way
of
being
able
to
make
progress
quicker,
but
it's
just.
D
I
think
I
think
it's
just
gonna
be
important
as
we
move
forward
that
we're
transparent
with
the
public
that
you
know
what
our
priority
list
is,
and
it's
based
on
low-hanging
fruit
of
what
we
can
get
easily
and
so
the
more
cooperation
we
have
with
areas.
You
know
the
easier
that's
going
to
be,
you
know
and
some
of
these
projects,
even
though
we
have
a
desire
to
get
them
done.
D
You
know
it's
if,
without
cooperation,
the
cost
can
make
it
prohibitive,
and
so
anyway,
we'll
just
continue
working
from
year
to
year
and
we'll
just
see
where
we
go.
A
Well,
and
with
the
increase
in
values,
we
should
be
able
to
slowly
increase
our
flood
control
tax,
while,
while
we're
working
on
these
things,
that
and
and
still
be
able
to
maintain
the
same
tax
rate
or
lower
tax
rate,
so
we
need
to
look
at
that
hard,
the
2022
budget,
all
right,
nothing
else,
corey.
Thank
you
very
much
with
no
action
on
three
one
and
no
action
on
three
three.
A
A
B
Yes,
sir,
not
a
major
change.
It
has
downgraded
to
a
tropical
depression
now,
since
the
winds
are
35
miles,
an
hour
which
that's
good,
so
there
shouldn't
be
a
wind
threat,
but
the
flood
threat
used,
whether
that
be
the
risk
of
the
rainfall
or
the
tides
or
potential
flash
flooding.
So
they
said
weather
said
for
the
next
24
hours
we
were
gonna
have
to
deal
with
this,
but
other
than
that.
The
the
forecast
rainfall
everything
hasn't
changed
from
earlier.
So.
B
A
E
A
Think
I
think
we
get
everything
that
I
had
circled.
H
Four,
oh
I'm
sorry!
I
guess
you
guessed
me
right
on
the
well.
I
I
had
a
question
for
mike.
He
was
checking
out
on
his
licensed
electrician,
so
I'll
wait
and
follow
up
with
him
on
that
and
then
on
idle
number.
H
H
I'd
like
to
point
out
that
the
wrong
that
says
it
is
for
cypress
point,
but
yet
you
got
raintree
drawings
in
there.
D
Yeah
at
cypress
point
they.
Actually
I
didn't
check
that
we
got
that
drawing
all
right
well,.
D
On
the
agenda
I
mean
the
approval
is
for
cyprus,
point
section
three
and
they
actually
bonded
it.
So
we
we
held
at
last
court
because
we
didn't
have
the
bond.
They
gave
us
the
bond
this
last
week.
So
I
apologize
for
not
checking
that
drawing
before
I
submitted
it,
but
the
the
the
approvals
for
cyprus
point
and
it
is
accurate.
A
Cypress
point
guard,
then
you
need
to
get
that
insert
to
us
so
that
we
can
actually
put
it
in
the.
I
can
I'll
call
brad
and
get.
I
H
Yeah
on
1931,
I
want
the
whole
court
to
give
a
big
thank
you
for
deputy
dan
for
the
donation
of
molly.
The
drug
dog
echo.
A
L
A
F
A
D
Yes,
so
this
is
for
projects
specifically
the
extension
of
kilgore
parkway
and
like
needlepoint
road,
and
if
we,
you
know
if
we
end
up
doing
anything
on
ew4
but
for
roadway
projects
that
we
were
looking
at
specifically
on
the
west
side,
I
thought
I
had
approval
for
that
based
on
some
earlier
action,
but
based
on
the
value
that
we
would
be
spending
on
the
contract,
it
needs
to
be
advertised
differently.
So
that's
what
I'm
asking
for.
D
So
it'd
basically
be
engineering
services
and
we're
it
would
be.
You
know
a
little
bit
broad.
You
know
we're
we're
looking
for
engineering
experts
that
can
do
basically
civil
engineering
work,
which
would
include
drainage
and
roadway.
D
So
you
know
you
know
those
are
the
specific
projects,
but
you
know
if
we
did
a
specific
po.
You
know
you
could
add
on
to
that,
for
you
know
something
else,
but
we're
looking
for
somebody
that
has
that
expertise.
A
All
right:
okay,
no
other
questions,
I'll,
entertain,
emotional
sense
of
judge.
What's
back
mr
tice
who's?
Second,.
A
Second
by
commissioner
combs,
those
in
favor
opposed
motion
carries
it's
11
47
a.m,
recess
to
executive
session.
At
this
time,
under
deliberation
regarding
property
in
consultation
with
attorney
20.1
discussing
center,
whether
to
dispose
of
1.4
acres
of
county
property
located
at
1210,
east
winfrey
avenue
set
property,
including
the
old
courthouse,
electronics
task
force,
building
actually
a
little
kitty
hall
and
which
method
of
disposition
to
use
under
local
government
code
of
the
auctions.
It
still
did
broker
a
property
exchange,
so
at
11
48
am
we
were
recess
to
executive
session.
