work
and
our
court
fines
and
fees,
I
provided
you

all

normal
pie,
charts

I

Every
time
just
point
out
a
few
highlights
and,
of
course
answer
any
questions
that
y'all
may
have
when
we
prepared
this
report.

For
you,
we
had
873
000
of
unpaid
taxes
up
through
and
including
the
2020
tax
here
on
the
first
graph,
showing
you,
the
account
breakdown,
chart
a
couple
things
that
I
want
to
mention
on
it.
One
is
our
litigation
percentage,
which
represents
over
almost
40
percent
of
the
role
included
in
that
is
a
a
case.
We
have
against
a
company
called
dark
ruby
that
is
50
mineral
accounts.
It's
pipeline
working
interests
in
the
bay
real
estate
for
those
of
you
that
have
been
on
the
court
for
a
while.

This
used
to
be
known
as
galveston
bay
operating
and
it
went
through
a
bankruptcy
and
before
it
owned
it,
another
company
had
it
and
went
into
bankruptcy.
Dark
ruby
bought
it
in
2019,
we
got
all
the
taxes
paid
through
2019
and
shockingly
they
didn't
pay
the
2020s
they
haven't
paid.

The
2021s
and
they've
been
in
a
dispute
now
with
the
railroad
commission
for
not
quite
a
year
on
one,
whether
or
not
they
actually
acquired
title
to
it,
even
though
they
paid
a
half
a
million
dollars
in
the
last
bankruptcy
case
to
buy
these
interests.
They're
now
saying:
well,
we
didn't
really
buy
it
and
they're
in
a
big
fight
with
the
railroad
commission
over
some
bond
money
that
the
railroad
commission
wants
in
order
to
let
them
go
forward
long
story
short.

Coincidentally,
yesterday
we
had
a
call
with
their
lawyers,
we
sued
galveston
bay,
the
prior
owner
dark
ruby,
the
current
owner,
and
I
was
hopeful
that
the
call
was
going
to
be
well.
We
want
to
pay
this
well.
Gas
prices
are
going
up,
everything's
great
we're.
You
know
we're
gonna,
keep
reworking
the
wells.

Not
quite
the
odds
are
that
they
are
gonna,
walk
away
from
it.
We're
gonna
take
our
judgment
and
then
we'll
be
visiting
even
before
then
with
the
railroad
commission
over
what
their
ultimate
goal
is.
If
they
cancel
the
leases,
then
our
liens
on
the
variety
on
all
the
working
interests,
basically
go
away
and
it
basically
becomes
uncollectible.

variety
of
companies
that
we're
going
to
try
to
talk
to

see
if
there's
interest,
just
to
give
you
a
flavor,

the
county
is
only
owed

plus
thousand
in
base
tax,
when

add

part

properties

school
partners
at
the
anawac
school,
when
you
add
everybody

all
the
taxes
and
penalties
and
interest
you're
talking
about
four
hundred
thousand
dollars,
that's
outstanding
right
now
and
so
we're
working
on
it
very
diligently.

got
it
set
for
trial
in
june
and
hopefully
we'll
again
either
have
a
resolution
or
then
we'll
look
at
potentially
selling
it.
What
we
will
not
do
at
the
end
of
the
day
is
let
any
of
that
property
get
struck
off
in
the
name
of
the
county,
so
we
can
take
it
all
the
way
up
to
the
moment
of
sale
and
if
somebody's
there
at
the
time
we
have
to
sell
it
and
they
want
to
raise
their
hand
and
buy
it
great.

just
pull
it
right
down
and
then
we'll
move
on
and
see
where
it
goes
from
there.

bankruptcy

only

six
thousand
dollars
out
of
the
total
delinquent
role,
that's
involved
in
active
bankruptcy
cases.
I
think
that's
a
positive.

the
largest
single
year,
of
course,
is
2020.,
and
then
I've,

showing
historical
collections
from
2015
forward,
and
I
can
go
back
through
any
of
those.
But
if
you

2020
taxes.

that
one
percent,

and
subsequent

collections

quite

the
county.
The
other
thing
I'll
mention
before
I
get

my
final
fee

we

tax
sales,
beginning
april
a
couple
properties
sold
a
couple
got
struck
off
and
several
got
paid
before
the
sale,
so
good,
strong,
again
activity
pointing
out
which
you
all
know
that
there's
a
lot
of
activity

interest
in
property
in
the
county.
We
had
a
tax
docket
earlier
this
month.
We've
got
another
one
in
may
and
another
one
in
june
and
historically
all
the
cases
that
we
have
done
in
the
county
have
always
been
in
the
253rd
and
now
judge
kane
is
going
to
have.

philosophy

the
county
kind

review

economic

metrics
and
trends,
and
then
answering
any
questions
that
you
may

The
mission
and
purpose
of
the
economic
development
foundation
since
1986
has
been
to
spur
and
foster
economic
growth,
so
we've
had
a
relationship
in
chambers
county
since
inception.
Obviously
the
nature
of
the
name
of
our
organization,
the
baytown
west
chambers,
county
economic
development
foundation,
speaks
to
that.
We
have
our
strategic
partners
that
are
noted
here.
We
have
got
economic
development
contracts
with
chambers,
county
city
of
baytown
chambers,
county
approved
districts,
one
and
two
port
of
houston,
and
then
industry.

Our
work
is
focused
on
driving
this
development
cycle.
It's
fairly
obvious
employment
growth
begets
residential
growth
and
population
growth,
which
begets
sales
tax
and
retail
development.
Those
revenues
can
then
be
deployed
in
an
economy
to
improve
amenities
and
the
like,
and
so
this
has
been
very
active
over
the
last
several
years,
particularly
coincident,
with
the
re-emergence
of
the
petrochemical
industry
associated
with
shale
gas.

This
is
our
mainstay
activity,
however,
facilitating
site
selection
processes
and
when
people
are
we're
competing
for
projects
and
on
behalf
of
the
county
and
all
of
our
stakeholders.
So
this
funnel
sort
of
speaks
to
the
process
of
site
selection
site
selection
is
not
a
process
of
election.
It's
a
process
of
elimination,
so
our
efforts
are
really
focused
on
looking
at
the
requirements.
When
rfps
request
for
information,
we
receive
them
from
the
governor's
office,
economic,
regional,
economic
development
organizations
like
greater
houston
partnership
with
others.

We
try
to
at
least
present
our
service
area,
which
encompasses
all
of
chambers,
county
baytown,
proper,
certain
unincorporated
areas
of
arizona
in
the
best
light,
and
so
as
we
go
through
the
criteria
and
the
funnel
ideally
we'd
like
to
present
and
address
all
of
the
elements
that
are
noted
on
the
right-hand
side
there
and
provide
information
in
that
regard.

a

really
were
inundated
with
a
number
of
projects
that
were
seeking
to
take
advantage
of
the
department
of
defense
funding
to
produce
mitral,
gloves
and
other
ppe,
because
of
coven
and
then.

and
then
savings
above
that

that
constitutes
significant
taxing
for
a
project

I'll.

This
integrated
model
that
has
made
this
area
very
competitive
for
that
very
reason,
so
just
to
highlight
some
of
that
that
capex
at
the
bottom

reflect.
This
is
simply
a
characterization
of
all
the
value.
That's
going
vertical
in
our
service
area
and
the
number
of
jobs,

creation

going
to

projects

commitment
contributions

the
counties
may
respect
the
economic
development.

report

our

Number
seven
under
our
contract
is
to
provide
an
annual
reporting
detailing
the
effectiveness
of
the
economic
development
program
that
we
stored
on
behalf
of
the
county,
the
incentives
philosophy
of
the
county
and
any
sort
of
continuous
improvement
activities
that
we've
undertaken
on
behalf
of
the
county
related
to
the
economic
development
program.

So
this
is
a
brief
history
or
timeline.
The
county's
first
chapter
312
agreement
was
with
the
home
depot
distribution
center
and
then
the
cedar
crossing
industrial
park
followed
closely
by
kind
of
a
landmark
deal.
O
The
walmart
distribution
centers
are
four
plus
million
square
foot
distribution
center
projects
that
emerged
in
cedar
crossing,
which
involved
chambers,
county
city
baytown,
the
general
land
office,
sort
of
a
really
very
creative
deal
that
judge
sylvia
recorded
at
that
time,
mike
sheeto,
who
was
the
executive
director
of
the
foundation
up
until
january
of
this
year,
structured
a
deal
that
really
put
chambers
county
on
the
map
related
to
supply
chain
and
logistics
and
distribution.

The
first
chapter
381
agreement
that
the
county
entered
into
was
for
a
competitive
project.
It
was
the
foursome
investment
project.
There
were
three
sites
competing
for
this
for
the
project
chambers,
county
and
the
cedar
crossing
industrial
park,
now
cedar
port
port
patoosa
in
oklahoma,
and
there
was
a
site
in
cattle
parish
louisiana
that
was
competing
for
that
project,
and
so
we
did.
Some
research
actually
asked
loch
lord,
to
make
a
presentation
to
the
court
at
that
time.

Talking
about
the
chapter
381
statute
that
had
been
on
the
books
for
quite
some
time,
but
the
court,
you
know
the
county
had
not
undertaken
it,
so
it
was
very.
We
were
absolutely
complimentary
in
that
regard,
to
bring
the
concept
of
381.
The
statute
is
very
flexible
and
the
county's
been
using
the
flexibility
of
381
in
a
number
of
ways
which
we'll
talk
about
here
shortly
and
then
2014.
There
was
a
formal
economic
development
policy.
381
policy
was
adopted
by
the
court
and
has
been
updated
a
few
times.
O
It
will
be
updated
subsequent
to
the
adoption
of
the
changes
associated
with
green
belts,
that
same
characterization
is
going
to
be
included
in
the
381
policy.
So
since
2014
to
now,
the
economic
development
program
has
been
deployed.
The
we've
been
able
to
integrate
both
chapter
312
and
chapter
381
in
a
meaningful
way
to
affect
the
economic
development
entrance
agreements
that
have
been
beneficial
to
the
county,
both
short
term
and
long
term,
and
then
with
the
taxpayers
who
have
been
entering
into
these
agreements.

So
there
are
a
number
of
benefits
people
ask.
You
know
why
I
bait
and
they're
just
listed
here.
There's
some
seem
fairly
obvious
and
some
do
not.
But
the
idea,
that's
underlying
right
there,
that
the
retention
and
development
of
existing
businesses
truly
has
been
the
mainstay
focus
of
the
county's
economic
development
folks
because
of
the
emergence
of
two
sectors,
the
petrochemical
sector,
particularly
in
the
midstream
sector,
and
then
the
logistics
and
distribution.

So
there
are
five
reasons
that
are
noted
here
that
fairly
straightforward:
they
reduce
unemployment.
You
know
new
jobs
and
new
businesses
create
new
jobs.
If
you
will
and
also
retain
jobs,
business
retention
and
employment
retention
is
key.
They
strengthen
other
businesses.
If
you
recall
the
last
several
years,
we've
been
trying
to
illustrate
in
our
recommendations
to
the
court
consideration
for
potential
projects,
the
economic
impact
of
projects
as
they
relate
to
job
creation
in
the
county
and
and
so
their
characterizations
they're.
Not.

You
know,
they're
specific
to
the
extent
that
you're
measurable,
but
they
give
some
indication
the
magnitude
of
impact
of
having
certain
jobs
and
these
jobs
coming
into
the
county.
The
third
bullet
increasing
the
tax
revenue.
These
are
not
discrete
one-time
investments,
yes,
if,
in
fact
the
county
is
incentivizing
projects
or
invading
taxes.
These
are
not
monuments,
they're
going
to
create
they're,
going
to
operate,
they're
going
to
employ
they're
going
to
create
inventory,
but
then
once
they
roll
back
onto
the
rolls,
they
continue
to
add
revenue
to
the
tax
base.

This
is
a
global
and
competitive
environment.
For
each
one
of
these
categories,
we
can
give
specific
examples
of
chambers
county
competing
globally.
We
compete
routinely
against
states
along
the
gulf
coast,
particularly
louisiana,
and
the
industrial
tax
exemption
program
that
they
have,
which
debates
carte
launch
80
of
all
taxes
associated
with
the
project
up
to
10
years
counties.
We
routinely
compete
against
walter
county,
montgomery,
county
rosario
county
one.

Projects
that
I
was
mentioning
has
is
chosen,
but
zarya
county.
It
was
the
super
max
glove
manufacturing
had
some
discussions.
A
lot
of
you
know
work
in
that
regard
and
thought
that
seat
report
was
gonna
be
selected
as
a
site,
but
they
also
went
to
bizarre
economy
for
two
reasons.
The
chapter
313
value
limitation
threshold
was
lower
than
the
80
million
in
the
barcelo
isd,
and
then
the
county
provides
them
with
a
very
substantial
tax
pay
and
that
450
plus
million
dollar
project,
then.

Countries,
if
you
recall
the
mdi
project,
covestro,
was
competing
for
and
had
landed
prior
to
them.
Deciding
to
squat
prior
to
that's
a
rough
term
delay
the
project
to
delay
the
project
pre-code.
They
were
going
through
some
contemplation
and
or
re-emerged,
and
that
competitive
project
re-emerged
and
the
baytown
site
is
competing
against
china
for
the
1.8.9
billion
dollar
project.

So
this
is
the
business
retention
and
expansion
philosophy
that
you
know
it
really
has
been
manifest.
They
had
the
opportunity
to
co-author
an
article
with
judge
hillary
back
in
2018,
in
preparation
for
advocating
for
the
extension
or
the
renewal
of
chapter
312
and
313
in
the
2019
session
and
judge
hill.

mentioned
earlier,
it's
a
combination
of
things.
The
court
is
not
doing
things
discreetly,
particularly
for
the
large
midstream
projects,
the
isd
chapter,
313
value
limitation,

barbara's,

isd.
The
city
of
mount
bellevue
has
entered
into
a
number
of
chapter
312
and
chapter
80
agreements
to
incentivize
all
the
fractionators
or
fractionation
capacity
in
mount
bellevue.

city
of
baytown
has
the
ability
to
enter
into
industrial
district
agreements
in
their
etj
and
then
lastly,
chambers
county
has
been
using
chapter
312
and
381
very
effectively
to
incentivize
projects.
So
it's
a
an
integrated
model
that
has
worked
nicely.
Unfortunately,
313
is,
is
sun.

this
year,
however,
there
are
already
efforts
underway
to
look
at
what
the
next
iteration
of
313
is
going
to
be,
because
you
know
that's
texas's
mainstay
test
incentive,
so
something
I
mean,
I
think
the
legislature
has
to
be
rational
to
get
past
some
of
the
challenges
associated
with
you
know
the
inability
to
evenly
distribute
the
benefits
of
313
across
the
state
and
come
develop
a
a
new
model
that
would
allow
for
the
same
types
of
incentivization.

So
as
the
representative
murphy
last
session
developed
a
bill
that
had
some
components
that
were
very
appealing,
I
would
expect
that
he's
going
to
come
back
with
that.
I
think
that
the
lieutenant
governor
has
already
tapped
someone
who's
a
tax
expert
to
start
looking
at
developing
some
proposals
so
that
when
they
hit
the
ground
running,
when
the
legislation
assessment
starts,
that
313
would
be
a
primary
focus
when
it
comes
to
economic
development
incentives.

So
this
is
a
roster
of
the
2021
agreements
that
are
illustrated
in
the
annual
report
for
champs
county
appraisal
district.
These
are
the
sectors
that
are
represented
upstream,
mainstream
downstream,
not
surprisingly,
all
represented
in
this
county,
but
the
midstream
sector
really
has
the
lines
here
where
you
have
midstream:
operators,
enterprise,
targa,
lone
star.
One
oak-
have
multiple
agreements
with
county
logistics
and
distribution,
as
I
mentioned
before,
has
really
emerged,
particularly
given
the
end
product
or
the
output
of
all.

These
expansions
we
have
chambers
county
is
home
to
two
of
the
largest
plastics
distributors
in
the
world
in
the
county,
and
then
others
are
operating
plastic
express,
ppv
and
others,
and
coal
storage

there
are

least
two
projects
that
are
going
vertical
in
the
county
and
additional
being
contemplated.
So
it's
another
sector,
that's
emerging
in
the
area
where.

sorry
the
upstream
sector
is
essentially
the
downhole
operations.
The
exploration
and
extraction
of
oil
and
gas
or
ngls
midstream
is
the
transfer
of
those
products
and
then
subsequent
modification
through
fractionation
of
some
sort
and
then
downstream,
is
the
transformation
or
manipulation
of
molecules
into
an
end
product.
So
upstream,
you've
got
crude
or
ngos
ngl's
transferred
via
pipelines,
significant
pipelines
and
stored
in
the
in
the
caverns.

If
you
will
in
the
in
the
mount
bellevue
area,
fractionated
into
various
natural
gas
liquids
downstream,
is
taking
one
of
those
ngos.
If
you
go
the
ethane
that
is
derived
from
that
cracking
it
and
making
ethylene
and
then
subsequently
changing
it
into
polyethylene,
which
is
plastic.
So
that's
the
distinction.

understand
so
what
is
the
effect
of
all
this?
So
we've
talked
about
the
philosophy
and
so
forth,
and
before
I
go
into
this
next
phase,

if
you
have
any

lot

part

this,

it's
not
that
you

you've
got
abatements,
but
the
county's
been
deriving
significant
payment
in
lieu
of
taxes
along
the
way
that
equates
anywhere
from

nuances
associated
with
some
of
these
agreements,
particularly
the
large
ones.
When
you
get
into
them,
when
you
look
at
the
year-to-date
abatement,
some
of
them
have
inverted.
The
philosophy
for
the
court
had
been
a

of
them
were
based
on
that,
particularly
those
agreements
that
had
stipulated
values
associated
with
their

applications.
They
stipulate
what
they
thought
the
valuation
models
were,
and
that
was
a
rational
basis
for
negotiating
these.
However,
valuations
of
valuations
they're,
not
you
know
exact,
and
so
because
of
that
some
of
the
agreements
have
an
inverted
percentage
that
the
county
is
benefiting
to
60
and
the
taxpayer
is
dropping
40,
specifically,
the
net
present
value
of
some
of
the
upfront
cash
payments
that
the
county
has
received.

Paradoxically,
because
of
the
lower
valuation
associated
with
covet,
makes
those
dollars
even
more
valuable
in
retrospect.
So
is
this
one
of
those
situations
where
we
continue
to
try
to
provide
the
court
with
some
insight
and
then
citizens,
as
well
with
respect
to
the
impacts
of
these
investments,
development
begets
development.
This
is
some

the
comptroller's
website
with
respect
to
gross
sales
in
the
county.
Now
in
the
county
in
chambers
county
was
it
with
a
population
of
forty?

there
are
gross
sales
that
are
tabulated.

we

economy,

significant
benefit

related
to
growth,
other
complimentary
benefits
associated
with
the
economic
development
program.

these
agreements

are
currently
operating
and
have
growth
developed
over

That's
another

think

gross
domestic

It's
sort

confusing
concept.

a
useful
metric
for
illustrating

we

manufacturing
logistics

distribution
and
warehousing.

are
categories

everything

as
an

The
annual
change
with
respect
to
gdp
over
time
over
the
last
10
years
in
the
county
is
5.1
percent.
That's
complementary
to
the
7.2
percent
that
I
noted
earlier,
but
it's
above
the
3.4
for
the
nation
and
then
another
metric
is
output
per
worker
in
a
given
area.

this

it's
chambers
county,
it's

works
in
the
county.
That's
almost
double
the
national
average,
so
it's
significant
economic
input.
These
are
categories.
It's
a
tough
chart
to
look
at,
but
not
surprisingly,
manufacturing
logistics
or
transportation.
Awareness,
warehousing
and
other
areas
are
very
active
and
this,
as
of
the
third
quarter
of
2021.,
I
know,
there's
been
some
concern
from
commissioners
court
about
jobs
associated
with
tax
abatements
and
the
like.
The
county
has
established
a
threshold
that
you
know
is
just
nominal.

I
mean
for
many
years,
consistent
with
other
locales
and
counties
cities
and
like
establishing
the
need
to
retain
or
create
five
ten
jobs,
and
that's
been
the
case
with
connie
for
some
time.
The
the
logic
there
is
to
not
set
up
a
clawback
scenario
where
you
have
to
go
after
a
taxpayer
for
not
meeting
certain.
You
know,
professionals
in
life,
so
you
know
job
creation.
County
has
been
robust
and
one
of
the
slides
that
I
admit
this
morning
just
illustrated
for
that.

In
2010
there
were
14
in
sheriff's
county
as
of
q1
of
2022.
There
are
18
000
jobs.
I
mean
it's
just
a
lot
of
people
working
in
the
county,
but
this
is
the
labor
force
participation
rate.
You
know,
as
of
the
end
of
2020
you'll
note
that
for
the
labor
force
for
16
years
and
above
the
labor
force,
participation
rate
in
chambers
county
is
65.2
percent.

The
national
average
is
58,
but
for
the
prime
age
labor
force,
which
is
25
to
54.,
it's
80,
that
is,
that
is
very
high,
and
so
the
most
recent
data
from
the
bls
and
the
bea,
the
bureau
of
economic
analysis,
shows

national

post

at
about

so
chambers
county
is
at

know

unemployment
rate
illustrates
that

most

them

going

be

above
two
a
lot
of
growth
in
the
catch
chemical,
chemical
entry,
coal,
oil
and
gas
and
like
but
there's
a
there's,
a
variable
called
the
location
quotient
that
you
know
speaks
to
competitive
aspects
of
a
given
locale.

Anything
over

says
that
the
area
has
competitive
advantage
over
the
nation
and
the
region
and
there's
several
that
have
that
that's
above

lastly,
continues
improvement
expectations
as
part
of
our
contract.

of
the
things

we've
worked
on

court's
adopted
over
the
last
couple
years,
foreign
trade
zones
formerly
adopted
at
ftc
policy
and
now
have
developed
a
payment

lieu
of
taxes
agreement
many
years
the
county
did
not
enter
into
pilot
agreements
associated
with
ftc's,
just
simply
to
help
motivate
and
activate
economic
development.

those
two
tools
are
now
available,
of
course
adopted
the
community
impact
program.
Contribution
that
I
alluded
to
earlier
is
in
place
and
then
some
recent
changes
in
the
chapter

policy
annual
inventory
minimums
are
expected
now

stipulated
agreements.
Economic
impact
analyses
are
going
to
be
required
as
a
matter
of
practice
to
make
determinations
as
to
what
sort
of
terms
these
abatement
agreements
can
be
entered
into,
and
then
speculative
development
has
been
addressed
in
the
policies
and
I
guess.

just
as
another
note
prior
to
covet,
the
the
county
was
on
pace
for
years,

18,

and
then

obviously
was
impacted
by
coba
to
reach
or
exceed
a
billion
dollars
annually
in
inventory,

the

know
by
all
expectations.
That's
going
to
be
the
case

trends,

reshoring

manufacturing
coming
back

domestic

compared

those
trends,

the

these
projects
are
currently
active

south
korea,
belgium,

taiwan,

selection

reshoring

direct
investment
interests
are
very

circular
economy
associated

plastics,
as
I
mentioned
before,
is
very
active.
Rivago
is
taking
a
circular
plastics
project
underway

expanding
their
number
of
projects
and
carbon
capture
in
the
in
the
service
area
that
had
been
announced
and
excellent
will
check
out,
phillips
and
like
so.
This
is
another
emerging
sector
and
again
our
work
to
work
is
to
continue
to
work
with
the
county,
to
bring.

thankless
job

think
it's

recognizing
