A
C
E
Generally
father,
we
just
come
to
you
now
and
just
thank
you
for
this
day,
and
this
just
feels
like
an
amazing
day
being
back
live
after
the
last
year
year
and
a
half
that
we've
been
through.
Just
thank
you
for
your
provision
for
your
protection
over
us.
E
Just
thank
you
for
everything
you
do
for
us,
lord.
We
just
pray
as
we
come
before
you
today
that
we
honor
you
with
our
with
our
words
and
with
our
deeds,
and
ask
that
you
just
bless
us
as
we
attempt
to
do
the
best
for
the
citizens
of
chambers
county.
We
pray
these
things
in
jesus.
Christ's
holy
name
amen,
amen
to
the
pledges
I
pledge
allegiance
to
the
flag
of
the
united
states
of
america
and
to
the
republic
for
which
it
stands.
C
Right
if
you'll
see
the
I
noticed
a
long
time
so
we
had
in
person
court.
So
we
put
out
there
the
rules
of
procedures,
decorum
court
meetings,
so
the
same
county
commission
scored,
I'm
not
going
to
read
them
but
they're
out
there
by
podiums.
Anybody
would
think
you'd
like
to
take
a
look
at
them.
C
C
G
Just
a
quick
update
on
the
project,
I
have
been
working
with
the
ladies
in
the
office
for
the
last.
I
guess
it's
now
day,
eight
day,
nine
happy
to
report,
especially
to
the
treasurer
and
the
auditor
that
all
the
monies
that
we
collected
over
the
weekend
of
these
projects
that
were
turned
in
and
deposited
on
monday.
G
We
are
currently
working
on
getting
policies
and
procedures
written
to
turn
in
for
y'all
to
evaluate
and
help
them
do
better.
I
know
we
can
do
better.
This
is
my
34th
year
with
yps.
G
So,
anyway,
just
looking
forward
to
a
full
report
on
the
next
commissioner's
court
and
we
will
be
asking
for
a
after
action
meeting
with
the
judge
and-
and
this
is
just
the
county
employees-
this
is
not
for
the
full
volunteer
committee,
so
that
was
it
just
wanted
to
let
you
know
we
are
robbing
and
rolling
over
there.
Thank.
C
J
It'll
bring
people
in,
they
will
spend
heads
on
beds,
spend
money
in
the
restaurants
and
everything
and
stores
all
over
there'll
be
rvs
that
are
coming
into
the
area
and
people
staying
in
hotels.
All
I
can
see
is
a
positive
net
growth
for
the
community,
and
god
bless
our
kids.
That's
what
it's
all
about,
and
thank
you
very
much.
I
get
your
support.
I'd
appreciate
it.
K
To
go
along
with
kids
in
the
winnie
still
area,
westpac
is
requesting
to
paint
a
mural
in
the
county
park
we've
been
working
with.
I
should
specify
gregory
memorial
park.
We've
been
working
with
commissioner
gore
on
other
projects
within
the
park,
and
a
mural
was
one
of
the
things
that
we
suggested.
They
said
we
needed
commissioner's
court
approval
to
paint
on
a
county
building,
so
we're
healed
here
to
seek
that
provided
in
your
packet.
K
You
should
have
a
flyer
on
when
he
stole
positive
action
committee
and
who
we
are
and
what
we're
doing,
as
well
as
a
basic
proposal
as
to
why
we
want
the
public
art.
K
I
did
include
the
artists
that
we
had
talked
to
that
were
local
jamie
nations
and
nya
green.
I
do
have
some
of
their
work
and
sketches
for
ideas
if
you're
interested
in
seeing
those.
If
that
will
help,
you
make
a
positive
decision
for
the
kids
in
our
community.
K
K
C
C
Christy
apollo
west
six
point
one.
C
L
Good
morning
to
all
I
thank
you
for
allowing
us
to
make
comment,
I'm
with
the
winning
store,
positive
action
committee
and
our
representative
christie.
Ridgeway
is
there
to
address
the
commission's
court
in
prison
and
we
are
just
so
excited
about
the
opportunity
that,
hopefully,
you
will
give
us
in
having
a
art
mural
painted
on
the
outside
bathroom
walls
in
gregory
memorial
park
in
store
texas.
L
Also,
the
trash
can
so
we
can
highlight
the
availability
of
keeping
our
parks
clean.
It's
an
idea
that
we
think
will
highlight
our
community
and
bring
some
freshness.
We
know
that
we've
all
suffered
so
many
losses
with
you
know
between
the
storms
and
covert
and
all
things.
So
it's
just
a
way
of
encouraging
and
and
kind
of
waking
up
our
community.
L
So
we
hope
that
you
will
consider
that
we
are
a
positive
action
committee.
We
are
taking
that's
one
of
the
positive
steps
that
we're
taking
to
engage
all
of
our
efforts
and
engage
our
community
and
doing
positive
things
throughout
the
weenie
store
community.
So
we
hope
that
y'all
would
consider
approving
that
art.
Mural
christy
is
there
with
samples
that
two
of
our
artists
that
we've
contacted
have
given
us
and
again
we're
so
excited
for
this
opportunity
and
hope
you
will
grant
the
approval
for
this
art
mural.
C
M
There,
judging
commissioners
and
and
court,
thank
you
for
allowing
me
some
time.
I
need
this.
Okay
7.2
is
concerns
the
approval
of
pbk,
architects
and
engineers
for
ball
fields
in
in
winnie.
M
First
of
all,
thank
you
so
much
for
addressing
the
ball
field,
issues
in
anawak
and
and
winnie.
However,
my
concern
is
yppk.
Why?
Why
are
we
going
back
to
pbk
architects?
How
many
architects
did
you
review
before
you
chose
pdk
and
the
reason
I'm
asking
this
is
because
this
is
what
we
were
given.
M
I
think
this
is
it
at
our
town
hall
meeting
from
pbk.
This
is
their
rendering
okay.
M
These
pages
right
here
are
renderings
and
specifications
done
by
volunteers
from
ayso
a
the
aysos
volunteers
sat
down,
and
some
of
them
are
designers
and
engineers,
and
these
are
their
renderings.
M
Now
you
may
say:
okay,
so
it's
a
rendering
it's
a
concept.
It
doesn't
mean
anything,
but
in
my
experience
of
40
years
as
an
engineer,
renderings
and
concepts
have
a
way
of
becoming
the
end
product
and
you
will
have
to
live
with
it,
for
example,
on
their
rendering
they
have.
What
do
you
call
those
not
bullpens,
yeah
bullpens
at
every
at
every
ball
field?
We
don't
use
bullpens,
we
don't
have
those,
we
don't
warm
up
pictures
in
bullpens.
M
What
we
have
is
what
our
ayso
volunteers
put
on
their
renderings.
We
need
they
show
on
here
batting
pitching
cages.
The
other
thing
is
they've
got
parking
areas
in
our
historic
areas.
Areas.
M
We
can't
do
that.
Our
ayso
volunteers
put
together
a
plan
that
has
parking
areas
within
the
areas
where
we
can
park,
not
in
historic
areas.
We've
got
our
specifications
we've
got.
This
is
dixie
youth
specifications.
M
C
M
M
Look
how
far
she
has
to
go.
It's
just
not
workable.
I
don't
know
how
we
got
pbk
in
here.
I
know
you
guys
have
dinner
with
viggio
a
lot,
because
mr
tice
told
us
that
at
our
town
hall
meeting
that
he
has
dinner
with
physio
on
occasion-
and
I
know
bgo-
is
a
nice
man-
I've
done
projects
with
pbk
since
2003
and
they
are
good
architects
and
engineers.
But
this
right
here
scares
me.
M
It
scares
me
a
lot
and
I
wish
you
would
just
please
reconsider
and
look
at
what
our
ayso
volunteers
can
do
and
do
not
cut
them
out.
Leave
them
on
the
team
and
let
them
do
their
thing.
Let
them
design
these
ball
fields
for
winning
they'll,
do
a
good
job
and
for
interlac,
okay,
I'm
gone.
C
All
right
we
have
one
sent
in.
C
N
Okay,
this
public
comment
is
from
mark
van
cleave.
It's
regarding
agenda
item
seven,
one,
seven,
two
and
seven
three.
N
He
is
against
these
items.
The
current
co
proposal
was
originally
intended
to
be
an
infrastructure
package
for
the
southwest
portion
of
chambers
county.
The
commissioner
should
keep
it
that
way.
It
is
almost
inconceivable
that
you
would
consider
cutting
the
number
of
fields
from
the
west
side
complex
in
order
to
fund
fields
in
winning,
given
the
population
and
need
outlined
below.
West
chambers
county
contains
approximately
71
percent
of
the
county
population
based
on
the
number
of
registered
voters.
The
southwest
quadrant
south
of
I-10
west
of
the
trinity
river
contains
approximately
one-third
of
the
county
population.
N
This
section
of
the
county
has
the
worst
roads
and
least
amenities
of
any
other
part
of
the
county.
There
has
been
very
little
county
funded
infrastructure
in
this
part
of
the
county.
In
the
past
30
years,
we
have
no
covered
arena
very
few
parks,
no
viable
large
community
building,
no
public
boat
ramp
on
trinity
bay,
no
county
library,
no
baseball,
softball
fields
and
no
county
offices
other
than
that
of
the
jp
court.
It
is
absolutely
unfair
to
take
money
from
the
original
co
and
apply
it
to
build
infrastructure
on
the
east
side
of
the
county.
N
Unfortunately,
there
is
a
far
larger
need
for
a
community
building
parks,
baseball
fields
and
roads
on
the
south
side
of
I-10
in
the
southwest
quadrant
than
in
any
other
area
of
the
county.
It
is
important
to
remember
that
we
are
actually
losing
a
park
fields
and
a
community
building.
The
population
is
growing
fast
in
this
area.
N
Goose,
creek
isd
has
1700
students
in
chambers,
county
and
barbershield
isd
has
approximately
6
000
students
in
chambers,
county
east
chambers
has
hundred
students
and
analac
has
fifteen
hundred
the
forty
nine
million
co
should
be
directed
only
to
fund
the
projects
as
origin
originally
proposed
in
the
southwest
quadrant
of
chambers.
County
ew4
is
needed
to
relieve
dump
dunk
truck
traffic
from
fm
2354.
N
N
Many
of
us
on
the
west
side
support
improvements
in
both
anahuac
and
winning.
We
understand
that
their
facilities
need
to
be
upgraded.
However,
such
improvements
should
not
be
built
at
the
expense
of
improvements,
including
much
needed
roads
in
the
southwest
part
of
the
county.
I
would
propose
that
the
commissioners
issue
another
separate
co
to
fund
the
analytic
fields,
winning
fields,
analytic
library
and
a
public
boat
ramp
on
trinity
bay
in
beach
city.
N
C
Okay,
I
think
it's
all
citizens
comments,
1.1,
discussing
center
department,
update
public
health,
mary
beth's,
not
on
so
I'll
give
you
a
message.
C
Okay,
I
don't
know
if
there's
any
update
really
anyway
other
than
we're
winding
down
our
vaccination
pods,
it
appears
that
everyone
that
wants
to
get
vaccinated
has
been
vaccinated
right
now,
we're
just
doing
our
second
we're
not
doing
first,
black
first
vaccinations
we're
only
doing
second,
this
time,
1.2.
C
Legislative
updates,
I
got
an
email
from
don
pilcher
this
morning
with
lja.
Not
much
has
happened
on
the
gulf
coast.
Project
protection
district
legislation-
since
we
last
spoke-
I'm
not
available
for
commissioner's
court.
This
morning
on
the
morning
of
may
4th
jefferson,
county
orange
county
and
the
orange
county
drainage
district,
each
passed
a
resolution
in
support
of
formation
of
the
gcpd,
and
these
resolutions
were
communicated.
Speaker

here,
speaking

office.
That
day
later
the
same
day
may
4th
hp
3029
the
companion
of
sb

passed
unanimously
out
of
the
house
natural
resource
committee.
C
As
of
8
am
this
morning,
hb
3029
has
not
yet
been
since
calendars.
Committee
representative
paul's
office
is
reportedly
waiting
on
the
committee
report
to
be
finalized.
Before
submitting
the
bill
to
the
calendars
committee
to
schedule
a
floor
vote,
I
represented
paul's
office
also
working
to
get
the
bill
analysis
correct
to
avoid
any
points
of
order
when
it
reaches
the
house
floor,
because
there
were
a
few
changes
in
the
bill
in
the
house,
natural
resource
committee.
That
will
need
to
go
back
to
the
senate
once
passed
in
the
house.
As
we
previously
discussed.
C
One
point
three
disgusting
said
resolution
recognizing
may
19
through
9
through
15
20
21's
hospital
week,
inspiring
hope,
they're
healing
in
chambers
county.
Commissioner
task
read
that
please
sure
your.
D
Now,
therefore,
let
it
be
known
on
this,
the
11th
day
of
may
2021.
We,
the
commissioners
court
of
chambers
county,
do
hereby
declare,
may
9-15
2021
to
be
hospital
week
in
chambers
county
and
encourages
residents
to
express
their
appreciation
for
the
people,
facilities
and
technologies
that
make
trustworthy,
reliable
health
care
possible
in
our
community.
C
O
O
O
B
C
C
P
Now,
therefore,
be
it
known
that
the
chambers
of
the
commissioners
court
of
chambers,
county
texas,
do
hereby
proclaim
the
month
of
may
as
internal
international
internal
audit
awareness
month.
Further,
we
hereby
extend
greetings
and
best
wishes
to
all
observing
international
internal
audit
awareness
month,
and
we
invite
the
citizens
of
chambers
county
to
join
us
in
recognizing
professional
internal
auditors
for
their
contribution
and
I'll
end
with
saying
we're
pleased
to
announce
that
leslie
bourne
is
just
our
latest
certified
internal
auditor.
She
just
passed
her
exam
this
week
through
the
international
internal
auditors
institute.
C
Congratulations
yeah
questions
by
commissioner
gore.
Second,
second,
commissioner,
titus
questions
comments.
Those
in
favor
opposed
motion
carries.
Thank
you,
run,
bridge
3.1,
discussing
consider
accepting
the
concept
drawings
from
ccid
number
one
terms:
county
improvement,
districts
number
one
for
a
cedar
port
green
belts
along
fn
2354.,
commissioner
combs
corey
I'll
be
happy
to
run
with
you
all
right.
Everybody's
got
on
their
desk.
B
And
I
don't
know
if
we
have
any
copies
to
show
the
people
watching
or
get
it
on
the
screen,
but
as
a
part
of
the
agreement
to
allow
tgs
or
ccid
number
one
to
extend
fisher
road,
some
ways
up
to
the
up
to
the
west.
From
the
intersection
of
cedar
port
parkway,
they
agreed
to
a
couple
of
things.
One
of
them
is
they're,
going
to
run
a
firewall
air
main
to
the
beach
city,
volunteer
fire
department.
B
So
that's
what
this
is.
This
is
the
concept
drawing
and
it
would
run
all
the
way
from
the
north
end
of
their
property
on
2354
to
the
far
south.
End
of
their
property
is
just
on
the
2354
side,
where
it
separates
the
residential
from
the
industrial
development
within
the
park,
and
john
john
klein
is
here
to
answer
any
questions.
But
if
you
look
at
the
drawing
you
know,
this
is
a
concept.
It
is
not
intended
to
be
an
actual
drawing
the
actual
make
of
it
will
vary
depending
on
you'll
see
the
water
features.
B
All
of
these
water
features
in
there
are
actually
wet
detention
ponds
so,
depending
on
how
the
drainage
actually
lays
out
where
the
ponds
are
needed
is
where
you'll
have
the
wet
properties.
But
what
will
be
constant
through
it?
Pretty
much
is
the
berm
and
the
landscape
along
the
berm
and
the
walking
trails.
B
If
you'll
look
real
good,
there's,
also
a
couple
of
parks
that
will
be
incorporated
in,
I
guess
most
notably,
is
the
park.
That's
at
the
corner
of
fisher
road
and
2354
right
across
the
street,
from
old
river
baptist
church
that
one's
going
to
robot
fisher
robert
fisher.
Oh
I'm
sorry,
fish
road,
baptism.
B
C
B
C
I
Yes,
sir,
I
mean
it's
like
commissioner
combs
said
it's
it's
a
rendering
for
now,
but
they'll
be
both
wet
bottom
and
drive
detention
depending
on
where.
H
I
2354
and
these
would
go
in
as
we
develop
along
2354.,
so
the
commissioner,
the
the
fire
water
line
going
to
the
beach
city,
fire
department,
engineering's
done
and
being
submitted
to
the
city
of
baytown
for
approval
great.
H
Q
B
E
Now
it's
been
a
long
time
coming,
I
know
billy
and
I
and
tgs
been
working
together
on
landing
this
thing
so
glad
to
see
that
it's
moving
forward
believe
do
you
want
to
formally
accept
it?
I.
C
Q
R
C
F
As
part
of
the
required
establishment
of
reinvestment
known
for
the
tax-based
application
of
approved
by
court
on
the
april
27th
court
they're
requesting
the
hearing
to
be
held
on
may
25th
21
to
discuss,
consider
establishing
agreement.
B
And
that's
that's
all.
This
is
right
just
to
set
a
public
hearing
for
the
reinvestment
zone.
That's
correct,
commission.
By
way
of
a
reminder,
telstra
incorporated,
is
a
plastic
related
manufacturing
facility.
It's
a
multi-page
project
that
they're
going
to
be
building
at
the
newport
industrial
park
to
fill
down
to
the
project
is
going
to
create
between
20
and
60
full-time
jobs
by
year,
2026
with
a
capital
investment.
Approximately
38
million
yeah
y'all
make
a
motion
that
we
set
a
public
hearing
date
for
the
reinvestment
zone
for
may
25th.
C
At
10
a.m,
all
right,
so
you
want
to
approve
the
application.
C
A
The
windy
stove
deposit
asking
committee
to
bring
this
to
y'all
as
a
rendering
where
they
can
better
enhance
the
community
down
there
at
stone.
I
mean
I
I
don't
have
a
problem
with
it.
I
spoke
with
ashley
if
it
actually
has
any
comments
on
it,
though
I'll
make
a
motion
we'll
prove
it
to
you.
C
K
Please
so
the
citizens
got
together
about
six
of
us.
We
haven't
had
a
great
huge
committee
meeting
with
the
entire
community
due
to
covet,
but
the
basic
suggestions
were
the
name
of
the
park
with
maybe
stole
texas
or
the
zip
code,
along
with
an
inspirational
quote.
K
I
guess
other
because
there's
four
walls
on
that
bathroom
building,
some
other
suggestions
were
families
in
the
park,
barbecuing
playing
interacting
children,
playing
sports
and
maybe
children
reading.
So
what
we
had
jamie
and
naya
draw
up
were
just
their
artistic
interpretation
of
those
basic
things
just
so
that
you
could
have
something
to
look
at
what
you
have
before
you
in
the
front.
K
The
first
packet
is
from
nya
green,
those
first,
two,
I'm
sorry
from
jamie
nations.
The
first
two
are
examples
of
her
current
work
that
she
completed
murals,
that
she's
been
paid
to
do
she's
well
known
throughout
the
community
and
is
well
experienced.
K
The
next
few
pages
are
just
sketches
that
she
kind
of
drew
up
based
on
what
we
suggested,
along
with
some
other
ideas.
Where
you'll
note
on
that.
First
page,
it
says
interactive
and
she
has
spread
love
with
a
megaphone
and
those
are
for
the
kids
to
actually
participate
and
take
pictures
and
post
it
to
their
social
media,
et
cetera
on
that
third
page.
She
has
what
a
sunset
with
swings.
We
could
add
things
to
that,
take
away
from
it.
All
of
this
was
just
a
basic
idea.
K
The
next
packet
is
from
naya
green,
some
of
her
completed
work
that
she's
done.
Actually,
I
think
these
are
on
the
fence
at
her
home.
Naya
is
a
senior
at
east
chambers,
isd,
up-and-coming
artist,
and
we
it's
pretty.
Q
K
She
is
pretty
good.
We
she,
the
next
sketches
behind
that
are
from
her
just
some
basic
ideas.
K
We
didn't
ask
them
to
spend
a
lot
of
time
on
the
sketches
just
because
we
weren't
sure
if
commissioner
sport
would
approve
it,
so
we
could
certainly
have
them
draw
up
something
more
specific
and
and
present
before
we
started
painting.
If
we
knew
that
we
had
the
approval
to
move
forward,
I
would
suggest
that
if.
K
K
Would
be
an
issue
with
with
either
of
the
artists
and
we'd
like
for
them
to
maybe
collaborate
so
that
jamie
could
mentor
naya
in
in
a
in
a
way
with
naya
graduating
high
school
and
looking
to
get
into
that
sort
of
business?
It's
it's
a
great
opportunity
really
for
both
of
them.
B
You
know
my
concern
of
it
is
not
dark.
I
mean
it
looks
good,
but
my
concern
is
we're
opening
the
door
and
we're
starting
putting
murals
on,
and
especially,
if
you
don't
have
very
controlled
rules
on
that.
You
know
it
could
it
could
be
a
slippery
slope.
You
know
you
could
start
a
trend
of
something
that
might
might
not
be
as
attractive
as
we
wanted
it
to
be
in
some
places
and
not
one
thing
I
like
about
seeing
them
and
there's
nothing
political
or
anything
about
any
of
these
and
they're
all
nice.
B
But
you
know-
and
I
do
know
that
you
know
our
parks
manager
is
not
really
in
support
of
it.
He
is
concerned,
for
some
reason
I
am
is
just
doing
it
without
really
having
a
county-wide
plan
or
knowing
what's
going
to
happen
in
the
county.
A
That
I
do
not
have
a
problem
with
that.
You
know
they
should
actually
actually
actually
get
those
guidelines
together
for
us
and
we
can
get
those
in
place
before
we
move
forward
with
it
and
also
have
a
complete
grid
that
gives
them
time
to
have
a
complete
rendering
of
what
we
actually
put
on
the
building.
I
mean
if
we
want
to
so.
A
C
K
K
Okay,
should
I
follow
up
with
you
or
with
ashley,
regarding
the
policies
and
how
that's
going
to
work.
I've
already
done
some
research
on
that
myself
with
city
of
dallas
city
of
beaumont.
I
haven't
looked
at
county
policies,
but
I
have
looked
at
some
of
the
city
policies,
so
I
know
that
they're
out
there.
K
They
also
have
murals
painted
throughout
as
well.
Yes,
sir
mickey
mitchell
was
an
art
teacher
at
east
chambers.
She's
painted
several
city
of
beaumont
has
commissioned
her
to
do
that,
along
with
a
couple
of
other.
Ladies.
C
B
B
Q
C
Don't
don't
put
a
face
to
the
commissioner's
courts,
I'll
be
throwing
tomatoes
and
stuff
right
all
right
yeah
if
you'll
come
up
with
something
and
billy,
would
you
mind
getting
the
city
of
baytown's?
Getting
that
ashley
sure
your
policy?
C
It
will
help
you
as
much
as
you
can
all
right,
6.2,
scott's
accent,
approving
the
diesels
and
dames
truck
show
at
fort
anaway
park
june.
5Th.
Excuse
me,
2021
pennington
park
use
agreement.
That's
actually
exactly
what
it
says:
they've
made
application
for
an
outdoor
event.
They
haven't
done
a
parking
agreement,
so
it's.
A
R
Is
scott
watkins
and
my
wife
angela
markins,
is
the
owners
of
diesel's
day
magazine
and
we're
here
from?
We
live
in
anawac
for
the
last
10
years
and
we
want
to
start
doing
some
truck
shows
and
things
bring
some
business
here
and
then
we
want
this
one
specifically
to
benefit
the
chairman's
county,
sheriff's
department,
barbecue,
sales,
bake
sales,
some
other
things.
We
plan
to
have
some
vendors,
some
music,
big
diesel
trucks
and
pretty
things
for
everybody
to
come
out
and
look
at
at
the
park.
B
R
Whoever,
whoever
I
need
to
speak
to
afterwards
about
finishing
this
thing
up,
you
need
to
go
to
the
parks
department
and
see
brandy.
We've
already
seen,
brandon
had
a
lot
of
email
communities
all
right.
So
do
you
have
a
parking
agreement
that
you
filled
out?
You'll,
never
get
one.
We
couldn't
okay,
we
okay
we'll
run
by
there
and
get
that.
R
R
C
As
well
yeah,
we
can
put
it
on
the
next
court.
You
know,
I
know
these
guys
are
trying
to
plan
this,
so
I
want
to
go
and
get
on
the
court.
Maybe
pending
and
the
approval
of
the
park,
use
agreement
and
maybe
have
more
specifics.
Next
yeah.
This
is
our
first
one,
so
we're
okay,
that's
fine!
This
is.
Q
H
B
B
Q
R
C
All
right
do
you
want
to
go
and
approve
this
spending
the
parking
agreement
being
approved
by
the
court
that
way
they
can
get
rolling
on
it.
That's
right
place.
My
commission
tie
a
second
backer,
mr
gore,
no
pun
intended
to
get
rolling
on
a
diesel
truck
those
in
favor
all
right
clothes
y'all
missed
my
wheels
yeah,
whatever.
C
S
The
additional
baseball
fields
for
the
west
side
complex
and
then
move
that
up
to
those
funds
being
used
for
the
winning
baseball
field
complex.
So
there's
no
dollar
amount
change.
It's
just
moving
that
package
to
the
west
side,
complex
and
adding
money
to
those
to
the
list
of
projects.
F
B
All
right,
you
know,
got
to
start
a
look
at
this,
and
actually
I
had
a
conversation
with
the
judge.
I
am
in
support
of
doing
something
in
winnie
and
helping
out
the
ballparks
after
we
had
our
public
meetings
and
sit,
and
we
listened
to
our
constituents.
It
was
very
clear.
It
sounded
like
they
needed
some
parks
and
mortgage
parks
and
winnie.
So
I
I
I
am
for
that,
but
also
you
know
we
had
people
speaking
especially
when
we
had
in
my
building,
and
it's
brought
to
my
team-
my
attention.
B
I
already
know
this,
but
we've
got
1700
students
that
go
to
goose,
creek
isd
that
live
in
chambers
county.
Most
of
them
are
right
along
the
highway
146
corridor.
B
They
do
not
even
have
a
community
building,
they
have
zero.
No
ball
parks,
no
playgrounds,
no
nothing!
I
did
a
little
research
yesterday
on
our
website,
because
I
keep
hearing
that
you
know
the
west
side's
got
everything
and
I
found
12
parks
on
the
east
side
of
the
river
and
four
on
the
west
side
of
the
river.
B
I
started
looking
at
ball
fields
and
trying
to
do
counts
for
that.
With
this
current
layout,
we've
got
right
now
there
will
be
four
ball
fields
that
the
county
will
own
in
the
west
of
the
river
and
there
will
be
nine,
not
counting
practice
fields,
but
there
will
be
nine
on
the
east
side.
We
got
and
you
do
the
math
on
that,
especially
when
you
look
at
the
you
know,
break
up
the
students
and
I
use
the
breakdown
that
came
from
our
school
equalization
barbershield.
B
So
when
you
add
those
up,
you've
got
73
73.977
percent
of
the
students
in
chambers
county
sitting
on
the
west
side
of
the
river,
and
if
you
go
a
little
bit
further
and
do
some
math
that
will
be
with
this
layout
waves
presented
right
here.
That
would
be
one
ball
field,
county-owned
ball
field
for
every
2021
students
on
the
west
side
of
the
river.
That
would
be
one
ball
field
on
the
east
side
of
the
river
for
every
316.
A
B
A
B
We
have
you're
talking
about
the
37
acres
that
we
bought
off
from
needlepoint
river
yeah
golden
excuse.
Me
challenge
department
chambers,
all
right,
so
here's
what
I'm
going
to
propose
we
do
is
we
make
it
all
work.
I've
already
had
a
conversation
with
the
mayor
of
baytown
and
he's
willing
to
do
support
a
joint
venture
with
the
county.
B
We
have
a
meeting
scheduled
for
next
monday.
We
already
had
it
with
the
mayor,
the
city
manager,
the
assistant
city
manager,
and
we're
going
to
add
to
that
agenda,
to
talk
about
what
we
can
do
and
how
that
can
be
work
together.
B
I
think
we
can
come
up
with
something,
but
we
need
something
on
146..
We
need
some
ball
fields
over
there.
We
need
something
for
those
kids.
I
I
didn't
realize
how
far
we
were
behind
in
this
county
on
our
infrastructure,
especially
when
it
comes
to
our
ball
fields
and
our
kids
and
our
parks.
We've
got
some
very
nice
parks
and
I'm
not
complaining
about
having
more
parks
on
east
side,
because
we've
got
a
lot
of
nature
over
here.
We've
got
a
lot
of.
B
You
know
stuff
that
I've
heard
one
economist
refer
to
it
as
your
next
door
nature.
You
know,
but
it's
really
good
to
have
this,
but
we
do
need
some
projects
on
the
west
side.
We
need
more
ball
fields.
I
want
to
propose
that
we
take
this
that
we're
looking
at
right
now
and
we
come
up
with
a
plan
and
we're
going
to
hire
an
architect
to
do
the
cook
fields.
I
will
go
ahead
with
that.
I
want
to
add
to
that
hiring
an
architect
to
come
up
with
the
design
to
do
something.
B
On
that
37
acres.
We
got
off
the
chambers
parkway
that
wouldn't
also
we
don't
have
a
community
building
there.
The
only
building
we
got
is
the
figure
value
courthouse.
It
used
to
be
a
community
building,
but
it's
been
stopped
now
it
is
a
courthouse,
it
is
not
allowed.
We
cannot
rent
it
out
or
use
it
for
public
meetings.
We
that
area
was
using
mcleod
park.
Mclaren
park
is
going
away,
they
were
actually
going
north
interstate
10
and
it's
moving
further
over.
B
A
To
understand
that
the
the
cook
field
over
there,
not
only
services
chambers,
county
but
jefferson,
and
the
judge
and
I've
had
lengthy
conversations
on
this-
that
ballpark
hampshire's
net
online.
They
have
one
little
ball
field
on
the
type
of
road.
The
only
other
fields
they
have
is
the
city
of
beaumont
and
then
ford
park,
which
is
privately
owned.
So
we're
not
you're
correct
on
your
numbers,
but
I
have
to
take
in
consideration
all
the
people
that
come
from
jefferson
county
as
well,
because
there's
two
leads
that
that
cook
field
is
service.
B
C
C
B
To
bring
that
back
next
court
well,
did
we
have
to
have
court
approval
to
hire
the
architect
to
design
the
west
side
complex.
T
George,
I
have
a
question:
is
the
community
building
still
a
part
of
this?
We
are
desperate
for
voting
locations
for
these
massive
amounts
of
people
that
are
now
on
the
west
side
of
the
county
and
that
judge's
courtroom
that
commissioner
combs
spoke
of
is
not
adequate
any
longer
for
for
trying
to
hold
precincts,
11
and
15
for
voting,
and
I'm
also
worried
about
which
I
presented
last
court
on
precinct
10
and
precinct
8
also
needing
locations.
B
P
So
if
there's
any
delays
in
getting
the
bonds
closed,
I
mean
you're
already
still
only
in
july.
My
point
is
we're
moving
into
hurricane
season.
The
commitment
you've
made
right
now
has
fund
balance,
in
my
estimation,
down
to
17
and
a
half
percent
of
your
expenditures,
which
is
already
below
the
fund
balance
policy
that
you
just
adopted
to
not
let
that
your
goal
was
25
and
you
considered
anything
around
50
below
15
percent
to
be
an
emergency.
P
C
All
right
so
we're
on
7.1
the
certificate's
obligation
and
that
update's
done
7.2
discussions
approving
pbk
architects
to
provide
architectural
and
engineering
services
for
new
county
baseball,
softball,
complex
20,
texas,
to
replace
existing
fields
at
cook
park
with.
A
C
C
B
Baytown
for
it,
but
it's
very
positive
conversation.
C
J
P
I
would
just
remind
purchasing
that
you
know
it
ties
up
a
lot
of
you
guys
time.
The
pop
the
process
would
be
purchasing
would
have
already
got
the
estimate
for
these
costs
and
had
the
requisition
so
that,
when
you
vote
to
approve
it,
we
know
how
much
we're
encumbering
fund
balance
and
everything
else.
I
would
just
remind
purchasing
to
work
with
you
guys
to
make
sure
you
know
that's
on
the
agenda
with
the
item.
Yeah.
C
Chris
back
there
all
right,
let's
table
that
one
we'll
table
seven,
three,
two
come
back
to
it.
It's
all
related!
That's.
H
Q
I've
been
talking
to
the
parks,
guy
and
also
the
maintenance
guy
about
once
we
get
close
to
finalizing
all
that,
as
if
we
get
specific
about
what's
needed
in
these
complexes
as
far
as
batting
cages,
you
know,
do
they
need
two
guardian
fields
or
you
know
what
what
they
and
we
have
to
reach
out
to
them
to
the
youth
organizations
to
get
that.
C
Information
right
yeah,
I
think
right
now,
one
large
field,
two
little
league
fields
and
then
one
softball
field
and
depending
on
what
their
their.
Q
H
L
Q
C
Thing
mark
and
I
believe
in
cook
park
cory's
gonna,
have
to.
I
think
we
have
to
move
the
road
bridge
yard
out
of
there.
Yes
yeah.
We
we
discussed
moving
it
over
by
the
box
site.
Yes,
there's
plenty.
F
B
Yeah,
well,
we
still,
you
know
we
we
scratched
off
the
ew4
yeah.
We
had
to
come
back
to
that.
We
got
panel
library
in
visitor
center
too
right
still.
B
C
U
I
talked
to
darla
branch
and
victoria
in
environmental,
and
they
told
me
that
we
all
have
never
charged
any
interest
or
added
any
fees
on
these
abatements,
but
that
that
we
do
usually
run
it
through
the
court.
So
their
suggestion
is
not
to
add
any,
and
I
think
whoever
is
trying
to
pay
it
off,
wants
to
pay
it
off
in
full.
A
B
U
So
they
told
me
that
they
have
never
added
ever
any
interest
or
additional
fees
and-
and
they
don't
even
know
how
to
calculate
that.
So
I'm
not
sure
is
that
something
that
we
do
need
to
continue
going.
A
Well,
there's
a
charge
for
just
equipment,
personnel
right
and
then
and
that's
reason
I
want
to
know
if
it
went
back
into
their
budget
yeah.
C
Q
C
C
F
You
hey
garlic,
it's
engineering,
commissioners
for
the
commissioners
had
some
questions
for
you,
yeah
you're
on
speaker.
C
Darla's
section
two
permits
and
exemptions.
The
question
was
the
limit
to
25
permitted
mobile
food
units.
Yes,.
O
Sir,
currently
we
don't
have
a
central
preparation
facility
which
is
required
by
rules
right
now,
they're,
the
ones
that
we
have
are
obtaining
authorization
from
rv
parsons
charge
their
way
and
then
they're
getting
their
eyes
and
water
from
bad
eyes
and
water
from
stores.
So
that's
what
they're
doing
right
now
we
don't
have
a
centralized
local
food
unit,
preparation
facility.
So
that's
why
we
wanted
to
limit
it
until
we
can
either
if
somebody
wants
to
become
a
commissary
or.
A
C
Okay,
so
cities,
this
doesn't
include
those
parts
that
are
permitted.
C
Q
Chambers
county
texas
resolution,
whereas
the
well-being
of
the
people
of
the
united
states,
the
state
of
texas
and
chambers
county,
is
preserved
and
enhanced
as
a
direct
result
of
vigilance
and
dedication
to
our
law
enforcement
officers
and
whereas
we
rely
on
law
enforcement
officers
to
keep
chambers
county
safe,
enforce
our
laws
and
respond
to
times
of,
and
whereas
it
is
law
enforcement
officers
who
stand
ready
to
serve
and
protect
even
with
their
lives
when
necessary.
And
whereas
fort
chambers,
county
peace
officers
have
made
the
ultimate
sacrifice.
Q
H
C
O
H
C
Awesome,
let
me
know
what
you
ready
all
right
welcome
to
order
after
executive
session,
it's
1
26
p.m.
Let's
take
under
consent,
number
five
and
six
job
descriptions
and
payroll
changes.
I
understand.
C
C
I'm
sorry,
five
and
six
were
approved
cones
and
gore.
Five
and
six
under
consent.
Q
Motion,
yes,
sir
gonna
make
a
motion
to
convert
bo
green's
league
status
to
unpaid,
lead
based
on
court's
entry
of
temporary
injunction,
preventing
him
from
working.
Q
C
I'm
going
back
to
7.1
well
7.2,
actually
discussing
center
proof,
pvk,
architects,
free
rotation,
engineering
services,
the
cost
for
the
engineering
services.
It
will
be
less
than
200
000
and
it
will
be
paid
along
as
they
as
they
get.
The
work
done,
they've
reduced
it
from
within
six
percent
down
to
four
percent,
because
they're,
basically
taking
one
and
moving
to
the
other
location,
same
design.
So.
C
A
All
right
that
thousand
200
would
that
be
the
same
thing
for
the
one
off
the
champions.
Parkway
would
be
the
same.
A
C
S
C
A
C
C
Actually,
I
think
I
got
him,
it's
got
to
be
done,
so
you
can
move
forward,
but
yeah.
