of
you
are
here
for
that,
as
well
as
recognitions
and
a
proclamation,
and
then
we
will
be
discussing
a
number
of
items
on
our
consent
agenda,
of
which
we
will
be
voting
on
on
Thursday.
So
with
that
vice
president,
please
join
me
up
front.

So
Mike
Mike
began
his
career
with
the
police
department
back
in
1998,
after
serving
in
the
United
States
Army
after
the
academy,
after
Academy
training,
he
quickly
established
himself
as
a
focused
and
highly
determined
officer.
He
sharpened
the
skills
over
the
years
and
developed
a
reputation
as
a
dedicated
and
talented
patrol
officer.
His
hard
work
paid
off
when
he
was
selected
to
become
a
field
training
officer.

He
then
spent
the
next
several
years,
training
and
developing
new
officers
before
he
moved
on
to
the
position
as
a
property
crimes
Detective
during
Mike's
12
years
in
detectives,
he
made
a
significant
impact
on
behalf
of
our
community
by
tenaciously
investigating
and
Prosecuting
both
property
crimes
and
arson
crimes.
He
later
returned
to
patrol
where
he
currently
serves
as
a
field.

Training
officer
shaping
the
next
generation
of
Chandler
officers
throughout
his
career
Mike
has
served
our
department
in
a
number
of
different
ways,
in
addition
to
his
primary
assignment,
he's
also
a
trained
Crisis
Intervention
officer
and
served
five
years
as
a
crisis
negotiator
for
our
SWAT
team,
so
Mike.
Thank

for
25
years
of
dedicated
service
to
our
community.

So
mayor
and
Council
I'm
pleased
this
evening
to
recognize
Mr
John
Knutson,
our
Public
Works
and
utilities
director
for
his
20
years
of
service
to
the
city
of
Chandler
John
started
his
employment
with
Team
Chandler
on
May
12
2003.
As
a
senior
engineer
in
what
was
then
known
as
the
Municipal
Utilities,
Department
or
mud
John
has
held
many
different
titles,
as
he
progressed
through
his
time
with
the
city,
including
utilities,
engineering
manager
and
Municipal
Utilities
director
prior
to
assuming
his
current
title
in
2017.

His
commitment
to
Innovation
and
his
personal
sense
of
responsibility
have
put
the
city
in
an
enviable
position
when
it
comes
to
water
issues,
as
well
as
facilitated
the
undertaking
of
numerous
complex
projects,
including
improving
the
city's
infrastructure,
multiple
times
to
support
expansions
and
Intel
the
new
reclaimed
water
interconnect
facility.
That's
under
construction
today
and
the
large
utilities
reconstruction
project
at
the
101
and
202
interchange.
In
addition
to
many
many
more
despite
his
achievements
at
work,
John
is
most
proud
of
his
family,
including
his
wife
Evelyn,
and
their
two
grown
sons.

is
a
great
Storyteller
and
adds
much
value
to
the
city
with
his
expertise,
knowledge
and
sense
of
humor
John's
colleagues
at
work
also
wanted
everyone
to
know
that
he
is
Chandler's.
Most
okayest
racquetball
player,
there's
a
little
bit
of
a
rivalry
going
on
there.
I've
picked
up
on
John.
Thank

for
the
passion,
friendliness
and
Ingenuity
you
bring
to
work
every
single
day.
We
are
so
fortunate
to
have
you
as
part
of
Team
Chandler,.

we've
had
several
Hamilton
High
School
students
visit
us
here
at
City
Hall
to
celebrate
a
lot
of
different
accomplishments.
We've
had
debate
teams
in
the
past,
we've
had
one
or
two
sports
teams-
maybe
that
have
crossed
our
our
days
here.
But
this
is
a
stellar
different
group
of
students.
This
group
of
students
standing
here
tonight,
won
three
Awards
in
the
2023
mayor's
economic
challenge.

They
competed
with
schools
across
the
East
Valley
and
Beyond,
and
they
took
first
place
in
personal
finance,
challenge
economics,
Challenge
and
critical
thinking,
Challenge,
and
to
win
these
Awards
students
must
show
the
Mastery
of
economic
Concepts,
earning
investing
savings
and
other
personal
financial
Concepts.
So
congratulations
could
you
all?
Do
you
want
to
say
something,
sir,
and
then
introduce
the

our
students
introduce
themselves

Just
want
to
say
congrats
to
the
group,
and
four
of
us
will
actually
be
going
to
New
York
we're
one
of
six
teams
nationally
that
qualified
for
the
next
stage
of
the
competition
so
congrats
to
them
and
congrats
to
the
group
overall.

to
thank
our
entire
Community
for
your
continued
support
and
for
honoring
and
remembering
the
nine
Chandler
officers
who
lost
their
lives
while
protecting
our
community,
but
this
month
is
also
an
opportunity
to
honor
all
the
men
and
women
who
continue
to
serve
I
just
want
to
thank
them
for
their
sacrifices
and
everything
they
do
to
help
keep
our
community
safe.

All

number
of
items
that
have
been
called
in
tonight.
The
first
is
item
number
five
request
made
by
vice
mayor
Orlando
for
a
short
briefing
and
questions
and
who's
going
to
be
giving
a
briefly
Derek.

So
just
to
recap,
briefly:
in
2020,
the
Chandler
city
council
adopted
will
start
preservation
or
events
and
the
audience
created,
four
classifications
of
historic
properties,
heritage
site
and
Conservation
District,
which
are
honorific.
There
are
no
rules
associated
with
them,
and
actually
we
had
our
first
Conservation
District
designation
last
year,
which
is
South,
Side
village
and
then
historic,
preservation,
District
overlay,
zoning
overlay
and
landmark,
which
do
have
some
preservation
rules
attached
to
them.

So
when
we
adopted
the
ordinance,
it
established
a
threshold
of
90
percent
of
contributing
Property
Owners
to
consent
to
form
a
historic
preservation
District.
We
thought
this
was
a
reasonable
Threshold
at
that
time
and
actually
more
liberal
than
other
municipalities.
Unfortunately,
it's
proved
very
difficult
for
some
of
the
groups.
We've
talked
to
to
reach
this
threshold,
so
our
proposal,
among
other
things
in
the
in
the
I
meant
proposed
amendments,
is
to
decrease
the
number
of
consenting
property
owners
for
preservation
districts
from
90
percent
to
60
percent.

We
thought
when
we
created
the
ordinance
that
we
could
do
General
design
guide
on
design
guidelines
for
each
preservation
District.
But
after
thinking
about
it,
it
seemed
to
make
a
lot
more
sense
to
create
one
set
of
consistent
guidelines
that
could
be
applied
to
all
districts.
So,
as
we
have
before
you
tonight,
these
guidelines
are
based
largely
on
Secretary
of
interior
preservation
standards
and
best
practices
from
several
other
municipalities
and
includes
some
of
our
own
Innovations.

We've
made
these
guidelines
approachable
for
home
and
business
owners,
so
they
are
written
in
plain
English,
not
code
language.
They
pertain
to
the
exterior
of
the
buildings.
Only
the
guidelines
focus
on
the
four
treatments
of
historic
properties,
preservation,
which
is
maintaining
historic
context.
What
is
there
restoration,
which
is
stripping
away
any
non-historic
items
from
historic
properties
and
storing
them
to
their
historic
appearance,
Rehabilitation,
which
is
repairing
rehabbing
historic
elements
and
reconstruction,
which
could
involve
the
Reconstruction
of
a
historic
prop
rate
has
been
damaged
by
fire
or
flood
or
by
accident.

The
goals
of
the
guidelines
are
really
to
maintain
the
Integrity
of
historic
properties
and
to
provide
both
staff
and
Property
Owners
on
General
guidelines
on
the
general
maintenance
of
historic
properties
and
how
to
conduct
repairs,
Rehabilitation
replacement
of
historic
components.
It's
not
a
how-to
manual.
It's
just
providing
some
general
guidance
on
how
people
can
keep
maintain
these
historic
and
unique
properties.

number

properties

not

still

boundary
of
the
district,
but
they
could
also
Annex
later

vacant
lands

have
to

be
out

application

become
a
certified
local
government
recognizing
the
State
of
Arizona.

run

historic
preservation
officer,

it
also
as
an
auspices.
It
comes
from
the
National
Park
Service
and
the
main
thing
what
it
does
for
the
city
is.
It
opens
the
city
up
to
apply
for
preservation,
grants,
okay,
that
could
be
used
for
preservation
projects,
so.

looked
at
this,
my

just
had
some
questions
that
were
answered
regarding
to
safeguard.
If
the
overlay,
a
homeowner
was
not
interested
in
in
doing
this,
for
whatever

reasons

it

adequate
protections
as
well
as
a
even
a
pathway
through

that,
if
future
owners
who
the
house
has
been
declared
of
historic
interest
or
preservation
that
they
at
least
have
a
pathway
to
Pursuit.
If
for
the
reasons
that
they
don't
want
to
stay
in
the
program,
so
that
answered
my
questions.

part

idea

hire
someone

us

working

us
in

grants

position
is

meet

Grant
needs.

knew
with
a
lot
of
these
spending
at
the
federal
level.
There
would
be
more
opportunities
than
there
had
been
previously
to
especially

attract
Federal
grant
monies,

so
that's
really
been.

1st
and
2nd.

had

conversations
about
various
updates
that
you
desired
to
make
for
this
strategic
framework
document
and
then
in
March
we
came
back
and
had

extensive
conversation
about
those
proposed
updates.

reviewed
all
of
that
material,
resulting
in
the
booklet
that
you
have
before
you
tonight
for
consideration.
So
I'll
just
go
through
and
hit
a
few
highlights
as
we
navigate
through
this
first
off
one
of
the
things
that,

work
session
conversation,
we
had
conversations
about
wanting
to
make
sure
that
Innovation
was
a
thread
that
followed
through
every
element
of
the
six
Focus
areas.

can
see
those
on
the
screen,
our
vision,
our
brand,
our
Innovative
focus
and
then
the
six
Focus
areas
that
I'll
go
into
detail.

we

safety
is
our
is
our
first
Focus
area
that
will
delve
into
a
lot
of
different
issues
in
terms
of
everything,
from
police
and
fire
to
Partnerships,
with
Behavioral
Health

homelessness
to
cyber
security.

lot
of
different
things
to
the
safety
of
our
infrastructure.

first
general
plan
in
1970
creating
a
unique
policy
of
a
neighborhood
park
in
each
square
mile
of
residential
development.
So
you'll
see
some
some
references
to
some

our
Chandler
first.
Here
neighborhoods
is
going
to
focus
on
a
lot
of
the
different
programs
and
services
related
to
neighborhood.
Revitalization
neighborhood
Outreach
programs
continue
to
make
sure
that
we
preserve
the
quality
of
our
neighborhoods
quality
of
life.

different
elements

fall
into
quite
a
lot
quality
of
life,

everything
from
our
parks
and
Open
Spaces,
Recreation
programs,
entertainment
events,
volunteerism
and,
of
course,
our
diversity,
equity

inclusion

finally,
sustainability
and
technology
is
our
last
Focus
area.

has
a
multitude
of
topics:
everything
from
water
and
infrastructure,
to
urban
forestry,
to
emerging
energy
and
Technology
to
investing
in
people
and
services
and
technology
that
provide
all
the
various
services
that
support
our
community
and
then
looking
again
at
just
like.

one

most
incredible
things
we
do
throughout
the
year

through
my
third
one

year

I

really
impressed
by
what
our
newer
council
members
brought
to
the
to
the
table.
I
think
the
biggest
one
was
pulling
out
the
public
safety
part
of
this
and
adding
it
as
a
sixth
pillar.
Up
to
what
we
do.

We
have
that
folded
in
to
another
pillar,
but
I
think
one
of
the
core
responsibilities
of
what
we
do
here
on
this
Dice
and
what
the
community
does
is
provide
Public
Safety,
none
of
the
other
nice
things
happen
if
we're
not
safe,
and
that
includes
being
one
of
the
safest
cities
in
America.
Our
call
times
for
our
fire
department
are
some
of
the
lowest
that
I
know
of,
but,
moreover,
expanding
that
into
homelessness
and
then
now
into
mental
health.

Is
a
big
lift
but
I'm
really
glad
that
we
did
that,
and
you
know
I
just
want
to
give
credit
to
the
team
and
I
think
what
I
want
the
public
to
know.
Is
that
through
these
Vision
workshops,
if
you
will
our
CEO
our
you
know,
Josh
or
city
manager
told
us
that
this
is
when
staff
gets
excited
about
putting
these
things
into
motion,
but
none
of
this
happens
without
without
the
input
from
the
public.

these
are
the
things
that
the
community
told
us
that
are
important
to
them,
and
so
these
are
the
things
we
brought
back
into
this
workshop,
and
these
are
the
things
that
are
going
to
into
action.
So
I
have
to
commend
your
staff
for
picking
up
all

different
voices,
because
there's
a
lot
going
on
up
here
on
in
that
in
that
room
and
then
implementing
into
this
document-
and
you
know
at
first
glance
this
is
exactly
what
we
talked
about
so

grateful.

the
new
new
agua
I'm,

New,
River,
Iowa,
River
storage
capacity.
We
have
we
own
a
portion
of
recharge
facility
on
the
west
side
of
town.
We've
had
that
facility.
We
purchased
into
that
facility
with
the
Salt
River
Project
in
about
2007..

Why
not
bring
that
water
home
and
actually
recharge
it
here
in
Chandler
under
Chandler?
So
that's
the
vision.
We
no
longer
have
a
use
for
this
23
capacity
over
at
the
na
USP
recharge
facility.
So
we
worked
for
over
a
year
with
our
West
Valley
Partners,
to
sell
about
18
percent
of
that
storage
facility
to
Avondale,
so
that
Avondale
can
do
can
do
their
recharge
with
SRP,
just
as
we
do,
but
they
can
do
it
in
a
geographically
correct
area
for
them.
So
it's
a
benefit
to
Avondale.
It's
a
benefit
to
Chandler.

We
will
gain
about
5.7
million
dollars
from
that
transaction.
That
5.7
million
dollars
will
go
to
our
cash
balance
in
the
Enterprise
funds
and
utility,
and
that
will
help
us
keep
our
rates
low
into
the
future
and
it'll
provide
a
good
source
for
water
in
our
aquifer
into
the
future,
really
a
win-win
for
the
city
and
just
a
a
great
project
moving
forward
and
to
be
able
to
work
with
our
West
Valley
partners
and
kind
of
spread.

facility

we
have
there
that
we
no
longer
need
they

use
it's

good
thing
for
everybody.

that's
the

it's
long

a
little

investment
that
lets
our
community
know
that
we
have
water
and
we
will
have
it
for
a
long
time,
regardless
of
some.
Some
changes
that
are
going
on,
maybe
at
the
Lake
Mead
Lake
Powell
yeah,
is
that
the
case
yeah.

a

protection
for

We
have
obviously
the
well
field
here
in
China
that
we've
maintained
for
all
these
years,
and
so
not
only
do
we
have
the

straws

extract

water,

that
we'll
have

water
beneath
Chandler
Forest

all
we
are
selling
is
the

facility
that

used

recharge
the
water
into
the
aquifer.
That's
correct
that
that's
all
we're
selling
is
the
facility
we
purchased,

Valley
Cities
right
along
with
SRP.
We
purchased
this
facility
SRP
built
it,
and
we've
participated
in
that
facility
for
20
years.
We
have
an
obligation
as
an
SRP
member
land
to
recharge
surface
water
within
the
same
month
that
we
pump
the
groundwater
so
to
to
meet
that
obligation.

to
have
those
recharge
facilities
which
we
belong
to
the
nausp
facility,
which
we
purchased
many
years
ago.
We
also
have
a
share
or
shares
in
the
Granite
Reef
underground
storage
project,
which
is
more
toward
well

Red
Mountain,

the
salt
and
birdie
meet.
So
we
have
the
ability
to
recharge
on
that
monthly
basis
and
all
we're
doing
with
this
is
through
our
interconnect
facility
project
we
are
bringing.
We
are,
creating
an
ability
now
to
rather
than
storing
that
water
or
recharging
that
water
in
other
places,
to
bring
it
home.

we

Arizona
project
