want

officially
welcome

Chandler's
2023
state
of
the
city
address
through
the
decades
and
as
we
thought
about
the
city's
accomplishments
over
the
past
year,
it
became
more
and
more
evident.
The
Chandler
has
always
been
a
community
of
innovation.
Through
the
decades
our
leaders
have
thought,
through
outside
of
the
box,
from
Dr
AJ
Chandler's
vision
for
a
center
Central
Park,
surrounded
by
businesses
to
Chandler
Municipal
Airport,
which
landed
its
permanent
home
in
1947
to
the
arrival
of
Chandler's
first
tech
company
in
1967.,
Rogers
Corporation
to
the
global
manufacturing
Hub.

That
Chandler
is
today
that
word.
Innovation
has
always
described
our
community
and
tonight,
as
we
recognize
many
of
the
2022
successes,
we're
going
to
look
back
through
the
years
to
see
how
leaders
before
US
helped
pave
the
path
that
we're
on
today.
Let's
start
with
Public
Safety
through
the
decades
few
professions
have
had
such
a
profound
impact
on
the
day-to-day
quality
of
life
for
Chandler
residents
than
police
and
fire.
So
let's
go
back
in
time
to
Where
it
All
Began
for
the
Chandler
police
and
fire
departments.

The
year
was
1920
and
the
town
of
Chandler
was
just
eight
years
old.
That
was
the
year
that
the
town
Marshall
position
was
established.
It
was
the
city's
only
law
enforcement
officer
and,
at
the
same
time,
that
role
also
oversaw
the
18-member
Chandler
Volunteer
Fire
Department
in
1936,
the
old
Dodge
became
the
first
mechanized
fire
vehicle
in
the
in
Chandler,
and
it's
still
around
today.
Well
for
parades,
of
course,
and
in
the
1960s,
the
Chandler
Police
Department
employed
14
officers
and
the
fire
department
had
a
handful
of
paid
firefighters.

Both
grew
significantly
in
the
80s
and
90s.
Today
we
have
362
authorized
sworn
positions
at
177,
civilian
employees,
with
our
with
our
police
and
more
than
50
new
positions
have
been
hired
in
the
in
the
year.
2022.
The
fire
department
is
more
than
200
strong,
operating
from
11
different
stations
from
across
our
city
and
as
Chandler
has
grown.

So
is
its
commitment
to
Public
Safety,
our
police
officers
and
firefighters,
trained
together
at
a
state-of-the-art
facility
and
are
well
equipped
to
answer
the
call
when
Chandler
needs
them
most
and
because
of
that
commitment,
Chandler
is
one
of
the
safest
cities
in
the
country
with
one
of
the
lowest
crime
rates
in
the
last
35
years.
Despite
our
growth,
in
fact,
the
city
experienced
the
same
amount
of
serious
crimes
in
2022,
as
we
did
in
1988,
when
our
population
was
only
80
000
people.

That
was
a
dramatic
pause
there.
Thank
you
for
the
hoop
and
as
we
look
to
the
future,
we
will
continue
to
adapt
to
the
evolving
nature
of
policing,
fire
and
Emergency
Medical
Response.
Soon
we're
going
to
have
a
new
police
unit,
dedicating
to
mental
health
calls
and
we've
partnered
with
Solera
Health,
to
have
a
mental
health
professional
working
side
by
side
with
our
dispatchers
to
redirect
calls
construction
on
Fire,
Station
2
is
well
underway
and
is
expected
to
be
complete
this
year.

And
our
chief
of
police,
Sean
Duggan,
is
out
of
town
today,
but
we've
got
his
picture
up.
We
thank
you
both
for
your
service
to
our
community
and
as
our
police
and
fire
departments
continue
to
keep
us
safe.
Others
in
our
cities
are
at
heart
at
work.
Ensuring
the
quality
of
life
is
the
best
in
the
valley.
Water
has
been
a
a
boiling
Topic
in
recent
years.
Arizona
is
now
in
a
tier
2
drought
which
could
result
in
water
challenges
for
some
cities,
most
cities,
but
Chandler
we're
ready
to
take
on
this
challenge.

Through
the
decades
Smart
Water
Management
has
always
been
a
priority
from
Dr
AJ
Chandler's
Canal
system
in
the
early
1900s,
including
the
Commonwealth
Canal,
which
is
still
in
existence
today
to
the
high-tech
water
treatment
plants
that
bring
you
clean
drinking
water
at
the
tap
to
Smart
metering
technology
that
helps
every
one
of
us
conserve
Chandler
has
always
been
Visionary
and
thoughtful
when
it
comes
to
water.
Our
portfolio
of
water
is
a
robust
blend
of
surface
water
from
the
Colorado
Verdi
and
salt
Rivers.

Thank

we
will
continue
to
look
for
new
ways
to
conserve
and
reuse
this
precious
commodity
to
preserve
our
water
supply
for
future
Generations.
Here's
an
example
of
that
in
2022,
the
city
announced
the
reclaimed
water
interconnect
facility,
which
will
increase
the
amount
of
water
to
be
recharged
in
our
aquifer
to
serve
the
20
billion
dollar
Intel
expansion.
We've
also
worked
closely
with
Intel
Salt,
River,
Project
and
Chandler
residents
to
relocate
underground
city
infrastructure,
to
clear
a
path
for
underground
transmission
lines,
keeping
our
skylines
beautiful
speaking
of
Intel.

It's
an
important
piece
of
Chandler's
history
and
its
economic
impact
on
this
community,
as
well
as
the
region,
is
hard
to
overstate.
This
map
shows
how
quickly
Chandler
has
grown,
and
you
see
that
that
growth
also
aligns
with
Intel's
arrival.
Through
the
decades
Chandler
leaders
have
been
Visionary
with
their
Economic
Development
strategies,
there's
no
clear
example
than
with
their
employment
corridors.
We've
set
aside
land
in
each
of
these,
and
each
has
a
unique
set
of
attributes.
Downtown
Chandler,
where
we
are,
is
a
hub
for
entertainment
and
dining
experiences.

The
airport
area
is
quickly
emerging
as
a
home
to
technology
and
advanced
business
service
companies
and
our
price
Corridor
is
an
international
destination
for
High-Tech
companies
such
as
Northrop
Grumman,
microchip
and,
of
course,
Intel.
This
strategic
vision
is
positioned
us
well
for
future
economic
growth.
To
prove
that
point
here
are
some
of
the
new
businesses
that
have
invested
in
Chandler
in
2022,
Edwards,
EMD,
electronics,
advantest
and
Striker
will
all
build
new
manufacturing
facilities
in
Chandler
yield.

Engineering
Systems
announced
a
new
Technology
Center
and
the
price
Corridor,
the
Avi
expanded
its
presence,
adding
office
space
for
its
Global
headquarters,
and
this
crease
in
economic
Vitality
also
was
apparent
in
last
year's
tourism
numbers.
The
city
welcomed
a
record
number
of
business
and
Leisure
Travelers
in
2022,
and
the
Aloha
just
across
the
street
was
transformed
into
a
boutique
Motel,
marking
a
successful
Redevelopment
project.
As
we
approach
build
out,
Redevelopment
and
reuse
projects
like
the
Aloha
and
even
could
I
say
Shields
at
our
Mall
will
become
even
more
and
more
important.
In
all.

There
were
27
companies
that
located
expanded
or
chose
to
continue
operating
in
Chandler
in
2022.
This
results
in
more
than
4
200
jobs
in
the
coming
years.
One
of
Chandler's
greatest
strengths
has
been
her
highly
educated
population.
Over
the
years
we've
seen,
educational
attainment
levels
continue
to
increase
in
our
community.
Why?
Just
in
the
last
five
years
we
went
from
42
percent
of
a
relic
of
our
residents
having
a
bachelor's
or
Beyond
degree
to
47.
Today.

This
is
a
testament
to
the
Quality
job
opportunities
in
Chandler
that
keep
attracting
talented
workers.
It's
also
a
testament
to
the
Great
Schools
like
cusd
and
basis
and
others
that
are
adding
to
our
local
talent
pipeline
to
help
fuel
the
workforce
with
talented
employees.
The
University
of
Arizona
opened
a
new
14
000
square
foot
facility,
opening
more
doors
to
educate
our
residents.
Grand
Canyon
University
announced
that
it
will
be
expanding
its
footprint
in
Chandler
in
the
near
future,
and
Chandler
Gilbert
Community
College
continues
to
grow
its
specialized
job
training
programs.

Now
back
in
1887,
the
territory
of
Arizona
looked
a
lot.
Different
Prescott
was
the
state's
capital.
The
route
to
Phoenix
was
a
narrow,
dirt
road
through
the
Black,
Canyon
and
Chandler.
As
we
know
it
today,
hadn't
even
been
thought
of.
When
Dr
AJ
Chandler
made
that
Trek
and
landed
in
Mesa.
It
took
him
three
weeks
to
decide
to
stay
in
Arizona,
not
to
look
after
sick
cattle,
but
to
bring
water
to
the
desert.

Came
from
all
over
the
country
to
invest
in
the
property,
the
San
Marcos
was
finished
in
1913,
it
was
growing
and
it
was
going
very,
very
well
until
in
the
20s
cotton
prices
crashed,
and
that
was
one
of
the
main
cash
crops.
Lots
of
families
lost
or
chose
to
leave,
Chandler
and
Chandler
actually
shrank
in
the
1920s
and
became
much
more
of
a
standard
sort
of
agricultural
town
at
that
point,
as
their
depression
gets
worse
and
worse,
one
of
the
main
focuses
of
Chandler.
Still
at
that
time
was
the
San
Marcos.

The
only
way
to
really
open
that
up
when
you
talk
about
my
family,
the
woods
family
and
the
Harris
family,
my
dad's
father,
Billy
Woods.
He
brought
many
many
people
here
back
then
Chandler
was
very
popular
for
the
agricultural
side
of
things
and
my
grandfather
was
a
contractor
for
the
cotton
fields.
It's
crazy
because
everybody
in
in
Mesa
referred
to
this
area
as
the
Dust
Bowl.
Why?
Because
we
had
nothing
but
dirt
roads.
H
It
was
one
square
mile
and
it
was
basically
Chandler
Boulevard
which
at
the
time
was
known
as
Cleveland
Street
down
to
Frye,
then
as
soon
as
you
got
outside
of
that
there'd
just
be
big,
huge
expanses
of
farm
Fields,
because
many
of
the
farmers
didn't
just
own
10
acres.
They
don't
600
or
a
thousand
acres.

To
see
Walmart
sitting
at
the
corner,
where
I
used
to
walk
the
rows
of
the
cotton
field
and
my
dad
used
to
always
walk
through
the
house
and
say
hey
get
up,
let's
move
them,
let's
shake
them
got
to
beat
the
heat.
I
didn't
want
to
hear
that
beat
the
heat,
let
the
Heat
come
and
let
me
lay,
but
everybody
in
the
family
had
to
do
it
because
it
was
about
making
the
books
and
providing
for
the
family.
You
know,
I
didn't
realize
we
were
poor.
My
parents
never
showed
me
that
we
were
poor.

For
that
reason,
we
went
to
the
fields
my
Harris
side
of
the
family,
NJ
Harris.
He
was
the
chauffeur
for
Dr
Chandler.
It
was
always
a
fun
topic
because
they
always
said.
Oh
Gramps
was
the
first
man
in
Chandler,
since
he
was
in
the
front
seat,
he
came
over
and
he
built
his
barbecue
restaurant
Harris
barbecue
out
of
the
city's
first
retired
water
tank
Harris
acquired
a
number
of
properties
in
this
area
and
in
doing
that,
he
divided
a
few
of
them
up.

Hispanic
folks
came
up
from
Mexico,
but
also
lived
in
the
area
and
were
just
naturally
Farm
Workers
that
have
been
farming
the
fields
of
this
area
for
a
long
time.
One
thing
that
is
really
unique
and
wonderful
about
Southside
is
that
there
are
several
families
that
have
lived
there
for
multiple
Generations.
The
churches
were
incredibly
important
as
a
place
for
families
to
come
together
and
connect.

Case
technology
had
sort
of
changed
the
way
firming
worked,
and
so,
as
the
town
leaders
started
to
discuss
it,
they
were
like.
Well,
how
can
we
become
a
modern
Town?
How
can
we
ensure
that
we
have
a
future
of
different
Industries?
What
if
we
could
bring
some
of
these
high-tech
companies
to
Chandler.

Intel
and
Chandler
have
really
grown
up
together,
both
of
us
contributing
to
each
other
I
think
along
the
way
back,
then
it
was
Farmland
I,
remember:
I,
graduated
from
Arizona
State
University
and
came
out
for
my
interview,
and
it
seemed
like
I
drove
and
drove
and
drove
forever
passing
Farm
Fields
along
the
way.
It
was
a
place
that
had
a
lot
of
growth
opportunity.
We
had
major
universities
close
by.

It
was
a
shock
for
both
communities
right.
It
was
a
shock
for
the
Intel
workers
that
came
from
California
because
they
were
coming
to
farm
fields.
In
the
meantime,
people
from
Chandler
didn't
understand
what
this
this
company
was
going
to
be.
The
city
leaders
really
had
this
notion
of.
We
have
to
change
as
a
community
if
we're
going
to
stay,
viable,
grow
and
continue
to
succeed
in
the
future.

Chandler
has
changed,
Intel
and
Intel
has
changed.
Chandler
I
would
never
have
imagined
where
we
are
today
when
I
think
about
when
I
first
started
30
plus
years
ago,
I
think
there's
growth
in
areas
that
I
couldn't
even
think
about
and
I
think
Intel
believes
in
Chandler
and
it'll
continue
to
invest
in
the
people.
The
community,
the
natural
resources
that
we
have
so
it'll
continue
to
grow
into
morph
and
to
be
better
and
better
as
the
years
go
on.

Dr
Chandler
is
an
innovator
who
was
inspired
by
opportunity.
He
created
this
culture
that
other
people
started
to
see
the
same
thing
they
would
get
here
and
there's
this
Innovation
and
opportunity,
and
the
mixture
of
those
two
has
created
this
constant
Community.
That's
always
refreshing,
always
thinking
always
creating
new
ideas.
Right,
that's
Innovation,
that's
opportunity!

indictment
for
a

how

my
grandfather
did.

started
a

bush
foreign.

Through
the
decades,
communities
like
South,
Side
village
have
evolved
with
changing
times,
and
it's
so
important
to
preserve
that
history
and
that
journey
and
remember
our
history.
That's
why
I'm
so
honored
to
share
with
you
that
South
Side
village
received
the
city's
first
ever
ever
designation
as
a
historic
Conservation
District
will
residents
and
Advocates
from
the
area.
Please
stand.

South
Side
is
a
community
rooted
in
family
and
it's
a
place
for
helping
your
neighbor
is
second
nature
that
Spirit
embodies
what
Chandler
is
all
about.
For
more
than
50
years,
the
city
of
Chandler
is
Opera,
operated
a
HUD
designated
public
housing
authority,
helping
hundreds
of
people
in
need
today
we're
still
doing
that.

Work
in
2022
the
city
administered
more
than
8.2
million
dollars
in
rental
assistance
to
help
counter
rent
increases,
we're
able
to
connect
dozens
of
households
with
emergency
housing
vouchers
to
prevent
homelessness
and
now
we're
adding
even
more
vouchers
for
veterans
and
other
people
who
are
experiencing
homelessness
in
our
community.
As
we
look
to
the
future,
we
will
continue
to
work
with
our
County,
our
state
and
federal
Partners,
to
seek
new
options
to
address
the
needs
in
our
community.

For
example,
last
year
the
city
council
approved
a
development
agreement
that
will
create
157
new,
affordable
multi-housing
units,
and
we
will
continue
it's
worth
applauding
and
we
will
continue
to
use
every
tool
in
the
city's
toolbox
to
help
Chandler
families
and
individuals
in
need.
For
decades.
Housing
has
been
a
city
priority
and
that
won't
change,
but
that's
not
all
that
we're
doing
in
this
space.
We
want
to
ensure
that
our
neighborhoods
are
strong.
A
resilient
Chandler
Community
begins
with
resilient
Chandler
residents.
That's
why
we
are
infusing
our
neighborhoods
with
new
ways
to
engage.

Last
year,
the
city
council
and
neighborhood
advisory
committee
launched
Envision
program.
The
city
hosted
several
events
in
Chandler
neighborhoods
to
connect
residents
to
staff.
There
were
expos
in
job
fairs,
giving
neighbors
a
direct
line
to
ask
questions
and
share
feedback
on
important
city
issues,
and
in
2022
there
were
plenty
of
opportunities
for
residents
to
connect
to
each
other.

On
our
for
our
city
day,
more
than
1
300
volunteers
spent
time
cleaning
and
painting
and
weeding
Yarns
in
a
specific
neighborhood
and
the
golden
neighbors
program
provided
home
repair
help
food
and
toiletries
to
seniors
in
our
community.
We've
got
one
coming
up
next
week.
These
programs
demonstrate
that
when
residents
have
the
tools
to
help
each
other,
when
we
work
together,
no
one
needs
to
go
without.

In
fact,
the
very
first
general
plan
in
1970
outlined
what
remains
our
goal
today
to
build
one
neighborhood
park
in
every
square
mile
of
residential
development
in
the
city
in
2022,
the
council
committed
half
a
million
dollars
to
be
used
for
Park
landscaping
and
we
opened
the
city's
69th
Park
Homestead
North
just
a
few
months
ago.
We
will
continue
to
invest
in
our
Park
system
for
decades
to
come
in
Chandler
Tumbleweed
Park
is
as
iconic
as
the
now
ostrich
itself.

A
little
bit
later,
with
a
huge
announcement
to
share
with
you,
but
now
through
the
decades
Chandler
has
been
a
Melting
Pot
for
cultures
and
ethnicities
and
we
will
celebrate
them
like
no
other
community
does,
from
the
days
of
NJ
Chandler's
historic,
Barbecue
Pit
in
1932
to
the
integration
of
Chandler
high
school
years,
if
not
decades,
before
Brown
versus
brown
of
Education
to
the
election
of
koi
pain.
The
state's
first
black
mayor
in
1990
to
our
diversity.
Today.

In
fact,
over
the
past
year,
Chandler
hosted
the
first
Asian
American
Community
Conference
Contigo
events
for
Hispanic
Heritage
Month,
the
seventh
annual
International
Film
Festival,
the
28th
Annual
Multicultural
Festival,
the
inaugural
Diwali
festival,
and
we
had
Partnerships
with
our
our
Chandler
Asian
festival
and
soon
to
be
coming
with
our
first
language
festival.
And
these
are
just.

And
Chandler
also
will
be
a
place
where
fiscal
responsibility
is
always
a
top
priority.
We
take
budget
management
very
seriously.
Here's
some
examples.
We
have
lowered
property
tax
rates
seven
years
in
a
row,
our
transportation
privilege
tax
is
the
lowest
in
the
entire
State
shared
with
their
neighbors
from
Gilbert,
of
course,
and
we
have
the
lowest
cost
of
service
of
all
towns
in
cities.
In
the
entire
Valley.
Last
year
we
took
one-time
dollars
and
invested
them
in
projects
like
street
light
conversions,
which
will
save
us
money
in
the
long
run.

This
smart
budget
approach
has
given
us
the
ability
to
make
this
year
or
I.
Guess
this
fiscal
year,
which
we
designated
last
year,
an
extra
50
million
dollars,
commitment
to
help
lower
our
Public
Safety
personal
retirement
system
debt.
Our
financial
philosophy
also
helps
us
maintain
AAA,
Bond
rating
from
all
three
agencies
and,
as
you
can
see,
from
the
21,
000
or
so
cities
and
towns
in
the
nation,
we
are
in
an
Elite
Class
when
it
comes
to
financial
responsibility.

Only
30
40
cities
can
say
the
same,
and
we
remained
fully
committed
to
this
fiscally
conservative
approach
that
is
responsive
to
our
community's
needs.
It
provides
a
high
quality
of
life
opportunities
and
a
pathway
of
prosperity
to
all
and
as
Council
and
as
Leaders.
We
are
looking
forward
with
my
other
cities
to
working
with
our
new
governor
and
state
legislators
to
ensure
that
we
can
preserve
this
commitment
to
our
residents.

defines
the
word
Innovation
as
a
new
idea,
a
method
or
device
and
I
can't
think
of
another
city
that
embodies
this
definition.
More
than
Chandler
Dr
AJ
Chandler
was
the
city's
first
innovator
planting
the
seed
for
all.
Who
would
follow
him?
Leaders
in
the
70s
and
80s
recognized
a
changing
world
and
they
made
sure
that
Chandler
was
ready
to
change
with
it.
That
foresight
led
to
Chandler
being
on
the
map
for
technology
companies.

Today,
semiconductors
are
essential
to
our
not
just
our
economy,
but
our
national
security
and
Chandler
is
a
global
destination
for
companies
that
manufacture
or
provide
the
critical
infrastructure
for
them.
Some
examples
of
these
are
Intel
nxp,
microchip
Edwards
arm
tell
and
others,
and
companies
like
Northrop,
Grumman
and
Cirrus
aircrafter
engineering
solutions
that
support
our
country's
National
Defense
and
Aviation
Industries
and
they're
all
located
right
here
in
Chandler.
What
was
once
a
city
of
crops
and
Fields
is
now
a
city
of
Fabs
and
ships
and
we're
not
talking
potato
chips.

all
thankful
to
this.
The
vision
and
strategic
planning
that
that
has
been
the
foundation
of
Chandler's
identity
through
the
decades
and
today
that
Vision
remains
on
full
display
tonight.
