Description
City of Chandler Council Meeting 2/9/23
A
Good
evening
and
Welcome
to
our
regular
city
council
meeting
where
you
are
on
February
9th,
this
looks
like
a
fairly
short
meeting,
but
we're
grateful
for
staff
and
audience
contributions
and
participation
clerk.
Will
you
please
take
the
role.
C
D
Holy
One
known
by
many
names
and
beyond
all
naming
Spirit
of
Life
Spirit
of
love,
Spirit
of
community
and
spirit
of
Justice.
We
ask
your
blessings
on
the
people
who
have
been
called
to
lead
this
community
in
which
we
live
and
work
and
play
help
them
as
Leaders
to
not
ask
first.
How
do
we
fix
this?
But
what
do
we
need
to
learn?
D
C
A
E
A
You
City
Clerk
next
on
our
agenda
is
we
don't
have
any
unscheduled
public
appearances
so
moving
to
current
events,
we'll
start
want
to
invite
each
and
every
one
of
you
to
our
state
of
the
city,
which
will
be
happening:
doors
open
the
restaurant
queues
open
at
5
30
pm
at
the
Center
for
the
Arts
next
Thursday
it
will
be
a
great
and
Grand
highlight
of
where
we
are
where
we've
been
and
where
we
are
going
as
iron
Council
will
take
you
through
the
decades
to
look
at
our
growth
and
success
leading
up
to
this
year
and
beyond
for
more
information.
A
A
Thirdly,
we
have
the
the
Tri-City,
which
is
Mesa
Chandler
and
Gilbert
Relay
for
Life
happening
on
March
11th
at
3
P.M
at
Perry,
High
School
appreciated
our
police
and
fires,
support
and
kind
of
leading
our
city
in
that
in
the
past.
This
event
will
walk
to
support
the
community
of
survivors,
caregivers,
volunteers
and
participants
to
fight
against
cancer
and
two
more.
A
What
that
means
is
that
if
you
have
signed
up-
and
you
are
not
clocking
your
miles
get
online-
we
need
every
mile
that
you're
walking
every
step
that
you're
taking
to
register
I
mean
third
place.
That
is
unacceptable.
A
F
And
cenus,
thank
you.
Mayor
I
just
want
to
invite
the
community
out
to
a
great
event
that
I
was
part
of
last
year,
which
is
a
community
smoke.
Alarm
walk,
so
this
Saturday
February
11th,
the
Chandler
fire
firefighters,
will
join
with
volunteers
from
the
community
and
walk
door
to
door
through
the
downtown
Chandler
neighborhoods
to
install
free
smoke,
alarms
in
homes
that
are
in
need
of
them
and
provide
educational
information
and
safety.
F
If
you
would
like
to
join
us,
this
Saturday,
it's
kicking
off
at
8
A.M
at
the
San
Marcos
Park,
which
is
at
712
West,
Fairview,
Street,
Channel
Arizona
for
more
information,
or,
if
you
want
to
sign
up
online,
please
visit
our
website
or
contact
the
Arizona
burn
Foundation.
Thank
you
all
right.
G
Thank
you
mayor.
Well,
as
we
all
know,
February
is
Black
History
Month
and
today
I
would
like
to
make
a
couple
of
highlights.
You
might
ask
yourself:
why
do
we
always
talk
about
these?
Two
people
that
came
from
Chandler
when
it
comes
to
black
history
is
because
we
believe
that
they
have
done
things
that
are
extraordinary
and
then
in
the
month
of
February,
it's
a
good
time
for
us
to
remember
that
I'm
going
to
start
first
without
one
of
our
previous
mayor,
koi
Payne,
he
was
one
of
Chandler's,
most
influential
black
history
makers.
G
He
was
an
educator
in
Chandler
schools
for
more
than
30
years.
He
served
two
terms
on
the
Chandler
city
council
before
being
the
first
black
mayor
of
the
city
in
the
entire
State
of
Arizona,
and
so
we
applaud
him
for
all
the
things
that
he
have
done
to
put
Chandler
on
the
map.
The
second
person
that
we
wanted
to
highlight
Today
is
zoefully.
G
Zoefoli
family
moved
to
Chandler
South
Side
neighborhood
in
1942,
where
he
attended
the
segregated
Ocotillo
School.
He
joined
the
army
in
1948
and
found
his
love
for
boxing.
He
was
a
well-known
boxer
and
fought
Muhammad
Ali
and
lasted
seven
round
before
being
knocked
out.
Not
too
many
people
can
say
that,
and
so
he
is
a
pride
member
of
this
community.
He
was
appointed
to
the
Chandler
city
council
and
serve
a
short
time
time
or
term
I
think
time
before
he
died
in
1972.
His
family
still
reside
here
in
Chandler
and
we
could
see
them
I.
G
Think
last
Monday
mayor,
you
did
a
proclamation
also
for
the
Black
History
Month.
These
are
some
of
the
most
influential
people
in
our
community
and
they
have
made
an
influential
impact
in
our
community
and
that
has
made
Chandler
great.
Today
we,
the
Chandler
people
and
those
who
still
live
here
in
the
black
community
We,
are
continuing
to
be
an
inclusive
and
a
diverse
City.
So
I
want
to
thank
everybody
for
helping
us
to
celebrate
Black
History
Month
this
month.
Thank
you,
mayor.
H
H
Koi
Payne
I
had
I
had
to
honor
the
privilege
of
serve
a
pain
for
four
years.
Man
of
integrity
and
I
remember
one
time
where
the
city
of
Chandler
needed
more
police
officers,
and
he
was
not
afraid
to
bring
this
forward
to
this
dice,
not
here
personally
but
in
our
previous
council
chambers,
and
he
was
bold
enough
to
say
we're
going
to
raise
a
sales
tax
so
that
we
can
get
more
police
officers.
I
can't
imagine
a
politician
today
being
as
bold
and
as
gracious
as
Mr
Payne
was
Mr.
H
Payne
was
also
the
first
Sid
channel
is
also
the
first
city
to
honor,
Martin,
Luther
King
holiday
because
of
Mr
Payne
and
finally
Mr
Payne.
One
of
the
things
that
really
really
got
to
me
was
we
had
a
squalor
apartment
down
to
Old
Elgin
Street
Apartments
down
not
too
far
from
this
city
hall.
It
was
horrible.
H
Squalling
people
are
living
in
and
I'm
literally
I
saw
it
that
night
rats
in
Cesspool,
and
we
tried
hard
to
get
the
landlord
owner
to
fix
it
and
repair
it
and
get
those
residents
their
proper
care
they
needed
when
those
temps
failed.
Mr
Payne
went
back
to
the
city
manager
that
day
and
I
was
right.
There
witnessing
says:
let's
condemn
this,
these
people
should
not
live
in
squalor
and
we
condemn
that
building
knocked
it
down
and
we
moved
forward
put
those
people
in
proper
attire.
H
G
H
I
also
want
to
say
that
I
did
have
a
chance
to
serve
with
Phil
Westbrook,
another
honorary
African-American
and,
of
course,
my
two
colleagues
here
so
out
of
the
five
black
Americans
that
put
on
this
dice
I
had
the
privilege
of
serving
before
so
I'm
really
proud
of
that.
Thank
you.
G
H
You
well
you're
just
up
buttoned
me
tonight.
Aren't
you
one
up
me
man,
all
right.
Let's
make
it
happen.
Finally,
on
a
a
great
note,
Saturday
February
25th
is
from
10
to
3
P.M.
We
have
our
annual
Channel
Innovation
Fair.
This
Fair
has
been
going
on
for
quite
many
years
now,
and
last
year
was
the
first
year
we
invited
the
Chandler
School
District
to
join
our
Fair
as
an
innovation,
and
it
was
bigger
than
ever
so
come
on
out.
H
It's
fun-filled
Hands-On
exploration
of
science
I
mean
if
the
kids,
if
your
kids
don't
get
a
a
joy
out
of
this
I,
don't
know
what
could
get
them
happy
happier
again
it's
to
create
creativity
and
induce
our
young
res,
our
young
kids,
to
a
more
to
science
and
stem
projects.
It's
free,
there'll
be
food
trucks.
There
I'll
be
there
I
know
many
of
you
will
be
there.
H
So
if
your
business,
also,
if
your
business
interested
in
showcasing
the
sneaky
science
of
your
operations,
would
like
to
participate,
please
contact
the
city.
Odette
Moore
at
the
Chandler
economic
development
office,
480-782-3038
or
visit
us
online
and
I
want
to
thank
all
the
corporate
sponsors.
We've
been
increasing
that
every
year
for
the
last
three
or
four
years
mayor.
Thank
you.
E
A
E
So
thanks
for
continuing
to
share
those
stories,
you
know
we
are
right
in
the
middle
of
our
budget
workshops
for
the
city,
and
so
every
year
we
sit
in
a
room
and
we
we
hash
out
where
the
revenues
are
coming
in,
where
the
dollars
are
going
out
and-
and
the
one
great
thing
is,
is
that
this
year,
we've
gotten
over
1300
responses
from
our
residents
or
where
they
want
to
see
their
their
dollar
spent.
E
It
is
amazing
and
I
think
I
think
the
biggest
takeaway
from
this
is
that
they,
they
trust
us
with
their
dollars
and,
at
the
end
of
the
day,
the
dollars
that
we
bring
in
are
used
for
customer
service
items
right.
We
want
to
have
good
roads,
we
want
the
grass
cut
at
the
parks,
but,
but
importantly,
we
want
Public
Safety
to
be
at
the
highest,
and
so
we
are
going
to
continue
to
commit
to
that.
We
had
a
great
Workshop
today
over
those
things
about
how
to
improve
the
amenities,
improve
our
infrastructure.
E
Invest
in
water
and
things
like
that,
we
will
continue
to
find
fiscally
responsible
ways
to
do
that,
and
when
we
have
the
opportunity
we
will,
we
will
trim
the
budget
where
we
have
the
opportunity
to
expand
it.
We
will
where
it's
needed,
but
we
have
your
best
interest
in
mind
and
then.
E
Lastly,
you
know
tomorrow
night
is
a
night
of
Hope
and
it's
a
conglomeration
of
a
hundred
churches
in
the
in
the
Phoenix
area,
law
law
enforcement
officials,
a
matter
of
fact,
our
assistant
chief
will
be
on
a
panel
there
tomorrow
talking
about
human
trafficking,
there
will
be
former
NFL
players
and
athletes
as
well
as
elected
officials
from
around
the
state
will
be
in
attendance
at
damage
Arena
at
6
pm.
E
Tomorrow
we
would
love
for
you
to
be
there
and
if
you
cannot
attend,
it
will
be
online
on
YouTube,
but
we
do
encourage
you
to
take
part
and
if
you
can't
be
at
either,
please
you
know
visit
the
Facebook
page
or
visit
the
the
website
and
and
make
a
pledge
to
to
stand
against.
Human
trafficking
with
with
the
rest
of
us
and
mayor
will
be.
There
are
speaking
as
well
and
we
could
we're
looking
forward
to
that.
So
thank
you
mayor.
That's
all
I
have.
C
You
I
want
to
make
this
show
a
happy
Black,
History
Month,
and
it's
a
pleasure
to
serve
with
with
everyone
but
councilwoman
Ellis.
Thank
you.
We
are
together.
C
We
are
truly
making
history
I
just
wanted
to
acknowledge
that,
and
thank
you
to
our
colleagues
for
recognizing
that
our
history
that
we're
making
and
appreciating
every
time
we
hear
something
about
Miracle.
It's
just
like
it's
just
amazing
like
there's,
there's
so
much
there's
so
many
tapes
of
listening.
C
C
Let
me
not,
let
me
not
say
where
but
anyways
it's
staying
close
and
it's
a
team
that
you
like
I'm,
not
gonna,
mention
the
team
name,
but
it's
predicted
that
when
they
stay
close
to
Chandler,
they
typically
win
the
Super
Bowl,
so
we'll
see
which
which
team
Prevail
but
there's
going
to
be
a
lot
of
just
from
a
traffic
perspective.
Just
remember,
there's
gonna
be
a
lot
of
backups.
Take
time.
Give
yourself
an
hour
or
two
to
to
get
to
wherever
you're
going
to
get.
C
I
went
downtown
today
and
I
seen
parking
for
like
eighty
dollars,
Downtown
Phoenix,
it's
like
80,
so
make
sure
you
guys,
wherever
you
guys
are
going
just
just
think
about
parking
and
all
this
stuff.
But
my
announcement
is:
we
had
this
past
Monday
Chandler
kicked
off
our
end
zone
experience
and
we
hosted
several
events
this
week.
Honoring
football
and
so
on
this
stun
on
this
Monday
we
have
to
touch
down
Sports
and
education
workshops
at
the
center
of
the
Arts
Touchdown
Sports
and
education.
C
Workshop
gave
students,
athletes
Insight
on
life,
skills,
education
and
importance
of
performance
and
on
and
off
the
field
and
much
more,
and
it
was
a
great
event,
as
you
guys
can
see.
A
lot
of
the
schools
came
out
and
I
want
to
thank
Council
for
voting
on
this
initiative
and
making
it
our
initiative.
C
This
Saturday
they're
going
to
have
a
combine,
that's
going
to
be
free
for
our
students
to
go
to
and
then
also
there's
going
to
be,
there's
going
to
be
a
family
fun
event
on
Sunday
as
well
downtown,
so
just
as
seen,
High
School
is
where
the
combine's
going
to
be.
So,
if
you
have
kids
bring
them
over
to
Seton
high
school
and
then
on
month
on
Sunday
night,
come
to
Dr
AJ
Park
we're
going
to
be
there
from
five
to
ten.
