Description
Council Meeting 12/8/22
A
B
A
B
D
Good
evening
and
welcome
to
the
December
8th
city
council
meeting,
we're
so
glad
that
you
were
here
are
we're
going
to
start
tonight
with
a
roll
call
by
the
clerk.
D
D
D
D
G
C
D
D
So
those
are
guests
we've
tonight
we
have
a
consent
agenda.
There
are
no
action
items
on
our
agenda
on
Monday.
We
did
have
conversations
about
several
of
the
things
as
well
as
another,
or
actually
only
one
on
Monday,
but
also
a
couple
items
that
were
our
second,
our
first
council
meeting
of
the
month
that
took
a
little
longer
so
with
this
Council,
a
motion
would
be
in
order
for
our
consent
agenda.
C
Come
here,
councilmember
Lopez,
yes,
I,
move
for
the
approval
of
the
city
council's
regular
meeting
for
Thursday
December,
8th
for
the
approval
of
the
consensus
agenda
items
1
through
42.
E
D
We
have
a
motion
by
councilmember
Lopez,
the
second
by
vice
mayor,
Rowe,
Council
of
any
recusals
or
or
other
than
a
single
vote
that
you
need
to
let
the
clerk
know.
Hearing
none
Council,
please
vote.
D
Very
good,
thank
you.
Council.
That
concludes
our
consent
agenda
for
tonight.
Do
we
have
any
unscheduled
appearances
of
anybody
that
has
asked
my.
D
D
First
of
all,
I
would
like
to
recognize
and
thank
the
teen
advocacy
group,
no
teen
something
advisory.
I
was
so
close,
Advisory
Group
that
that
no,
this
is
advises
our
libraries.
So
this
is
a
group.
D
That's
actually
part
of
a
much
larger
group
that
brings
advice
and
console
to
our
libraries
to
keep
them
Innovative
and
relevant,
and
we're
grateful
that
you're
here
Council
they
would
love
to
talk
with
or
take
pictures
afterwards
with
us
couple
of
announcements
I'd
like
to
bring
to
you
is
First
on
coming
up
on
a
couple
Saturdays
on
the
17th.
D
So
if
you
would
like
to
participate
and
help,
I
I
think
cocoa
and
donuts
are
going
to
be
served
at
about
eight
I
think
we'll
be
laying
wreaths
on
the
graves
close
to
nine.
This
is
going
to
get
happen
on
the
17th
of
December
at
Valley
of
the
Sun
Cemetery
and
there's
going
to
be
a
brief,
brief
service.
Afterwards,
always
a
great
event
in
our
community
and
I
want
to
thank
Council
many
of
you
who
have
been
there
many
many
times.
D
D
Think
council,
member,
no,
no
councilmember
Stewart
is
going
to
address
that,
but
in
just
preparing
and
reflecting
on
that
I'm
grateful
for
the
so
many
things
that
that
we've
been
part
of
I'm
grateful
for
my
Council,
how
we
have
really
maintained,
respect
and
a
decorum
and
a
stability
and
Innovation
that
continues
to
make
Chandler
what
it
is.
I'm
grateful
for
our
community
and
the
the
many
contributions.
What
not
only
just
with
groups
like
this
or
boards
or
commissions,
the
the
the
input
that
we
get
on
Monday.
D
We
saw
an
exercise
of
really
government
in
action,
as
this
chamber
was
full
of
many
people,
whether
they
were
far
or
against
different
items.
It's
it's
unique
and
beautiful
part
of
the
American
Experience
is
that
citizens
have
the
opportunity
and
right
to
address
local
governing
bodies
like
us
and
whether
we
voted
in
in
their
favor
are
are
against
individually.
D
C
Thank
you,
mayor
I,
guess
I'd
like
to
make
one
announcement.
First,
the
Chandler
International
Film
Festival
is
coming
back
to
Chandler,
so
the
festival
is
back
on
the
21st
to
the
29th.
The
film
festival
will
be
showcasing
over
120
films
submitted
from
all
over
the
world,
spanning
six
countries,
six
continents
and
35
countries.
We
still
got
to
get
one
from
Antarctica.
We
haven't.
H
C
One
from
there
yet
so
we'll
try
originally
the
sixth
Annual
Festival
has
something
for
everyone.
So
there's
animation,
horror,
shorts,
full
length,
full
feature
length,
films,
a
lot
of
independent
everybody.
There
is
independent,
there's
a
lot
of
mainstream
films.
Also,
so
come
out
go
online
to
the
chandlerfilmfestival.com
for
more
information
to
purchase
your
tickets.
You
can
buy
single
day
tickets,
single
film
tickets
or
for
the
whole
entire
week,
so
I
hope
to
see
you
there.
It's
always
a
great
event.
C
I
think
the
picture
there
has
quite
a
few
of
our
Council
and
our
board
on
that.
So
I
do
hope
to
all
see
you
at
the
film
festival.
Also
I'd
like
to
say
also,
you
know
again:
Merry
Christmas,
happy
holidays
and
happy
New
Year,
since
this
will
be
our
last
meeting
to
all
of
our
fellow
council
member,
the
mayor
vice
mayor
and
all
of
the
staff.
C
Again,
it's
been
a
great
year,
and
you
know
we,
the
opportunities
we've
been
given
this
year
of
growth
is
always
amazing
and
again
as
the
reflections
and
putting
some
more
goodbye
notes
back
together
for
next
year,
again,
I
couldn't
ask
for
a
better
City
to
serve
with
great
people
and
with
the
staff,
so
I.
E
E
Thank
you,
mayor,
I
I
think
you
said
that
pretty
well
I,
I,
I
I,
think
all
of
us
have
to
say
Merry,
Christmas
and
happy
New,
Years
or
happy
holidays
for
sure.
That's
we
hope
for
that.
E
Every
year
we
work
for
that
every
year
and
and
and
and
when
it
happens,
it's
a
good
thing
and
I
too,
am
very
grateful
for
all
the
friends,
the
the
staff
and
the
Chandler
proud
folks,
so
much
hard
work
over
the
year
and
people
working
seven
days
a
week
late
into
the
night
and
keeping
the
lights
on
and
making
sure
the
water
flows
when
you
call
on
it
or
when
we
all
call
for
it.
E
So
it's
it's
been
a
great
honor
and
I
hope
you
all
will
have
a
safe,
Merry,
Christmas
and
happy
holidays
and
and
to
the
council
and
mayor.
Thank
you
all.
It's
been.
It's
been
an
experience,
eight
years,
and
so
thank
you.
God
bless.
D
To
our
audiences,
so
to
my
right,
this
will
be
the
last
council
meeting
in
which
these
two
will
be
here,
the
full
time
and
we'll
be
honoring
them
at
our
next
Gathering.
So
thank
you
both
for
your
great
service.
H
Great
thoughts,
mayor
and
yeah,
we
are
certainly
been
honored
to
serve
with
you,
gentlemen,
and
we'll
have
a
lot
more
comments
on
in
January.
But
you
know
we
just
left
the
East
Valley
partnership,
which
is
a
Consortium
of
a
a
number
of
different
Business
Leaders
educational
leaders
and
city
leaders,
elected
officials,
and
we
meet
quarterly
to
talk
about.
H
You
know
growth
and
opportunity
within
in
the
valley,
and
we
were
lucky
enough
to
hear
from
mayor
Hartke
today
about
how
our
communities
work
together,
there's
a
Synergy
that
creates
growth
and
opportunity
for
everyone
in
our
in
our
society.
So
we
will
continue
to
be
a
part
of
that
thought.
Leadership,
forums
and
channel
will
always
work
with
our
neighboring
cities
to
make
sure
that
things
are
working
well.
So
if
you
want
to
learn
more
about
East
Valley
Partnership,
if
you
are
a
business
leader,
I
suggest
you
look
them
up.
H
They
are
a
great
Organization
for
moving
the
needle
as
it
relates
to
to
prop
400
road
development,
whether
that's
water
rights
things
like
that.
It's
a
great
organization
that
helps
those
things.
So
you
know
this
is
the
time
when
those
in
need
need
our
help
right.
It's
the
holidays
and
one
of
the
great
things
about
living
in
the
East
Valley
is
we
are
a
giving
community
and
we
are
some
of
the
most
charitable
communities
in
the
nation
and
let's
continue
that
this
year
there
are
people
in
need.
H
So
please
do
your
best
to
donate
your
time.
Donate
your
treasure
and-
and
you
know,
wish
everyone
and
be
merry
wish
everyone,
a
Merry,
Christmas,
Happy,
Hanukkah
and
all
those
good
things
so
have
a
great
holiday
and
please
be
safe
and
enjoy
your
family.
I
We
unveiled
the
news
or
a
fully
mural
the
mural
recognized
an
outstanding
and
long-standing
Hometown
hero
and
the
leader
into
Mr
zorafoli,
the
pieces
entitled
legendary
and
it
is
the
work
of
Giovanni
Dixon,
which
is
one
of
our
artists
here
in
the
greater
Phoenix
area,
he's
a
very
talented
young
man
and,
as
you
can
see,
the
way
that
this
mural
came
out.
It
is
a
very
impressive
mural
I
want
to
acknowledge
Him
and
thank
him
for
his
work
and
his
beautiful
mural.
I
I
I
would
like
to
also
take
the
moment
right
now,
in
reflection
to
say,
happy
holidays
to
the
staff
and
those
who
have
worked
for
us
here
in
this
city.
It
is
so
heartwarming
to
work
with
a
team
and
when
I
hashtag
team,
Chandler,
truly
I
feel
it
and
I
know
it
and
I
live
it
every
single
day
that
I
go
home.
I
know
that
we
are
doing
such
amazing
job
here.
I
want
to
start
with
certain
people.
I
I
The
the
the
part
of
overseeing
over
me
and
guiding
me
into
the
the
ways
that
this
last
two
and
a
half
years
have
truly
been
an
amazing
thing
in
my
life,
I
see
so
much
growth
in
me
and
have
been
working
with
both
of
you
city
managers.
I
really
thank
you
both
for
really
keeping
the
fourth
going
and
I'm
gonna
thank
assistant,
city
managers,
the
deputies
and
the
department
directors
I,
really
like
to
thank
our
clerk,
our
city
clerk,
our
attorney
general
here
in
Chandler,
Who,
oversee
everything
that
we
do.
I
I
Thank
you
and
I
would
like
to
thank
the
cultural
Development
Department,
also
for
keeping
our
downtown
really
looking
sharp
and
happy
and
everywhere
else
in
Chandler
our
court
development
also
that
are
serving
our
system.
Our
magistrates
I,
would
love
to
thank
her.
She
came
in
and
really
Elevate
us
to
the
next
level
this
last
year
and
the
public
works
and
utilities
John.
Thank
you.
So
much
for
everything
with
your
team.
I
I
really
appreciate
each
and
every
one
of
you
guys
and
the
part
that
I
really
enjoy
Also
is
working
with
our
director
for
the
economic
development
department,
where
we
really
get
to
see
what
you
guys
do
in
the
background
to
make
the
City
by
I
will
say
the
word
it's
much
more
vital
to
everything
that's
happening
here
into
the
city.
Thank
you.
I
Thank
you,
chief
for
running
a
tight
ship,
really
appreciate
what
you
do
really
appreciate
it,
and
then,
at
this
time
it
is
truly
a
time
for
me
to
say:
may
every
one
of
you
in
this
city
have
a
truly
happy
holidays
with
your
family
and
remember
when
you
sit
down
with
your
loved
one,
just
take
a
moment.
I
Look
each
one
in
the
eye
and
truly
tell
them
that
you
love
them
and
mean
it
because
you
don't
know,
what's
gonna
happen
in
the
next
minute,
if
you
did
not
tell
them,
I
am
so
grateful
that
the
last
call
and
the
last
time
I
text,
my
son
I,
told
him
I
loved
him
and
he
knew
he
was
love.
So
I
would
love
to
live
that
Legacy
with
you
this
year
to
continually
love
your
families
and
tell
them
that
you
love
them.
Thank
you,
mayor.
F
So
one
of
the
advantages
of
sitting
in
this
seat
I
get
this
sitting
next
to
two
great
people.
The
disadvantage
is
they
said
it
all
so
I'll
just
say
to
you:
have
a
great
holiday
be
safe
and
I
think
we
left
out
HR.
So
thank
you
very
much
for
your
doing.
We
left
out.
We
left
out
facilities,
thank
you
for
all
you're
doing
street
sweepers
and
who
else
street
sweepers
yeah
streets.
We
forgot
about
them
because
they
really
work
hard.
F
J
City
manager,
thank
you
mayor
just
briefly
wanted
to
also
thank
you
for
the
wonderful
year
that
2022
has
been
on
behalf
of
the
staff.
We
appreciate
your
leadership
and
vision
for
our
community
and
wanted
to
wish
you
the
happiest
of
holiday
seasons.
Merry
Christmas
happy
Hanukkah.
Hopefully
it
is
a
restful
and
joyous
time
with
your
families.
Thank
you.
So
much
with
that.
That
concludes
our
meeting.
