elements
to
this
meeting
tonight
we've
got
a
regular
one
which
will
include
our
consent
agenda.
We
have
a
public
hearing
several
of
those.
Then
we
will
also
after
announcements,
be
clocking
out
and
coming
back
in
to
vote
on
our
budget,
which
is
a
large
process
that
culminates
to
this
night.
So
those
of
you
who
weren't
expecting
to
that
good
for
you
you're
here
on
an
exciting
night.

25

we
recently
moved
to
another
city
in
the
valley,
although
I
continue
to
Pastor
the
international
Assembly
of
God
Church
in
Chandler,
which
I
hope
Pastor
for
more
than
26
years.
I
stand
here

express
our
grad
appreciation
for
the
leadership
of
this
great
City
under
honorable
mayor
hotkey
and
others.
Council
members
seen
the
tremendous
growth
of
the
city
in
the
past
two
and
a
half
decades
and
I
believe
the
best
essay
to
come.

believe
with
all
my
heart
that
God
is
blessing.

growth
in

So
tonight,
as
the
mayor
said,
is
the
official
public
hearing
of
our
2023-24
proposed
budget
and
2024-2033
capital
Improvement
program,
as
well
as
the
2023-24
property
tax
levy.

So
there's
been
much
public
discussion
I'm
going
to
put
on
my
glasses
here
up
leading
up
to
this
evening
and
while
tonight's
presentation
is
a
very
high
level,
it
is
intended
to
give
residents
a
broad
view
of
this
budget
and
the
CIP
with
more
detailed
information
found
online
at
chanberry
z.gov
forward,
slash
budget.

Okay,
so
our
budget
theme
this
year
is
innovation
at
work
and
reflects
our
desire
to
be
Innovative
while
still
connecting
with
our
history,
as
we
heard
Monday
night
with
the
great
history
of
our
Goodyear
canal
and
McCullough
house
or
McCullough
price
house,
yes,
and
adhering
to
strong
financial
policies
and
being
structurally
balanced.
This
budget
also
mirrors
our
spending
plan
with
the
Marin
Council
strategic
framework
in
innovative
ways
provides
cost-effective
quality
services,
maintains
long-term
Financial
sustainability
and
was
developed
by
engaging
residents
through
many
input
opportunities.

So,
as
the
slide
shows,
the
total
proposed
budget
for
fiscal
year,
2023-24
is
1
billion,
656
million
274
385
dollars
and
the
largest
fund
is
general
fund,
which
is
our
main
operating
fund
for
the
city
and
represents
610.5
million.
Of
that
total,
the
1.6
billion
dollar
amount
is
a
22
and
a
half
percent
increase
from
the
current
Year's
20
to
23
adopted
budget.
L
So
we
I
do
want
to
explain
for
a
moment
here
what
the
proposed
budget
increase
drivers
are
for
the
public,
and
in
this
year,
similar
to
last
year,
we
had
an
increase
in
our
revenues
that
reflect
the
economic
environment
that
increases
coming
from
the
continued
development
of
within
our
city,
boundaries,
inflation
because,
as
as
folks
are
paying
more
for
things,
the
transaction
privilege
tax
off
that
is
actually
increasing,
Revenue
slightly
and
strong
consumer
spending.

We've
also
seen
increases
in
our
state
shared
revenues.
With
these
updated
projections
on
the
expenditure
side,
inflation
is
definitely
increasing
or
operating
and
our
Capital
budgets,
our
Personnel
costs
have
increased
as
we
invest
in
our
city,
Reef,
City
Workforce
and
retain
employees
through
Market
merits
and
health
care
costs.
Changes.
L
We've
also
Incorporated
some
additional
positions
in
this
budget,
which
will
help
move
us
forward
with
our
strategic
framework
that
Council
has
put
forth
for
us.
The
capital
projects
increases
that
we're
seeing
is
really
addressing
our
aging
infrastructure
as
Chandler
continues
to
to
age
early
on.
We
put
a
lot
of
the
infrastructure
in
at
the
same
time
and
we're
to
the
point
in
our
history
that
much
of
that
is
needing
to
be
replaced.
L
Bond
authorized
projects
through
the
2021
bond
election,
we're
continuing
to
drive
those
projects
and
Grant
funded
projects,
and
then
a
big
part
of
this
increase
also
is
the
infrastructure
projects
that
we
need
to
build
to
support
the
Intel
expansion.
Those
are
going
to
be
City
assets
of
about
178.5
million
in
appropriation,
but
the
good
news
is
that
there
is
an
Arizona,
revised
Statute
that
allows
the
transaction
privilege
tax
off
of
that
project
to
be
captured
and
helps
us
reimburse
Chandler
for
the
cost
of
that
infrastructure.
L
Finally,
the
last
two
areas
are
grants.
We
continue
to
spend
American
Rescue
plan
act
funds,
and
this
is
one
of
the
anomalies.
This
year
is,
we
have
probably
the
highest
carry
forward
budget
we've
ever
had
in
regards
to
overall
Capital
costs,
and
we've
got
Capital
Kerry
Ford
in
our
grants,
as
well
continued
focus
on
grant
opportunities
and
having
shovel
ready
projects
that
may
qualify.
We've
been
very
successful
in
Chandler.
L
In
doing
so
so
we've
got
those
grants
built
into
the
capital
plan
and
then
some
good
news,
because
we
have
additional
one-time
dollars
this
year
in
our
budget.
It
has
allowed
the
city
to
look
at
paying
down
debt
and
there
is
a
large
payment
of
73
million
Incorporated
in
this
budget
that
will
generate
ongoing
Savings
in
the
future.
L
Oops,
okay,
so
just
some
brief
highlights
of
our
operating
budget.
This.
This
budget
includes
a
reduction
in
the
city
property
tax
rate
for
the
eighth
consecutive
year.
It
incorporates
no
change
in
our
sales
tax
rates
and
Chandler
has
one
of
the
lowest
rates
in
in
Arizona
for
transaction
privileged
tax
or
sales
tax.
L
We
do
anticipate
water,
Wastewater
and
solid
waste
rate,
changes
to
move
forward
with
our
cost
of
service
recommendations,
and
just
like
our
our
residents
as
well
as
much
of
our
operations
in
Chandler,
our
water,
Wastewater
and
solid
waste
funds
are
seeing
increase
in
costs
as
well.
So
there
are
rate
changes
that
are
anticipated
to
deal
with
that,
as
well
as
aging
infrastructure
in
those
areas,
and
then
the
third
highlight
is
the
budget,
maintains
existing
service
levels
and
enhances
programs
tied
to
the
Strategic
council's
strategic
framework.

This
budget
adds
funding
for
labor,
Association
commitments
and
general
employee,
Merit
and
markets,
as
I
mentioned
just
a
second
ago.
It
plans
towards
that
debt
reduction
of
73
million,
and
then
finally,
it
maintains
strong
reserves.
That
bodes
well
for
our
AAA
Bond
rating
in
Chandler,
and
we've
continued
to
to
do
that.
In
this
budget
some
Capital
highlights
we
have
a
full
10-year
plan.
We're
only
required
to
do
a
five-year
Outlook
in
our
code,
but
Chandler
takes
that
to
a
10-year
plan
across
all
of
our
assets.

It.
The
10-year
plan,
totals
almost
2
billion.
It
is
almost
300
million
more
than
the
prior
10-year
plan.
It
has
been
updated
to
reflect
inflation
and
aging
infrastructure,
and
it
includes,
like
I,
mentioned
the
178.5
in
Intel
infrastructure
projects,
and
additionally,
just
one
final
note
to
make
here.
Is
we
had
the
2021
bond
election
in
which
the
the
voters
of
Chandler
approved
additional
authorization
to
move
forward
with
our
Capital
plan
because
of
the
increased
costs
of
these
projects
it
the
authorization?
Is
we
anticipated
not
lasting
as
long
as
we
had
previously
thought?
L
So
previously
it
was
about
seven
years.
We
we
believe
we'll,
probably
have
to
ask
for
additional
authorization
at
year,
four
or
five
because
of
the
higher
costs
of
projects.
L
One
last
thing
is
the
very
first
year
of
this
Capital
plan
actually
gets
incorporated
into
the
adopted
budget.
The
years
2
through
10
are
is
really
just
a
plan,
but
it
does
get.
Is
it
is
part
of
the
action
this
evening
as
well.
L
So
this
slide
just
to
kind
of
put
things
in
perspective
when
it
comes
to
the
property
tax
rate.
So
I'm
going
to
turn
the
page
here.
It
is
important
to
note
that
the
Chandler
portion
of
the
property
tax
bill
is
just
about
11
percent
of
a
resident's,
Total
Property,
Tax
Bill.
So,
depending
on
what
school
district
you
reside
in,
it
could
be
slightly
different,
but
on
average,
just
over
11
cents
of
every
dollar
you
pay
in
property.
Tax
is
designated
to
the
city
of
Chandler.
L
So,
to
give
a
little
bit
more
information
about
property
tax
levy
itself,
the
levy
is
calculated
based
on
the
limited
property
values
and
there
was
a
legislative
change
implemented
in
2015
where
property
owners
are
now
assessed
on
The
Limited
assessed
value
versus
full
cash
value
and
residential
property
values
cannot
increase
more
than
five
percent
in
any
given
year.
So
this
year's
updated,
limited
property
assessed,
values
received
from
the
assessor's
office,
includes
new
property
added
and
shows
changes
in
the
market
values
of
existing
properties.
L
In
fiscal
year
2324
limited
property
values
shown
in
the
blue
box,
are
3.9
billion
and
generate
about
42.6
million
in
Levy
prior
or
the
current
year.
22-23
we
were
at
3.7
billion
and
it
generated
40.8
million
so
that
results
in
a
5.3
percent
increase
overall
to
the
property
values
in
Chandler.
Of
that
1.9
percent
is
new
property
and
3.4
is
an
increase
to
your
existing
property.

So
part
of
this
budget
is
an
actual
reduction
to
the
primary
property
tax
rate
of
one
penny.
So
in
total,
if
you
add
primary
and
secondary
tax
rates
together,
we
are
we
go
from
one
dollar
and
10
cents
10.
It's
0.1026
to
a
dollar
0.0926
and
that
really
just
helps
reduce
or
minimize
the
impact
of
those
increases
in
the
property
values,
and
it's
important
to
note
that
Marin
Council
has
actually
done
this.
This
is
the
eighth
consecutive
year
that
Marion
Council
has
reduced
the
primary
property
tax
rate
in
Channel.
L
So
the
impact
of
the
city
tax
rate
reduction
to
the
median
value
homeowner
is
also
an
important
thing
to
isolate
here
for
the
purpose
of
this
public
hearing.
The
Limited
property
value
based
on
the
Maricopa
County
assessor's
office
in
2024
in
the
middle
column,
is
234
thousand
six
dollars
if
it
were
full
cash
value.
You
can
see
that
number
right
above
it,
but
we
are
capped
at
that
five
percent.

So
the
assessed
limited
cash
value
it
we
take
10
percent
of
that
and
that's
what
is
calculated
for
the
purpose
of
your
property
tax
bill.
So
we
take
100
divide
that
by
a
hundred
dollars
of
assessed
value,
multiply
it
by
the
the
tax
rate
and
it
results
in
a
total
City
portion
of
your
property
tax
bill
of
258.95.
So
that
is
your
annual
Bill
and
that's
that
11
of
your
overall
property
tax
bill.

So
what
that
represents
is
a
ten
dollar
and
seven
Cent
increase
overall
or
84
cents
a
month
and
with
that,
of
course,
that
incorporates
that
Penny
reduction
in
the
primary
rate
Incorporated
in
the
budget
and
really
helps
minimize
the
impact
of
those
home
values
that
you're
seeing
an
increase
each
year
over
the
last
few
years.

So
for
your
consideration,
resolution
5708
adopts
the
20
23-24
annual
budget,
which
would
start
July
1st.
It
sets
the
amount
proposed
to
be
raised
by
direct
property
Taxation
and
it
adopts
the
2024-2033
capital
Improvement
plan
tentative
and
final
adoption
of
the
ordinance
5059
I'm
setting
the
property
tax
levies
would
not
come
forward
until
the
June
26th
and
29th
Council
meetings
for
more

I'm
just
grateful
to
council
again
for
us
offering
some
property
tax
relief
and
I
know.
If,
if
you
lived
in
Illinois
or
other
states,
you
wish
you
would
have
a
property
taxes.
The
way
they
are.
Is
there
that's
a
major
source
of
income.
But
to
me
this
is
a.
It
was
a.

It
was
a
bit
of
a
eye-opener
for
us
to
look
at
the
amounts,
but
considering
of
where
those
budget
increases
are
coming
from
the
The
Unfinished
projects,
the
Intel,
the
inflation
I,
think
it's
it's
an
accurate
budget
and
it's
one
that
will
allow
us
to
continue
to
provide
great
service
with
without
opulence
to
our
community.
So
I'm
grateful
for
your
work
and
city
managers
and
the
rest
of
Team
Chandler
to
get
us
to
where
we
are
Council
questions
or
comments.
Yeah.

And
those
are
great
comments
and
you
know
there's
no
secret,
that
you
know
governments
under
I
don't
want
to
say
attacks,
but
it's
questioning
out
throughout
our
society,
but
scrutiny.

based
upon
a
very
majority
of
it
about
the
third
from
the
1300
residents.

took

survey

constituents,

the

input
has
been
just
great
over

months

make
sure
your
voices
were
heard
and
your
voices
was
reflected
in
this
budget

honestly
say
as
an
accountant

this
budget
is
very
fiscally

lane

a
great
economy

I

we

sixth

are
we
spending
all
this
money
on
and
then

they
they
kind

talk

one
pager

that
I
can
look
at

lowest
cost
of
service,
the
lowest
taxes,
great
roads,
great
Parks,
the
lowest
crime
rate
in
40
years
fastest
response
times
for
our
health
and
medical.
We
paid
off
our
debt
to
the
psprs
system
when
some
cities
are
looking
at
30
to
40
years.
We
just
paid
it
off
or
we're
getting
ready
to
when
we
push
yes
tonight
to
make
sure
that
our
public
safety
personnel
is
taken
care
of
another
retirement,
they
put
a
lot
on
the
line
for
us.
So
so
listen.
I
We
reviewed
this
budget
in
detail
and
I
will
tell
you
as
a
a
fiscal
conservative
as
a
compassionate
conservative.
All
of
this
planning
and
all
this
things
that
we
do
we
get
to
take
care
of
the
community
that
that
can
take
care
of
themselves
because
we
have
extra
dollars
to
do
that
and
so
and
I
looked
at
this
and
I
just
grabbed.
I
This
thought
twenty
dollars
a
month
for
the
average
home
in
Chandler
for
all
of
this,
for
your
property
taxes,
sales
tax
and
the
businesses
that
we
have
here
in
the
Great
Schools,
it's
a
great
place
to
live
so
I'm,
really
proud
of
the
city.
I'm,
proud
of
the
community
and
the
people
that
live
here
and
and
the
questions
that
I
get
out
on
the
street
are
never
about
the
things
that
fail.
I
Other
cities,
you
know
it's,
it's
tweaking
the
dials,
as
we
talk

here

Chandler,
we're
just
trying
to
make
it
better
every
day

to
be
sunny

next
day

we
have
an
Alleyway
that
backs
up
to
a
Santan
Park
and
in
the
past
there
was
a
shooting
we've
had
our
house
vandalized
our
truck
stolen
drug
deals
in
the
alley,
and
that's
why
we're
here
today
to
see
if
we
can
get
the
alley
you
know
blocked
off
and
the
property
owners
would
like
to
have
the
city
of
Chandler
we'd
like
to
be
able
to
take
care
of
the
maintenance
and
absorb
the
property
into
our
current
Lots.

But
all
of
our
neighbors
on
our
street
are
in
agreement.
I've
personally
been
working
on
this
for
about
a
year,
so
this
is
coming
full
circle
and
I've
been
working
with
Stephen
Shea
with
the
city
of
Chandler
real
estate
department,
our
real
estate
section
and
just
recently
I
just
wanted
to.

guys
know
too:
we've
we've
been
to
other
states
looked
at
their
roads.

we

Caribbean
people
come
from
a
few
of
these
countries
that
I
will
mention
Cuba,
Barbados,
Dominican,
Republic,
Jamaica,
Trinidad
and,
of
course,
Haiti.
So
to
mention
just
a
few.

June
we
celebrate
our
uniqueness
of
the
unique
culture
that
we
bring
here
to
the
United
States
and
the
contribution
of
the
current
Caribbean
people
to
our
country
here
and
also
to
the
communities

we
live

and
so
that'll
be
a
great
event.

they've
been
a
part
of
our
community
for
decades
and
they've
been
helping
youth
in
our
community
for

long
time,

there

Hopefully
you
can
too,
and
I
did
want
to
give
a
quick
shout
out
to
our
Channel
economic
development
team.
We
recently
were
awarded
the
Arizona
Chamber
of
Commerce
best
city
for
business
and
that
didn't
come
by
accident.

was
an
intentional
effort
by
mayor
and
Council
and
by
staff
that
came
to
us
and
said
hey.

You
know
we
really
want
to
work
on
some
things,
as
relates
to
being
creating
opportunity
for
our
entire
community
and
creating
jobs
and
things
like
out,
and
so
it
was
a
purposeful
effort
and
I
want
to
commend
micas
and
your
staff
for
everything.

done
to
really
make
this
a
place.

good

able
to
sample
some
of
the
delicious
food
that
we
was
able
to
cook
right
in
front
right
in
front
of
our
faces.

an
amazing
experience
and
I
hope
that
their
business
have
a
lot
of

opening

support

been
in
our
city
since
the
1930s,
and
so
this
is
a
legacy
business
that
we
are

glad

choosing
to
stay

Chandler,

of
course,
was
the
right
choice.

to
