resolution

residents

Chandler
opposing
the
proposed
ordinance
5035
amendment
to
rezone
and
allow
backyard
chickens
in
every
single
family
home
in
Chandler
on
lot
sizes
of
2
700
square
feet
and
larger
limited
only
by
ccnr
agreements
that
exist
in
homeowner
associations
number
one,
whereas
the
subject
proposed
ordinance
does
not
adequately
address
document
and
study.

City-Wide
code
enforcement
requirements
such
as
code
issues
that
are
difficult
to
enforce,
odors
and
no
and
noise,
as
well
as
needed.
Chicken
ID
tagging,
licensing
and
registration
issues.

The
related
enforcement
costs

taxpayers

impact
of
the
negative
residential
property
values
due
to
farm
animals

chickens
in
the
backyards

adjacent
properties,

quiet
enjoyment

been

studied

the

professionals
have
requested

the
city

adequately

noises
viruses.

impact
the

rodents
and
raccoons.
That
could

and
impact

000
residents

the
city
of
Chandler
item
three,
whereas
in
accordance
with
the
Arizona
revised
statue,
annotated,
title
13
criminal
code
regarding
accessibility
of
Medical
Care
for
Animals.
These
are
not
currently
addressed
by
the
proposed
ordinance.

item

four,
it
should
be
further
noted
that
undocumented
that
the
Indian
inherent
in
this
ordinance
is
an
element
of
discrimination
where
the
middle
and
low-income
communities
of
Chandler
make
up.

of

neighborhoods

Chandler
will
bear
the
majority
of
the
burden
and
impact
of
the
above
stated
issues
compared
with
the
70
percent,
which
are

communities
in
Chandler
that
have
limited
impact

their

proposed
ordinance,

has
never
been
ratified

Chandler
voters.

only
city

doesn't

residents

to

Citizens

opposition
to
the
rezoning
of
the
laniza
alcatillo
as
Citizens.
We
value
and
respect
the
early
Vision,
which
the
city
leadership
had
developed,
starting
in
2001
and
again
voted
in
2016,
which
wisely
designated
this
area
as
non-residential.
This
master
plan
was
voted
and
approved
by
more
than
85
percent
of
the
citizens
of
Chandler,
which
is
an
overwhelming
majority.

We
ask
nothing
more
than
you
uphold
the
Chandler
master
plan
and
not
reason
The
Landings
at
Ocotillo
to
be
residential
to
allow
high
density
housing.
The
closest
intersection
to
the
proposed
development
of
the
landing
zaktios
is
the
intersection
of
Ocotillo
and
Arizona
Ave,
which
is
also
known
as
State
Highway
87..
This
intersection
is
factually
the
number
one
worst
intersection
for
accidents
in
all
of
Chandler,
with
the
accidents
being
close
to
double
the
next
worst
intersection.
It
is
also
adjacent
to
Hamilton
High
School,
with
almost
4
000
teenage
students
and
potentially
teen
drivers.

would
like
to
call
your
attention
to
the
traffic
study
done
by
the
develop
developer.
Dominion,
the
traffic
report
reflected
poorly
on
adding
more
volume
to
this
already
taxed
area,
which
cannot
handle
the
more
than
500
new
homes
in
approximately
2
000
residents
in
need
of
Transportation,
which
would
occur,
should
The
Landings
in
Ocotillo
go
through.
Additionally,
I
would
challenge
this
traffic
report
greatly
underestimated.

speak

behalf
of
all
the
neighbors
and
residents
who
are
united

support
our
general
plan
and
our
Mia
and
council.
At
the
outset,
we
would
like
to
thank
the
mayor
and
the
council
for
crafting
a
letter
of
support
and
honoring
our
request
to
introduce
this
resolution.
We
are
thankful

all
the
members
of
the
council

standing
today
together
to
support
this.

indicates
the
Chandler
residents
and
Maricopa
County
that
the
preservation
of
the

you
are
for
the
preservation

the
general
plan

further

city
council
and
its
people
are
aligned

how

city

proud
that
our
city
has
reached
a
recently
approved
hundreds
of
new,
affordable
housing
options
through
the
Chandler
housing
authority

suggested

new
locations

support
our
community.

to

residents

importance

the
city's
Journal
plan

weight

the
taxpayers

voters
voices
carry
to
continue.

we

a
chance

build
more
than
500
new
homes,
almost

seniors,
firefighters,
teachers,
police
officers,

medical

essential
workers
who
work
in
Chandler,
but
can't
afford
to
buy
or
rent
in
the
city
anymore,
something
they
used
to
be
able
to
do.

We
chose
Chandler
because
it
is
a
beautiful
city
and
has
a
need
for
housing
at
all
price
points,
but
especially
for
homes
like
this
for
older
residents
and
ones
that
families
can
afford.
According
to
the
Consolidated
plan,
addressing
the
need
for
more
affordable
housing
is
a
high
priority
in
a
city
of
280
000,
some
people,
less
than
half
of
one
percent
of
the
housing
stock,
is
Affordable
and
has
been
developed
and
one
of
those
has
been
optimized.

21
years,
it's
been
21
years,
since
one
has
been
developed
in
the
city
of
Chandler
and
more
of
half
of
those
units
that
are
here
are
slated
to
expire
and
go
to
market
in
a
few
short
years.
This
is
a
crisis.
Our
proposed
solution
is
to
build
really
high
quality
housing
with
rent
starting
around
a
thousand
dollars
a
month,
less
than
half
a
market
and
serving
households
that
make
up
to
seventy
thousand
dollars.

There's
been
a
lot
of
misinformation
about
this
proposed
resident
and
who
we
would
call
home,
but
let
me
be
clear
because
of
our
comprehensive
vetting
to
be
harder
to
rent
from
us
than
it
is
to
qualify
for
a
mortgage
more
paperwork
background
criminal
checks.
I
also
disagree
that
this
is
the
wrong
location.

It
is
a
perfect
transfer
in
transition
to
to
housing
cities,
including
Chandler,
frequently
amend
area
plans
and
in
order
to
approve
high
quality
developments,
their
area
planted
recently
amounted
to
accommodate
multi-family,
not
too
dissimilar
and
it's
the
growth
area.
The
general
plan
also
states
that
these
areas
in
this
areas
are
designated
for
growth,
with
the
concentration
of
uses,
including
residential.

I've
also
had
the
opportunity
to
reason,
together
with
the
city,
neighbors
and
others
over
the
years
to
find
Solutions,
sometimes
easy.
Sometimes
not
ever.
It's
been
more
important
in
my
career
to
find
a
solution
than
it
is
today
to
find
a
solution
of
the
housing
situation
that
we
all
face
everywhere
here
in
the
valley
and
elsewhere.

I've
also
had
a
lot
of
passion
for
housing
of
all
types
for
people
of
all
income
levels,
all
stages
in
life,
be
it
senior,
be
it
people
starting
out
and
folks
in
between
this
afternoon
is,
is
I,
think
all
on
the
diet
snow,
our
office
with
dominions,
authorization
submitted
to
the
county,
a
letter
continuing
indefinitely
our
hearings
potentially
scheduled
in
the
county,
with
the
hope
of
finding
an
opportunity
to
sit
together
and
reason
together
with
interesting
parties.
That's
not
happened
yet.

I
could
point
fingers
in
all
directions,
but
I
do
think
it's
important
for
the
city
and
for
the
future
residents,
future
seniors
and
others
in
the
city
to
have
an
opportunity
to
see.
If
we
can
find
common
ground
I
know,
there's
a
water
issue
that
was
brought
to
Brennan's
attention,
the
28th
of
November.
We
have
water
Council.
We
know
that
we
have
a
grandfathered
right
to
111
acre
feet.
I
know
that
over
my
four
Decades
of
practicing
that
water
rights
are
typically
assigned
to
the
city,
Mr
Bull,
yes,
ma'am,
I'm,
sorry,
yes,.

dealing
with
you
since

we've

champion
of
communication

communication

our
meeting,

there's
been
efforts
to
try

coordinate
a
time

meet

some
neighborhood
opposition

why

determination

adhere
to
the
city
master
plan.

forward

right

proper

delays
hugely

percent

citizens
who
voted
for

plan

disregards

effort

put
together
for
other
alternative
great
sites

take
drops
away
and
also
put
huge
burden
on
traffic

utility.

not
use
the
land
properly
and
efficiently.

well

plan

majority

people

that

not
opposed
to
low-income
housing

understand
the
need

is

location

the
councilwoman's
very
cogent
remarks,
there

other
locations
within
the
city
of
Chandler.

should

considered

one

traffic
problem,

is

probably

most
egregious
part

whole
discussion.

monitoring
the
police
scanner,

public
app

accidents

actually

intersection

Chandler

minimum
of
three
accidents
per
week
with
injuries.

fender
benders
that
has
a
lot

do
with
the
high
density
housing
that's
already
been
built
and
the
roads
that
have
not

widened

be

people

live

knows
that
there's
a
crisis
level
lack
of
affordable
housing
in
Maricopa
County,
we're
currently
holding
Civic
academies
in
our
congregations,
teaching
about
the
history
of
Housing

Equity

facts
and
figures
around
rapidly
Rising
rents
and
the
changes
in
policies
that
could
make
a
difference.

especially
concerned
about
the
lack
of
affordable
housing
for
the
missing
middle
those
families,
incurring
rent
increases
that
are
forcing
them
out
of
their
homes
in
neighborhoods
they
used
to
be
able
to
afford.

projects

one
proposed
at
The
Landings
at
Ocotillo
by
dominium,

commercial

Humanity

have

Day
event

the
Pepperwood
neighborhood,

it's

privilege
to
be
part

all

council

volunteers
from
many
different
organizations

showed

us
as
we
celebrated
Hindu
heritage
month,
thanks
to
Mayor
and
the
council
for
the
support
and
Proclamation
tonight.
I
would
like
to
give
you
a
brief
overview
on
Hindu
community.
In
America.
We
have
been
a
significant
part
of
the
National
Mosaic
for
over
more
than
eight
decades.
Today,
it
is
estimated
that
there
are
close
to
6
million
Hindus
in
USA
or
close
to
two
percent
of
U.S
population.

There
are
several
million
more
Americans
who
have
Incorporated
one
or
more
Hindu
practices
in
their
daily
lives.
The
earliest
Hindu
immigration
to
the
U.S
was
recorded
in
1600s.
The
majority
have
immigrated
from
India
the
rest
from
Nepal
Bangladesh,
Sri,
Lanka,
Malaysia
Indonesia,
the
African
continent,
United
Kingdom,
Trinidad
and
Tobago
and
Guana.

There
are
also
some
Hindus
that
came
as
refugees
from
Pakistan
Afghanistan
and
Bhutan.
Now,
the
second
and
third
generations
of
American
Hindus
are
carrying
forward
their
parents
and
grandparents,
religion
and
cultural
tradition
of
valiant
education
and
hard
work.
They
are
working
in
every
field
like
Science,
Tech,
engineering,
medicine,
business,
education,
law,
journalism,
politics,
judiciaries
or
anything
else.
In
every
field
you
will
find
American
Hindu
excelling,
while
striving
to
bring
about
Equitable,
Freedom
education
and
social
justice
in
our
everyday
lives.

believe
in
selfless
service
of
humanity

of
any

campaigns
targeting

January

this
year
during
a
council
work
session,
a
joint
presentation
was
made
on
the
city's
response
to
those
experiencing
Mental
Health
crisis,
and
one
of
the
recommendations
that
was
made
was
to
form
a
partnership
with
Solari.

Solari
is
a
non-profit
group
that
is
dedicated
to
connecting
those
that
are
experiencing
Behavioral
Health
crisis,
with
resources
to
help
them
or
a
loved
one,
get
through
the
crisis,
as
our
hope
to
increase
our
partnership
with
Solari
by
entering
into
a
one-year
pilot
program
with
them.
Where
Solari
will
embed
a
counselor
into
our
Dispatch
Center
20
hours
a
week,
the
hope
is
to
increase
the
types
of
Behavioral
Health
service
calls
diverted
to
solari's
network
of
services
rather
than
to
our
Patrol
officers.

because
prior
we

trial

them,

it's

great

a
an
opportunity
to
continue
the
relationship
if
need
be,
but
if
also
there
is
any
discrepancy,
things

not
working

way
we

pull

relationship.
