Auditors
report,

annual
audit
results
and
any
findings
to
the
city
council
during.

auditors
they're
here
to
present
the
fiscal
year,

audit
process
and
requirements,
and
then
I'd
just
like
to
give
a
special
thank
you
to
both
of
them
for
being
here,
especially
Corey,
as
he
drove
up
from
Tucson
today
to
help
us
with
this
presentation
and
I
will
turn
it
over
to
them.

results
of
your
fiscal
year.
2022
audit,
Joshua
and
I
we're
the
engagement
team
and
the
individuals
responsible
for
providing
the
services
overseeing
the
audit
team
and
ensuring
the
audit
was
performed
in
accordance
with
our
requirements
and
standards.
I
As
mentioned,
this
was
a
new
state
statute
that
was
enacted
a
couple
years
ago.
So
this
is
our
second
year
presenting
to
the
council,
so
I
know,
there's
I
believe
a
couple
new
members
on
Council,
so
just
a
little
bit
of
a
refresher
prior
to
prior
to
that
being
a
requirement
under
under
statute
depending
by
municipally.
Some
had
a
council
presentations
from
the
Auditors.
I
Others
did
not,
but
now
it's
requirement
for
for
all
audits
of
Municipal
governments
in
Arizona
and
as
noted
there,
the
reports
also
to
be
presented
online,
which
it
is
on
your
website,
along
with
the
single
Auto
reports
and
some
other
key
financial
statement,
reports
and
I
think
there's
probably
a
couple
more
years
on
on
theirs.
Also
not
just
the
required
three
years
as
indicated
and
I
do
believe.
I
You've
been
provided
in
your
Council
packet,
the
annual
financial
report,
the
very
lengthy,
probably
160,
hundred
plus
Pages
report,
which
is
your
financial
statements
and
the
report
that
goes
out
to
the
bondholders
and
the
grant
Wars
and
into
to
you,
as
the
council
and
constituents
of
of
the
city
along
in
that
packet,
is
your
single
audit,
which
is
the
more
compliance
related
reports
which
Joshua
will
talk
a
little
bit
about
and
a
what
we
call
communication
letter
to
governance
is
also
I
believe
included
in
the
packet
touch
base,
real
quick
before
we
get
into
the
details
of
the
audit.
I
Just
a
reminder.
As
far
as
the
importance
of
the
audit,
it
is
our
responsibility
to
verify
verify
the
management
representations,
which
is
essentially
the
numbers
in
the
financial
statements
themselves.
Those
are
maintenance
representations
as
far
as
the
financial
operations
of
the
city,
our
responsibility
is
to
verify
those
and
as
noted
there,
the
report
does
get
used
by
a
number
of
parties.
In
particular,
the
citizens
use
the
governing
body,
grantors
federal
agencies
as
a
recipient
of
a
large
amount
of
federal
funding.
Federal
grantors
use
those
quite
a
bit.
I
So
a
lot
of
parties
do
use
these
financial
statements
and
a
very
important
part
of
the
city's
operations.
Along
with
that,
though,
as
noted,
because
because
the
city
does
get
State
funding
and
federal
funding,
a
lot
of
compliance
and
laws
and
regulations,
and
also
your
city
Charter,
we
audit
to
certain
city
requirements
as
well,
such
as
procurement
to
ensure
the
cities
and
and
management
and
staffs
following
your
own
particular
requirements.
I
Ultimately
use
the
governing
body
are
responsible
for
the
financial
statements
I
like
to
refer
to
it
as
a
three-legged,
stool,
right
management
yourself
and
us
as
Auditors
between
those
three
parties.
Financial
statements
issued
complete
and
accurate
any
one
of
those
kind
of
legs
Falls,
so
to
speak
or
or
gets
missed
something.
You
know
something
can
happen.
So
it's
an
important
part
of
the
process
to
understand
that
the
governing
body.
You
have
a
role
here
as
well
with
respect
to
financial
statements,
just
ensuring
management
satisfies
their
fiduciary
responsibilities
and
has
good
controls
in
place.

Good
evening,
so
here
just
briefly
talk
about
the
audit
process,
so
the
engagement
letter
and
the
initial
planning
of
the
audit
began
of
April
2022.
We
had
site
visits,
on-site
visits
in
July,
August,
October
and
November.
The
annual
audit
is
a
marathon,
not
a
Sprint.
We
also
do
various
audit
procedures
remotely
between
those
site
visits.

So
to
speak,
to
those
audit
reports
that
were
issued
so
Corey
mentioned
a
little
bit
of
those.
So
we
have
audit
communication
to
those
charges
to
governance.
You,
the
annual
comprehensive
financial
report,
which
is
the
actual
audited
financial
statements,
the
single
audit
reporting
package,
which
is
includes
a
few
different
things,
so
there's
a
report
on
internal
controls
for
audit
under
government
auditing
standards,
a
report
on
internal
control
and
compliance
for
federal
Awards.

It
also
includes
the
city's
sifa,
which
is
a
schedule
of
expenditures
of
financial
Awards,
so
all
the
federal
dollars
that
came
through
the
city
and
was
spent
by
the
city
for
the
year.

So
a
few
more
key
items
on
the
annual
audit,
so
the
audit
report,
our
audit
opinion,
was
unmodified,
pleased
to
say
clean
report
and
it
was
dated
December
16th
of
2022..

We
noted
no
internal
control
deficiencies
in
relation
to
the
annual
audit
and
just
noting
the
continued
covid-19
funding
and
the
spending
of
those
monies
during
the
fiscal
year
and
additionally,
a
gas
me
accounting
pronouncement
which
changed
the
definition
of
a
lease
and
how
that
got,
presented
and
reported.
That
was
also
implemented.
I
Thank

it

with
a
couple
more

As
mentioned
the
communication
letter
to
governance,
more
of
a
narrative
form.
It
really
discusses
our
responsibilities,
your
responsibilities.
If
there's
anything
particular
note,
we
would
include
it

that
letter,
and
it
also
includes
the
initial
engagement
letter
to
get
the
auto
moving
forward.
Then
also
management
representation
letter
at
the
end
of
the
audit,
so
I
just
like
to
point
that
out,
because
not
Financial
numbers
so
to
speak,
but
more
narrative
form
as
far
as
the
audit's
concerned,
just
to
wrap
it
up.

our

the

the

us

audit

we've

done

in
terms
of

public
presentations
it's
this
is
our
new

a

I
believe
the
total
hours
that
we've
proposed
so
to
speak
and
spend
on
the
audit
I
believe
it's
around
700
hours
from
the
various
ones
in
looking
at
the
controls,
Federal
Awards
account
balances
and
one
thing:
that's
from
that
entire
time
frame.
I
believe
that's
approximates
the
number
of
hours
investment
on
our
part.
Then
you
have
all
your
staff's
investment
hours
as
well
and
preparing
the
financial
statements
and
responding
to
our
requests.
I
Yeah,
it's
just
depending
upon
once
again
control
we're
looking
at
whether
that
be
something
related
to
payroll.
Certain
revenue
account
cash,
Investments
and
debts
are
big
areas.
So
a
lot
of
exchanging
of
ideas
or
I
guess,
information
information
being
provided
to
us,
we'll
pull
up
the
questions
or
or
just
more
inquiry
based
on.
What's
provided
to
us,
it's
very
much
a
interactive
process,
I
suppose
you
could
say
and.

aspects

Procurement
is
part
of
our
audit
procedures
once
again,
just
because
for
federal
requirements
do
require
us
to
look
at
some
of

procurement

we
also

look

your
Charter
and
some
of
the
requirements
just
because
you
have
those
requirements
in
place,
we'll
look
at
those
as
well.

is
an
area
we
look

was
a
point

time
count
across
Maricopa,
which
basically
I
participated
for
the
first
time
in
my
life,
with
some
of
my
colleagues.
What
it
brought
to
my
attention
during
that
time
is
that
young
people
living
in
the
cars
and
a
lot
of
things
happening
making
me
to
question
myself.

has
my
city,
elders
and
others
were
representing
us
taking
care
of
our
housing
situation
in
general?
I'll
share
my
own
personal
story.
My
daughter
was
born
six
years
six
years
ago,
and
at
that
time
we
bought
a
house
for
less
than
three
hundred
thousand
dollars
during
the
covet
era.
My
neighbor
sold
their
house
for
about
500
plus
and
now
the
house
within
my
communities
are
at
six
hundred
thousand
I've
got
some
promotions
on
the
way
during
these
years,
but
my
salaries
haven't
doubled,
but
suddenly
my
houses
have
doubled.

this
brings
to
the
question
is:
where
is
this
all
this
money
Capital
flowing
from?
Is
it
all
the
printing
press?
That's
going
in
Washington,
DC,
Wall
Street
playing
a
roulette
over
there.
That's
coming
over
here,
which
my
city
and
my
elders
over
here
are
not
protecting
us
against
those
Capital
flow,
because
there
is
a
lot
of
possibility
for
Innovation
when
it
comes
to
digital
currency
cryptocurrency
space,
and
we
have
a
lot
of
talent
over
here
within
our
state
of
Arizona
who
are
working
on
knowledge,
innovation,
technology.
Who
could
be?

that
effort
toward
building
our
own
digital
currencies?
Changing

zoning

I
have

community

inherited
the

our

community
haven't

make

community
resilient
as

as
affordable

generations

I've
been
struggling
with
that

six
years,

I

on
the

with
my
fellow
council
members

projects

we've
got
coming
forward.

fiscally
conservative

serve
on

board

Hope,
which
is
a

cause

I

involved
with
recently

year

stop
human
trafficking

Arizona

before
the
big
game
before
the
big.

Maricopa

elected
officials
from
all
across
the

descend

hold

vigil

grateful
that
mayor
Harkey

be
speaking

our
police
chief

there

the

our

assistant
chief

a
panel

Phoenix
MLK
Awards,
Tempe,
MLK,
Awards
and
I
would
not
forsake
to
think
about
Chandler
MLK
Awards.
We
had
a
great
time.
Council
came
out.
Mayor
spoke
and
other
council
members
came
and
we
awarded
some
great
recipients,
it's
all
over
our
social
media
and
it's
just
an
awesome
time
to
really
celebrate
the
efforts
of
those
that
have
came
that
have
trailblaze
the
way
for
many
of
us.
That's
sitting
in
the
sea
today
also
I
want
to
give
a
special
point
of
privilege.

kudos
to
the
mayor
for
for
appointing
me
to
be
on
the
Valley
Metro
board
and
in
rails,
so
I'm
happy

part
of
that
and

elected

I'm
gonna
be
looking
