raises

paying

effort

create
that
shortfall.

coming
into
today,
I
had

rescind

education

a
family

happily

get

in
control

everything
we're

purview

General
Assembly

better

they
control

purse
strings.
They
control

we
deliver
education
in
the
classroom.
They
even
get

control

We're
allowed
to
start
the
school
year.
So
yesterday,
when
a
reporter
asked
mr.
Miller
and
mr.

Hawley
said
they
said,
is
this
what
you
should
be
discussing
with
school,
starting
in
just
a
few
short
weeks?
Well,
the
answer
is
no,
it's
not
it's
important.
It's
necessary.
There
is
an
inequity.
Berkeley,
County
and
Dorchester
are
violating
the
same
things
that
we're
being
accused
of
violating
and
CCSD
is
a
donor
district,
our
tax
money
towards
other
school
districts.
We
only
get
50
cents
back
on
the
dollar
that
we
send
up
there,
so
there
are
districts
being
funded
by
Charleston
County
taxpayer,
money
that
could
well
be
receiving
salaries,
but
I.

You
I'm
serving
the
school
board
on
roughly
nine
years
now
and
when
I
came
on
the
school
board
and
it
wasn't
getting
a
paycheck
but
I'm
not
getting
one
now
other
than
$25.
So
for
me,
it's
not
about
the
money.
It's
about
the
legality
of
what
we're
doing
and
as
the
local
delegation
has
the
authority
to
control
the
school
district
and
not
other
school
districts
across
the
state
of
South
Carolina.
You
know
the
schools
and
or
if
the
warden
or
County
or
Jasper,
County
or
Richland
County
have
fiscal
autonomy.

What
makes
Charlton
so
proud
and
so
unique,
but
the
school
board
doesn't
decide
if
and
when
it
gets
paid
in
how
much?
What
give
the
state
legislators
the
authority
just
say:
well,
hey
they're,
going
to
control
this
vote
here,
but
not
the
others,
so
I'm
concerned
with
the
legality
of
that,
because
that
that's

control

the

March

try
to
get
the
board
pain
straightened
out
with
the
delegation.

met
with
several
lawmakers
from
the
North
Area
and
West
Ashley
to
see
what
they
could
do.

we
have
one
representative
on
the
educational
committee
that
was
going
to
introduce
legislation
to
give
the
school
district
its
autonomy,
but
was
told
that
at
the
time
the
gesture
did
not
want
them
to
proceed
now
representative,
when
the
Gilyard
thought
that
that
was
crazy
and
he
wanted
the
district
to
have
its
autonomy.
So
Wendell
crafted
legislation
back
tomorrow,
March
and
presented
it
to
the
delegation
and
they
went
to
his
waiting
period.

So
therefore,
more
discussion
got
to
talking
with
other
board
members,
and
they
were
talking
about
the
gray
area
too
long,
and
then
we
introduced
the
policy
be
ID.
Now
some
board
members
will
not
own
up
to
the
conversations
to
it.
When
the
pressure
came,
they
began
to
flip-flop
and
I
think,
but
Michael
and
I
tried
to
do
was
basically
let
everybody
know
where
we
stood
and
how
we
felt
about
the
particular
issue.
It
wasn't
about
the
beat
the
board
members
down
there.
Anything
like
that.

the
basic
state,
how
we
felt
so
here
we
are
today,
as
Michael
just
said:
some
want
to
pursue
the
lawsuit
and
get
clarity,
but
they
don't
want
to
own
up
to
their
parts.

politics,

it

be
rescinded.

it
needs

go

later

the
lawsuit
is
being
weighed

clear

we
ran
for
the
board,
we
knew
at
that
initial
time
what
the
pay
was.
So
there
is
no
question

Rather
not
we
ran

basis
of
what
the
salary
would
be.
What

meeting

clearly,
I
would
believe
that
we
ran
because
we
wanted
to
improve
the
quality
of
education
in
Charleston
County.

point,
once

gotten
elected
to
the
board,
some
of
us
learn
that
it
is
way
more
than
what
was
initially
seen
from
the
Outer
Banks
to
what
actually
goes
on
on
the
inside
the
amount
of
time
and
requirement
it
takes
to
do
the
service
and
deliver
the
type
of
quality
of
education
that
we're
trying
to
improve
in
Charleston.
County
I
strongly
believe
at
this
point
that
at
some
point
a
conversation
needs
to
be
increased
for
board
members
simply
because
of
the
level
of
complexity
that
we
do
find
of
the
scale
of
work.

required
should
this
be
that
the
topic
of
the
high
point
when
we're
nearly
the
beginning
of
opening
up
schools.

We
should
be
talking
about
making
sure
that
we're
readily
prepared
for
the
first
day
of
August
17,

have
spent
an
exhausting
amount
of
time
trying
to
determine
how
much
we
should
get
paid.

complained
about

pay

number
of
years
and
I
believe
we're
put
in
a
budget
somewhere
where
teachers
will

given

pay
increase
and

make

long
story
short

feel
at
some
point

are

feel

type
of
answer
need

given

whether

board

actually

compensated

the

it

Charleston

think

we
need

determine:

we
have

right

increase
our
pay
and

best

about
doing

makes
that

delegation

we
allow

lawsuit

transpired

let
it
go
through

that
the
judge
can
determine
whether
or
not
we

vote

them

step
forward

address
the
1967
act
of
consolidation
that
singles
out
Charleston
County
different
from
the
other
102
school
districts
in
the
state
of
South
Carolina
for
special
treatment.
This
act,
consolidation
has
been
around
for
52
years.

antiquated.

not
representative
the
way
that
people
interact
in
2017
and
it
needs
to
be
addressed,
and
the
four
legislative
delegation
members
from
Charleston
County,
who

stepped
forward
and
made
their
voices
heard
on
this

hope.
We
all
do
that.
They
now
say
what
waited
into
this,
that
they
need
to
pick
up
the
mantle
on
that
and
look
at
the
1967
act
of
consolidation

modernize.
