November 2, 2017 Special Called Board Meeting

A
G
Hi,
my
name
is
Jonathan
thora
of
the
state
of
Eero
resident
in
North
Charleston
I
just
want
to
advocate
on
behalf
of
North
Charleston
High
School,
one
more
time,
I
feel
like
when
I
really
sat
down
and
I.
Look
you
know
circumspect
about
was
presented,
I
feel
like
North.
Austin
would
be
the
best
best
location,
hey
when
you
start
looking
at
a
stall,
it
seems
like
stallers
is
funded,
looks
like
it's
kind
of
like
the
most
well
oiled
machine
as
far
as
the
schools
in
North
Charleston.
G
So
when
we
started
looking
at
balancing
out
the
equation,
startup
Garrett
and
Garrett
is
a
countywide
trade
school.
So
it's
not
really
an
attendent
zone
school
and
it
seems
like
it
needs
more
of
a
facelift
than
any
of
the
three
local
high
schools
that
we
have
now.
When
you
look
at
North
Charleston
know:
if
Johnston
isn't
a
tender
zone,
school
I
personally
believe
that
it
will
have
the
best
impact
as
far
as
the
children
in
the
area.
The
demographics
I
believe
that
you
know
if
we
can
invest
in
North
Charleston.
G
G
So
with
that
being
said,
when
I
sit
back
and
I
listen
to
all
of
the
arguments,
logically,
you
know
taking
out
any
emotion,
and
you
know
how
I
want
to
save
this
school
or
whatever
the
case
may
be.
When
I
sat
back
and
I
started
listening
to
it.
Logically,
it
makes
too
much
sense
to
put
the
CAS
at
North
Charleston
High
School.
Thank
you
very
much.
H
A
A
A
B
A
Okay,
all
right,
so
we
have
a
motion
from
Todd
to
approve
the
North
Charleston
CAS
at
at
North
Charleston,
High
School,
and
we
have
a
second
from
Chris
jobs
and
then
Eric
has
a
friendly
amendment
and
then
Reverend
Collins
will
have
he'll,
give
us
the
recommendation
from
the
committee.
So
what
was
your
friendly
amendment.
C
C
D
Road,
that's.
Why
wanted
to
go?
That's
that's
why
I
wanted
to
be
more
specific,
but
let
me
let
me
go
back.
That's
I
said
to
remain
open
at
the
completion
of
the
CAS.
The
Casillas
is
scheduled
to
be
completed.
August
2020,
in
between
a
timeframe
that
that
Garrett
be
converted
into
another
school
of
choice
for
the
North
Charleston
area
that
school
may
be.
A
middle
school
may
be
an
early
college
middle
school.
F
A
A
A
C
A
C
D
The
intent
behind
that
is
that,
in
my
mind,
that
and
that
motion
that
once
this
CES
is
completed
in
and
on
the
North
Charleston
High
School
campus,
that
Garrett
will
remain
open
for
for
business,
come
all
this
2020
as
well
as
a
school
or
whatever
it
may
redeem
it,
as
is
at
doing
that
timeframe.
So
the
door
would
never
closed
and
will
continue
an
operation
for
an
educational
piece.
I
D
I
Your
the
motion
to
also
allow
charter
schools
to
visit
facility
affinity
space
to
use
that
space
as
swing
space
as
other
schools
been
being
online
or
worked
on
because
I
think
that
needs
to
be
my
opinion.
That
needs
to
be
a
little
clearer,
emotionally,
doesn't
address
that
and
I
wasn't
sure
if
you
were
thinking
about
that.
That's
why
I
wanted
to
mention
it
to
you.
Well,.
D
A
I
A
The
motion
is
to
approve
to
approve
motion
of
North
Charleston
Center
for
Advanced
Studies,
I'm
being
built
on
the
North
Charleston
High
School
campus,
while
keeping
the
Garrett
campus
as
a
school
in
North
Charleston,
and
the
district
will
seek
community
input
on
its
use.
Okay,
so,
okay,
all
right,
so
we
have
a
motion.
A
H
A
B
Him
say:
I
first
went
to
rent
your
attention,
I
don't
know
forward,
and
it
was
a
committee
was
formed
for
the
city
of
a
study
that
says
the
board
will
receive
information
from
North
Shore,
since
he
had
survived
a
committee
involving
our
location
for
Northland
Center
for
Advanced
Study.
That's
all
we
can
do
today.
Nothing
else,
no
other
most
gonna
be
made
on
that,
except
for
the
occasional
you
get
a
spelled
out,
not
what
happens
to
the
future
of
yet
or
well.
The
program
coming
down
the
road
or
early
college
or
a
charter
school.
A
B
G
B
B
We
already
for
one
same
rooms
right
so
go
ahead.
Surely
so
let
me
let
me
say
this
isn't
a
first
of
all.
It's
finally
disheartening
that
we
have
our
decision
made
and
most
of
me
before
the
committee
was
even
presented
publicly
and
we
were
to
decide
what
we
gonna
do
and
that's
kind
of
disheartening
for
the
citizens
of
Charleston
County
that
the
CS
committee
team
work
didn't
matter
that
this
board
does
what
it
wants
to
do
regardless
and
I.
So
I'm
disappointed
in
that.
B
B
B
It
was
three
times
as
many
people
who
wanted
the
CS
I
Garrett
three
times
as
many
as
suppose
in
North
Charleston
or
stalled
anyplace
else.
The
rocks
were
nine
above
people
that
voted.
They
put
the
CSA
Garrett
in
three
three
four
North
Charleston
and
two
Figueres,
and
the
later
on
things
also
might
pick
up
on
my
personally
and
I
think
that
may
change
their
mind.
So
so
we
saw
this.
This
city
has
spoken.
The
county
had
spoken
that
they
want
to
see
us
built
that
Garrett
turned
into
meetings
that
we've
had
and
there's
been.
B
Some
there's
been
some
discussion
there,
some
people,
some
people
been
told
that
if
the
CS
doesn't
come
to
Northwestern
high
school,
that's
good
be
closed
down,
and
that's
just
not
true.
This
kept
it
free
in
the
hearts
of
people.
I
was
having
told
that
gather
be
closed
down
when
the
referendum
was
written,
it
wasn't
written
based
on
or
hands-on
Garrett
being
open
opposed.
It
wasn't
based
on
whether
not
some
football
fields
use
a
rebuilt,
wouldn't
be
any
of
these
things.
A
B
B
So
that
the
thing
can
do,
please
give
the
respect
so
therefore,
Todd
made
the
motion
that
be
able
to
go
forward
and
proceed
that
non
certain
high
school
property,
which
is
cannot
become
media
before
and
so
so
I,
like
I've
displayed
my
displeasure
than
that
that
that's
that's
in
disingenuous,
it's
dishonest,
it's
inconsiderate
and
it
speaks
to
our
character
and
they're
very
harsh
of
us
both
limits
that
are
doing
this,
that
we
don't
standards
with
the
people.
We
don't
stack
what's
right,
but
we
do
we
want
to
do
regardless.
J
A
J
All
right
sighs
wanted
to
comment
that
seven
of
us
were
at
the
meeting
yesterday.
So
the
idea
that
we're
a
community
was
not
exactly
true.
Secondly,
when
I
heard
three
board
members
who
were
in
attendance
vote
last
night,
I
heard
one
vote
for
North
Charleston,
one
vote
for
Garrett
and
one
vote
for
either
Garrett
or
North
Charleston,
so
I'm
not
sure
it's
fair
to
say
that
it's
a
decision
I
like
some
others,
would
love
to
find
the
solution
that
kept
me
to
gear,
because
I've
made
some
friends
do
that
this
boss.
B
Part
the
same
way
we
involve
the
community
and
other
made
decisions
in
Mount
Pleasant
place,
actually
for
us
getting
into
the
purpose
of
care
in
a
specific
area.
That
also
needs
to
be
addressed
as
set
aside
time
invented
through
properly
not
not
finished,
to
make
a
decision.
A
decision
does
affect
s1d.
It
affects
those
of
us
that
live
in
North,
Charleston
and
part
of
the
counties
do
this
in
his
there.
It
is
our
decision
to
make
bourbon.
D
B
You
answered
just
that,
there's
happy
to
accept
it
without
properly
anybody
really
been
into
Garret
alone
and
what
the
future
gap
would
be
today,
just
a
location.
Only
what
agenda
says.
E
A
We
have
a
mode
with
two
motions:
we
have
our
colleges
motion
to
build
the
CAS
a
garret,
and
then
we
have
Todd's
motion.
That's
been
amended
that
says
approved
in
North
Charleston
CAS
at
North
Charleston
High
School,
while
keeping
the
garret
campus
as
a
school.
The
district
will
seek
community
input
on
its
use
and
Reverend.
Collins
is
saying
that
we
we
can't
vote
on
the
piece
of
out
Garret,
but
my
interpretation
of
Robert's
Rules
of
Order
is
that
we
can.
