Description
August 13, 2018 COW Operations Meeting
B
Good
afternoon
board
request
an
increase
in
our
budget
da
also
quest
after
retirement
study
are
contagious.
We've
given
lift
of
Vista
projects,
that's
on
the
board
action
item
of
funding
that
we
would
like
to
use
to
increase
the
budgets
for
at
the
park
LTA
and
also
request
asking
middle-school
silent
study
and
the
intent
of
about
1.2
million
dollars
that
we're
asking
to
go
through
those
front.
So.

When
we
do
see
these
things
that
say
year,
two
of
six
year,
two
of
six
year,
one
of
six,
does
that
mean
you
have
six
sets
of?
Let's
just
take
Midland
Park,
you
had
six
sets
of
$18,000
in
the
park
year,
one
of
six,
the
budgets
eight
two
thousand
dollars
at
my
to
assess.
If
there
were
six
years
you
respite
$19,000,
no.

A
Afternoon
so
much
sooner
they're
working
on
a
printer
policy.
We
replace
classroom
printers
and
network
printers.
So
what
we've
been
able
to
do
is
to
free
up
the
fixed
cost
budget
that
we
had
set
aside
and
totally
fund
the
project
using
the
face
for
sales
text
programs
who
are
asking
to
reallocate
the
board
approved
five
hundred
eighty
thousand
dollars
in
total
to
project
602,
which
would
be
for
the
classroom,
modernization
providing
USB
charging
cards
for
a
one-to-one
device
manufacturing
printers.
K
L
G
Like
to
present
the
June
projects
resume,
that
is
June
17
to
22
capital
building
program
face
for
female
may
sales,
tax
collections
for
every
three
four
to
one
hundred
twenty
four
thousand
above
the
2%
projection
in
our
model.
Expenditures
for
that
program
were
15
million.
The
expenditures
for
Phase
three
in
2010
2016
program
were
three
hundred
forty
nine
thousand
and
our
fixed
cost
of
ownership
fiscal
year.
Nineteen
is.
B
D
Can
we
that's
not
what
I'm
reading
on
this
document?
It
has
other
projects.
Garrett
Academy
is
not
finished
I'm,
especially
middle
school,
Dunston,
six
more
months
out.
So
can
we
look
at
this
and
clean
it
up
and
give
us
an
idea
if
these
things
aren't
back
done
right
so
Airy?
Where
are
you
on
1016
I'm
on
the
first
page
of
the
graph
and
what
you
do?
E
E
D
D
C
D
B
If
we're
gonna
pay
for
the
perk,
LTA,
that's
one
of
the
ones
we
just
asked
for
a
change
in
their
budget,
so
we're
gonna
run
infants
over
parts
of
that
one's
still
open.
The
other
one
is
angel.
Oh
we
are
done
as
next
week
will
be
completed
with
that
project.
We
only
have
five,
the
one
person
left
on
that
and
the
other
ones
for
that.
As
you
know,
the
district
3
+
5.
We
have
any
miss
yeah.
B
C
I
I
C
So
I
was
asked
by
the
committee
chair
to
provide
an
update
on
our
ballistic
tour
demonstration
project
and
your
board.
Superintendent
update
on
Friday
you'll
have
a
document,
then
that
includes
everything
that
I'm
saying
right
now.
So
if
you
want
to
go
back
and
read
the
information
that
I'm
passing
along,
it's
actually
in
the
superintendent's
document,.
E
C
Right
so
up
we
go
back
real
quick,
so
the
committee
chair
asked
for
a
presentation
on
our
demonstration
project.
I
did
provide
a
griffon
update
in
the
super
tense
report,
Friday,
so
anything
I'm
passing
online.
Now
you
should
be
able
to
pull
up
off
of
the
email
from
last
week.
A
recap
how
we
got
where
we
are
right.
Now
we
provided
a
port
update
on
the
30th
of
May
and
on
20th
of
June
and
the
30th
of
May.
C
Of
July,
the
mock-up
was
completed
at
one
of
our
schools
with
one
door
after
the
mock-up,
the
original
replaced.
Subsequent
to
that
time,
Frank
we
have
completed
a
Memorandum
of
Understanding
for
three
doors:
only
not
three
schools
worth
of
doors,
three
doors,
only
in
three
different
schools
that
MOU
again
was
provided
to
the
poor.
Last
Friday
I'll
point
out
a
couple
of
the
the
key
points
in
that
MOU
number,
one:
that
the
firm
r2p
provides
and
installs
the
doors
at
their
expense.
C
They
still
own
the
doors
we
do
not
own
the
doors
the
locations
were
chosen
that
were
chosen
do
not
require
a
fire
rating,
so
we
do
not
have
to
have
ul
rated
doors
for
a
fire
rating
at
this
time
in
each
of
the
rooms
that
we've
identified
of
the
three
as
a
second
means
of
egress.
So
if
the
locking
mechanism
fail
sees
is
in
place,
we
have
the
ability
to
get
people
out
of
the
room
with
another
door
to
their
room.
C
The
names
of
the
schools
and
the
locations
within
those
schools
are
kept
secure,
similar
to
our
camera
system
capability.
We
don't
talk
to
anybody
where
we
install
our
cameras,
we
don't
tell
people
which
cameras
are
working
or
which
ones
are
broken,
and
we
want
to
treat
these
doors
in
this
in
the
same
manner.
They
should
look
and
feel
just
like
a
normal,
a
normal
door,
but
we
want
a
holdfast
with
our
security
procedures.
With
that
again,
I
mentioned
that
this
demonstration
project
is
not
a
donation
at
the
end
of
the
pilot
program.
L
C
Results
are
work.
We
want
to
make
sure
that
that
we
have
the
ability
to
down
the
road.
If
you
ask
us
whether
or
not
these
doors
are
operable,
whether
they're
easy
to
maintain
whether
they
continue
to
meet
and
hold
the
pushing
requirement
for
those
doors,
we
would
have
that
as
an
option
to
present
to
you
for
future
board
action,
just
like
any
other
security
action,
whether
it's
SROs
and
schools
cameras.
We
would
have
this
as
a
menu
option
to
present
to
you
all
to
improve
the
security
in
our
schools.
The.
D
C
So
again,
during
the
during
the
mock-up,
we
identified
that
the
project
was
practical.
We
did
use
a
pressure
device
on
the
door
to
see
that
was
suitable
and
potential
for
use,
and
the
door
was
was
interesting
enough.
The
door
was
at
the
same
pressure
as
the
door
we
had
in
place
before
before
the
door
was
switched
out,
so
our
existing
door
took
this
in
amount
pressure
open.
C
L
C
We're
not
aware
of
any
company
that
makes
the
exact
same
door
with
the
proprietary
materials
that
they're
using
within
it,
but
we
have
reached
out
to
other
timers
one
firm
in
particular,
that
provides
most
of
our
doors.
Now
they
do
provide
a
bullet
rate
at
door.
Mr.
Crump's
has
gone
to
them
with
the
requirements
within
the
memorandum
of
agreement
to
see
if
they
would
be
interested
in
participating
in
a
similar,
similar
project.
C
L
I'm
kind
of
I'm
interested
in
this
but
I
think
I'm
interested
in
in
this
particular
fashion.
I
like
to
see
the
you
know,
most
people
don't
know
what
some
people
do,
though,
that
the
Sheriff
Department
is
the
chief
law
enforcement
of
Charlton
County
yeah.
It
means
disaster.
Anything
goes
on
in
this
town.
This
is
Sheriff
Department
that
they
choose
to
be
the
wanted
to
take
over
the
emergency
situation.
As
you
know,
there's
narcan,
Hugo
and
other
tragedies.
L
There
are
the
ones.
Actually
the
government
relies
on
to
make
sure
a
plan
to
implement
it
out.
I
would
like
to
see
our
security
head
work
along
the
Sheriff
Department,
to
evaluate
those
basically
look
and
see
and
get
their
deaths
bent
on
what
we
need
to
have
accrued.
What
we
need
to
look
at
fly
safety
for
our
kids,
children,
our
most
precious
thing
in
the
world
to
us.
I
think
the
board
did
a
great
move
several
months
ago
to
increase
the
school
resource
officers
and
the
Charleston
County
was
a
great
move.
L
There
I
think
we
can
never
stop
the
room
and
security
as
it
goes
to
the
children.
Well,
as
his
doors
go,
that's
why
I
want
the
Sheriff's
Department
to
look
at
it
and
be
involved,
I
think
if
we
were
to
able
to
use
any
kind
of
or
anything
like
that,
I
would
like
to
have
a
look.
We
looked
at
the
entries
entry
points
and
exit
points
of
the
school.
Why
there,
because
we
have
to
go
back
to
do
some
research.
You
know
most
incidents
are
transpiring
now
or
shootings.
L
You
know
happen
outside
and
then
they're
true,
their
den
penetrates
the
schools.
We
need
the
experts
to
actually
the
weigh
in
on
this
and
to
come
in,
and
we
don't
make
again.
I
can
always
say
a
knee-jerk
decision.
I
think
these
doors
will
probably
be
good
and
a
system
be
put
in
place
and
the
entry
points
the
entry
points
and
exit
points,
then
we
need
to
have
them.
Look
at
our
windows.
Are
our
windows
secure
when
they
take
a
hit
of
a
bullet
when
it
knocked
at
the
head
of
a
bullet?
L
L
L
That
that's
one
thing,
but
they
talked
about
breaking
points
and
breaking
point
is
that's
why
we
need
security,
the
accident
accident
in
sequence,
from
school
and
when
you're
doing
that
and
then
truly
gets
like
saying
the
corridor
animal
school
and
and
to
minimize
the
threat
level
in
the
school.
It
will
secure
that
person
in
corridor
eight.
So
the
rest
of
the
shoulder
the
rest
teaching
will
staff
can
be
able
to
react
and
and
basically
seek
safety
I'm,
not
the
authority
on
that.
L
C
L
K
C
Are
multiplied
prong
items
that
we
need
to
focus
on
not
just
one
single
item
to
mrs.
coach.
This
point,
yes,
we
did
a
higher
are
we
are
hiring
an
emergency
planner
thanks
to
the
Board's
decision,
to
improve
that
position
they
will
help
with
individual
facility
or
mercy
plans
and
help
do
exactly
what
you
open
with
mr.
halston
and
that's
to
look
at
the
individual
defenses
of
an
individual
school
to
the
point
of
involving
the
county
and
other
municipalities.
C
Last
month,
Michael,
with
the
help
of
his
partners
with
the
three
communities
and
the
county
had
their
first
meeting
quarterly
meeting
where
they'll
talk
about
items
just
like
that,
so
they
had
their
first
one
in
July
I
expect
that
to
be
on
a
quarterly
basis
where
they
they,
they
helped
us
put
together
those
long-term
item,
something
we
want
to
present
back
to
the
board
for
funding
with
our
prioritize
waited
to
do
that
in
the
course
of
a
few
years.
So.
D
J
C
That
Commission,
another
great
point
that
I
did
didn't
bring
up
is
that
mr.
cross
and
his
facilities
team
will
work
that
into
their
review
of
those
towards
the
condition
that
they're,
in
that
they're
still
closing
properly
they've
got
the
right
pressure
that
they're
not
sagging,
that
everything's
working
working
work
as
part
of
his
routine
review
of
this
school
to
the
planet,
to
do
that
on
a
monthly
basis
dovetail
with
the
work
that's
going
on
in
the
schools,
anyways,
we'll
document
those
results,
no.
D
E
I
H
I
Months
ago,
I
think
my
cried
Bach
come
on
with
Jeff,
came
to
us
and
gave
us
some
ideas
from
a
budgetary
standpoint,
what
it
would
cost
to
do,
metal
detectors
and
our
school
on
a
larger
scale.
I
think
they
brought
like
you
said:
it's
not
ain't.
One
thing:
it's
a
multi-layer
kind
of
approach
to
school
security.
I
think
we
took
one
step
with
that
when
we
increase
the
SRO
presence.
I,
think
that
was
a
misstep
on
our
part.
I
L
Fun,
I
just
think
that
they're
not
goofy
Michael
understand
from
ones
with
a
this
person,
employment
that
they
need
to
come
back
with
a
working,
a
working
document
of
working
with
relationship
with
the
Sheriff
Department
again
I've
been
in
law
enforcement
a
long
time,
I
know
how
they
think
the
tail
came.
Wag
the
dog,
the
dog
got
a
lab
the
tail.
They
are
the
person
that
does
this
every
day
they
are
the
person.
When
the
tragedy
comes
in
play,
who
will
respond?
They
are
the
ones
that
were
coordinating
with
my
closet
and
everybody
else.
J
I
was
just
gonna.
Add
you,
you
know
safety.
Is
you
know
it's
a
part
of
our
rim?
We
do
have
a
safety
part,
but
let
me
just
say
that
you
know
it's
almost
like
the
hospital
learn
of
a
new,
cutting-edge
technology
or
instrument
out.
They
can
potentially
save
a
lot
quicker
than
a
normal
technology
down
that's
on
the
market,
so
the.
L
L
J
We're
not
gonna
do
that,
we're
going
to
actually
test
the
actual
model
to
make
sure
that
that
that
we
can
save
a
live
at
that
given
point
in
time,
not
wait
until
it
hits
us
so
I
said
all
that
to
say
that
that
we
have
to
say
at
the
forefront
is
the
same
thing
with
with
education.
We
have
to
make
sure
that
that
we
are
using
the
best
tool
possible
and
reaching
all
of
our
different
students.
So
safety
is
the
same
thing.
J
J
J
But
we
have
to
know
where
we
stand
as
far
as
that
safe
to
bet
you
ever
know
where
our
school
exists
and
how
are
you
says
we
may
have
to
give
to
the
point
to
where,
if
we
start
to
look
at
how
we
begin
to
build
our
schools
and
the
components
that
we're
building
within
our
schools?
So
so
don't
they?
Even
a
budget
of
capital
program
may
increase
because
of
safety
measures
that
exist.
Currently
now
we
may
have
to
start
building
our
schools
with
with
bulletproof
glass,
I.
H
J
J
K
All
stop
all
right,
so
my
question
was
because
we
were
just
talking
a
second
ago
about
the
person
that
we
want
to
hire
this
gonna
kind
of
quarterback.
This
we
haven't
hired
that
person
yet
all
right,
okay
and
so
and
I'm
glad
we're
trying
a
lot
of
different
things,
because
it's
not
gonna
be
a
silver
bullet
here.
There's
no
one
thing.
L
K
K
Outside
it
turns
out
it's
long
ago,
so
the
what
we
start
looking
at
hiring
this
person
I
think
it
needs
to
know
like
Kevin's
idea.
You
know
working
with
our
municipalities
in
our
County
and
Eric's
idea
and
yeah
there's
what
the
idea
of
what
we
can
do
inside
to
strengthen
our
facility,
but
I
think
I've
said
this
before,
but
I
do
think.
We
need
to
also
work
with
mental
health,
because
I
think
that's
gonna,
be
a
big
component
of
this
I.
Don't
think.
K
E
Just
gonna
stab
here
what
Kevin's
saying,
but
it's
also
when
I
hear
Jeff
talking.
It
sounds
like
we're
already
working
with
area
and
mr.
Powell
municipal
police
forces
and
the
Sheriff's
Department,
and
that
Ron
and
his
team
are
doing
assessments
all
throughout
the
year.
So
if
we
have
an
issue,
you're
gonna
know
about
it
and
we're
gonna
be
fixing
it
so
I,
don't
know
that
we
specifically
need
to
be
partnering
with
the

does
anybody
has
any
more
questions
for
Jeff
Lewis
example
make
sure
he
this
is
the
information
of
states,
change
or
alter
that
information
will
