B
C
B
We
finished
with
342
drivers
for
the
355
bus
routes
that
we
had
in
Charleston
County,
just
to
kind
of
give
a
comparison
to.
Last
year
we
finished
last
year
by
387
drivers,
and
this
year
finished
with
344.
The
driver
shortage
has
been
well
publicized
at
one
point
there.
In
the
year
in
March,
we
completed
a
supplemental
contract
with
coastal
bus
lines
where
we
had
seven
bus
routes
that
Durham
good
staff.
We
had
coastal
bus
lines
take
over
those
routes.
B
Overall,
I
would
say
comparing
this
year
to
the
past
year.
The
overall
leap
lost
instructional
time
is
about
the
same
11550
six
hours
in
2018,
and
then
this
year
the
11,000
390,
the
breakdown
of
each
school,
is
listed
on
the
next
two
pages
lead
you
into
another
bar
graph.
That
essentially
gives
you
a
different
visual,
comparing
2017-18
versus
2018-19
in
terms
of
lost
instructional
time
broken
down.
Time
left.
B
The
percentage
there
in
the
pie
chart
which
looks
at
the
different
factors
and
different
causes
for
the
loss,
educational
time
you
can
see
there
again
lack
of
a
driver,
nearly
fifty
percent
of
the
reason
for
lost
instructional
hours,
traffic
being
the
second
most
highest.
When
I
look
back
and
compare
it
to
the
previous
year,
traffic
had
been
highest
back
in
two
thousand:
seventeen
eighteen,
nearly
sixty
five
percent
of
the
time
we're
lack
of
driver.
B
It
was
only
an
issue,
twenty
percent
of
the
time
and
then
finally,
on
the
third
page
that
just
kind
of
gives
you
the
breakdown
of
the
average
number
of
drivers
that
Durham
had
once
a
month.
You
can
see
it
trends
down
from
the
start
of
the
school
year,
all
the
way
to
the
end
of
May,
with
an
average
of
three
hundred
and
thirty
nine
drivers
in
May
June.
The
green
bar
represents
the
number
of
drivers
that
neuromas
contractually
obligated
to
maintain
at
110%
of
the
number
of
routes
that
they
operate
in
Charleston
County.
C
So
if
I
can
have
our
Mac
just
looking
ahead
to
next
year,
which
is
obviously
the
most
important
thing
that
we're
looking
at
right
now
is
Durham,
has
a
recruiting
plan
in
place,
we're
expecting
to
meet
with
their
leadership
next
week
to
see
how
well
they're
doing,
as
well
as
the
transportation
staff
tracking
those
items
to
ensure
that
the
driver
count
is
up,
and
we
have
that
supplemental
contract
in
place
for
next
year
as
well.
Okay,.
A
E
C
There
are
two
things
in
place
in
the
existing
contract
which
we
enforce,
the
first
of
which
is
withholding
of
a
percentage
of
their
payment
when
they
do
not
meet
the
contract
requirement.
We
are
holding
funds
and
have
been
holding
funds
to
be
getting
a
last
school
year.
Actually
we
held
some
over
from
the
previous
year.
We
did
release
some
at
the
beginning
of
the
year
when
they
got
their
driver
coming
up.
We
picked
it
back
up
again
and
then
we
do
not
pay
them
for
a
route
they
double
up
on.
C
C
A
F
C
B
C
Was
for
the
remainder
of
last
year
and
will
run
through
this
year,
so
it'll
line
up
with
the
next
solicitation
and
and
just
close
on
that
comment,
Kevin's
exactly
right!
We're
on
track
to
see
if
we
can
add
to
those
routes
this
year,
but
last
year
we
maximized
their
capabilities.
So
we
basically
increased
the
number
of
routes
to
seven
based
on
their
ability
to
provide
drivers.
So
we
maxed
out
that
contract
last
year,
so.
F
With
I
mean
it's,
it's
pretty
clear
that
Durham
is
gonna
start
the
school
year
without
bus
drivers,
short
of
an
absolute
change
of
history,
and
it's
pretty
clear
that
we're
going
to
struggle
with
the
same
issues
that
we
have
struggled
with,
which
is
a
good
mix
of
lack
of
drivers
for
that
particular
day
or
those
routes.
Traffic
is
certainly
an
issue,
and
that
so
are
you
saying
that
coastal
can't
pick
up
more
than
seven
routes?
Something
I
mean
we.
F
Can
almost
guarantee
we're
gonna
need
this
supplemental
this
year
we
certainly
in
the
last
five
years-
we've
needed
it.
So
I
don't
see
a
seismic
shift
in
how
that
the
that
it's
going
to
change
between
now
and
August,
so
I
would
just
say:
why
can
we
find
other
bus
lines?
Can
we
I
mean?
Can
we
go
ahead
and
get
proactive
on
that,
so.
A
A
It
also
has
been
indicated,
and
we
are
being
proactive
as
far
as
in
preparation
and
making
sure
that
we
have
drivers.
Jeff
just
alluded
that
they
have
a
meeting
next
week
with
the
Durham
officials
as
far
as
we
are
where
we
are
with
the
number
counts,
so
that
we
can
be
better
prepared
and
I
think
with
coastal
I
think
there
may
be
some
conversation
that
might
be
going
on.
As
far
as
you
know,
how
much
can
they
expand
if
the
need
I
would.
A
F
C
E
B
E
Number,
why
do
the
number
of
drivers
D
consistently
decrease
from
August
to
me?
Well,
according
to
your
chart,
they
start
off
with
my
three
understanding
one
drivers
and
end
up
with
I
guess
three
hundred
and
thirty
or
forty
so
I
guess
thirty
or
so
was
it
was
they
constantly
go
down
as
a
trend?
Well,
that's
a
month.
B
Drivers
quit
they
just
don't
like
working
for
the
company.
I
mean
first
complaints
about
the
culture
of
the
company,
so
some
drivers
leave
others
are
terminated
because
they
have
done
something
that
it's,
a
significant
number
I'd
say,
probably
greater
than
10,
where
they
they've
done
something
wrong.
So
they're
terminated
binder
over
at
our
request
and
I.

B

H
Sorry
I
have
a
barking
dog
behind
me.
I
just
want
to
make
sure
everybody
understands
that
we
may
at
our
last
meeting.
The
ad
hoc
committee
task
force
made
a
recommendation
that
we
were
not
next
school
year,
but
the
following
school
year
that
we
bit
out
and
have
more
than
one
could
be.
It
could
be
three
vendors
to
provide
transportation,
health
and
provide
transportation,
and
when
we
withdrew
this
ad
hoc
process,
we
had
some
very
frank
conversations
with
durham
about
ways
that
they
could
get.
What
our
expectations
were
for
this
next
school
year.
