our

one
of
the
things
that
I
think
that
we
need
to
consider
or
even
discuss
as
a
board,
so
we
work
very
hard
on
defining
our
role
and
we
tend
to
forget
that
our
role
is
not
ours
to
define.
Where
is
South
Carolina's
legislative
created
body,
and
it
is
our
job
to
adhere
to
their
their
standards.
For
what
we
do
and
I'm
going
to
point
out
that
the
we've
heard
a
lot
about
EFA.

We've
heard
a
lot
about
State
Superintendent
of
Education
I
want
to
make
sure
that
we
understand
that
the
State
Superintendent
of
Education
in
2017,
through
the
EFA,
has
been
given
the
authority
to
take
over
the
operations
of
a
district
not
based
on
student
achievement
alone,
but
if
they
feel
that
the
board
is
not
effectively
governing
the
operations
of
the
district,
something
we
just
want
to
remember
there.
In
his
inauguration
speech
last
week,
Henry
McMaster
said
and
I
am
quoting
here.

We
must
embark
on
bold
reform,
making
schools
safer,
removing
unnecessary
implements
for
teachers
and
granting
the
State
Superintendent
of
Education
more
authority
to
dismiss
and
remove
ineffective
floors
in
all
three
districts
in
the
state
of
South.
Carolina
that
are
currently
under
two
state
South
Carolina
Department
of
Education
in
those
scenarios
in
every
single
time.
The
Secretary
of
the
the
superintendent
stated
that
part
of
her
reasoning
and
decision-making
for
that
was
that
the
boards
were
failing
to
properly
oversee
the
operations
and
finances
of
the
district.

But
there
is
a
very
strong
impetus
on
us
to
remember
that
our
job
is
to
understand
the
aspects
of
governing
a
district,
and
if
that
involves
asking
questions
about
cost
or
asking
questions
about
anticipated
things
or
how
of
parliamentarians
showed
up
at
a
couple
of
hundred
dollars
an
hour.
We're
not
saying
that
the
district
is
wrong,
but
we're
saying
I'm,
saying
as
a
board
member
I'm
doing
my
job
and
I.

could
not
have
been
more
perfect

I
sent
out
a
request
to
the
board
about
a
bullet
train
for
the
month
of
January
at
the
end
of
this
month.
So
all
the
three
board
members
said
that
they
were
able
to
attend
that
training.
So
now
I'm
going
to
present
to
you
two
additional
dates
for
consideration,
just
two
in
mind.
What

just
stated

mister

again
on
April
26
to
27
in
April
and
June
7th

respond
to

asking

the
cost
associated
with
this,

the
source
of
funds

I
can't
agree
to
participate
in
things

we

once
again
outside
of
budget

as
long
as
I
can't
get
responses
on
those

to

prior

invitation

board
training
that
I
indicated
that
dr.
kramm
bill
will
do
initial
assessments
free
of
charge
to
board
members
if
they're
willing
to
do
likewise-
and
there
was
no
response
to
that
initial
assessment.
So
moving
forward
from
that
point,
Cindy
dan,
at
that
point,
we're
able
to
more
they
are
asking
for
assessment,
will
help
identify
the
type
of
training
that
needs
to
take
place.

The
goal
the
goal
of
the
training
is
that
this
is
to
help
board
members
come
together
in
line
with
the
banking
and
in
the
mindset
of
how
we
ought
to
operate
effectively,
getting
the
work
done.
That
needs
to
be
done
how
we
are
to
look
at,
particularly
we
set
goals
and
criteria
for
the
district.
Now,
how
do
we
make
sure
that
we
follow
them
with
those
things
and
not
get
into
the
weeds
of
the
things
that
we
are
not
to
be
participating?

Prime
example
today
is
how
we
really
know,
of
course,
on
some
of
the
issues.
We've
multiplied
other
areas
and
concerns
on
a
particular
topic
and
really
wasn't
able
to
get
all
the
identifiable
answers
to
the
questions
that
we
need
within
a
lot
of
time.
Those
things
can't
happen
if
we
stick
to
the
agenda,
that's
not
like
that.
