county
school

whereas
the
education
of
south
carolina's
school-aged
children,
is
the
foundation
upon
which
the
economic,
social
and
intellectual
capital
of
our
state
is
built.

whereas
locally
elected

appointed
school
boards

an
important
and
vital
role
in
a
representative
democracy
and
decisions
made
by
local
boards
of
education,
directly
influence
instruction
in
south
carolina's
public
schools.
And
whereas
these
decisions
affect
the
present
and
future
lives
of
children
and
also
set
direction
to
prepare
all
students
to
be
competitive
in
a
local
state.

and
global
21st
century
knowledge,
economy
and
whereas
local
school
board
members
work
with
parents,
businesses,
education
professionals
and
other
community
members
to
create
the
educational
vision
we
want

our

this
year's
theme
school
board

boards
play

discuss

want

make
sure

we're
taking
utmost
care

precautions

points
quickly.

a
brief,
coven

update
talk
about
some
suggested
priorities
just
to
get
us
started.
I
heard
the
board
members
talking
about
this
earlier
today.
I
The
need
to
get
on
with
setting
your
priorities
and
then
third
just
have
a
conversation
with
you
about
some
options
regarding
the
school
talent,
the
calendar
so
maggie.
Thank

for
putting
the
powerpoint
up.
If
you
can
go
ahead
and
advance
to
the
first
slide,
you
see
what
will
be
for
everyone:
a
review
of
disease
activity
by
county.
We
are
still
high.
I
It
doesn't
bring
much
comfort
to
say
we're
one
of
the
lowest
in
the
state
when
our
rates
are
as
high
as
they
are
it's
concerning,
and
so
it's
more
important
than
ever
for
us
to
follow
all
of
the
safety
protocols.
The
next
slide
shows
that
those
safety
protocols
do
seem
to
pay
dividends
to
us.
The
first
set
of
blue
and
orange
columns
you
see
on
the
left
was
the
week
before
winter
break.
I
Then
we
saw
a
spike
as
we
expected
after
break
and
we've
begun
to
come
down,
but
every
single
time
we're
closed.
The
rates
go
up
when
we
come
back
into
school,
but
we
are
tracking
this
very
carefully
and
wanted
to
share
with
you
that
our
cautious
optimism
that
we're
getting
things
to
to
a
much
better
level
inside
our
schools,
the
next
slide,
simply
repeats
something
I'm
sure
you've
already
seen,
either
in
the
media
or
from
our
inclusion
in
the
board
brief.
I
This
excerpt
from
a
piece
that
dr
allison
eckert,
a
pediatric
epidemiologist
at
musc,
wrote
after
she
carefully
combed
through
charleston
county
schools
data.
She
said
initially,
she
was
not
in
favor
of
bringing
children
back
to
school,
but
now
she's
a
believer
and
then
her
really
important
statement
is
at
the
bottom
of
this
slide.
It's
so
compelling
that
schools
are
safe.
I
If
you
put
all
of
the
mitigation
strategies
in
place,
so
that's
continuing
to
wear,
masks
and
not
making
any
exceptions,
except
for
there
are
clearly
documented,
in
medical
reasons,
socially
distancing
to
the
extent
possible
making
sure
we
are
careful
with
hygiene
continuing
the
contact
tracing
whatever
it
is.
We
need
to
do
the
air
handlers,
the
ventilation
improvements
have
made
a
big
difference
in
our
school
district
and
then,
hopefully,
the
last
piece
of
of
that
combination
of
tools
will
be
the
vaccines
that
will
roll
out
at
some
point
on
the
next
slide.

Our
health
people
here
at
the
at
the
district
and
legal
have
all
been
able
to
figure
out
how
to
go
ahead
and
get
the
notifications
out
to
elementary
parents
when
a
child
in
the
classroom
has
tested
positive.

Dr
joe
williams
and
middle
and
high
school
principals
have
conferred,
and
they
are,
will
are
ready
to
start
that
process
as
second
semester
phases
in
so
they
won't
be
able
to
say
this
specific
classroom
is
where
a
breakout
outbreak
excuse
me:
hey
one
case
occurred,
but
because
of
the
amount
of
changing
of
classes,
students
do
all
day
long,
but
they
will
send
an
email
out
to
every
parent
or
to
a
teacher
to
say
a
student
in
one
of
the
classes
that
you
were
in
today
tested
positive.
I
So
we
think
that
is,
it
was
great
feedback
from
parents
and
it's
a
good
step
that
our
team
is
taking.
I
The
bulk
of
this
work
is
done
at
the
school
level
and
then,
of
course,
we
want
to
emphasize
that
if
a
child
is
indeed
a
close
contact
that
individual
notification
with
the
parent
would
occur,
we're
sending
we
sent
out
a
survey
to
determine
how
many
of
our
nearly
7
000
employees
would
want
to
take
the
vaccine
when
it's
available
at
this
point
in
time
we
have
about
3,
800
respondents,
85
percent
have
said.
Yes,
they
definitely
want
the
vaccine.
I
Another
nine
percent
are
undecided
and
one
percent
have
already
had
the
vaccine,
so
we
know
that
95
of
our
people
may
be
interested
in
getting
the
vaccine,
so
the
logistics
folks
are
setting
up
making
sure
that
we're
ready
to
to
get
into
action
as
soon
as
the
vaccinations
are
available.
If,
in
fact,
the
school
district
is
involved
in
a
in
a
widespread
on
mass
vaccination
of
our
employees,
mr
brewery
was
there
anything
else.

wanted

say
about
that.

areas

focus

You

a
wonderful
session
talking
about
your
priorities,
indicated
that
you
want
to
get
back
with
that
as
at
that,
as
soon
as
quick
as
quickly
as
possible,
and
then
today
earlier
one
of
the
board
members
ms
waters,
I
believe,
was
you
said
we
need
to
get
after
this,
because
if
we're
not
careful
the
budget's
going
to
get
out
in
front
of
the
priority
setting
and
of
course
on
the
other
side
of
that
equation,
is
the
personnel
recruiting
and
hiring
and
contract
engagement
for
the
coming
year?
I
So
we
will
bring
to
you
in
february,
at
your
committee
of
the
whole
meeting
a
work
up
on
these
areas.
Simply
for
you
for
as
a
draft
to
get
you
started,
it
will
be
considered.
I
The
sacrificial
draft
you're
welcome
to
take
things
out,
add
something,
but
we
want
to
focus
on
these
five
areas:
the
cobin
19
recovery
plan,
which
we
say
a
little
more
about
on
this
slide
academic
improvement
across
all
of
our
schools,
but
particularly
among
students
with
persistently
lower
performance,
a
big
talent
focus
that
includes
teachers,
leaders
at
the
school
and
district,
as
well
as
making
sure
that
we
do
everything
we
can
to
retain
the
teachers.
We
have
so
there's
a
salary
study.
That's
coming
through
the
works
from
the
audit
and
finance
committee.
I
We
also
indicated
we
want
to
see
if
we
can
can
do
more
than
we
have
done
today
to
attract
teachers
and
leaders
of
color
communication.
Community
engagement
is
something
I
know
that
that
that
team
and
the
board
and
public
always
want
us
to
see
if
we
can
improve
upon
and
then,
of
course
we
have
the
phase
five
capital
projects
building
program
that
needs
to
come
to
the
board
so
that
you
can
begin
prioritizing
those
projects.
I
So,
on
february,
8th
we'll
be
prepared
to
come
with
some
more
information
about
these
things,
we'll
start
with
the
metrics.
How
would
you
know
if
we've
done
a
good
job,
so
the
board
can
say
those
are
the
right
metrics.
If
those
aren't
the
the
strategies
for
consideration
the
budget
implications
and
any
personnel
implications,
we
think
that
these
areas
would
have,
and
if
it's
wasted
work,
we
don't
mind,
we
just
feel
we
need
to
get
started
because
we're
at
risk
of
being
a
little
bit
behind
on
the
eight
ball.
I
The
final
item
I
wanted
to
discuss
is
the
school
district
calendar
you'll
recall
that
back
in
august,
we
were
trying
to
make
sure
that
we
had
all
of
the
mitigation
strategies
in
place.
We
wanted
to
start
what
we
call
the
soft
start
to
to
ensure
that
all
of
the
the
five
major
tools
that
I
mentioned
earlier
were
working
together,
working
well,
and
so
we
delayed
the
start
of
school
till
the
day
after
labor
day.
That
then
pushed
the
ending
date
until
june
18th.
I
We
think
it
might
be
advantageous
to
move
as
many
of
those
instructional
days
into
the
school
year
before
students
take
whatever
assessments
they're
expected
to
take.
We
know
they'll
have
to
take
the
end,
of
course
exams.
They
have
to
take
the
formative
assessments.
The
map
tests
that
let
us
know
how
much
growth
has
occurred
and
what
the
actual
academic
achievement
levels
are.
I
We
don't
yet
know
whether
they
have
to
take
other
assessments,
but
they'll
have
to
take
advanced
placement
exams
and
some
other
college
going
exams
that
are
pretty
high
stakes,
so
we
think
the
more
instructional
days
or
practice
we
could
get
into
the
calendar
before
the
end
of
the
year.
That
would
be
great.
I
The
state
has
weighed
the
seat
time
requirements,
but
we
still
are
obligated
to
deliver
180
days
of
instruction
somehow,
so
we
can't
just
say
we're
going
to
forgive
five
days.
We
need
to
think
about
how
we
might
use
them
differently.
So
here's
one
option:
it's
just
an
example.
We
have
a
teacher
workday
coming
up
on
february
5th
students
are
off.
If
you
were
going
to
have
your
students.
Do
some
math
review
that
they
might
do
to
get
ready
to
take
the
math
test.
I
It's
not
inconceivable
that
math
teachers
that
day
could
prepare
review
sheets
that
or
review
work
whatever
in
whatever
form
it
comes.
That
would
help
students
reinforce
the
skills.
They'll
need
to
to
be
fresh
on
for
the
assessments,
so
that
could
count
as
an
instructional
day
for
students
at
home.
While
teachers
are
still
have
teachers,
don't
have
the
benefit
of
the
reserve
of
their
work
day.
We
don't
know
if
that
is
feasible,
but
we'd
like
this
week
to
convene
representatives
of
those
three
groups
to
let
them
chew.
I
On
that
a
little
bit,
it
may
be
that
they
say
we'd
rather
stick
to
the
june
18th
calendar,
but
we
wanted
to
give
them
the
opportunity
to
weigh
in
on
that
and,
of
course,
the
board
controls
the
calendar.
So
we
didn't
want
to
start
any
conversations
without
having
first
alerted
the
board
that
we're
getting
requests
from
parents
to

up
from

18th
and
we'd
like
to
see
the
primary
persons
who
are
impacted
by
that
decision
are
amenable
to
thinking
about
some
other
options.

students

try
to
get

commitment

entire
second
semester

families
felt
comfortable
to
do
that,
we
understand
that
if
vaccines
vaccines
begin
flowing
and
the
rates
go
down,
there
may
be
some
remote
students
who
would
like
to
come
back
in
person
before
the
end
of
the
year.

think
I'll
speak
for
this
entire
team
and
our
teachers
and
the
majority
of
our
principals.

we
can
do
it,
we
will
do

our
desire
to
be
accommodating
and
we
believe
children
belong.

feel
it's

action

year

just

quickly
to
set
the
context,
because
we
realized
that
five
board
members
would
would
not
have
been
present
when
the
decision
about
how
to
move
forward
with
abuse
occurred
in
december
of
2019.
I
So
maggie
do
you
have
those
slides
and
I
think,
we're
ready
for
them.
This
is
just
for
information
and
I'll
go
through
it
pretty
quickly.
You
probably
all
of
you
know
that
when
abuse
was
initially
established,
there
was
a
pretty
strict
manner
of
ensuring
that
the
student
enrollment
abuse
was
a
reflection
of
the
diversity
of
the
community
and
over
time.
I
think
there
was
a
court
challenge.
I
There
were
some
rulings
in
courts,
other
that
impacted
south
carolina
and
charleston
that
removed
the
way
that
charleston
ensured
that
the
diversity
of
the
school
was
reflective
of
the
greater
community.
I
So
it
we
didn't
reach
a
perfect
solution
last
year,
but
the
solution
was
as
is
displayed
up
here
on
the
solution.
I
Oh
and
another,
challenging
aspect
of
the
identification
of
children
to
go
into
abuse
was
that
views
was
starting
with
kindergarten
so
to
select
students
to
begin
the
kindergarten
advanced
program
at
abused,
they
had
to
be
tested
when
they
were
when
they
were
four
or
five
years
old
and-
and
everyone
knows
that
testing
children,
particularly
at
that
young
age
for
giftedness,
is
not
a
reliable
or
valid
proposition.
I
So
one
option
that
the
board
talked
about
and
then
voted
on
last
year
was
to
make
miminger
a
feeder
school
for
fused
for
the
primary
grades.
The
entrance
priority
for
miminger
would
be
the
students
who
were
zoned
for
meminger
than
any
other
d20
students
who
wish
to
go
to
meminger.
The
number
of
kindergarten
classes
was
expanded.
I
Michelle
can
probably
speak
to
that
better
than
I
and
then
the
remaining
seats
would
be
divided.
Equally,
one
half
of
the
remaining
seats
went
to
students
from
80
poverty,
schools
outside
of
district
20
and
the
other
half
went
to
students
in
any
other
district.
I
So
this
as
we
added
that
one
class,
there
was
an
intentional
effort
to
ensure
that
children
who
had
previously
been
underrepresented
were
given
an
opportunity
to
apply
for
and
attend
abuse.
That
strategy,
as
you
know,
was
one
of
the
more
successful
strategies
from
the
mission
critical
decisions.
This
was,
of
course,
a
highly
complicated
and
controversial
process.
I

In
july,
we
were
all
focused
on
covet
and
trying
to
get
school
started,
so
we
felt
it
important
to
bring
back
now
remind
everyone
what
those
criteria
were,
because
the
school
choice
window
opens
tomorrow,
and
we
thought
you
are
likely
going
to
get
a
lot
of
questions
about
this
so
by

25
we're
supposed
to
expand
the
middle
school
abuse
to
four
classes
in
sixth
grade
four
classes
and
seven
four
classes
in
eight.
I
So
for
next
year
we
have
to
phase
in
one
more
third
grade
class
and
we
have
to
phase
in
one
more
sixth
grade
class.
The
board's
policy
that
we
repeated
there
at
the
bottom
of
the
slide
requires
us
to
notify
parents
at
least
30
days
before
that
school
choice
window
opens
if
any
changes
are
going
to
be
made
in
the
choice
process.

also
said
that
when
we
got
through
this
year
and
at
the
end
of
the
year
for
every
year
in
the
future,
we
will
re-examine
the
attendance
criteria,
the
selection
process
and
determine
whether
adjustments
need
to
be
made
for
the
following
year.
So
that
was
all
context
setting
and
I'll
now
turn
it
over
to
miss
simmons,
who
knows
far
more
about
the
details.

wanted

highlight
and
orient
the
board,
particularly
for
the
benefit
of
the
new
board
members
oriented
to
where
we
stand
right
now.
Regarding
this
multi-year
effort
to
both
restructure
and
expand
access
to
deuce
academy,
I
will
not
go
over
the
entire
visual
representation,
but
what
you
see
before
you
show
the
developments.
The
major
developments
and
milestones
that
have
occurred
and
will
occur
related
to
this
particular
board.
I
Action,
so
notice
in
the
upper
right
hand
corner
the
major
levers
for
this
upcoming
school
year,
2021
2022,
which
calls
for
the
phasing
out
of
first
grade
and
adding
a
class
at
third
grade
and
sixth
grade.
The
rationale
behind
the
third
grade
class
edition
is
connected
to
the
fact
that
currently,
we
only
have
two
second
grade
sections,
and
the
sixth
grade
is
so
that
we
can
initiate
that
phasing
of
four
sections.

So
you
can
see
from
the
visual
representation
that
we
are
expecting
by
the
conclusion
of
2023-24.
For
this
entire
process
to
be
finalized,
we're
going
to
allow
my
teammate
from
learning
services,
buffy
roberts,
to
talk
through
the
criteria.
She
had
a
big
part
in
helping
us
develop
that
stuffy.

have
the

Academy's
third
grade
entrance
criteria
was
first
presented
in
july.
This
entrance
process
is
composed
of
three
steps
which
include
students
applying
through
the
school
choice,
application
process,
a
screening,
an
assessment
of
eligibility
and
a
lottery
with
seating
according
to
priority
levels
and
seats
available
after
students
apply.
The
screening
process
determines
eligibility
according
to
either
of
two
criteria:
state
identification
as
gifted
and
talented,
or
meeting
the
75th
national
percentile
or
higher
on
both
the
winner
map
reading
and
math
for
their
application
year.

Priority
three
would
be
for
county-wide
applicants
based
on
eligibility,
the
sibling
rule,
as
well
as
the
twin
policy,
are
applied
within
each
of
these
three
priority
levels.
The
way
the
process
works
is
that
all
priority,
one
applicants
needing
eligibility
are
seated.
First
after
party
one
applicant
succeeded
party,
two
applicants
meeting
eligibility
are
then
seated
priority.
One
and
two
applicants
are
seated
the
priority
three
applicants.
Meeting
eligibility
are
then
seated
again
within
each
of
the
priority
levels.
The
sibling
rule
twin
policy,
as
well
as
the
lottery
order,
are
applied.

annual
review
of
student
learning
outcomes.
Abuse
will
occur
each
year
in
order
to
determine
the
need
for
any
possible
future
adjustments
to
the
interest
criteria
for
the
current
2020-21
application
window.

same
eligibility

is
10.4
million
dollars.
That
includes
388
000

general
operating
fund.
There's
a
significant
change
in

program
that's
being
proposed.

to
increase
the

training
of
the
individuals
who
are
teaching
the
early
learners
and
so
there's
a

been
established

certificated
teachers
to

our

the

grant

fund
money.
