B
Good
afternoon,
everyone
thanks
for
your
patience.
I
will
call
the
january
2022
meeting
of
the
audit
and
finance
committee
to
order
hope
everyone
had
a
great
holiday
season,
it's
good
to
see
everyone
back
and
we
will
get
started,
I'm
I'm
sure.
B
By
now
everybody
has
heard
that
dawn
lost
his
mother,
and
so
he
is
out,
and
but
we
will,
we
are
fortunate
to
have
shawna
williams,
who
has
been
with
us
now
for
a
few
months
and
she
is
has
been
appointed
as
the
acting
the
interim
chief
financial
officer
in
don
stead,
while
don
serves
as
the
interim
superintendent,
which
I'm
sure
all
of
you
are
aware
of.
So
some
some
changes
there,
but
we
shouldn't
notice
anything
in
terms
of
any
difference,
other
than
looks
between
don
and
china.
B
We
shouldn't
notice
any
difference
in
our
meetings
and
what
we
do
so
shawna
welcome
and
we
will.
The
first
thing
on
the
agenda
is
the
adoption
of
the
agenda.
B
D
B
E
B
Okay,
the
the
first
item
after
that
is
the
head
start
fiscal
year
23
program
and
miss
fox
work.
A
Good
afternoon,
chair
committee,
chairperson
green
and
the
autumn
finance
committee,
I'm
here
with
my
annual
visit
to
the
odd
and
finance
committee
to
present
the
continuation
grant
last
year,
when
I
presented
to
you,
was
our
five
year
grant
every
year
we
do
have
to
come
back
to
the
audit
finance
and
then
to
the
board
for
approval
of
the
our
grant
applications.
A
So
what
you
have
is
our
continuation
of
the
work
that
we
started
in
the
grant
last
year,
as
you
can
see
by
the
board
agenda
items
we're
going
to
continue
with
the
the
com
supporting
the
compensation
increase.
A
That
was
given
we're
going
to
continue
with
our
curriculum
implementation
that
aligns
really
from
birth,
we're
going
to
continue
with
our
targeted
supportive
class
to
ensure
that
we
can
maintain
our
grant
at
high
standards
and
then
also
what
our
big
difference
in
our
five-year
grant
is
that
we
are
funding
our
3k
head
start
teacher
to
go
through
the
certification
process.
We
started
that
we
wrote
it
in
our
grant.
Last
year
we
have
started
the
work
and
we're
continuing
that.
B
Okay,
thank
you,
miss
foxworth.
Are
there
any
questions
regarding
the
head
start
budgets.
B
Okay,
I
assume
everybody
has
had
an
opportunity,
no
questions,
then,
let's
see
here,
we
just
need
to
get
a
motion
to
approve.
C
B
B
E
Yes,
ma'am
happy
new
year
good
afternoon,
so
for
fco
22,
there's
a
line
item
for
plexiglas
deconstruction,
we're
about
wrapped
up
with
doing
that,
having
access
to
funds
of
28
767
and
would
request
to
reallocate
that
to
the
regular
fco
program
for
projects
as
identified
there
in
this
case,
we'll
probably
use
the
money
for
wrestling
room
improvements
at
west
ashley
high
school.
That's
it
man.
D
B
Okay,
I
was
going
to
ask
the
question
regarding
the:
if
we.
B
B
Okay,
thank
you
and
you
may
continue
with
putting
an
application.
C
E
B
Is
anybody
having
what
was
the
year
that
this
lawsuit
came
about?
Does
anybody
know
jeff
ron.
F
It's
back
before
my
it's
back
before
my
time,
so
it's
been
at
least
seven
years
that
this
has
been
it's
been
in
the
making.
It
was
finally
resolved
through
legal.
E
F
B
C
C
F
So
we
we
were,
it
was
directed
that
the
funds
would
go
back
to
go
back
to
capital.
I
don't
have
the
exact
details
behind
that,
but
we
we
were.
We
were
given
the
opportunity
to
provide
the
list
of
projects
the
projects
we
we've
chosen
took
a
look
at
the
ability
to
start
projects
now,
because
right
now
we
will
be
waiting
for
fy23
money.
F
So
as
a
combination
of
those
two
projects
ready
to
go
that
we
would
like
to,
we
would
like
to
do
now
with
the
with
the
possibility
of
completing
them
before
the
next
school
year
or
projects
in
the
case
of
like
harborview,
that
may
go
beyond
a
year
and
we
would.
F
E
B
That's
a
good
question
ken
because
I
had
the
same
question
any
other
questions
from
anyone.
H
G
Referencing,
a
time
frame
that
prob
the
time
frame
was
between
1999
and
2004
prior
to
my
joining
ccsd,
but
around
2008-ish.
I
was
part
of
the
settlement,
some
of
the
legal
action
and
gave
a
deposition
back
at
that
time,
based
on
expenditure,
so
that,
if
that
gives
you
a
better
range
of
a
time
frame,.
B
Okay.
Are
there
any
other
questions
regarding
the
the
use
of
these
funds
on
any
of
these
projects?
If
not,
I
will
entertain
our
emotion.
E
B
B
Okay.
The
next
item
is
the
annual
review
of
the
audit
and
finance
committee
charter.
D
D
C
So
this
is
this,
isn't
a
question
about
the
charter
exactly,
but
we
reference
in
the
charter.
The
look
at
you
know
comparing
comparing
things
to
our
long-term
goals
and
objectives
and
in
our
calendar
we
have
the
multi-year
present
the
multi-year
budget
in
this
january
meeting-
and
I
know
there's
a
lot
going
on.
D
D
D
D
B
Thank
you.
Thank
you,
ken.
Are
there
any
other
questions
about
the
charter,
if
not
I'll,
entertain
a
motion
on
that
as
well.
H
D
B
H
Good
afternoon
ms
greene
and
audience
and
finance
members
here
I
have
before
you
update
to
the
risk
assessment
that
was
done
in
fy
21
for
pro
procurement.
H
Here,
staff
is
currently
working
on
a
procurement
policy
manual
to
be
to
establish
the
legal
authority
of
procurement,
and
also
we
once
really
that's,
completed,
we'll
work
on
drafting
a
manual
for
the
procurement
department
to
address
policies
and
procedures,
and
then
our
last
effort
is
to
staff
will
develop
a
manual
to
address
what
they
do
specifically
at
this
at
their
desks,
so
for
some
sort
of
a
desperate
procedure
manual.
B
And
on
the
the
the,
I
think
it
was
this:
the
vendor
management,
I'm
assuming
that,
because
it
wasn't
in
this
year's
budget,
it's
not
something
we
can
do
any
sooner
than
next
year.
Is
that
right.
H
Well,
that's
our
target
here
is
you
know
it
wasn't
included
in
this
year's
budget
here.
So
mr
kennedy
recommended
that
we
include
it
in
fy,
23's
budget.
A
B
Okay,
that's
for
information
and
what
kind
of
schedule
are
we
on?
Mr
richard
for
you
to,
you
know,
update
us
on
the
on
on
the
procurement
audit.
Is
it
quarterly
or
yes,.
G
Our
expenditures
for
the
2010
through
2016
capital
program,
were
sixteen
thousand
dollars
our
expenditures
for
the
2017
through
20
to
2022
capital
building
program
worth
three
million
dollars,
the
expenditures
for
the
2023
through
2028,
capitol
building
program
or
327
000,
and
the
capital
maintenance.
8
funding
was
345
000
for
the
month
happy
to
answer
any
questions.
Anyone
might
have.
B
Well,
as
always,
you
never
get
any
questions
stories,
but
thank
you
very
much.
Thank
you
and
the
final
election
before
of
the
final
item
before
we
go
into
executive
session
is
the
monthly
financial
report.
D
Ma'am,
thank
you
so
looking
at
the
financial
report
of
the
adopted
597
million
in
revenues
we've
collected
as
of
november
30th
88
million
last
year,
this
is
five
million
dollars
in
excess
of
last
year,
primarily
attributed
to
local
taxes
being
received
earlier
in
state
retirement
reimbursement
being
received
earlier.
D
Likewise,
with
expenses
of
the
597
million
budgeted
for
the
fiscal
year,
we've
extended
approximately
192
million.
This
is
about
18
million.
Over
this
time.
Last
year
there
was
an
increase
in
salaries
and
benefits
largely
related
to
esau
mission,
critical
items
and
transitional
services,
as
well
as
purchase
services.
D
It's
the
district
school
with
response,
as
well
as
we're
receiving
now
timely
invoices
from
our
bus
vendor.
First
student,
any
questions
ma'am.
B
Any
questions
on
on
that
everybody
understood.
Okay,
no
questions
all
right.
Thank
you
very
much
moving
right
along
here.
So
that
concludes
the
open
session
for
our
meeting,
and
at
this
time
we
will
go
into
executive
session.
So
I
will
ask
anyone
who
is
not
a
part
of
the
executive
session.
If
you
would
excuse
yourself
and
thank
you
for
your
participation.
B
B
Okay,
so
we're
back
okay,
so
we
are
now
back
in
general
session
and
I
will
entertain
a
motion
on
the
executive
executive
session
action
item
number
10,
12.
E
B
Aye
this
is
belma,
oh
okay,
and
so
the
the
the
second
item
for
executive
session
was
information.
B
So
now
we
will
look
at
the
the
items
that
we
will
take
to
the
board
serena
and
help
me
here,
but
I,
I
think,
action
items
of
course,
five
through
eight
and
then
the
monthly
capital
projects
and
the
monthly
financial
report.
Yes,
those
would
be
okay,
the.
B
D
B
The
next
meeting
is
february
1st
two
o'clock.
Thank
you
all
for
your
participation
today
and
I'll
see
we'll
see
you
again
on
the
first
have
a
good
rest
of
the
week.
