We
are
now
in
our
fourth
year
of
the
Charleston
County
School
District
phase
three
capital
program.
The
success
of
this
phase,
funded
by
the
penny
sales
tax,
can
clearly
be
seen
in
the
brick
and
mortar
throughout
the
district
in
the
city
of
Charleston.
The
new
miniature
elementary
school
and
James
Simmons
Montessori
are
up
and
running
in
Mount
Pleasant,
the
Wando
Center
for
Advanced
Studies
opened
in
August
of
this
year.
A
The
center
for
advanced
studies
offers
post-secondary
education
for
students
to
enter
the
workforce
directly
out
of
high
school
as
a
credentialed
professional
in
several
career
fields,
or
to
achieve
college
credits
to
jump
start
their
run
toward
a
bachelor's
degree
on
James
Island,
Harbor,
View,
Elementary
School
was
opened.
This
fall
offering
a
marketed
improvement
in
conditions
for
faculty
and
students,
which
will
enhance
education.
Countywide
magnets
boost
academy
and
Charleston
progressive
Academy
reopened
their
doors
a
year
ago
and
are
fully
operational.
A
Construction
is
also
currently
underway
on
seven
schools
totaling
nearly
200
million
dollars,
which
will
breathe
a
new
beginning
in
two
completely
renovated
schools,
or
with
new
facilities
in
north
charleston,
west
ashley,
Johns,
Island
and
Mount
Pleasant.
The
new
Saint
Andrew's
School
of
math
and
science
in
west
ashley
is
within
six
months
of
completion.
This
two-story
750
student
facility
will
offer
state-of-the-art
capability
for
education
for
kindergarten
through
fifth
grade
in
the
heart
of
the
West
Ashley
community.
A
This
school
will
offer
access
to
a
multi-purpose
room
for
public
use
after
school
hours
and
has
a
rooftop
teaching
garden
in
Mount
Pleasant.
The
sweetgrass
campus
will
host
both
the
new
lang
middle
school
and
shedding
more
elementary
school,
constructing
the
schools
on
the
same
site
and
under
the
same
timeline
as
resulted
in
efficient
use
of
tax
dollars
as
a
magnet
for
science
and
technology.
Lang,
middle
school
will
have
a
pre
engineering,
lab
and
classroom
with
adjacent
outdoor
educational
space.
Instruction
of
both
schools
is
on
schedule,
with
opening
for
students
planned
in
the
fall
of
2015.

phase
of
the
capital
program
has
contributed
to
the
total
of
forty
new
schools
in
the
Charleston
County
School
District
since
1997,
even
more
importantly
than
reducing
the
backlog
of
maintenance
by
six
hundred
million
dollars.

capital
program
has
provided
students
with
a
well
deserved
learning
environment.

Capital
program
has
been
a
driving
force
in
helping
us
to
elevate
achievement
overall,
close
the
achievement
gap
and
raise
the
graduation
rate.
When
you
walk
into
our
new
schools,
you
feel
the
energy
among
students,
parents
faculty
all
excited
all
ready
to
prepare
our
students
for
the
21st
century
and
beyond.
As.
A
A
pay-as-you-go
sales
tax,
the
school
district
is
not
incurring
any
debt
with
the
current
capital
program
and
has
saved
taxpayers
over
500
million
dollars
in
interest
payments.
Additionally,
as
a
sales
tax,
thirty
five
percent
of
the
funds
are
from
tourists
and
other
visitors
to
Charleston
County.
This
has
been
a
major
factor
in
both
Moody's
and
Standard
&
Poor's,
upgrading
the
district's
bond
rating,
which
has
allowed
us
to
restructure
death,
resulting
in
a
savings
of
over
72
million
dollars
to
taxpayers
so
for
those
with
children
in
school.

The
penny
tax
increases
our
ability
to
offer
state-of-the-art
education
opportunities
and
leaf
from
overcrowded
facilities
and
for
those
without
children
at
school,
no
property
tax
increase
in
the
spring
of
2014.
The
phase
for
capital
program
master
plan
was
published,
outlining
the
need
to
continue
both
replacing
legacy
schools
while
meeting
the
need
of
growth
in
Charleston
County.
In
the
current
school
year
alone,
the
district
wide
population
rose
by
1,700
students,
the
equivalent
of
two
schools.
Our
student
population
is
expected
to
continue
to
rise
through
the
phase
four
program
timeframe.

35
projects
are
being
proposed
by
the
CCSD
Board
of
Trustees.
In
the
phase
four
program,
roughly
twenty-five
percent
of
the
value
of
these
projects
will
go
toward
upgrading
and
replacing
middle
schools
to
help
bridge
the
education
gap
between
elementary
and
high
school.
Twenty
five
percent
of
the
funds
will
be
used
to
provide
facilities
for
current
and
future
Advanced
Studies
programs
in
four
locations:
north
charleston,
west
ashley,
baptist
hill
and
james
island,
similar
to
the
recently
completed
center
at
Wando.

These
programs
are
tailored
to
workforce
needs
and
student
parent
desires
to
give
our
graduates
a
leg
up
in
their
post
high
school
careers.
Several
elementary
schools
are
slated
in
the
phase
four
program
as
well
with
the
home
growth
in
Mount
Pleasant.
The
need
for
a
new
elementary
school
at
Carolina
Park
is
immediate
and
the
district
has
already
acquired
land
for
the
school
near
Wando,
High
School,
both
Dunston
and
burns
in
North
Charleston
are
slated
for
well-deserved
replacement.
We
owe
it
to
these
students
to
align
their
opportunities
with
other
schools
in
our
district.

The
phase
for
master
plan
also
includes
cyclic
alkyl
maintenance
for
both
facilities
and
information
technology.
Our
schools,
which
were
built
in
the
early
phases
of
the
program
as
long
ago
as
1997,
require
whole
system
upgrades
to
prevent
them
from
requiring
complete
replacement
wholesale
roof,
HVAC
systems,
AFAA
teria
door,
hardware
and
bathroom
renovations
to
name
a
few
are
included
in
phase
4
overall.
The
proposed
phase
4
capital
program,
maintains
the
positive
momentum
and
continues
to
build
on
the
proven
success
of
phase
3.
