talk
with
our
superintendent
dr.
Nancy
McKinley
who's,
going
to
give
you
a
state
of
the
school
district
I
want
you
to

we
are
scheduled
to
open
10
additional
child
development
classes
up
to
take
care
of
areas
where
we
still
have
a
waiting
list,
and
hopefully
we
will
fill
all
of
those
classes
and
continue
to
have
those
programs
every
year
from
now
on
and
early
childhood
lays
the
foundation
for
future
success.
So
we're
excited
about
that.

Technology,
as
everyone
knows,
is
how
we,
how
we
access
information,
our
children,
have
grown
up
in
the
environment,
where
learning
can
happen,
anyplace
not
just
in
school,
and
we
have
invested
in
equipping
our
teachers
with
the
latest
in
technology
through
multi-million
dollar
investments
in
smart
boards
document
cameras
and
computers
in
the
classroom.
But
recent,
more
recently
we
have
seen
we
have
been
fortunate
to
receive
a
federal
grant
totaling
about
20
million
dollars
that
has
enabled
us
to
purchase
iPads
for
several
classes.

I
mean
several
schools
and
throughout
the
county
that
we
are
using
iPads
to
further
personalize
learning
and
I
cannot
tell
you
the
results
of
this.
Yet
since
it's
just
getting
off
the
ground,
but
I
will
tell
you,
there
is
a
great
deal
of
interest
in
building
technology
skills
and
again
our
school
board
made
a
commitment
in
this
year's
budget
to
add
funding
for
technology
teachers
in
elementary
schools,
where
students
take
online
tests,
learn
basics
of
accessing
information
on
the
internet
and
I
think
we're
going
to
see
that
grow
in
the
future.

It's
been
exhausting
and
exciting
and
energizing
it's
been
a
transformative
period,
not
just
because
I'm
here,
but
because
there's
such
great
energy
in
this
community,
around
children
and
and
about
the
value
of
education
in
transforming
lives
and
enhancing
the
quality
of
life
in
this
great
community
Charleston
is
a
wonderful
place
to
live,
and
we
are
seeing
more
and
more
people
move
here
from
all
over
the
country
as
I
did,
and
we
are
seeing
people
come
here,
demanding
excellent
schools
and
the
good
news
is.
We
are
now
able
to
deliver
excellent
schools.

Here's
a
question
for
you:
what
does
this
look
like?
It
may
look
like
a
blank
screen,
but
it's
really
an
opportunity
for
you
to
reach

customers

a

Exciting
programs
are
in
play
right
now
and
one
is
called
the
Renaissance
project.
We
identified
schools
that
have
been
lagging
behind
or
not
improving
the
way
the
other
schools
have,
and
we
counted
four
elementary
schools
in
that
group,
and
we
made
a
proposal
to
to
the
school
board
to
do
something
radically
different
and,
and
it
entailed
three
three
parts
one
was
every
teacher
had
to
reapply
for
the
for
their
position
and
they
were
not
automatically
brought
back
to
the
school.
They
were
brought
back
if
they
met
certain
criteria
and
the
criteria
was
objective.

Have
they
moved
students
in
terms
of
achievement
going
up?
Have
they
demonstrated
professional
competence
and
these
decisions
were
made
with
the
principal
in
conjunction
with
the
associate
superintendent,
so
certain
teachers
were
invited
back.
Others
had
to
interview
with
an
independent
panel
to
see
if
they'd
be
invited
back.

Sending
the
same
message
to
children
and
the
third
exciting
component
of
the
Renaissance
project
is
that
every
teacher
in
those
schools
is
given
one
thousand
dollars
for
their
own
independent
professional
growth.
It's
the
professional
growth
trust
fund
and
they
can
go
to
national
conferences.
They
can
take
additional
courses
as
long
as
it's
used
for
furthering
their
professional
competence,
it's
their
one
thousand
dollar
fund.
So
we
believe
these
three
components
will
enable
these
schools
to
take
giant
steps
toward
the
progress
that
we
want
to
see
in
all
schools.

Their
literacy
reading,
writing
speaking
and
listening
is
the
foundation
of
all
learn
absolute
and
if
we
do
not
cultivate
those
skills
it
at
an
early
age,
our
children
will
be
doomed
to
be
high
school
dropouts
and
we
began
investing
every
discretionary
cent
we
had
in
literacy
about
four
or
five
years
ago.
If
the
biggest
infusion
came
when
we
received
the
stimulus
funds
and
instead
of
spreading
that
money
around
little
to
science,
a
little
to
math
I
said
every
front.

First
grade:
third:
sixth
grade:
we
built
what
we
call
literacy
academies,
they've
been
refined
every
year,
they've
evolved
to
the
point
where
now
every
single
one
of
our
43
elementary
schools
has
it
primary
literacy
academy
that
covers
students
in
grades,
one
two
and
three,
and
sometimes
for
our
middle
schools,
have
middle
school
literacy
academies
and
our
high
schools
have
an
additional
focus
on
children
who
are
not
reading
on
grade
level.
It's
it's
not
a
plan
that
is
once
and
done.
D
It's
an
ongoing
challenge
and
it's
an
investment
that
we
have
kept
up
every
year
and
thankfully
or
board,
has
supported
it
through
a
policy
that
tells
parents
if
your
child
does
not
participate
in
the
literacy
academy.
He
will
be
retained
because
we
are
not
going
to
promote
students
who
don't
have
the
skills
to
be
successful
and.

The
progress
is
encouraging
it's
real,
but
it
is,
it
is
not
sufficient.
We
cannot
have
even
seven
percent
of
our
students
entering
ninth
grade
without
the
reading
skills
they
need
and
right
now
we
made
inroads
into
that
that
number
of
students
who
are
in
that
bottom
category,
but
I'm
still
concerned
that
we
have
100-plus
students
across
this
county
closer
to
190.

Students
who
I
know
are
not
ready
for
ninth
grade
textbooks
and
I
know
that
they
will
be
challenged
in
every
subject
and
that's
why
we
have
gotten
to
the
point
where
we
know
those
children
by
name.
Our
high
school
principals,
are
being
held
accountable
for
a
plan
for
those
children
to
support
them
through
ninth
grade
but,
more
importantly,
we're
going
back
into
our
records
in
in
sixth
grade
and
and
saying
we
need
to
work.
Work.
Work

seventh
grade
eighth
grade,
so
that
in
the
future.

great
thing:
it's
also
a
challenge,
and
the
challenge
is
finding
a
space
in
communities
that
that
are
popular
and
become
overcrowded,
and-
and
we
have
that
going
on
at
least
in
three
areas
of
our
community
right
now,
one
is
in
the
northern
part
of
Mount
Pleasant.
The
second
is
in
the
northern
part
of
North
Charleston,
and
the
third
area
of
overcrowding
is
in
parts
of
West
Ashley.

So
it
is
an
ongoing
challenge
to
accommodate
parents
of
in
the
schools
where
they
reside
or
in
the
partial
magnet
schools
that
we've
created
to
give
parents
and
students
more
options,
and
we
have
had
successful
building
plans
right
now.
We
are
the
beneficiaries
of
the
voters,
giving
us
a
one
penny
sales
tax
in
2010
that
will
enable
us
to
build
and
complete
17
schools
or
partial
rebuilds
by
2016.

However,
the
growth
continues,
and
in
order
for
us
to
go
beyond
2016
in
terms
of
new
schools
in
overcrowded
area
is
we
will
need
continued
support,
which
may
mean
the
extension
of
the
one
in
penny,
sales,
tax
or
some
other
funding
source,
because
parents
are
very
aware
that
class
size
makes
a
difference.
They're.
Also,
very
aware
of
where
to
buy
houses,
they're
buying
houses
next
to
excellent
schools
right.

Let
me
zero
in
on
Mount
Pleasant,
because
recently,
our
school
board
added
six
hundred
seats
to
schools
that
are
on
the
drawing
board
and
really
the
construction
is,
is
just
starting
out
of
those
two
schools
or
Jenny
more
elementary
school
and
lying
middle
school
in
Mount
Pleasant.
They
will
share
a
campus.
They
were
originally
designed
as
900
students,
schools
and
the
school
board,
just
added
300
additional
seats,
so
they
will
get
a
classroom
wing
added
on
to
those
schools
so
that
we
will
in
when
they
open
in
August
2015,
have
600
additional
seats.

Additionally,
our
motto
is
repurpose,
reuse
and
and
redesign.
If
we
can
some
of
the
old
buildings-
and
it
doesn't
make
sense
to
wait
on
20,
17
or
20
18,
when
we
have
overcrowding
right
now,
so
we're
we've
proposed
that
Mount
Pleasant,
think
about
and
and
put
a
community
task
force
together
to
come
up
with
a
focus
for
a
magnet
school
that
just
serves
district
2
and
magnets
will
means
there
is
no
prescribed
enrollment
zone
but
that
anyone
could
apply
to
have
their
child
go
there.
So
we
will
be
reusing.

Currently
over
1,000
students
are
enrolled
in
Montessori
programs
in
Charleston
and
that
will
grow
because
each
year
is
those
children
get
older.
We
will
add
a
grade
in
those
schools
and
the
the
thrust
of
Montessori
education
is
the
world
is
an
exciting
place.
You
go
out
and
explore
it,
because
Montessori
enables
children
to
problem-solve,
explore,
make
sense
of
the
world
around
them
and
I
believe
these
are
the
skills
that
will
be
needed
in
in
the
jobs
of
the
future.
So
I'm,
proud
of
the
growth
that
we've
seen
in
Montessori
and
I.
