Description
District 23 Special Called Meeting August 4, 2020
A
B
Okay,
father
god,
we
thank
you
lord,
for
this
davey.
Thank
you
for
the
many
blessings
that's
restored
upon
us,
lord.
We
actually
to
bless
us
in
this
meeting
with
god,
be,
I
said
you
were
leading
god
as
lord
as
we
go
forth
and
do
the
business
of
the
school
district
of
god,
lord,
be
actually
the
busiest
and
every
one
of
the
members
of
god
as
we
go
through
these
trying
times.
Oh
god,
and
bless
our
students
that
that's
in
our
district
and
nobody
actually
bless
each
and
every
one
of
jesus
name.
We
pray,
amen.
A
A
It
has
been
moving
second,
that
the
agenda
be
adopted
for
august.
The
4th.
Are
you
ready
for
saying
that
by
saying
aye.
A
Opposites:
okay:
we
have
approval
here
for
our
2020
meeting
that
was
scheduled.
Can
we
get
an
approval
for
that.
C
Madam
chair,
I
make
a
motion
that
we
received
the
irregular
meeting
agenda
for
the
2020
2021
school
year,
sent
to
us.
A
It
has
been
moving
second,
my
revenue
home
second
by
miss
boyne's
that
the
approval
for
the
2021
meeting
schedule
b
receive.
Are
you
ready
for
question
signify
by
saying
aye?
Okay,
any
opposes
okay,
any
old
business.
We
need
to
talk
about.
F
Madam
chair,
as
you
go
into
your
meeting
just
I
just
want
all
the
board
members
to
know
that
this
tonight's
meeting
will
be
live
stream.
If
anyone
want
to
go
in
to
the
ccsc
website.
Thank
you.
You
may
proceed.
A
A
B
Yeah,
I
I
just
want
to
update
the
board
as
this
morning.
The
sled
investigators
gave
me
a
call
on
this
morning
that
they're
pursuing
the
investigation
of
absolute
high
school
okay.
B
And
to
further
carry
on
the
investigation
at
the
for
the
the
schools.
A
Okay,
thank
you,
reverend
glover.
Anyone
have
any
questions
for
that.
That's
already
in
the
making.
So
thank
you
reb
all
right
at
this
time
here
I
asked
reverend
to
look
up
some
information
for
us
and
I'ma
turn
this
part
of
the
meeting
over
to
reverend
holmes,
and
thank
you
for
ever
all
you
and
for
all
your
work.
C
I
definitely
to
our
board
chair
ms
matthews,
the
vice
chair,
mrs
bowens,
and
to
all
my
other
fellow
board
members,
dr
freeze,
jr,
reverend
glover,
miss
nelson
ms
hamilton
gibbs
and
myself
to
the
district
representative,
mr
reggie
mcneil
and
mr
cobb,
and
also
to
ms
taubert
and
miss
champagne.
C
Please
understand
that
we
know
that
there
is
no
one-size-fits-all
option.
However,
the
general
options
that
we
are
presenting
are
those
that
were
in
discussion
and
those
that
were
ones
that
were
trying
to
encompass
what
we
were
meeting
about.
Before
I
begin,
I
want
to
thank
the
ccsd
board
for
the
grace
period
because
it's
difficult
opening
school
now
with
so
much
uncertainty
that
that
we're
faced
with
so
it
would
have
been
pretty
chaos
to
try
and
merge
the
schools.
So
thank
them
for
the
grace.
C
With
that
the
subcommittee
met
we
met
with
the
district
leads
on
mr
cobb,
who
was
with
us
at
that
time.
We
also
met
in
a
regular
board
meeting,
and
then
we
had
a
community
meeting
due
to
the
cold
at
19.
Things
were
put
on
a
halt,
but,
however,
we
know
that
we
have
to
move
forward
because
of
educating
children
does
not
stop.
So.
C
Therefore,
I
wanted
to
present
to
us
tonight
so
that
we
could
move
know
what
our
next
steps
would
be
with
the
options
that
we
are
presenting.
C
We
have
four
options,
and
I
don't
know
if
ms
tallbert
has
it
to
put
on
the
screen,
but
we
have
four
options:
okay
and
the
four
options
that
we
have,
the
the
one
of
the
option
was
to
basically
leave
the
two
schools,
as
is
with
no
changes
and
the
rationale
behind
that
is
that
all
for
more
services,
in
order
to
bring
the
equity
that
we
feel
are
needed.
That
was
option.
C
C
We
have
students
who
are
on
the
waiting
list
for
the
early
childhood
classes
on
one
end
of
our
district
and
having
a
school
designed
for
those
ages
and
levels
will
be
such
a
great
start
for
our
children
and
will
help
them
to
meet
the
expectations
that
are
expected
of
them
and
then
having
a
school
with
grades.
One
through
five
would
again
give
our
students
an
opportunity
to
be
more
challenged
and
to
be
to
explore
and
have
a
once
again
solid
foundation
when
it
comes
to
the
educational
experiences.
C
C
The
difference
is
that
our
older
students
will
get
a
continuation
in
minnie
hughes
until
the
second
grade,
and
then
eb
ellington
will
have
all
the
grades
that
are
tested
with
state
testing
and
could
be
in
one
building,
and
they
could
focus
a
little
more
stronger
on
those
option
d,
which
was
our
final
option.
C
Just
it's
just
a
reversal
of
option
b,
which
is
the
design
and
early
childhood
center
at
eb
ellington
for
ages,
zero
through
five
and
then
minnie
hughes
will
serve
first
through
fifth
and
the
same
rationale
as
I
gave
with
b.
However,
we
bulleted
some
points
that
we
wanted
to
make
very
clear.
We
also
request
additional
support
persons
such
as
mental
health,
parent
advocates,
interventionists,
etc,
to
help
our
students
that
we
might
meet
the
needs
of
the
whole
child
so
that
the
child
will
grow,
the
children
will
grow
holistically.
C
We
realize
that
some
of
our
children
are
coming
to
school
with
deficits,
and
I
think
if
we
have
these
additional
services,
we
agreed
that
we
would
have
the
undergirding
support
for
not
only
our
children
having
an
equal
stop
and
our
children
having
equity
in
their
work.
C
Also,
we
want
to
continue
to
involve
the
stakeholders
in
the
process
as
much
as
possible.
We
know
that
the
next
chain,
if
it
is
approved
tonight
if
a
motion
is
made
and
we
move
forward
the
next
step
according
to
board
chair-
would
be
to
meet
with
members
of
the
charleston
county
school
board
to
move
forward
with
that.
C
And
so
we
want
your
big
stakeholders
still
be
involved
in
the
process
and
then
the
final
bullet
is
to
be
sure
that
the
facilities
will
be
able
to
accommodate
the
potential
growth,
especially
at
ev
ellington
elementary
school,
because
we
know
that
that
community
is
growing.
C
But,
however,
we
want
to
make
sure
that
both
facilities
are
adequate
for
our
zero
through
five,
if
that's
wherever
they
will
be,
and
then
for
our
first
through
fifth,
if
that's
the
configuration,
so
those
are
the
options
we
wanted
to
meet
because
of
the
time
frame.
And
madam
chair,
you
can
correct
me
in
our
discussion.
C
We
wanted
to
make
sure
that
we
move
forward
with
this,
because,
even
though
we
are
in
a
transition,
the
things
that
are
still
going
on
and
and
so
we
were
given
the
grace
period
and
we
we
do
need
to
connect
with
the
county
board
so
that
we
can
at
least
move
forward
with
discussion
so
that
we
can
come
back
and
and
know
where
we
are
for
our
students
for
the
2021
school
year,
21
22
school
year,
that
that
ends.
My
presentation,
madam
chair.
A
Thank
you
so
much
reverend
holmes,
okay,
board
members,
any
question
I
think
when
we
met
last,
we
agree
on
option
a
right,
reverend
homes.
Everybody
online-
to
keep
the
school
open
with
additional
resources,
am.
C
That,
mr,
but
didn't
we
vote
on
the
four
keeping.
C
C
Okay,
yeah,
but
but
it
was
all
for
the
options
that
you
were
going
to
discuss
with
the
board
the
county
board
members.
A
Now,
right
now
the
community
cannot
meet
and
time
is
moving
on.
Just
like
reverend
holmes
stated
and
we
as
the
board.
We
need
to
make
a
decision,
so
we
can
meet
with
county
board
and
let
county
board
know
what
district
23
board
have
decided
on.
So
it
is
any
question.
D
C
Sir,
and
in
our
subcommittee
meeting
in
our
subcommittee
meetings,
these
were
the
four
options.
Am
I
correct.
C
C
C
Yeah,
but
we
need
to
prove
that
now
ms
matthews
will
have
the
next
the
next
step,
because
remember
we
paused
on
going
forward
because
we
had
the
community
meeting
right
after
that,
and
it
was
said
we
didn't
give
the
community
enough
on
time.
So
we
paused
and
we
went
into
the
community
meeting
and
so
that's
why
we
needed
to
come
back
and
have
this
meeting.
So
we
can
move
forward
with
it.
B
E
A
D
A
Now,
who
will
be,
I
will
be
contacting
county
board.
My
secretary
will
be
conning
our
secretary.
F
Toshiba,
will
you
be
able
to
set
that
meeting
up
or
you
want
the
nation
to
do
it?
It's
what
she's
asking.
G
Right
and
I
can
go
ahead
and
set
that
meeting
up
with
reverend
mack.
A
G
I
think,
based
on
what
we
have
in
the
minutes,
it
was
going
to
be
you
meeting
with
rev
mack
you
and
maybe
one
other
board
representative
meeting
with
rev
mack
to
share
the
proposal.
A
We
can't
take
two
more
with
me.
A
H
A
A
As
rev
holmes
said,
this
is
a
difficult
time
doing
this
pandemic
and
we
just
got
to
be
fast
up
in
prayer,
because
some
of
our
kids
really
do
need
to
be
in
school-
everybody's,
not
a
virtual
learner,
but
we
got
to
make
sure
everything
is
going
to
be
in
a
safety
mood
for
our
teachers,
bus
drivers,
students
and
all.
So
we
just
got
to
make
sure
that
everything
is
set
up
right
to
protect
everyone
at
the
school
who
is
involved
in
educating
our
children.
A
That's
my
only
concern
because
this
pandemic
is
nothing
to
play
with,
so
I
hope
some
of
you
listen
and
we
had
a
63
vote,
so
our
kids
is
going
back
to
school
and
it's
up
to
the
parents.
They
can
keep
them
at
home
virtually
or
they
can
send
them
back
to
school.
We
will
start
school
on
september,
8th
the
cds
goes
cd,
milo
grandson.
They
go
in
the
18.,
so
I
hope
our
parents
would
already
sign
up
their
kids.
Rather,
you
want
to
keep
them
home
virtually
or
send
them
in
person.
A
A
That's
a
question
for
the
oh
liaison,
mr
cobbs.
A
E
F
B
So,
in
other
words,
so
another
you're
saying
the
district's
saying
the
hell
with
the
students
that
goes
into
these
schools
and
their
health
they're,
not
taking
nothing
into
consideration.
I
think
there
should
be
something
somewhere
in
a
clause
where
the
kids
should
have
some
sort
of
testing
before
entering
into
an
environment.
They
don't
know
who
has
the
virus
because
they
say
that
those
that
may
have
it
may
not
have
symptoms
of
it.
B
So,
in
other
words,
if
my
child
gets
tested
and
goes
into
the
school,
it
does
that
they
say
to
me
that
that
child
would
come
out
the
same
way
that
he
went
in,
so
that
I
feel
that
there
should
be
some
guidelines
in
there
some
sort
of
safety
precautions
within
the
school
district,
because
you
got
kids
coming
from
everywhere.
You
don't
know
who's
who,
so
they
haven't.
Really
kids
should
be
taken
into
consideration.
F
So
reverend
glover,
what
you
just
said
is
not
accurate
what
it
is.
It's
a
parent
choice
to
have
a
child
tested,
because
you
know
we're
dealing
with
adults
as
professionals
and
as
the
school
district.
But
when
it
comes
down
to
testing
a
parent
has
to
make
that
choice
that
they
want
their
child
tested
or
not
tested.
B
A
Taking
that
was
my
question
to
mr
cobbs,
because
I
understand
what
you're
saying
and
I
understand
what
reverend
glover
is
saying,
because
I
wonder
if
the
district
was
going
to
do
it
all
the
parents
will
have
to
do
it
because,
right
now,
all
of
my
grandchildren
that
goes
in
this
district,
they
tested
negative.
I
had
my
whole
family
tested
so
far
we
negative,
but
so
that
means
all
parents
would
have
to
test
their
children,
because
this
this
this
pandemic,
this
disease
is
airborne.
A
If
a
child
comes
to
school
with
this
virus
and
that
child
taking
mass
on
and
the
kids
are
real
close
to
him
to
him,
it
can
be
spread
like
nothing.
So
I
don't
know
if
they're
gonna
ask
these
kids
to
keep
their
mass
on
during
the
whole
time
they're
in
the
class.
What
is
the
plan?
Because
you
know
I?
I
just
don't
know
what
the
plan
is
for
charleston
county.
You
know.
Let
me
share
this
with
you,
my
daughter,
my
daughter
son,
goes
to
a
private
school
in
columbia.
A
Every
child,
the
parents
can't
even
come
into
school.
Every
child
will
be
dropped
off
with
a
mask
and
a
shield.
He
already
got
his
shield,
they
would
wear
gloves
in
they
would
they
got
shields
between
every
seat.
I
saw
the
pictures
when
I
was
up
there
last
week.
They
got
these
kids
protected.
The
teacher
got
a
shield
over
her
desk.
She
can
take
it
off
or
just
the
mask
off.
I
just
talked
through
the
shield.
What
are
we
doing
to
protect
our
children.
H
Sure
I
would
first
want
to
point
your
attention
to
the
what's
been
posted
and
what's
been
advertised
in
the
media
and
also
on
the
ccsd
website
in
regards
to
the
safe
schools
restart
plan
that
was
voted
on.
It
did
a
first
reading
and
a
second
reading
that
was
approved
by
the
board
in
which
you
referenced
madam
chair
from
63
by
63..
H
It
covers
a
lot
of
the
information
in
which
we
are
discussing
right
now,
but
as
far
as
coming
into
the
school
facility,
there
is
going
to
be
added
custodial
service
for
cleaning
they're,
going
to
have
desks
that
are
properly
with
a
part,
proper
screens
between
the
desk
to
exercise
so
safe,
distancing
and
also
protecting
the
kids
from
one
another
that
are
seated
next
to
each
other
in
the
desk
setup
that
that
you've
seen
online.
H
So
there's
that
and
there's
also
what
they're
doing
with
transportation
as
far
as
this
the
seating
and
how
the
children
will
be
arranged
on
the
bus,
every
child
is
going
to
be
required,
along
with
the
teachers
to
wear,
face,
masks
according
to
this
safe
restart
plan.
So
I
would,
I
would
point
you
to
the
the
restart
plan.
It's
it's
a
two-page
read
on
the
ccsd
website.
You'll,
have
all
the
information
you
guys
are
seeking.
E
E
Hey
this
morning,
I
was
instructed
that
we
were
all
having
remote
start.
So
is
that
all
schools,
or
is
that
just
a
lengthy
school
to
happen.
E
H
So
I
don't
know
if
that
decision
has
been
made
yet
because
we're
still
out
right
now
with
the
options
for
choices
for
parents
to
make
to
bring
their
children
back
to
school
in
person
and
or
to
do
virtual
learning
right
yeah.
I
do
believe
that
if
things
do
not
change
from
when
they
we
all
talked
about
this
at
the
board
meeting
where
the
numbers
do
not
reduce
enough
and
it
doesn't-
it's
not
determined
that
it's
safe
for
us
to
restart
school
in
person.
E
F
And
also,
in
addition,
miss
matthews,
I
think,
all
board
members,
even
the
patreon
board,
were
sent
the
restart
plan.
A
H
A
Yeah,
okay
and
my
other
question,
is
we
like
to
thank
mr
mcneal
for
his
service?
We
got
your
email
that
he's
leaving
us
and
we
greatly
oh
yeah,
really
going
to
miss
you.
You
have
great
access
to
us
at
our
meeting
and
we
just
I
just
wish
you
well,
and
I
just
know
the
board
does
also
so
anyone
want
to
say
anything.
H
A
H
I
was
a
part
of
the
family,
you
know
when
I
first
came
into
charleston.
I
was
a
what
they
call
a
come
here
and
so
that's
what
they
said.
They
saw
this
this
guy.
If
you
read
my
bio
that
was
born
in
hawaii
and
lived
in
california
and
then
made
my
way
over
to
south
carolina.
H
You
all
welcomed
me
with
open
arms
and
lots
of
food,
so
I'm
really
going
to
miss
the
conversation
I'm
going
to
miss
the
pork
chops
and
red
rice,
my
wife
and
I
have
thoroughly
enjoyed
ourselves
coming
out
there
to
district
23..
We
first
showed
up
at
district
23
my
first
year
here,
because
I
did
not
know
what
constituent
board
meetings
look
like.
That's
not
something
that
I'm
accustomed
to
hearing
about
across
the
country.
H
This
is
something
that's
unique
to
charleston,
and
so,
when
I
stepped
into
there
and
I
saw
district
23
and
saw
the
passion
in
which
you
all
spoke
with
and
and
talking
to
dr
postwaite
about
some
things
that
you
wanted
to
see
change.
I
remember
reverend
glover
talking
about
uniforms
at
one
point
I
said
wow
look
at
this
and
so
shortly
thereafter
dr
poserway
appointed
me
to
be
the
district
23
liaison.
I
didn't
ask,
but
I.
G
H
Was
happy
that
she
made
that
decision?
It
speaks
to
her
wisdom
to
try
and
make
you,
and
I
have
this
perfect
marriage,
and
we
did
so.
I
think
that
there
was
a
lot
of
things
accomplished
and
there
was
a
lot
of
things
brought
back
and
forth
to
dr
postwaid
and
some
of
the
other
chiefs
and
the
department
heads
to
try
and
get
resolution
for
some
of
the
concerns
in
district
23.
So
also
I'm
very
happy.
I
will
never
forget
this
experience.
H
I
will
be
keeping
in
touch
I'll,
be
looking
back
here
to
see
what's
going
on
in
district
23.,
so
my
hat's
off
to
you
and
thank
you
for
all
of
your
service.
Okay,
this
is
something
hard
for
you
all
to
go
through.
Thank.
