Description
Chattanooga City Council Agenda Session — 05-22-18
B
Thank
You
mr.
vice
chairman
members
of
council
audience
so
once
a
year,
we
get
an
opportunity
to
recognize
the
great
work
that
our
staff
do
in
protecting
the
city's
infrastructure,
maintaining
the
city's
infrastructure
and
building
out
the
city's
infrastructure
and
all
the
work
that
that
we
do.
We
do
things
that
in
public
works,
that
most
of
the
time
are
gone
that
go
unnoticed.
Most
people
don't
know
that
we
weren't
there
unless
we
didn't
come
to
pick
up
your
garbage
or
recycling
or
if
the
something
happens.
B
But
there
are
so
many
good
things
that
that
our
staff
do
that
it
takes
teams
of
individuals
out
maintaining
streets
and
all
that
all
the
things
that
make
up
a
quality
city
to
help
people
live
the
lives
that
they
want
to
live
in
our
community
and
Chattanooga
is
is
thriving
in
economic
development.
Public
Works
is
placed
part
in
that
public
Bork's
supports
and
is
supported
by
all
the
other
departments.
B
The
police
department,
the
fire
department,
economic
development
city,
attorney's
office,
IT
and
many
others,
and
we
appreciate
the
council's
support
and
maintain
the
city's
infrastructure
is
an
important
part
and
recognizing.
It
is
an
important
part
to
a
great
city,
so
I
have
a
proclamation
that
I
would
like
to
read
and
I
want
to
tell
you
about
a
couple
of
events
that
are
happening
this
week.
B
Public
works
services
provided
in
our
community
are
an
integral
part
of
our
citizens,
everyday
lives
and
the
health,
safety
and
comfort
of
this
community
greatly
depends
on
these
facilities
and
services,
and
the
quality
and
effectiveness
of
these
facilities,
as
well
as
their
planning,
design
and
construction,
is
vitally
dependent
upon
the
efforts
and
skill
of
Public
Works
officials
and
the
efficiency
of
the
qualified
and
dedicated
personnel
whose
staff
public
works
departments
is
materially
influenced
by
the
people's
attitude
and
understanding
of
the
importance
of
the
work
they
perform.
Now.
B
Therefore,
I
Andy
Berke,
mayor
of
the
city
of
Chattanooga,
do
hereby
proclaim
the
week
of
May
20th
through
May
26th
2018,
as
National
Public
Works
week,
the
power
of
Public
Works
as
this
year's
theme.
So
thank
you,
city,
councilmen
and
council
women
for
your
support.
We
have
a
several
events
that
have
happened
this
week
already
yesterday,
several
our
folks
participated
in
a
stream
cleanup.
Today
they
supported
Bethel
Bible
village
in
a
in
an
outreach
in
our
community
to
help
that
facility.
B
We,
tomorrow
at
nine
o'clock,
I
invite
you
to
come
down
and
see
all
the
work
that
our
equipment
operators
do.
They
will
compete
in
timed
trials
in
skid,
steer,
backlit
backhoe
front
loader
garbage
truck
knuckle
boom
truck.
So
these
are
some
really
skilled,
folks
that
touch
your
houses
and
the
houses
of
your
constituents
every
day.
So
we
would
appreciate
your
support,
or
just
thank
your
thank
your
garbage
van
or
the
next
guy.
You
see
and
know
how
much
work
they
do
for
you
and
your
constituents
we'd
also
like
to
invite
you
on
Friday.
B
We
have
an
annual
picnic
that
we
support
at
the
1st
Tennessee
pavilion
and
on
Thursday
we'll
be
presenting
awards
to
some
very
worthy
recipients
in
our
department
and
for
and
recognizing
other
projects
in
the
city.
So,
mr.
chairman,
thank
you
for
the
opportunity
to
present
to
you
Public
Works
week
and
thank
you
for
the
opportunity
to
host
these
events
for
our
employees
and
for
the
volunteers
in
our
community.
Yeah.
A
Justin
before
you
go
and
I
guess,
it's
safe
to
say
this
council
really
appreciate
the
work
of
Public
Works
and
all
the
many
men
and
women
who
serves
who
keep
our
city
clean
and
keep
us
safe
and
handle
our
roads.
And
you
know
it's
my
personal
experience
that
whenever
I
call
for
services,
y'all
are
right
there
and
the
only
reason
why
I'm
calling
is
because
constituents
are
calling
me.
So
it's
greatly
appreciated
the
week
is
well-deserved
and
looking
forward
to
the
picnic,
because
y'all
really
have
some
good
food.
All.
C
You,
mr.
vice
chairman
Justin,
thank
you
from
the
people
of
district
4
I've,
seen
a
tremendous
improvement
I
think
in
the
last
year
since
I've
been
in
office
visually
looking
at
what
Public
Works
has
done
for
the
district
district
out
there
in
East
Brainerd
area,
from
filling
of
potholes
to
cutting
of
grass
to
the
litter.
Just
to
the
communication
link
that
I
have
with
the
department
Public
Works,
it
has
been
an
extreme
honor
to
work.
C
Alongside
of
you,
I
appreciate
the
the
men
and
women
who
work
in
Public,
Works
I
often
try
to
stop,
say
hi
to
them,
because
I
do
appreciate
the
work
that
they
do
because
I
understand
it
takes
all
of
us
together
and
I.
Think
you
all
are
doing
a
great
job
and
hope
you
have
a
fantastic
rest
of
the
week.
Thank.
A
D
D
So
al
Greenwood,
Alpha,
Greenwood
907,
my
street
effect
but
and
I
really
enjoyed
getting
to
know
you
as
an
individual
and
just
to
disappear.
Out
of
you
know,
rumors
that
I
heard
about
you,
but
it's
important
to
me
to
build
those
relationships,
and
you
know,
even
if
you
were
a
cheerleader,
you
TC
it's
okay,
but.
A
A
F
G
G
H
So
the
volca
funding
is
a
three-year
grant
initially
and
then
every
three
years
we
can
go
to
essentially
re-up
or
reapply
for
it.
So
it's
200,000
for
every
single
year.
The
current
funding
for
two
of
our
advocates
under
the
project
safe
neighborhoods
grant
has
expired,
and
we
will
finish
our
final
report
on
that
in
June.
G
H
Sir
mm-hmm,
yes
for
the
two
existing
ones,
so
it
will
keep
our
two
existing
ones
that
we
have
Kristen
and
Jessica
and
then
expand
to
a
third
staff
member
who
the
eventual
goal
is
or
the
the
intended
goal.
My
desire
is
to
have
somebody
that's
bilingual
in
Spanish
in
English,
because
we
do
want
to
make
sure
that
we're
providing
services
to
somebody
in
their
primary
language.
G
I
G
I
I
I
G
I
G
F
J
Sir
that'll
be
handled
like
an
agency
like
any
other
agency
appropriation,
so
it'll
be
handled
through
Finance.
We
will,
after
the
after,
the
budget
has
passed
all
of
our
agency
appropriations.
We
send
notice
to
them
and
send
them
a
contract
and
handle
it
that
way,
and
then
we
will
have
our
regular
performance
review
of
those
agencies
and
their
work
through
our
new
process
that
we
were
about
to
develop.
Thanks
to
the
great
suggestions
that
we
heard
today.
So.
J
Was
it's
really
more
if
we
were
awarding
it
as
part
of
it,
was
part
of
a
recommendation
from
purchasing
and
legal
that
if
we
were
giving
money,
particularly
to
one
partner
who
can
do
this
work
that
that
we
would
have
to
do
an
RFP,
which
is
what
we
ended
up
doing
this
year
for
those
services
and
every
year
we
would
be
doing
an
RFP
and
it
was.
It
was
just
more
more
work
to
do
it
that
way,
and
so
we
opted
instead
for
to
allow
those
agencies
to
apply
on
their
own
to
provide
these
services.
D
And
for
some
reason,
I'm
glad
Greta
is
here
because
a
lot
of
those
questions
were
aimed
at
the
fact
that
her
girls
play
AAU
and
they
was
thinking
she
was
a
part
of
Chattanooga
basketball
but
they're.
They
don't
play
which
had
a
new
basketball.
But
my
question:
is
there
any
other
organization
up
a
bead
on
these
country?
We.
D
Basketball
teams
they're
complaining
about
that
they're
submitting
their
B's
and
in
order
not
even
getting
a
notification
about
when
to
be
a
processes
story.
So
do
you
know
if
that's
how
many
people
we
actually
are
contacting
to
send
it
out
or
put
them
to
respond
to
just
two
people
in
a
database
or
no.
J
I
I
can
get
Bonnie
to
give
you
that
and
that
information
I
mean
all
of
our
beds
are
on
our
website
for
everyone
to
see.
But
I
know
unless
you're
looking
for
it.
But
I
can
you
don't
go
to
our
website
on
a
daily
basis
to
look
to
see
what
bids
are
available?
I
understand,
but
I
certainly
will
we'll
ask
Bonnie
for
more
detail
on
that
and
we'll
get
it
for
you
this
afternoon,
because.
D
That
job
number
2.0
report
say
we
can't
read:
I
thought
it
was
not
going
for
the
website.
People
try
to
read
to
find
to
be,
and
a
lot
of
people
rely
on
mail.
You
know
physical
mail
coming
to
their
house
or
say
I,
don't
know
if
that's
if
we
still
use
that
outdated
process
of
getting
information
out,
but
a
lot
of
people
just
don't
utilize
internet
access
to
well
through
that
way
as
well.
J
I
mean,
and
certainly
for
most
for
most
bid
RFPs.
We
we
have
lots
of
folks
lots
of
databases,
of
different
people
who
apply
usually
apply
or
in
those
businesses
or
in
those
types
of
businesses.
I'm,
not
I'm,
not
sure
in
the
in
the
basketball
provision
business
that
we
have
a
large
database,
but
but
I'll
certainly
ask
around.
D
D
J
Same
process
was
not
done;
that
was
a
BFO
offer,
so
the
offer
of
the
process
that
was
done
for
that
was
that
all
the
like,
any
other
offer
it
is
submitted,
is
reviewed
by
the
offer
committees
and
under
the
smarter
families.
Smarter
student,
stronger
families,
part
of
the
the
budgeting
for
outcomes,
process
and
reviewed
and
ranked,
like
all
the
other
offers
and
had
a
ranking
high
enough
to
make
it
into
the
leadership
teams.
Review
and
the
leadership
team
decided
to
fund
that
it's
part
of
our
budget.
D
Because
I
want
to
know
for
my
purpose,
II,
so
with
the
Chattanooga
basco
bonding,
we
have
two
different
groups
that
come
under
the
umbrella:
Chattanooga
basketball.
We
have
the
elite
and
then
we
have
the
girls
team.
So
is
it
possible
that
they
could
just
simply
apply
for
the
BFO
for
their
own
organizations
or
do
they
have
to
continue
to
contract
on
the
Chattanooga
basketball?
D
I
I
So
the
the
two
that
are
currently
underneath
Jenny,
but
those
are
the
two
you're
talking
about
correct.
Yes,
it's
just
that's
just
the
way
it
was
arranged
in
the
past
if
they
can
apply
either.
However,
they
want
to
the
BFO
process
is
open
to
anybody
and
they
can
anybody
can
apply.
Have
they
went
to.
It
seems
to
me
that
they
came
together
to
make
their
their
bid
stronger
and
they're
BFO
offer
stronger.
So
that's
why
they
came
together,
but
if
they
wanted
to
break
apart
and
apply,
they
can
or
anybody.
L
Bird
Thank
You
chair
it's
just
so
many
times
when
we
have
any
conversations
it
just.
It
seems
like
we're
once
again
like
we're
beating
up,
or
you
know
it's
like
a
back
and
forth,
but
I
guess
this
is
how
you
deliberate
to
get
the
answers
that
you
need.
Definitely
my
constituents
and
I
know
you
remember
last
year
how
so
many
people
had
gripes
and
was
trying
to
understand
why
these
certain
groups
always
get
the
same
contracts
or
get
certain
seem
to
them.
L
They
seem
like
they
get
certainly
way
when
it
comes
to
these
contracts,
and
then
we
even
had
a
thing.
What
we
wanted
zip
codes
to
see
if
we're
funding
these
groups,
who
are
whether
people
the
key
is
coming
from
that
are
getting
funded,
you
know,
are
we
funding,
Chattanooga
city
kids?
Are
we
funding
Georgia
kids?
Are
we
felt
like
was
getting
the
most
impact
from
these
programs
that
were
spending
City
dollars
to
fund?
So
it's
definitely
not
a
a
go
against
against.
L
You
know
what
you're
doing
how
the
program
is
going,
but
it's
just
the
fact
that
I
constituents,
when
we
get
back
and
they
see
that
once
again,
we've
said
these
funds
are
going
to
a
hundred
thousand
dollars
of
Chattanooga
taxpayers.
Money
is
going
to
Chattanooga
basketball
and
you
have
half
the
kids
or
the
majority
of
the
kids,
don't
even
live
in
Chattanooga,
and
then
they
have
a
problem
with
that
or
they
they
come
to
us
and
complain
about
it
and
they
say:
hey
poor.
L
The
zip
codes
get
the
information,
and
just
now
in
the
budgeting
session,
that's
one
thing:
we
was
talking
about
outcomes
and
project
and
how
things
are
judged
and
we
never
get
those
outcomes.
And
that
becomes
the
issue
when
it
comes
to
appropriating
this
money
for
people,
it's
I
did
a.
We
did
a
meeting
here
on
one
Thursday.
L
I
know
it
have
been
hundred
or
hundreds,
but
lots
of
organizations
trying
to
get
it
back
again
to
marketing.
How
are
we
promoting
that?
These
beers
are
going
out?
You
know,
so
we
get
back
into
that
situation
again.
So,
oh,
no,
that's
kind
of
it
becomes
a
problem,
and
now
we
sitting
here
having
this
conversation
again,
did
we
ever
find
a
situation
where
we
got
zip
codes
or
anything
to
who
these
people
fund
are
the
kids
that
are
being
most
impacted
by
these
funds
that
are
coming
from
the
Chattanooga
city?
Yes,.
I
L
And
now
I
would
like
to
know
for
like
even
all
three
of
them,
if
we
can
not
just
the
Chattanooga
basketball,
but
just
I
would
like
to
know
the
zip
codes
or
the
kids
or
the
people
that
are
being
serviced
by
this
money
that
are
coming
from
our
taxpayers.
If
that
games,
you
can
do
that
for
me,
okay.
Thank
you,
sir.
A
J
M
Of
course,
the
so
in
general,
what
would
have
applied
to
all
three
of
these
RFP
processes
would
be
the
same
as
we
apply
to
all
of
our
public
processes,
which
is,
of
course,
the
solicitations
publicly
posted,
well
the
information
that
a
vendor
would
need.
We
also
asked
the
owner
Department
the
department
and
wife,
in
this
case
yfd.
If
it
has
any
recommended
benders
to
directly
send
the
solicitation.
M
It's
not
something
that
we
that
we
have
to
do,
but
obviously
we
recognize
the
the
value
that
you're
speaking
of
letting
them
know.
The
department
also
has
the
the
ability
on
its
own
to
let
vendors
know,
but
we
would
have
to
look
in
the
specific
file
to
know
who
it
was
sent
to,
but
for
the
AAU
specifically,
there
are
two
responses.
M
D
A
Okay,
any
any
other
questions.
Okay,
before
we
proceed
to
the
IT
department
report,
I'd
like
to
acknowledge
and
wealth
welcome,
Chris
Gobbo,
he
is
the
senior
director
for
public
policy
for
the
Chattanooga
area
chamber.
So
Chris
stand
up.
We
want
to
know
who
you
are
I,
see
what
you
look
like
so
welcome
to
our
community.
We've
had
some
great
conversation.
Chris
is
gonna,
be
a
great
addition
to
our
city
as
in
helping
us
move
forward
with
public
policy
and
connecting
to
those
organizations
and
political
structures
that
will
help
us
be
successful.
A
E
We
decided
that
we'll
give
you
something
a
little
tangible
this
time,
this
go-around
for
the
report
and
one
of
the
things
that
the
department

me
home

to
demonstrate
that
application

I've
brought

Corrine
Sapp.

one
of
our

and
she
will
take
it
from
here.
N
Afternoon
this
is
sergeant
Holloman
he's
here
with
me
as
well.
He's
helped
me
with
this
program.
He
works
for
the
juvenile
missing
persons
unit.
We
wanted
to
share
with
you
the
take
me
home
program
and
give
you
a
little
idea
of
what
it's
about
cuz.
It's
been
in
the
news,
but
this
program
it
was
brought
by
the
fire
department
actually
to
I.t
in
the
police
department
about
a
program
that
could
help
our
community
in
this
program
is
designed
to
help
emergency
services
if
they
were
to
get
out
with
individual.
N
That
is
unable
to
communicate,
or
maybe
a
person
that
is
missing.
Emergency
services
is
able
to
search
based
on
physical

to
get
a
lineup

be
in
front
of
them

get
mergency

and
bring
them
back.
To
give
you
a
little

the
program

like
to
share
a
video
with
you.
O

important
remember
to

You
would
not
want
anyone
getting
your
enrollees
personal
information.
P
Law
enforcement
officers
are
always
coming
across
people
who
may
have
problems
communicating
their
whereabouts.
The
way
they
live,
based
on
their
disability
of
some
type
patrol
officers
now
have
been
had
this
program
on
their
laptops
and
that
they
come
across
that
person
I
mean
if
they're
entered
as
an
enrollee
in
the
program
they're
able
to
cross
represent
him
or
her
in
the
database.
Currently
we
have
approximately
30
enrollees,
which
is
about
my
pace
for
this.
For
this
type
of
program.
C
Thank
you
mr.
chair.
This
might
actually
be
a
question
coming
from
dr.
burrs,
but
what?
What
steps
have
the
police
department
had
in
by
way
of
training
for
dealing
with
different
scenarios
that
they
might
encounter
and
are
those
training
efforts
based
on
what
the
current
enrollees
already
the
history
of
roly's?
You
have
now.
P
There
has
been
no
special
training
for
officers
dealing
with
a
special
needs
person.
Officers
are
trained
on
how
to
confront
certain
individuals
at
certain
times.
I
want
to
take
you
back
a
few
months.
Back
in
Marshall
we
had
the
missing
nine-year-old
who
was
was
was
autistic,
couldn't
communicate,
mother
walked
into
a
storage
unit
store
and
then
turned
around
her
son
was
gone.
P
C
P
Give
you
a
scenario:
Riverbend
is
coming
up.
Mm-Hmm
family
is
at
Tenerife
event
all
the
time
with
their
children,
loved
ones,
crowds,
sometimes
kids,
slip
away.
Sure
children
with
special
needs
may
have
problems,
communicating
sure
their
nonverbal
come
across
the
police
officer.
Somebody
brings
the
police
officer
that
you
have
found
the
child,
but
he's
not
speaking
officer
then
takes
him
to
his
patrol
car.
Where's
laptop
is
cross-reference,
says
his
laptop
and
says.
Okay,
this
child
is
departed
to
take
me
home
program.
P
C
G
N
N
It's
just
it's
only
accessible
by
China
go
police
department,
Fire
Department
at
this
time,
and
other
agencies
have
come
to
us
and
asking
how
can
when
they
can
jump
in
on
our
system.
But
when
you
think
about
you,
get
too
many
people
outside
of
your
community
and
like
if
you
try
to
narrow
it
down
to
your
county.
The
database
is
more
to
search
by
okay.
N
N
Also,
to
give
you
a
nod
to
the
people
that
have
enrolled
there,
all
over
Hamilton
County
there's
a
couple
from
Bradley
in
North
Georgia,
a
lot
of
people
visit
our
our
city,
our
County,
and
so.
If
they
do
get
out
with
our
local
officials,
then
they
would
be
able
to
identify
them.
That
way,
we
have
talked
to
other
out
siding
surrounding
counties
about
this
program
and
it
seems
like
it
would
be
better
to
narrow
it
down
to
per
county,
doing
the
same
kind
of
program
versus
doing
it
like
a
state
water
in
the
nationwide
database.
K
N
It's
been
all
over
Facebook
and
the
police
department
recently
had
a
week
of
missing
person,
and
that
was
a
big
promotion
to
the
first
day
that
we
debut
this
program
was
at
the
Chinese
autism
conference
that
was
at
the
Trade
Center.
So
a
lot
of
people
really
got
to
see
it
then,
and
actually
that
weekend
we
almost
hit
30
people
in
that
one
weekend.
N
N
K
I
think
it's
very
important
I
think
it's
a
really
really
good
program
and
I'm
thinking
not
just
of
communication
skills.
Sometimes
you
have
young
children
who
have
no
disability,
but
our
young
children
and
sometimes
have
trouble
communicating,
particularly
at
a
riverbed
hadn't
thought
about
that.
But
that's
super
important.
We
do
a
lot
of
activities
in
our
community,
races,
downtown
group,
kind
of
things
and
I
just
I
hope
we
don't
overlook
the
marketing
because
it
is
so
terrific
Thank
You.
L
You
know
when
it
comes
to
things
like
this
that
people
can
navigate
through
to
know
what's
going
on
when
it
comes
to
budget
and
to
know
when
it
comes
to
police
department,
you
can
just
go
through
this
app
and
get
everybody
and
give
them
some
type
of
incentive
to
download
this
app
and
make
it.
You
know
just
interesting
to
be
a
part
of
what's
going
on
in
the
city,
because
so
many
people
feel
disconnected
from
it
and
I
know.
I
would
love
to
have
my
family,
a
family
member,
be
a
part
of
this.
P
The
word
is
slowly
but
surely
getting
out.
We
did
a
presentation.
Last
week
at
East
printed
elementary
school,
we
have
nothing
was
scheduled
in
June
for
senior
citizens
assisted
living
morning
running
point,
so
the
word
is
slowly
but
surely
getting
out.
I
will
go
and
our
universe
to
try
to
contact
the
schools
right
before
schools
open,
so
the
parents
can
be
aware
of
it
just
and
like
I
say
we're
using
as
another
tool
it's
also
putting
in
into
parents
pockets
to
say
hey.
This
is
what
I
want
to
join.
Just
in
case.
A
N
So
an
officer
would
be
like
well,
I,
think
he's
five
years
old,
so
I'll
put
an
age
range,
I,
think
he's
about
maybe
four
foot
tall
and
he's
got
blue
eyes
and
blond
hair,
and
with
that
search
criteria
that
he's
put
in
there,
it
creates
a
photo
lineup
of
people
that
match
that
in
the
database
and
they
can
go.
Oh
it's
this
kid
right
here.
As
soon
as
they
click
on
the
picture.
It
gives
all
the
emergency
contact
information
our
primary
and
a
secondary
to
help
get
this
child
home.
Okay,.
A
That
that's
great
that's
kind
of
where
I
was
going
with
this,
because,
if
he's
nonverbal
he's
not
gonna,
say
overscan,
Oglesby
and
you're
gonna
go
in
there.
You
know
like
that.
So
I
think
that's
a
real
good
concept.
I've
had
to
deal
with
that
with
my
son
when
he
was
growing
up
on
how
to
communicate
by
giving
him
certain.
