going

difference
for
the
problems
that
that
my
district
experiences,
namely
because
the
the
sound
cameras
that
that
I've
researched
are
not
going
to
be
legal
within
the
state
of
Tennessee,
because
they
would
be
single
site
cameras
similar
to
a
traffic
camera
and
then
also
the
police.
Continue
to.
Let
me
know
that
decibel
meters
of
any
type
have
not
been
found
to
be
admissible
in
court.

for
me
this,
you
know
the
change
of,
for
example,
in
item
three,
the
red
line
that
I
have
of
taking
the
the
singing
on
the
streets
or
sidewalks
from
the
hours
of

any

don't
see
that
it

fixes

problem,

work

research
and

honestly,
some
of
these
sounds
are
so
ephemeral
that
they're
just
very,
very
difficult
to
deal
with.

community
wanted

a
public
meeting
and
wanted
to
discuss
it
at
the
public
meeting
last
Thursday.
The
public
meeting
did
occur,
however,
that
particular
issue
never
came
up
on
the
agenda.
They
there
were
other
things
that
took
precedence,
so
I
have
no
record
of
any
opposition
at
the
meeting.
The
way
it
should
have
happened,
so
this
will
go
forward.

wanted
to
accomplishment

wanted

be
very
clear
that
the
Administration
was
listening
during
this
period
as
we
worked
to
develop
a
climate
action
plan
that
our
entire
city
can
get
behind,
and
we
did
hear
a
lot
of
concerns
frankly
over
issues
that
were
not
in
the
plan.
Issues
that
were
brought
up
that
were
were
well.
You
know
valid
and
important.

know
we're
not
issues
that
were
addressed
at
all
in
the
climate
action
plan
regardless
we
did
hear
some
issues
that
were
brought
up
during
the
public
comment
period,
that
added
some
really
valuable
feedback
and
helped
us
improve
the
plan,
and
these
were
changes
that
are
being
set
to
council,
although
they
don't
necessarily
change
the
resolution.
Adopting
the
goals
and
I
wanted
to
quickly
review
some
of
those
changes,
as
well
as
a
preamble
that
we
are
adding
to
the
actual
test
of
the
climate
action
plan.

do
add
a
section
in
some
bullet
regarding
the
emphasis
on
equity
and
public
health
when
determining
some
of
the
measurables
that
we
will
be
pursuing,
as
well
as
recommendations
on
future
strategies
and
action,
always
making
sure
that
our
One
Chattanooga
plan,
particularly
the
emphasis
on
public
health.
Additionally,
we
did
hear
a
lot
of
concern.

around
individual
Freedom,
personal
Liberty
and
privacy
and
I
want
to
be
very
clear
on
behalf
of
the
Kelly
Administration.

Those
are
concerns
that
are
deeply
important
to
us
as
well,
and
we
believe
that
this
climate
action
plan
does
nothing
to
harm
personal,
Liberty
or
privacy
for
residents.
But
we
wanted
to
be
explicit
about
that
and
if
the
council
doesn't
mind,
I'd
like
to
read
a
preamble
that
we
are
introducing
to
the
beginning
of
the
climate
action
for
you
that
I
sent
over
to
you.
It's
brief,
but
I
think
it
is
important.

This
is
a
preamble
on
protecting
individual
Freedom,
personal
Liberty
and
privacy
that
will
be
included
in
front
of
the
climate
action
plan.
It
reads:
the
climate
action
plan
shall
impose
no
binding
commitments
on
the
city
of
chattan
area.
The
Chattanooga
climate
action
plan
shall
make
no
recommendation
of
any
sort
that
would
violate
individual
privacy
or
Freedom
Movement.

The
climate
action
plan
shall
make
no
recommendation
that
imposes
any
regulation
on
driving
or
Transit
choices
of
residents,
even
as
it
seeks
to
expand
and
better
integrate
public
transit,
pedestrian
and
bicycle
infrastructure
across
the
city
to
provide
more
Transportation
options,
especially
to
those
who
cannot
drive
by
themselves
like
the
poor,
young
and
elderly.
The
climate
action
plan
shall
not
restrict
residents
in
any
way,
regardless
of
their
preferred
means
of
transportation
where
they
live
or
the
link
of
their
commute.

The
climate
action
plan
shall
not
make
any
recommendations
that
violate
or
undermine
the
city
of
Chattanooga's
home
rule
status
is
outlined
by
state
law
and
the
city
Charter,
including
by
any
national
or
international
non-governmental
organizations.
The
climate
action
plan
shall
be
in
full
compliance
with
the
requirements
and
Liberties
provided
by
the
United
States
Constitution
and
the
Constitution
and
laws
of
the
state
of
Tennessee.

The
climate
action
plan
shall
ensure
Community
input
and
engagement,
engagement,
Remain
the
core
of
the
plan
to
increase
economic
prosperity
and
opportunity
for
chattanoogans
in
every
neighborhood,
regardless
of
their
race,
gender
identity
or
expression,
sexual
orientation,
political
affiliation,
income
or
where
they
live.
And
then,
finally,
the
climate
action
plan
shall
be
adopted
with
the
express
intent
and
purpose
of
improving
the
quality
of
life
for
all
Chattanooga
residents
by
investing
in
Economic
Opportunity,
conserving
our
natural
resources
and
attracting
the
jobs
in
the
future.

included
this
specifically
because
we
do
believe
that
individual
privacy
and
freedoms
and
freedom
of
movement
is
critical
and
we
do
not
want
the
residents
of
the
city
of
Chattanooga
to
be
confused
in
any
way
that
this
plan
does
anything
differently
and
so
by
explicitly
stating
these
are
the
goals
of
the
climate
action
plan,
and
these
are
the
guard
rails
that
we're
living
behind.
We
believe
that
we
can
address
sustainability
and
stewardship
in
our
community
and
also
attract
those
jobs,
while
doing
it
differently
than
many
other
cities
in
our
country.

can.

then
the
updates
related
to
our
food
system
and
health
disparities.
I
have
definitely
heard
quite
a
bit
from
my
constituents
about
this
plan.
District
Two
is,
is
one
that
has
remarkably
diverse
thought
I
would
say
we're
in
political
terms.
You
might
call
us
one
of
them
the
more
purple
of
the
districts,
and
so
it's
it's
certainly
a
a
privilege
to
get
to
to
weigh
out
all
of
that
and
and
I'm
humbled
by
it.
A
handful
of
things.
A
I
just
wanted
to
point
out
to
you
and
to
to
everyone
here
that
stand
out
to
me
and
to
the
the
people
of
District
Two,
as
as
we've
studied
the
the
climate
action
plan.
We
because
we
have
such
diverse
thought
within
District
Two
I've
identified
three
big
buckets
of
of
thought
that
are
our
shared
values
that
we
that
we
work
within
and
one
of
those
is
strong
foundation
and
I
think
that
this
is
a
great
example
of
something
that
fits
within
that
strong
Foundation
value
that
District
2
shares.

An
improved
multimodal
Transportation
infrastructure
is
something
that
comes
up
a
lot
in
District
2.
Just
last
night
I
spoke
with
residents
of
lepton
City,
who
are
so
very
close
to
a
grocery
store,
a
school,
a
church,
a
pharmacy
and
yet
have
no
sidewalk
infrastructure
to
get
there
safely.
It's
the
kind
of
thing
that
just
makes
sense
that
we
would
have
a
bus,
shelter
that
people
can
wait
for
a
bus
without
being
rained
on
these
are
smart
choices.

Think
that,
as
a
public
servant,
a
big
part
of
my
job
is
is
not
just
thinking
about
the
four
years
that
I've
been
elected
to
serve,
but
to
think
about
the
10
20
30-year
future
of
our
city
and
when
we
consider
what
a
major
flood
event,
for
example,
could
do
in
the
city
of
Chattanooga
or
a
fire,
or
some
of
these
big
storms.
A
I
think
resilience
not
only
of
our
infrastructure
but
also
of
our
economy
is
really
important,
and
you
all
have
heard
me
talk
about
having
a
strong
economy
versus
a
fragile
economy
and
I
think
this
positions,
us
in
a
thought
plane
to
be
be
headed
in
the
right
direction.
So
I
appreciate
all
the
public
leaders
that
have
and
community
members
who
have
been
instrumental
in
developing
this
plan
over
the
last
year
or
so
and
I'm
glad
that
mayor
Kelly's,
Administration
brought
this
to
us.

stopped
receiving
capital
expenditure
reports,
the
quarterly
required
capital
expenditure
reports

also

fault
of
the
current
Administration.

message
wasn't
passed:

sent
you
all
the
minutes
and
where
these
decisions
had
been
made
and
I
realized
that
especially
you
councilwoman
hell,
you've
been
asking
a
lot
of
questions
about
when
prices
went
up
and
went
down
for
contracts
and
you're,
absolutely
correct
and
I
I
apologize
for
that
I
it
just
you
know,
because
I
was
so
used
to
us
receiving
them.
I
just
assumed
we
were
receiving.
We
weren't
I
was
wrong.
So
what
we
should
have
been
receiving
about
three
or
four
weeks
ahead
of
time.

Time
is
what
contracts
were
up
for
renewal,
some
of
them?
We
weren't,
we,
we
weren't
getting
reports
about.
Were
these
people
doing
satisfactory
work
to
begin
with?
Should
we
be
offering
those
contracts
they
shouldn't
happen,
it
just
rotely,
okay
and
and
also
we
realized
that
the
other
reason
for
this
was
it
wasn't
a

had
a
good
old
boy
system

automatically
renewed
contracts,

were

effectively

As
you
all
know,
mayor
Kelly's
one
trying
to
plan,
highlights
the
importance
of
early
learning
in
our
community
and
that's
because
research
has
shown
over
and
over
that
positive
positive
Early.
Childhood
experiences
are
directly
linked
to
better
outcomes
for
the
rest
of
their
lives,
not
only
in
School
Readiness,
but
better
outcomes,
higher
higher
earnings
as
adults,
better
outcomes
for
health
and
then
plenty
more.
I
If
you
will
all
think
back
to
the
relief
and
Recovery
allocation
plan
adopted
by
this
Council
last
year,
you
may
remember
some
funding
being
set
aside
for
partnership
with
Hamilton
County
schools,
and
so
after
you
know
a
few
months
of
planning
and
prep,
we
are
excited
to
have
several
Partners
here.
Finally
ready
to
talk
about
it
so
before
I
hand
it
over
I
just
want
to
make
a
couple
of
quick
thank
yous.
Thank

Council,

course,
and
for

of
you

are
able

attend
the
press
conference

week.

It's
actually
my
first
time,
actually
speaking
to
city
council,
so
I
appreciate
the
welcome
and
and
the
commitment
to
Hamilton
County
Schools,
so
I
want
to
start
off
by
mentioning
that
we
have
just
recently
presented
a
new
strategic
plan
over
the
past
14
months
weekend
on
a
county-wide
listening
session,
trying
to
determine
what
our
next
steps
were.
I'm
pointing
this
out
for
a
couple
of
reasons.

One
we've
talked
a
lot
in
in
this
city
in
this
community
about
opportunity
and
our
new
strategic
plan.
Opportunity
2030
recognizes
the
need
for
opportunity,
but,
more
importantly,
it
recognizes
that
for
us
to
create
opportunity,
we
have
to
do
it
by
Design,
meaning
we
have
to
be
intentional
about
creating
opportunity
for
students.
Our
five
commitments
in
this
new
strategic
plan
are
are
listed
here
and
you
can
see
one
queer.
What
looks
like
maybe
in
a
mission,
is
the
lack
of
something
around
Future
Ready
students.

What
we
want
to
point
out
is
that
Future
Ready
institutes
are
are
a
big
part
of
this
plan.
They
actually
permeate
through
each
of
the
five
commitments.
If
you
think
about
serving
every
Community
served
or
every
student
learns,
you
can
see
that
future
audience
suits
are
part
of
every
single
one
of
these
commitments
for
city
council.

We
have
to
have
Partners
in
order
to
create
the
opportunities
for
students
that
go
beyond
high
school
and
then
also
we
want
to
make
sure
that
there
is
a
post-secondary
job
start,
meaning
that
we
want
students
to
get
off
to
a
great
start
in
terms
of
post-secondary.
We've
been
really
intentional
about
this
piece
we
want
to.

Obviously
they
increase
the
number
of
Industry
certifications,
but
we
also
talk
about
the
ability
of
students
to
stack
those
credentials
and
that
we
don't
create
ceilings,
meaning
that
we
don't
want
students
coming
out
of
high
school
they've
got
a
certification.
We
say,
that's
all
that
they
can
do.
We
want
them
to
be
able
to
go
on
to
two
and
four-year
universities
or
again
to
be
able
to
stack
credentials
on
top
of
that,
so
that
they
can
continue
to
earn
a
thriving
wage
for
their
families.

a
number
of
our
our
partners
across
our
institutes.

of
big

heard
Miss
Hill
earlier
mentioned,
Ivana
to
as
one
of
our
newer
Partners
in
Lookout
Valley,
but
we've
added
recently
Coca-Cola
at
Hixson
and

are
excited
about
the
potential
for
a
partnership
with
the
city
of
Chattanooga
I'm
not
going
to
go
through
each
of
these,
but
just
for
your
reference
in
the
weeks
to
come.

As
you
consider,
this
I
wanted
you
to
be
able
to
see
not
only
the
brand
Partners,
but
also
the
institutes
that
that
are
across
the
county
and
accessible
to
each
and
every
one
of
our
students
in
Hampton
County.
So
the
big
question
is
why
this
institute?
Why
would
we
need
to
partner
with
the
city
of
Chattanooga,
and
why
is
it
important
for
for
us
to
add
this
pathway?
First
of
all?

Well,
we
know
when
you're
going
to
hear
Hamilton
County
Schools
press
on
this
community
in
the
coming
years
is
that
we
can
do
this
a
lot.
We
know
that
the
formative
years
of
really
conception
through
five
are
extremely
important
for
students
and
we
have
to
open
up
more
access
to
high
quality
Pre-K
sites
right
and
to
do
that,
we
we
have
to
have
workers
right,
and
we
have
to
make
sure
that
we
have
the
staff
available
to
to
put
quality
teachers
in
front
of
students
in
these
Pre-K
sites.

We
also
know
that
that's
going
to
take
a
path
that
those
workers
don't
just
come
out
of
the
air
and
you'll
you'll,
hear
from
Miss
Jones
later
that
we'll
talk
about
the
partners
that
are
going
to
participate
in
this
and
have
already
agreed
to
hire
workers
coming
out
of
this
institute.
What
we
know
is
that
for
literacy,
to
improve
right
for
us
to
improve
as
a
school
system
to
approve
as
a
community
we've
got
to
start
this
early
we've
got
to
start
access
to
Early
Learning
opportunities
again
earlier
than
age
five.

So
when
mayor
Kelly
and
the
council
adopted
his
One
Chattanooga
plan,
the
very
first
adult
of
their
strategic
plan
is
early.
Learning,
of
course,
is
to
build
a
universal
path
to
Early
Learning
and
with
this
body
of
work
and
the
partnership
with
Hamilton
County
School,
we
will
be
addressing
two
of
the
four
priorities
under
that
one
being
trained
the
next
generation
of
excellent
early
learning
professionals,
and
also
to
continue
our
partnership
with
Hamilton
County
schools
to
provide
high
quality
learning
opportunities
and
services
for
family.

We
often
hear
that
the
city
is
not
in
the
education
business,
because
we
are
not
the
retellier
for
schools
any
longer,
but
it
doesn't
mean
that
our
work
has
to
stop
just
because
Hamilton
County
is
doing.
Is
this
leading
that
charge?
But,
of
course,
just
continue
to
partner
and
support
their
body
of
work?

The,
One,
Chattanooga
goal
alignment?
Is
that
what
we've
asked
or
what
the
council
for
we're
asking
of
the
council
support
on
is
Mayor
Kelly's
desire
to
invest
1
million
ARP
funding
dollars
to
support
the
creation
of
a
model
of
an
early
learning
system.
This
is
a
guaranteed
Institute
investment
for
five
years.
Beginning
in
August
of
2023
and
Partnerships,
we
have
this
directly
answers
to
the
community's
need
to
recognize
through
the
work
of
the
early
matters
and
the
white
star
steering
committee
as
well
as
Chattanooga
2.0
and
the
children's
cabinet.

I
want
to
talk
a
little
bit
about
the
wife
retainer,
so
Tyner
currently
has
a
future
ready,
Institute,
which
is
the
University
of
Tennessee
at
Chattanooga's
Institute
for
teaching
and
learning,
which
of
course,
supports
our
students
with
learning
the
fundamentals
and
the
basics.
For
wanting
to
go
K-12
education,
adding
this
an
additional
component
to
the
teaching
and
learning
Institute
will
allow
our
students
to
have
exposure
any
Hamilton.

But
we
all
know
that
everyone
has
a
love
for
a
child
and
especially
our
Littles
right,
and
so
we
often
see
children
graduate
from
Hamilton
County
and
then,
as
they
go
into
the
workforce.
They're
working
in
the
centers
that
we
support
through
the
office
through
the
department
of
early
learning
and
then
seeing
those
those
students
are
now
adults.

Residents
of
Chattanooga
working
on
my
team
and
I
often
sit
back
and
talk
and
say
well
what,
if
they
had
had
that
credential
what
if
they
had
that
CDA?
What
would
that
look
like
livable
ways
for
them?
What
would
they
look
like
in
piquing
their
interests
and
not
only
let's.
Just
let
me
do
this
while
I'm
going
to
obtain
another
degree,
or
let
me
do
this
as
I
continue
on
the
trajectory
for
education.

So
this
is
a
very
exciting
opportunity
for
our
students,
because
it
can
drive
a
passion
in
them
for
early
learning
that
may
later
on
support
something
else
so
investing
in
our
community.
This
is
not
just
an
investment
for
for
a
future
ready
Institute.
What
this
is
is
an
investment
for
our
local
infrastructure.

provide
Early
Learning
here
want
to
be
a
part
of
this
and
want
to
provide
that
high
quality,
work-based
learning
experience,
and
we
want
to
thank
the
champion.
Christian
Learning
Academy
purpose,
Point,
Learning,
Academy,
Chattanooga,
Head,
Start
and
Early
Head
Start,
as
well
as
21st
century
Child,
Development,
Center
and
Numa
Christian
Academy
for
being
those
initial
cohort
providers
that
are
willing
to
say.
Yes,
we
want
the
students
to
come
in.
We
want
to
show
them
what
high
quality
Early
Learning
it
looks.

I
want
to
show
them
how
exciting
it
is
to
work
with
our
Littles,
and
we
want
to
offer
them
an
opportunity
to
work
for
us
upon
completion
of
this
program.
It
also,
of
course,
adds
access
to
Early,
Learning
childhood
industry,
certifications
to
make
a
livable
wage
in
child
care.
That
CDA
is
crucial.
You
have
to
have
that
CDA
to
make
a
livable
wage.
You
can
work
in
child
care,
but
to
make
a
livable.

So
it's
hard
to
being
able
to
funding
for
our
students
to
walk
away
with
not
only
a
Hamilton
County
school
diploma,
but
also
with
a
certification
to
go
into
a
job
on
day.
One
rating
to
make
a
livable
wage
is
very
important.
Of
course,
I
talked
about
the
job
placement
assistance
that
we
know
that
we
have
and
continue
that
we
will
continue
to
grow
with
the
support
of
our
local
providers,
and
it
is
a
solidified.

Health,
Science

What
we
know
is
that
we're
building
a
new
timer
that
has
more
seats
and
right
now
what
we
have
students.
That's
intentional
writing
that
we
want
to
recruit
and
we
want
to
get

students

time,
and
so
this
institute
is
for
us
a
recruitment
tool
as
well
for
us
to
be
able
to
get
you
students,
but
I
want
to
point
out
again
what
there
is
a
selfish
part
on
Hampton
County
schools
that
we
want
to
give
kids
opportunity,
but
I
think
Miss.

Jones
said
it
well,
is
that
this
also
has
an
economic
development
impact
and
it
allows
more
parents.
You
know
to
go
to
work
and
enter
the
workforce
here.
Here's
again,
Connor
Academy
just
wanted
you
to
be
able
to
see
this
and
a
quote
from
Dr
Irvin,
but
this
is
a
rendering
of
the
new
timer
Middle
High
School
that,
hopefully,
will
be
have
students,
hopefully
August
of
25,
in
that
building.
I
just
wrote
ground
on
it
about
a
month
ago,
and
so.

Because
there
is
a
oftentimes
misconception
that
Future
Ready
institutes
don't
lead
to
possibilities
going
to
a
four-year
College.
That's
not
true!
You
have
to
take
the
same
core
classes,
algebra
one
English
science,
that
other
every
other
student,
but
you
you
have
very
intentional
set
of
Career
and
Technical
education
classes.
That
would
again
lead
to
a
certification
for
students
in
this
institute
before
I
turn
it
over
for
questions.

you
ready
