over
that
way
and
we
changed
the
down
zone
from
r1
to
r2
over
there
same
principle
with
this.

reason

we
actually
gonna

this

plan
for
the
area
recommends
detached
single
unit
residential
for
this

detaching
median
residential
and
the
concern
about

there
was
no
opposition
president
at
the
meeting,
the
Planning
Commission
after
hearing
from
the
applicant
and
learning
that
it
was
originally

lost
their
grandfather
status.
There's
no
opposition.
They
recommended

approve
it
that
what
the
use
was
compatible
with
the
development
form
of
the
area,
so
they
recommend
to

this
past
Saturday
Eastlake
had
a
festival
at
the

affectionately
known

duck
pine.
It
was
a
Reading
Festival.
It
was
a
lot
of
culture
activities
and

great
music

reason,
the
rain
held
off
till
five
minutes
before
was
supposed
to
end.
So,
as
you
can
see,
it
was
a
real,
exciting
day
and
I
complement
the
East
Lake
Neighborhood
Association
for
a
job.
Well
done
this
coming
Saturday
at
in
Alton
Park.
There
will
be
a
festival
and
clean-up
day.

cleanup
part

Fagan
Street

workman
Drive,
between
11:00
and
1:00,
and
after
one
o'clock
we
were
moved
to
the
Southside
community
rec
center
for
food,
fun
and
entertainment.

departments
there
talking
about
what
they
do.

have
police
and
fire
talking
about
safety
and
it's
going
to
be
real,
exciting
time,
and
this
festival
is
geared
towards
moving
revitalization
to
a
very
great
city,

area

our
city
in

Church

and

of

we'll

the
next
meeting,
will
be

weeks

this

My
name
is
Glen
meadows
and
I'm
here
to
speak
for
myself,
as
well
as
my
neighbors
about
a
really
bad
mosquito
problem
in
our
community.
The
area
that
I'm
speaking
about
is
a
small
portion
of
silver,
Dale,
Road
and
Sonia
Lane
we're
a
small
community.
That's
tucked
in
a
little
dead-end
community,
that's
located
right
off
of
right
off
of
Lee
Highway
and
we're
located
behind
a
used
tire
store.

More
specifically,
this
is
right
there
at
Tyler,
Road
and
Lee
Highway.
So
my
involvement
in
this
community
out
there
is
about
two
years
ago.
I
built
a
couple
of
homes
out
there
and
I
noticed
then
that
this
mosquito
problem
was
just
epic
nature.
It's
it's
unbelievable,
so
developed
a
relationship
with
a
lot
of
neighbors
from
being
around
there
and
from
time
to
time.

We
would
talk
about
the
mosquito
issue
and
we'd
talk
about
the
fact
that
we
thought
it
was
probably
coming
from
the
tire
store
and
the
fact
that
you
know
there's
a
quite
a
large
amount
of
tires
out
there
that
are
stored
out
in
the
open
and
uncovered.
Of
course,
all
the
experts
know
that
that
is
an
absolute
perfect
breeding
ground
for
mosquitoes.

So,
as
I
began
to
look
into
this
situation,
I
discovered
that
in
fact
you,
this
City
Council
had
passed
back
in
May
of
2016,
an
ordinance
specifically
ordinance
11
for
63,
where
you
amended
the
tire
ordinance
and
I
believe
that
you
know
in
that
ordinance.
You
guys
clearly
stated
exactly
how
used
to
our
places
should
store
their
tires.
So,
first
off
I'd
like
to
say
thank
you
to
this
council
for
passing
that
law,
I
mean
I,
think
it's
a
great
law
and
I
think
it'll
help
our
communities
and
I'd
also
like
to
thank
Carol
burns.

This
is
her
district
out
there.
She
and
I
have
had
multiple
phone
calls
back
and
forth
and
emails
and
so
forth
and
I
believe
that
she
has
been
real,
influential
and
in
what's
happened
that
the
city
has
went
out
and
checked
on
this.
So
before
I
get
into
more
about
the
ordinance.
Let
me
go
back
into
time.
Just
a
little
bit.
One
day
last
summer,
I'm
driving
down
the
silver
Dale
Road,
the
small
portion
and
I
get
out
I'm
gonna
do
the
neighborly
thing
and
pick
up
some
trash.
It's
a
hot
day.

It's
in
the
middle
of
July
and
I
get
out
and
I'm
picking
up
the
trash.
I'll
leave
the
door
on
my
truck
open
and
I
get
back
in
my
truck
and
lo
and
behold,
my
truck
is
full
of
mosquitoes
3040
mosquitoes
all
over
my
truck,
and
it
was
when
I
had
an
aha
moment
right.
There
I
looked
over
to
my
left
and
I
seen
this
large
pile
of
tires.
Of
course,
black
tires
and
I.
Look
back
at
my
and
I
see
it
dark
in
color
and
I
go.
The
neighbors
are
right.

This
is
crazy,
so
then,
to
further
substantiate
that
point.
I
start
to
drive
off
and
there's
so
many
mosquitoes
in
my
truck
that
I
can't
do
it
I'm
swatting
in
fun.
You
know
whether
my
arms
and
I
look
down
and
I've
hit
my
arm
several
times,
and
it
really
got
my
attention.
There's
blood
spots
all
over
my
arm
and
I
know
that's
a
little
graphic,
but
it
is
it
is.
It
is
what
I
actually
saw
and
that'll
really
get
your
attention,
but
there's
more
and
more
stories,
I've
got
several.

You
know
she
had
talked
to
council
about
this
previously,
but
anyway,
more
stories
back
to
that
later,
so
back
to
the
ordinance
that
you
guys
created
so
so
here,
while
back
several
months
ago,
this
tire
store
was
in
fact
brought
in
to
City
Court
and
it
was
dismissed
so
I,
dug
into
that
I
sold
a
couple
of
different
things.
I
was
told
number
one
that
that
well
he's
moving.

So
we
don't
have
to
worry
about
it
and
then,
secondly,
that
changed
and
he's
not
moving
and
then
I
was
told,
oh
well,
he
is
grandfathered
in
and
I
thought
oh
wow.
Nevertheless,
it
gets
dismissed
so
now
move
fast
forward.
Just
a
couple
of
days
ago,
this
business
was
cited
again
to
come
back
into
city
court
myself
and
the
neighbors
several
of
us
went
down
at
the
request.

The
City
Attorney's
Office
and
we
went
down.
We
armed
with
our
emails
were
armed
with
you
know,
we're
gonna
tell
our
stories,
hopefully
to
the
judge
only
to
hear
an
attorney
get
up
and
say
your
honor
two
days
ago,
I
was
retained
to
to
to
represent
this
business
and
therefore
I
am
not
ready
to
speak.
So
just
as
I
suspected
the
case
was
passed.
So
I
know
that
I
know
how
the
system
works
and
I
know
that
this
body,
you
folks,
you
don't
have
anything
to
do
with
the
decisions
that
go
on
inside
city
court.

But
what
I
am
asking
on
behalf
of
myself
and
the
neighbors?
Is
there
any
other
recourse
and
I'd
also
like
to
ask
this?
Is
it
possible
that
the
city
attorney
would
serve
respectfully?
Would
you
clarify
the
rule?
Would
you
say
that
these
businesses
are
subject
to
this
law
or
they
are
not
and
I
think
that
could
help
in
the
decision
making
process
going
forward?

the
last
thing
I'd
like
to
say,
is
that
you
know
the
old
saying
april
showers
bring
May
flowers
in
our
case,
April
showers
are
going
to
bring
May
and
June
and
July
and
August
mosquitoes,
and
we
would
like
your
help.

think

we
did
make
a
change
that
we
could
find
them

a
day
if
they
keep
on
doing
something
their
nature

correct.

correct
about
our
visit
out
there
a
lot,
and
there
is
the
issue
of
mosquitoes
quite
a
bit.
So

hope
that
we

encourage
who
that
person
is
to
do
the
right
thing
by
controlling
the
way
they
stack
tires
and
where
they
present
themselves.

spoke
with
mr.
meadows

times
about
this
issue
and
we
looked
at
it
this
issue
of
being
grandfathered
and
that
we
didn't
think
that
that
applied
in
this
situation,
because
it's
not

zoning
matter.
In
fact,
we
even
checked
with
some
experts
out
of
Knoxville
on
this
issue
as
well
with
em
TAS,
and
they
agreed
with
our
interpretation
of
it.
So
my
understanding
is
that
this
item
was
continued,
but
it
has
to
be
heard.
I
May
third,
looking
at
the
attorney
for
in
the
back
here,
I
think
it's
going
to
be
heard
on
May.

so
if
again,
the
neighbors
want
to
attend
that,
but
I
think
it
would
help
to
have
witnesses
and
others
testify
in
front
of
the
judge.

I've
lived
on
the
street
that
he's
talking
about
for
about
11
years
now
and
until
that
business
I
mean
I've
lived
in
the
south.
My
whole
life-
mosquitoes
are
a
normal
thing
around
here,
but
when
that
business
came,
we
never
really
got
put
two
and
two
together
until
several
years
after
they
moved
that
that
was
causing
this
isn't
a
normal
mosquito
problem.
It
is
beyond
anything
I've
ever
experienced
what
he
described
about
getting
in
and
out
of
your
cars
with
mosquitoes
attacking
you,
while
you're
driving.

When
you
walk
in
your
home,
they
follow
you
in
the
house.
They
are
come
in
the
doggie
door.
On
my
dogs,
it
is
a
constant
battle
from
the
morning
time
to
the
you
know,
just
their
most
active
parts
of
the
day.
It
is
constant.
It
is
like
not
married
to
take
the
garbage
out
I,
just
can't
vocalize
enough
how
miserable
the
situation
is
and
knowing
that
summer
is
right
around
the
corner.
I
just
want
to
be
able
to
know
what
what
we
should
do.

next
step
should
be
to
ensure
that
we
don't
have
another
summer
like
that.
We
just
want
this
business
to
be
compliant.
We
don't
want
to
run
anybody
off.

want

everyone

get
along,
we
just
want
them
to

compliant

as
of
today,
the
tires
are
still
uncovered
and
I'm
going
to
guesstimate
at
least
500
tires
are
stacked
up
out
there
that
are
uncovered
collecting
rain
and
all
kinds
of
good
stuff.
