Chattanooga City Council Agenda Session - 4/4/23
A
A
Need
a
second
for
those.
Please
I
have
a
second
for
those
minutes.
Thank
you.
They
will
stand
without
objection,
ordinances
on
Final
reading,
none
ordinances
on
first
reading
under
mayor's
office.
This
item
we
did
Cover
extensively.
Thank
you,
Joda
for
covering
this
item
in
strategic
planning
and
answering
all
of
council's
questions
this
afternoon.
Moving
into
resolutions.
If
you
have
any
comments
or
questions,
counsel,
hit
your
light
and
I'll.
B
A
Very
good,
so
it
is
your
intention
to
look
for
a
motion
to
defer
one
week
to
April.
That
is
correct.
That's
following
the
public
hearing.
Yes,
I
appreciate
it.
That
will
be.
Thank
you
all
right.
Well,
thank
you
very
much
resolutions
under
Council,
Office
Council
of
fuel,
hit
your
lights.
If
you
have
any
other
questions,
we
have
several
arp.
A
Involving
Loan
Fund
do
we
need
to
address
this
at
all
Council?
You
have
any
questions
about
this.
We
did
okay
under
the
Family
Justice
Center.
We
have
a
apply
for
and
accept.
If
we
win
a
grant
from
the
Tennessee
office
for
of
Criminal
Justice
under
mayor's
office,
we
have
several
appointments
to
the
office
of
family
empowerment,
board,
any
questions
or
comments
on
the
appointments
looking
across
the
board
and
seeing
none.
If
you
will
take
a
look
at
next
week's
proposed
agenda.
C
C
C
A
D
On
the
resolutions
for
spending
the
covid-19
money,
ARP
funds
I've
got
the
the
one
listed
on
here
for
5000.
It's
going
to
the
Miracle
League,
but
I.
Also,
we've
had
a
lot
in
10
000
for
Johnny
Patton,
which
should
be
on
here
and
is.
B
B
Let
me
get
in
touch
with
you
immediately
following
this
meeting
to
make
sure
that
our
resolutions
are
correct
and
I'll
check
it
with
our
what
we
have
submitted
from
you
I
know.
We
do
this
evening,
have
a
resolution
for
the
construction
of
Pavilion
at
Lookout,
Valley
Park
in
district
one,
and
we
also
have
5
000
for
the
Miracle
League.
But
if
there
needs
to
be
an
additional
item,
I
will
check
with
our
team
and
see
if
there
was
some.
A
A
We'll
move
into
purchases
I
believe
we
have
14
purchases
for
this
evening,
Council
I
know
you
did
receive
these
last
week
and
have
had
an
opportunity
to
ask
questions
today
at
3
30
at
this
session.
We
will
also
have
that
opportunity
to
ask
questions
if
you
would
councilwoman
Hill.
Thank
you.
Thank
you.
Chairman.
E
Two
things
stood
out
to
me
about
purchases
this
week
on
Fleet
Management.
It's
the
fourth
item
down.
We
have
a
service
and
repair
for
all
medium
heavy
duty.
Vehicles
there's
been
a
37
percent
price
increase
year
over
year
and
on
the
renewals
on
the
next
page
for
informational
purposes,
again:
Fleet
Management,
Service,
Repairs
and
parts
for
medium
and
heavy
duty.
There's
a
42
percent
price
increase.
E
So
those
lump
together
as
one
question
about
is,
is
our
move
to
make
our
Fleet
electric
anticipated
to
help
mitigate
those
costs
at
all.
Moving
forward.
B
So,
yes,
in
the
sense
that
any
efforts
to
change
over
to
electric
or
natural
gas
is
obviously
to
pursue
cost
savings.
I
don't
have
any
specific
information
but
I'm
looking
for
Eric
if
you've
got
any
information,
I'd
be
happy
to
have
you
share
that.
E
F
I'll,
let
folks
from
public
works
also
tag
on
to
this,
where
appropriate,
but
this
is
specifically
around
our
heavy
duty
Vehicles.
So
when
we're
talking
about
like
our
garbage
trucks,
so
a
little
bit
different-
and
this
is
something
that
we're
seeing
across
the
board.
I
know
you
all
have
seen
other
increases
as
well.
The
one
that
you're
seeing
on
renewal
is
not
any
additional
funds,
just
the
one
that
is
on
the
purchases.
F
F
So
that's
why
you're
seeing
this
here,
but
we
are
trying
to
be
mindful
not
only
of
how
we
can
reduce
these
costs
with
the
actual
pieces
themselves
and
with
the
equipment
that
we're
using,
but
also
in
how
we
treat
our
equipment
that
we
are
using,
that
we
already
own
that
we
already
have
so
U-Haul
have
previously
approved
a
purchase
of
additional
traps.
F
E
I'm
glad
that
you
all
are
thinking
through
how
how
does
regular
maintenance
prevent
very
expensive?
Yes,
repairs
in
the
fact
that
a
42
percent
price
increase
doesn't
actually
increase.
Our
total
spend
means
that
we're
going
to
get
42
percent
less
product
and
or
service
out
of
that
and
if
that's
balanced
by
General
care
of
the
of
the
equipment.
That's
that's
a
smart
way
to
approach
that.
E
Okay,
the
other
questions
I
have
are
related
to
the
website
project.
Yes,
so
I
wanted
to
understand.
As
I
read
through
the
the
slides
there
was,
a
branding
was
included
as
as
one
of
the
items
within
the
slides
and
I
assumed
it
would
be
a
separate
project.
But
then,
when
I
looked
at
the
flow
chart,
it
looked
like
there
was
actually
a
segment
of
branding
So
within
this
one
spend.
Are
we
getting
branding
for
the
city
as
a
whole
and
the.
G
So
we
started
out
with
the
RFP
to
include
both
and
we
weren't
sure
whether
or
not
we'd
get
candidates
who
had
strong
development
skills
as
well
as
branding
skills
when
it
comes
to
redesigning
the
seal
and
flag
and
all
the
other
color
schemes.
So
they
too
will
work
in
tandem
together,
but
there
are
two
separate
projects
we've
already
taken:
The
Branding
through
this
is
actually
for
the
full
year
development,
so
The
Branding
team
will
also
be
providing
guidance
and
insight
into
wireframing
into
colors,
and
everything
else
like
that.
G
E
G
So
translation
spends
something
that
has
been
a
challenge
for
companies
and
websites
for
a
very
long
time,
trying
to
leverage
Google
and
Microsoft
and
haven't
gotten
the
accuracy
that
they've
that
they
should
in
order
to
make
sure
that
they're
accommodating
for
all
the
different
nuances
within
the
language
that
is
changing.
We've
seen
other
cities,
municipalities
start
to
leverage
translation
mechanisms
right
now
we
have
a
translator
that
we'll
be
actually
doing
the
bulk
of
the
work
during
this
project,
but
that's
something
that
we're
going
to
have
to
look
long
term
around
so.
E
So,
in
my
experience
when
a
client
decides
to
offer
their
content
in
multiple
languages,
there
has
to
be
a
really
intentional
procedure
and
and
often
a
software
associated
with
maintaining
that
long
term,
because
if
we,
if
we
have
15
pages
of
our
website
that
are
written
in
Spanish,
okay,
fine
well,
that
was
great,
and
now
we
see
12
years
from
now,
we
need
to
rebuild
the
website.
We
have
the
same.
E
I
was
on
a
web
page
just
recently,
trying
to
figure
out
how
to
renew
a
business
license
and
I
know
is
that
the
senior
center
we've
got
the
Eastgate
senior
Center's
web
page
is
classes
from
I
think
2013.
on
our
website
anyway.
So
are
you
looking
at
some
kind
of
computer
and
human
aided
translation
service?
That
would
be
for
the
long
term,
where
every
time
we
add
something
in
English,
we've
got
a
workflow
that
somebody's
changing
in
in
Spanish.
That's.
G
The
only
way
this
it'll
be
sustainable,
I
agree
because
you're
absolutely
correct
you
do
it
once
in
time.
First
time
you
add
a
page,
you
have
to
bring
in
a
translator
to
do
that
as
well.
I
know:
we've
got
more
than
just
Spanish
Spanish
needs
in
this
city
as
we
try
to
be
as
inclusive
as
possible.
G
So
that
is
the
plan
is
to
try
to
try
to
use
a
translation
service,
whether
not
I
can
say
chatbot,
but
there
are
Services
out
there
that
we
feel
like
are
by
doing
the
language
in
a
very
a
very
simplistic
way,
where
we're
being
very
mindful
around
how
we
direct
people
through
our
websites,
we
feel,
like
the
translation
between
multiple
different
languages,
will
be
much
more
cohesive
than
if
it
was
a
very
complex,
Business
site.
So.
E
Okay
so
RPA,
but
something
one
to
tell
me
RPA
is
a
separate
website.
It
is
okay.
Economic
Development
puts
up
everything
about
the
new
stadium
and
we're
having
all
these
meetings
about
the
new
stadium
and
they're
putting
stuff
online.
Will
that
automatically
all
that
new
stuff
within,
say
24
to
48
hours
be
available
in
Spanish,
not.
G
So
looking
at
the
project
at
whole,
we'll
be
looking
at
our
entire
portfolio
of
sites
and
having
those
understood
what
needs
to
be
brought
over
and
what's
not
a
lot
of
those
will
be
standard,
departmental
websites.
But
then
anything
else
like
climate
action
plan
or
other
things
that
come
up
we'll
have
to
visit
those
as
they
come
about.
But
we
do
have
as
part
of
this
project
translation
services
from
start
to
finish.
So,
whatever.
E
D
G
I,
don't
believe
so
I
think
it
needs
to
be
the
the
heartbeat
of
this
city
and
how
we
communicate
with
our
residents.
You
know,
as
cliche
as
it
is
a
digital
City
Hall
is
something
that
we
should
be
building
for.
Our
residents,
I
think
what
they
have
now
is
not
conducive
to
the
the
presence
that
we
want
to
have
with
them.
We
want
to
bring
the
conversation
to
them
versus
have
them
come
on
and
look
at
property
tax,
but
I
mean
the.
G
Or
no
certain
Services
would
not
be
available.
That's
without.
D
A
website
well
I,
guess
what
I'm
getting
at
is.
Is
this
and
you
know
you
you
mentioned
about
constituents,
excess
and
a
a
more
user
friendly,
I
guess
what
I'm
trying
to
figure
out
is
is
ultimately
how
this
will
benefit
our
constituents
and.
C
B
I
think
Tyson
can
get
into
some
of
the
details
on
the
specific
benefits
to
Residents,
but
I
wanted
to
specifically
answer
your
question,
which
is
that,
of
course,
city
government
would
continue
to
run.
If
we
didn't
have
a
website,
we'd
figure
it
out,
we
have
before
it
would
not
run
as
well.
It
would
not
work
as
well
as
we.
You
know.
The
expectations
of
city
government
have
changed
over
the
last
30
40
years,
and
you
know
when
we
look
at
the
the
data
around
who
uses
our
website.
B
How
often
for
what
services
it
is
essential
today,
and
so
we
have
a
range
of
benefits
that
I
know.
Tyson
can
walk
through
that
have
a
direct,
tangible
benefit
to
Residents
today,
whether
it
be
the
time
it
takes
to
fill
out,
business
license
permits
or
any
sort
of
permits
or
any
paperwork
with
the
city,
it
can
be
substantially
reduced
and
reduce
the
amount
of
time
that
a
resident's
spending
in
interfacing,
with
government
to
more
intangible
or
abstract
things
like
how
easy
is
it
to
find
information
about
things
that
are
happening
in
your
city?
B
Those
are
the
kinds
of
benefits
that
we
can
really
bring
in
a
to
a
new
level
with
a
new
piece
of
digital
infrastructure,
which
is
how
we
think
about
this.
This
is
we
we
frequently
bring
infrastructure
projects
that
touch
fewer
people
for
higher
dollar
amounts
to
this
Council
on
a
regular
basis,
but
today
you
know
this
is
one
of
the
few
projects
that
we'll
touch
a
vast
majority
of
the
residents
of
Chattanooga,
with
with
just
one
upgrade
so.
D
I'll,
let
Tyson
get
into
the
specific.
Well,
you
mentioned
permits
and
I'm.
Assuming
that
this
new
website
will,
let's
say,
ldo
you're
going
to
go,
fill
out
a
building
permit
it'll
just
provide
a
link
to
go
to,
but
how
will
it
will
it
offer
any
upgrades
or
help
in
that
process
as
well,
because
that
I.
B
Think
that's
exactly
the
point
is
that
currently
the
way
that
our
website
is
designed
reflects
and
points
people
to
a
paper
process.
This
is
designed
to
lead
first
with
a
digital
process,
and
then
the
paper
processes
will
have
to
be
changed
in
order
to
accommodate
the
primary
way.
People
interface
with
city
government
and
so
the
way
that
Tyson
and
his
team
and
the
team
were
bringing
on
to
rethink
our
City
website
and
I
think
this
is
zooming
out
a
little
bit.
B
I
want
Tyson
to
get
into
the
specifics,
but
we
should
be
rethinking
our
processes
around
the
ways
that
people
engage.
The
city
today,
as
opposed
to
making
a
website,
fit
the
paper
process
that
we've
had
for
25
years,
and
that's
really
how
we've
approached
the
the
brief
for
this
website
creation.
So
it's
nice
I,
don't
know
if
you
want
to
specify
anymore
about
specifically.
D
D
B
Think
in
part,
because
we
were
waiting
on
exactly
this
opportunity
to
make
sure
because
3-1-1
is
a
nerve
center
of
every
single
City
service
and
that's
the
intention
for
it
to
be
so
if
we
were
to
go
and
roll
out
a
new
3-1-1
app
that
we
haven't
upgraded,
our
website
haven't
upgraded
our
digital
infrastructure.
That
was
going
to
be
twice
the
work
for
a
subpar
product
and
so
I
believe
that
that's
included
in
this.
As.
G
You're
telling
me
no
that's
when
you
look
at
the
whole
totality
of
the
services
that
we
provide
the
311
system
once
again,
much
like
much
of
the
technology
that
we've
invested
in
over
the
last
couple
years
has
not
been
improved
upon
or
even
supported
by
vendors.
G
We
are
proposing
an
RFP
we've
already
been
talking
boring
about
how
this
whole
ecosystem
will
work
together,
I'm
very
passionate
about
3-1-1
and
how
it
will
be
embedded
within
this,
and
that's
one
reason
why
we
have
The
Branding
and
while
we're
going
through
this
such
thoughtfully
is
we
want
to
have
a
consistent
theme
and
experience
throughout
the
website.
So.
G
Website
right
now,
if
you
look
at
the
way,
311
is
embedded
in
our
website
right
now.
It's
just
a
framed
view
into.
It
doesn't
really
provide
any
much
interaction
or
allow
you
to
to
enter
in
tickets
or
see
where
you
are
with
your
tickets.
Everything
that
we've
been
looking
at
from
Modern
3-1-1,
Public,
Service
type
applications
have
apis
and
Integrations
and
kind
of
seamlessness
passing
of
data
and
information
back
and
forth.
So
we're
not
looking
at
it
in
just
these
microcosm
type
lenses,
but
we're
looking
at
it
in
totality.
G
G
Okay,
and
so
you
know
just
one
other
thing
to
note
I'm
here
every
week,
I
see
people
line
up
here
and
talk
to
you
all
time
and
time
again
a
lot
of
time.
It's
because
they
don't
know
who
to
go
to
and
y'all
will
turn
around
and
point
and
say
you
know.
That's
the
person
you
need
to
go
to,
and
it's
probably
because
they've
gotten
to
their
last
string,
or
they
don't
know
where
to
go.
G
This
is
this:
is
information
101
it's
going
to
be
helping
them
get
to
the
services
or
even
have
the
dialogues
that
they
haven't
been
able
to
find
or
get
and
get
in
touch
with
the
people
that
we
have.
The
resident
engagement
concept
is
something
new
that
we'll
have
where
we'll
be
able
to
ask
and
get
input
from
the
public
as
far
as
what
should
we
be
doing?
How
should
we
be
doing
this?
G
We've
heard
you've
been
saying
this
in
a
much
more
proactive
way,
so
that
this
line,
doesn't
you
know,
line
up,
and
people
have
three
minutes
to
complain
about
something
that
we
could
have
been
addressing
or
assessing
on
the
front
end.
So
I
really
do
think
that
it's
not
only
going
to
help
the
city
and
its
modern
look
and
its
design
and
feel
it's
going
to
help
you
and
it's
going
to
help
your
constituents
so
that
they
can
get
the
information
before
having
to
throw
their
hands
up
and
and
come
to
us.
G
A
A
Rather,
like
document
this
week,
I
am
seeing
no
lights
from
Council.
We
have
no
Department
reports
this
afternoon
committees,
we
do
have
parks
and
public
works
and
planning
and
zoning.
So
without
any
other
business
that
needs
to
come
before
our
agenda
session
I'm,
seeing
none,
we
will
move
into
parks
and
Public
Works
committee
with
chairman
Hester.
H

Can
you

let
me

I
do
not
have
that
with
me
and
it
looks
like
Scott
was
not
able
to
make
it
in
time.
So
let
me
get
back
to
you
with
that
and
I'll
share
that
with
the
entire

Okay.
Thank
you.
Yeah
thank.

F
Did
also
want
to
highlight
is
is
not
on
on
your
list
for
parks
and
Public
Works
committee,
because
it
is
under
the
mayor's
office.
But
there
is
an
item
under
mayor's
office
for
next
week
to
confirm
Ross
Pitcairn
as
the
administrator
of
the
Department
of
Public

and
just
wanted
to
go
ahead
and
highlight
that
in
case
there
are
any
outstanding
questions.
I
know,
many
of
you
have
had
the
opportunity
to
meet
Ross
and
ask
him.
F
H
You
this
includes
parts
and
parks
and
public
Works
committee.
Thank
you,
okay.
Next,
we
have
plenty
of
zoning
committee.
E
B
E
Okay,
so
on
Planning
and
Zoning
today
we
actually
just
have.
We
have
one
resolution,
that's
new
for
everyone,
but
then
we
have
three
cases
on
first
reading.
None
of
those
cases
were
had
any
kind
of
opposition
at
Planning
Commission.
E
So
to
get
us
going,
does
anybody
have
a
case
that
you
know
that
you
would
like
to
have
presented?
Thank
you.
We
have
one
and
seven
one
and
eight
and
one
and
nine
okay,
it
doesn't
look
like
we
have
any
lights
on
yeah.
Okay,
then
I
think
Kiana.
If
you
could
just
please
read
that
resolution
into
into
the
record
that'll
be
all
I'll
need
to
do
today.
