Description
Chattanooga City Council Meeting — 12/20/22
B
A
A
We
have
no
special
presentation
this
evening.
I
will
take
a
motion
for
the
minutes.
Minutes
have
been
motioned
when
seconded.
Without
objection,
they
will
stand
our
order
of
business.
For
tonight
we
have
ordinances
on
Final
reading
under
Finance
items,
a
b
and
c
I
will
take
as
a
package
if
no
objection
from
Council
and
clerk
please
a
b
and
c.
C
A
A
A
A
C
Item
F
and
ordinance
to
him
in
Chattanooga
city
code,
part
2,
chapter
38,
zoning
ordinance,
so
a
series
on
property
located
at
65
59
sand
switch
Row
from
R1
residential
Zone
to
RTC
residential
townhouse.
There
are
a
lot
lines
on
some
certain
conditions:
item
G
in
order
to
amending
city
code,
part
2,
chapter
38,
zoning
ordinance.
So
it's
a
reasonable
property
located
at
6671
Tremont
place
from
R2
residential
Zone
to
rtz
residential
housing.
A
lot
lines
on
subject
certain
conditions
item
eight
in
order
to
swim
in
Chattanooga
city
code,
part
2,
chapter
38,
zoning
ordinance.
C
So
it's
a
reasonable
property
located
at
777,
East,
Brainerd
Road
from
R1
residential
Zone
to
C2
convenience,
commercial
Zone,
with
no
conditions
for
the
front
part
of
the
property
and
for
ugc
urban
General
commercial
zone
for
the
back
of
the
property
subject
to
certain
conditions:
item
in
ordinance
to
amend,
Chattanooga
city
code,
part
2,
chapter
38,
zoning
warnings;
so
that's
a
reasonable
property
located
at
4905
and
4907
patentown
Road
from
R1
residential
Zone
to
our
three

So
there's
certain
conditions.
C
Item
J
in
order
to
mentioned
in
the
city
code,
part
2,
chapter
38,
zoning
ordinance.
So
it's
a
reason.
Two
unaddressed
properties
located
in
the
1000
block
of
Jubilee
Drive
in
a
5900
block
of
Hancock
Road,
together
with
5709
Lee
Highway
from
R1
residential
Zone
and
C2
convenience,
commercial
Zone
to

manufacturing,
Zone

certain

and
there
will
be
an
annual

Every
January,
based
upon
the
annual
inflation
increase
from
prior
months
data
to
be
approved
each
year
by
the
beer
and

and
this
ordinance
because
it
is
on

immediately
from

on

A
Councilwoman

the

present.
I
do
see
an
applicant.
Is
there
any

present
foreign
I
have
an

per

in
the
amount
of
one
hundred
twenty
thousand

Dr.
A
E
A
E
Please
a
question:
that's
all
you,
sir
Chief
I
know
we
had
talked
last
week
about,
of
course,
there's
been
a
donation
and
there
looks
like
there
is
a
contribution
on
the
city's
Park
on
some
other
materials
and
required
fees,
but
in
order
to
get
the
field
ready
for
spring
Sports
and
try
to
attract
tournaments
I'm
concerned
that
withdrawing
this
is
is
going
to
lead
to
a
delay
in
that
hat.
And
why
are?
Why?
Are
we
requesting
a
withdrawal
instead
of
a
deferral
so.
F
We
will
get
this
back
on
the
agenda
as
soon
as
we
hammer
out
a
few
details.
We
wanted
to
address
some
specific
concerns
with
Council
that
council
members
have
raised,
but
the
way
in
which
this
is
brought
to
council
may
be
adjusted
based
on
the
information
that
we
gather
as
we
work
to
resolve
those
council
members
concerns,
and
we
just
want
to
make
sure
that
we
have
the
opportunity
to
to
bring
forth
a
clean
resolution
and
that's
why
we
asked
for
the
withdrawal.
F
Think
there's
some
information
that
we
My
Hope
Is,
that
we
were
able
to
bring
it
back
quickly
after
the
Break,
but
I
I
don't
have
a
specific
date
for
you,
because
we
do
have
some
concerns
that
got
brought
up
this
morning
and
we
haven't
had
a
chance
to
run
down
the
that
information.
Yet,
but
I
I
share
your
sense
of
urgency
and
we'll
do
our
very
best
to
get
it
back
in
front
of
you
as
soon
as
possible.
Okay,.
A
C
And
resolution
authorizing
the
administrator
for
the
Department
of
Public
Works
to
transfer
the
city
share
of
the
Wilcox
Boulevard,
breach
project
expenses
to
the
Tennessee
Department
of
Transportation,
and
the
amount
of
12
million
822
583
dollars,
plus
a
10
contingency
amount
of
1
million
282
258.30
for
a
total
amount
of
14
million.
One
hundred
four
thousand
eight
hundred
forty
one
dollars
and
thirty
cents.
A
I
motion
to
approve
with
several
seconds
questions
or
comments
before
we
vote
all
those
in
favor,
say:
aye
opposed
item
carries
moving
into
purchases.
This
evening
we
do
have
an
item
that
moved
from
sole
source
which
I
was
searching
for.
I
can
see
you
just
fine
I
can't.
So
we
have
three
items
this
evening.
Three
rfps
and
I
believe
zero
emergency
purchases
in
Satterfield.
G
Yes,
good
evening,
we
have
three
purchases
recommended
for
approval
approval
this
evening.
First
from
the
mayor's
office,
the
this
contract
is
for
the
awarded
proposal
for
the
community
violence
intervention
RFP.
The
award
goes
to
trajectory
changing
Solutions
LLC
for
a
one-year
contract,
with
an
annual
cost
of
250
000
and
an
option
to
extend
the
contract
to
allow
for
an
appropriate
amount
of
time
to
fully
execute
the
program
detailed
in
The
Proposal.
The
second
is
from
the
mayor's
office.
G
This
is
a
one-time
sole
source
purchase
to
join
the
putting
assets
to
work
incubator
through
the
government,
Finance
Officers
Association.
The
total
cost
is
eighty
five
thousand
dollars,
and
this
program
will
help
the
city
identify
underutilized
real
estate
assets,
draw
on
public
and
private
expertise
to
make
these
assets
Revenue
generating
and
invest
the
proceeds
into
local
priorities
such
as
affordable
housing
and
the
final
purchase
is
from
the
Chattanooga
police
department.
This
is
a
one-time
purchase
of
consultant
service
services
for
the
Chattanooga
police
department,
organizational
evaluation.
G
A
Council
you've
heard
tonight's
purchases.
We
did
discuss
these
at
some
length
during
our
330
session.
Are
there
any
questions
or
comments
before
we
entertain
a
motion?
I
have
a
motion
to
approve
have
a
second
to
that
motion
comments:
questions
on
purchases
this
evening,
all
those
in
favor
say
aye
opposed.
G
Field
we
are
requesting
approval
to
issue
these
rfps,
not
approval
to
award
any
contracts
at
this
time.
We
have
three
and
they
are
all
from
Economic
Development.
The
first
RFP
is
for
an
affordable
housing
consultant
team
coordinator.
The
consultant
will
act
as
a
project
manager
and
provide
support
to
the
chief
housing
officer
to
manage
a
team
of
Consultants
as
they
examine
the
city's
housing
inventory,
housing
markets
and
identify
and
make
recommendations
to
increase
supply
of
affordable
housing
options
city-wide.
G
In
addition,
the
consultant
will
facilitate
the
development
of
a
framework
to
define
the
city's
goals,
Mission
and
values
aligned
with
the
one
Chattanooga
plan
to
support
the
design
and
implementation
of
affordable
housing
programs
and
policies
to
drive
investment
in
affordable
housing
preservation
and
development.
The
second
RFP
is
for
an
affordable
how
housing
systems
analysis.
The
consultant
will
undertake
a
full,
affordable
housing
systems
review
to
provide
recommendations
to
increase
investments
in
the
preservation
and
development
of
affordable
housing.
G
The
review
and
Analysis
will
make
recommendations
for
the
restructuring
of
current
programs
and
policies,
building
the
incentive
toolkit
changes
to
land
use
and
Zoning
needed
to
drive
investment
and
how
to
attract
development
of
Housing
Solutions
from
moving
unhoused
individuals
into
homes
to
how
to
increase
the
inventory
of
low,
moderate
and
Workforce
housing
options.
City-Wide
and
the
last
RFP
is
for
a
market
analysis
report.
The
market
analysis
will
report
will
be
a
tool
for
community
revitalization
and
investment.
It
will
provide
the
foundational
data
needed
to
direct
investment
to
support
the
preservation
and
creation
of
affordable
housing.
A
Thank
you,
Miss
Satterfield,
we
have
Council
you've
been
presented
with
RFP
proposals
for
this
evening.
Have
a
motion
to
approve
at
the
second
to
that
motion,
questions
or
comments
before
we
vote
this
afternoon.
I
would
like
to
add
that
we
did
have
a
pretty
detailed
explanation
by
Ms
Heyman
on
the
rfps
and
council
did
have
an
opportunity
to
have
and
answered
the
questions
that
they
had.
G
And
we
also
have
two
sole
source
purchases
to
report.
The
first
is
from
Chattanooga
fire
department.
This
is
a
sole
source
purchase
from
the
Tennessee
fire
equipment
of
supply
line,
fire
hoses
for
use
by
the
Chattanooga
fire
department
for
fire
suppression.
The
total
cost
will
be
31,
583
dollars
and
last
we
have
from
the
Department
of
Technology
services
and
treasury.
This
is
a
social
sole
source
purchase
from
opengov
for
Permitting
Services
software
for
use
by
treasury.
The
cost
is
twenty
four
thousand
five
hundred
dollars.
Thank.
A
E
Thank
you,
sir.
Earlier
today
we
mentioned
we're
going
to
have
a
workshop
on
January
the
10th.
Originally
it
was
stated
for
12
o'clock.
We
are
moving
that
back
30
minutes
to
11
30
I
just
want
the
public
to
be
aware
of
that
time.
Change.
A
Councilwoman
Hill
councilman
Smith
councilman
Hester,
councilwoman,
coonrod,
councilwoman,
Noel,
Dr,
Burrs,
Madame
White's,
chair
very
good,
we're
now
ready
for
persons
wishing
to
address
Council
this
evening.
If
you
would
like
to
address
Council,
please
come
down
to
the
podium
and
while
you're
coming
Mr
Norbert
will
read
our
public
speaking
rules.
D
The
rules
are
at
the
end
of
each
Council
business
meeting
the
Cheryl
recognized
members
of
the
public
that
wish
to
address
them.
Here's
your
rules,
each
speaker
wishing
to
address
the
council,
can
only
be
recognized
up
front
at
the
microphone.
That's
provided
for
that
purpose
can't
have
more
than
three
minutes
to
speak
and
you
can
address
the
council
only
upon
matters
within
their
legislative
and
quasi-judicial
authority
and
not
upon
matters
that
are
under
the
authority
of
other
governmental
bodies
or
agencies.
D
You
can't
use
vulgar
obscene
language
nor
use
the
floor
to
personally
attack
or
personally
denigrate.
Others
dress
your
comments
to
the
council
as
a
whole
and
not
make
comments
directed
towards
individual
council
members.
You
can
only
do
so
one
time
a
day,
but
this
is
the
time
and
you
cannot
engage
in
disorderly
conduct
or
disrupting
a
public
meeting
which
is
prohibited
under
Tennessee
law
and
a
person
commits
an
offense
like
that.
D
H
You
hello,
my
name
is
Joshua
kapelish
Merry
Christmas
I'm,
an
advocate
for
our
American
citizens,
who
remain
unsheltered
in
Chattanooga
life
is
a
gift,
a
precious
gift.
It's
the
most
precious
gift.
Last
week,
I
quoted
some
scripture.
It
was
not
to
make
anyone
feel
bad
I
want
to
share
what
I
learned
and
what
I
try
to
practice.
The
Bible
is
a
repair
manual
and
a
road
map
for
our
lives.
You
don't
have
to
believe
any
of
it,
but
there's
some
good
stuff
in
there.
I
use
it
to
learn
and
improve
myself
as
we
all
should.
H
Sometimes
it
is
all
I
have
it's.
What
brings
me
here
tonight.
I
want
to
serve
others.
My
friends
outside
tonight
and
over
Christmas
can't
be
here
tonight.
So
I
am
and
thank
you
all
for
taking
the
consideration
to
approve
some
important
things.
You
know
as
far
as
hiring
consultants
and
things
like
that,
it's
basically
what
we
need
so
great.
Thank
you
and
let
us
not
forget
What
Christmas
Means,
while
Jesus
came,
it
was
to
give
us
eternal
life.
A
life
after
life
on
Earth
Jesus
loves
all
of
us,
even
the
worst
of
us.
H
Even
me,
and
even
the
homeless,
his
life
was
a
gift,
and
our
best
gift
of
thanks
is
to
serve
God
in
the
way
Jesus
did.
It
means
that
when
we
read
the
Bible,
we
need
to
try
and
do
what
it
says
and
I
know
what
it
I
know.
What
it
excuse
me
and
I
know
that
it
is
so
difficult.
We
all
sin
in
different
ways
and
I
think
we
need
to
try
a
little
bit
each
day
to
do
a
little
less
of
it.
H
Think
that
we've
got
one
of
the
best
police
departments
and
fire
departments
and
bodies
of
people
that
come
together
here
in
a
Civic
Union
that
we
can
agree
to
disagree
and
find
you
know
things
that
we
can
agree
on
the
overlapping
circles
that
we
call
Chattanooga,
there's
some
lines
out
there.
That
say
that
the
city
stops
here
or
there
there's
different
districts
and
things.
But
you
know
people
move
around
quite
a
bit
and
I.
Think
equality
is
an
important
thing
that
we
have
to
embrace
and
support.
H
As
Americans
and
you
know,
I,
think
that
you
know
we
need
to
practice
that
for
our
generation.
You
know
our
lives
here
on
our
time
here,
our
time
on
Earth
and
for
those
who
come
behind
us
and
that
we
try
to
find
different
ways
to
work
together
and
to
never
quit.
H
A
I
Mariemont
District
eight
I'm
here
to
ask
the
question
as
to
why
the
unity
group,
an
organization
that
has
existed
that
made
sure
Johnny
Franklin,
was
the
first
African-American
that
was
elected
to
the
city.
Commission
has
to
get
a
petition
to
have
the
MLK
March,
which
they
have
been
doing
for
53
years.
I
We
have
never
had
to
have
a
petition
to
be
able
to
march
on
behalf
of
ML
King
and
I
want
to
say
it
here
that
his
legacy
has
nothing
to
do
with
a
day
of
service.
Dr
King
was
very
much
against
capitalism,
militarism,
a
white
supremacy
and
his
teachings
very
much
so
are
about
us
having
not
only
a
United
perspective,
but
a
world
perspective
on
how
we
can
end
the
suffering
of
poverty.
In
this
nation
case
dismissed
last
week
was
very
interesting
case,
dismissed
against
the
protesters
mm-hmm
and
very
next
day.
I
I
I
We
didn't
even
have
to
do
it
I'm
going
to
end
in
particular
with
Martin
Luther
King
Jr,
with
a
passage
from
Where
Do,
We,
Go,
From,
Here
chaos
or
community.
The
average
white
person
has
a
responsibility.
He
has
to
resist
the
impulse
to
seize
upon
the
writer
as
an
exclusive
villain.
He
has
to
rise
up
against
the
indignation
against
his
own
Municipal
State
and
National
governments
to
demand
that
the
necessary
reforms
be
instituted,
which
alone
will
protect
him
if
he
reserves
his
resentment.
Only
for
the
Negro.
I
I
J
Hey
I'm
Mackenzie,
Kelly
District,
three
I
am
the
director
of
community
engagement
for
the
Chattanooga
Regional
Homeless,
Coalition
and
I
am
here
tonight
on
behalf
of
the
coalition,
to
thank
Council
for
their
support
to
our
response
to
the
Budgetel
shutdown.
Currently
we
have
106
households
in
hotel
rooms.
That's
including
90
kids,
through
the
hard
work
of
the
city's
office
of
homelessness
and
Supportive
Housing
and
the
Chattanooga
Housing
Authority.
We
have
housed
eight
households,
14
kids
and
all
of
those
kids
actually
have
a
brand
new
bed
thanks
to
sleep
in
Heavenly
peace.
J
So
that's
very
exciting,
so
I
just
wanted
to
give
you
guys
a
report
and
thank
you
all
for
your
support
and
commission
support.
We
cannot
be
doing
this
work
without
the
help
of
Community
Partners,
who
are
working
tirelessly
to
make
sure
that
these
folks
are
well
taken
care
of
throughout
the
holidays,
while
also
working
to
find
permanent,
Housing
Solutions
for
them.
So
thank
you
all.
K
So,
it's
a
wonderful
place
to
be
is
flourishing
with
jobs
and
for
the
most
part
you
don't
hear
a
lot
of
the
good
things
about
Chattanooga,
but
a
lot
of
people
travel
from
all
over
the
world
just
to
get
to
choo
choo
land
Chattanooga,
but
I
want
to
bring
up
to
today's
point
of
public
works
as
a
driver
and
I
like
to
be
safe.
I
believe
that
we
should,
as
Public
Works
Public
Safety,
is
the
most
important
thing
and
being
a
driver
and
I
I.
Don't
work
in
a
garbage
department.
K
But
what's
going
on,
is
that
right
now,
they're
having
to
pull
drivers
from
all
departments
to
help
out
in
garbage
department,
pick
up
trash
cans
because
there's
a
lack
of
drivers
in
that
particular
area
when
I
believe
we
should
work
as
a
team,
but
the
the
safety
part
that
that
smacks
into
that
is
that
night
driving.
K
K
That
being
said,
I
actually
did
notify
my
supervisor
that
I
felt
very
unsafe,
driving
the
big
truck
in
neighborhoods
at
night
time
and
upon
you
know
letting
the
supervisor
know
that
I
was
terminated
on
that
I
do
have
a
notice
of
appealing
and
I
believe
that
if
you're
not
familiar
with
a
vehicle
driving
it
at
night
could
be
a
very
unsafe
thing
in
the
public,
not
just
for
the
public,
even
for
the
driver
as
well.
K
And
if
you
look
at
the
record,
as
even
as
of
last
week
and
probably
the
week
before,
we've
had
several
accidents
and
it
all
will
happen
in
that
night
because
the
cameras
in
those
Vehicles,
you
can't
see
out
of
them,
they're
all
fogged
out
and
a
lot
of
the
drivers
that
are
in
that
are
driving.
Those
trucks
are
from
other
departments.
So
they're
not
familiar
with
the
machine
because
they
don't
drive
it
on
a
regular
basis.
K
So
the
point
that
I
want
to
bring
out
of
that
I
think
that
we
should
continue
to
be
safe
people
in
the
public.
K
So,
however,
the
appeal
turns
out
to
be
I
still
think
that
safety
is
most
important
in
the
city
of
Chattanooga.
If
we're
going
to
go
and
do
the
job,
we
should
be
able
to
get
it
done
in
the
daytime
and
if
it
have
to
be
at
night
I
believe
it
should
be
done
with
a
person
that
works
in
that
department
because
they
run
that
vehicle
all
the
time,
not
someone
who's
from
another
department
trying
to
familiarize
himself
with
the
vehicle
and
trying
to
do
it
at
night.
K
So
that
is
my
concern:
safety
and
Public
Works
Department.
Thank
you
very
much
for
listening,
hey.
K
Yes,
I
I,
when
I
I
I
notify
my
supervisor
that
I
I
felt
unsafe
because
it
was
it
was
raining
and
storming
and
it
got
dark
early
about
5,
15.,
okay
and
when
I
done
that
when
I
came
back
to
work,
they
took
me
upstairs
and
they
terminated
me.
E
K
Once
I
once
I
I
said
well
well,
what
happened
I
said
well,
I
felt
unsafe
at
night,
I
couldn't
see
and
I'm
not
from
this
department
I'm,
not
that
good.
With
this
truck,
and
so
she
said,
I
will
give
us
and
fill
out
an
incident
report.
So
I
filled
it
out
right
here
as
a
short
paragraph,
and
this
is
big
basically
what
it
says.
E
K
L
Foreign
I
live
on
1808
Duncan
Avenue,
one
of
the
service
saying
Merry
Christmas,
and
this
is
the
last
y'all
we'll
be
hearing
from
me
this
year.
So
I'll
see
you
in
January,
but
I
first
need
to
apologize.
I
feel
like
last
week
when
I
came
up.
L
I
was
a
little
reactionary
in
my
tone
and
a
little
bit
upset
I
didn't
talk
about
what
I
came
here
to
talk
about
and
specifically
I
want
to
try
to
restate
kind
of
what
I
was
saying
last
week
again
this
time,
but
in
a
more
helpful
tone,
because
my
goal
is
to
work
with
the
city
and
work
with
each
and
every
one
of
you
to
create
vibrant
localized,
walkable
communities
that
enliven
and
embolden
Chattanooga
towards
the
city
we
want
to
become,
and
specifically
what
got
me
upset
was
there
were
two
options
for
housing
that
got
voted
down
and
then
an
emergency
option
to
help
people
who
were
displaced
and
I'm
glad
that
we
voted
to
help
those
people.
L
But
at
the
same
time,
we
voted
down
options
to
build
legitimate
housing
in
neighborhoods
on
802
Spears
Avenue
in
2001,
a
790
square
foot
house
sold
for
three
hundred
and
fourteen
thousand
dollars,
and
while
the
spears
neighborhood
can
sit
there
and
say
we
don't
want
this
type
of
housing,
United
and
while
even
councilman
Henderson
might
have
a
responsibility
to
stand
with.
His
district
I
asked
each
and
every
one
of
you
to
stand
with
your
District.
It's
very
likely
that
people
who
lease
ends
in
Hill
City
can
no
longer
afford.
L
L
The
RPA
came
in
and
recommended
that
that
be
turned
into
a
townhouse.
So
we
have
professionals
that
are
in
line
with
our
need
for
housing
stock
and
we
voted
against
it
in
2000
and
2022
I've
met
with
about
five
or
six
different
city
planners
Community,
organizers,
Architects,
two
Council,
two
council
members.
Officially
and
some
of
you
more
informally
and
I'm,
beginning
to
see
that
there's
a
Groundswell
there's
a
lot
of
people
who
are
ready
to
be
interested
in
activating
their
City
there's
options
that
don't
require
a
lot
of
expenditure.
L
Foreign
I
hope
that
in
2023
we
can
all
work
together
to
make
Chattanooga
more
accessible,
more
multimodal
for
transportation
and
the
housing
more
affordable
and
allow
people
to
increase
the
housing
stock
organically.
By
taking
away
the
responsibility
of
weekend
and
week
out,
decisions
from
y'all
and
up
zoning
Chattanooga
hope
you
guys
have
a
merry
Christmas
and
happy
New
Year.
A
Thank
you,
John
John
John.
You
know
Mr
reuter
in
the
back
right.
Yes,
okay,
I
just
want
to
make
sure
you're
aware
of
the
zoning
codes
that
we're
we're
working
on.
Currently
that
address
a
lot
of
what
you
talk
about
and
we've
talked
about,
so
okay,
very
good.
Thank
you,
sir.
Thank
you
just
want
to
make
sure
anyone
else
wish
to
address
Council
this
evening.
