reflective

the
zoning,
as
is
the
property
around
it.
This
abuts,
the
i24
right-of-way
so
you're,
seeing
the
ridge
cut
right-of-way
to
the
west
and
northwest
of
this
property.

applicant
is
proposing
to
resent
a
little
bit
less
than
half
an
acre
for
those
four
units.
So
for
a
density
of
about
nine

a
half
units,
an
acre
single-family
uses
abut
the
site.

odd
shape

client

asking
for
an
increase
for
two
units
and
the
reason
we
wanted
to
go
to
the
rtz.
Zoning
is
because
there's
reduced
frontage
requirements
and
setback
requirements
which
allows
us
to
get
the
four
units,
and
so
that
was
the
basis
of
the
rezoning
request
and
it's
an
increase
in
two
units.

from
a
planning
standpoint:
no
parking
would
be
visible
from
the
right-of-way,
it
would
be.
Our
architectural
facade
would
have
garages
on
the
back,
and
I
think
you
can
see
because
of
the
odd
configuration
that
we're
working

site
as
best
as
we
can,
while
trying
to
achieve
the
four
units-
and
that's
that's
my
remarks.

live
caddy
corner

property

On
my
side
of
that
of
that
particular
property,
there's
a
subdivision-
that's
made
up
of
was
done
about
25
years
ago,
and
it
has
450

500
000
homes
in
it.
On
the
other
side,
there's
always
nothing
but
single-family
homes,
one
or
two
stories
on
this
particular
property.
There
was
a
single
family
home.
That
was
two
stories
that
burned
down
about
15
years
ago,
and
so
the
problem
that
I
see
with
this
is
one
is
the
location
of
it
is.
I
Is
it
does
not,
and
actually
what
it
does
is
it
does
not
take
into
account
the
noise
from
the
interstate.
I
think
these
these
departments
at
this
level,
this
height,
would
be
very
difficult
to
stay,
rented
because
of
the
noise
from
the
interstate.

think
that
the
the
staff
at
the
planning
commission
went
out
and
recommended
this
not
be
approved,
and
I
think
that
that
that
should
be
what
the
council
goes
with.

adjacent

years

about
she
lived
there
when
that
other
house
burnt
down,
and

also
recently
bought
two
more
lots
upon

reach

below
the
crest
running
up
into
the
interstate.

trucks

barely

through

was
one
up

weeks

barely

there
is
one
there,
the
total
road
is
totally
blocked.

cars,

piece,
the
city
is
not
going
to
be
able
to
manage
that
street.
I'm
concerned
about
the
utilities
of
that
street
at
1801
sunset
terrace,
when
my
husband
and
I
split
the
utilities,
the
city
city
came
out
there
and
they
didn't
even
know
there
was
property
there.

another
house
in

st
neighborhood
2021
ridgewood
drive
zoned
by
an
out
of
towner.
That
house
has
been
condemned
by
you
guys,
I
think
three
times
a
tree
fell
on
it
three
weeks

it's

sitting
there
laying
there
one
of
your
city
trucks
ran
into
a
garage.
That's
still
laying
there.

keep
our
neighborhood

neighborhood,

don't
want
it
out
of
town

it's
not
being
there
taking
care
of
their
property,
etc.

I'm
not
sure
where
this
applicant
is
actually
from
since
he's

that's

down

group
anyways,

honestly
do
support,
like

more
affordable
housing
developments.

think
that
this
is,

a
nice
development.

it'll
help
our
neighborhood
as
a
community
more,
but
it's
this
infrastructure
is
just
simply
not
appropriate.

is
a
single
lane
road
and
it's
you're,
you're

not
able
to
have
two
cars
pass,
there's

no
way.

you

it's
and
imagine
having
you

Maybe
if
it's
a
rental
unit,

gonna

multiple
parties
coming
in

out
constantly.

to
have
four
households
coming
in

out,

there's

lot
of
parking
spaces
right
there.

imagine
all
the

cars
coming
in

out
on
a
daily
basis,

run

neighbors
every
now
and
then
so
imagine
having
you

eight
more
cars
coming
through
and
it's
really
just
not
gonna
happen.
Trash
pickup
is
obviously
gonna
be
an
issue.
I
think
the
roads
definitely
need
to
be
expanded
more,
maybe
some
more
on
street
parking.

my
road
that
I
live
on,
it
actually
starts
as
a
one
lane
road
and
then
it
expands
to
two,
but
even
even
with
that,
you
know
I
only
have
like
you
know,
maybe
six
houses
along
the
street,
and
so
you
know,

even
during
the
construction
process.

know
if
you're
gonna
have
utility
trucks,
construction,
trucks.

all
these
utility
trucks
coming
in
here,
they're
gonna
be
blocking
that
road
and
there's
gonna,
there's
at
least
six
residences
beyond
that
property

are
gonna
be
severely
affected,
because
that's
the
only
way
in

out

roads
are
honestly
not
even
in
good
shape
either.

it's
too
bad
that
you

this
is
not
an
appropriate
spot,
but
you

just

not
going
to

shouldn't

are

zoning
properties
further
down

ridge.

tail
in

cars

parked

have

party

contractor
coming
out
and

hazardous

driving
that
area.

get
anxiety

lot
driving
through

area
just
because
I
know
that
there
may
be
a
car
coming
around
the
corner.

working
full-time,
I
don't
know
if
any
other
residents
in
the
neighborhood
work
full-time
coming

out
when
you're,
when
you
have
a
busy
schedule,
you
know
you
you
kind
of
got
to
get
going.
You
can't
really
just
take
your
sweet
time
and
you
know
I
really
don't
know
what
else
to
say,
but
but
yeah
it's
just
the
infrastructure's,

not
appropriate.

that's
why
we
made

note

do
the
two

townhome

felt

build

and

entry-level
housing,
but
that's

lot

people

think
about
entry
level
to
me,

level

the
people
that
we're
saying
that
need
to
be
housed.

supporter
of
housing,
housing
option
and
I've.

booked
karen
and
her
staff
repeatedly
about
how
we
can
ultimately
make
this
situation
work,
and
I
also
kind
of
look
at
what's
going
on
in
north
shore,
the
street
sizes
in
north
shore.
The
houses
that
are
built
being
built
on
the
steep
slope
and
this
kind
of
dis,
similar
situations
to
it
as
well,
but
for
now
I'm
gonna
have
to
go
with
we're.

it
to
remain

same

can
build
just
the
two
townhouses.

think

the
office

family
empowerment,

I
am
here
to
tell
you
a
little
bit
about
myself
and
the
program
I
work
for
the
people.
I
work
with

ofe
have
devoted
their
lives
to
helping
the
people
of
this
city.
We
speak
to
families
in
crisis
who
are
struggling
financially
to
support
their
homes,
to
find
employment
and
especially
to
pay
their
rent
and
utility
bills.

Throughout
our
struggles
with
understaffing,
I
myself
have
had
to
be
personally
accountable
for
answering
to
clients
who
were
evicted
while
they
were
waiting
for
assistance
from
our
agency.
This
happened
because
we
are
so
understaffed
that
the
loss
of
even
one
employee
is
enough
to
directly
affect
numerous
families
in
the
community.

here,
because
I
don't
want
to
leave
my
job
being
able
to
support
my
community
is
the
most
important
work
I've
ever
been
privileged
to
do.
It
is
what
feeds
my
soul,
but
unfortunately
it
does
not
feed
my
daughter,
you

a
single
mother
with
not
enough
money
to
pay
my
bills.
I've
been
utilizing
the
same
food
pantry
programs
that
I
refer
my
clients
to,
because
our
grant
program
was
not
included
in
the
city-wide
raises
implemented
by
the
mayor's
one
chattanooga
campaign.

Someone
will

to
be
accountable
to
the
people
of
chattanooga
when
our
agency
fails
to
complete
energy
or
rent
assistance
applications
in
a
timely
manner,
because
this
agency
simply
will
not
have
the
staff.

asking

prioritize

pay
now,
so
that
I
and
my
colleagues
are
not
forced
to
walk
away.

grant

go

hundred
percent
to
fund
employee
salaries.

grant

cover
the
needs
of
the
community

are
city
employees

the

forgotten

have
been
left
behind.
This
is
not
just
a
job.
For
me,
this

a
passion
that
I
love,
but
with
great
sadness
I
would
have

walk
away
if
no
changes
are
made
and

office
of
family
empowerment
cannot
stand
to
lose
any
more
employees
with

rising
cost
of
everything.

city
finally
recognized
that
city
wages
had
not
kept
up
with
city
living
standards
that
those
of
us
who
served
this
city
were
not
being
paid
enough
to
live
in
this
city
and
they
raised
90
of
city
employees
up
to
the
wages
they
need,
but
we
were
excluded
from
that.
We
were
cut
out
from
that.
We
began
to
express
concerns
about
that.
Back
in
september
and
october
of
last
year,
we
fought
for
it.
We've
asked
to
speak
to
numerous
people.

Our
leadership's
met
with
our
administrator
with
the
mayor's
office
with
the
finance
powers
to
be,
and
these
concerns
haven't
been
addressed,
to
give
you
just
a
little
bit
of
perspective,
I'm
here
to
fight
for
my
staff,
but
as
a
supervisor
as
someone
with
almost
a
decade
of
experience
in
this
field
and
someone's
a
college
degree,
I'm
one
of
the
best
compensated
people
in
this
department
and
my
little
two-bedroom
one-bath
house,
rent
in
a
very
modest
neighborhood,
was
recently
raised
to
more
than
my
bi-weekly
paycheck.

So
we
are
all
struggling
really
hard
from
the
bottom
to
the
top.
We
aren't
asking
for
much
we're
just
asking
for
quality
we're
asking
for
equity
with
the
rest
of
the
city,
we're
not
asking
for
a
high
wage,
we're
asking
to
be
able
to
feed
liz's
daughter
and
to
pay
our
rent
and
continue
to
serve
this
city,
and
we
haven't
been
given
that,
as
we've
met
with
several
members
of
city
leadership,
we
keep
being
told
that
people
didn't
know
about
this.

Well,
when
the
city
instituted
these
increases,
they
created
a
process
to
appeal
anyone
who's
left
out.
These
increases
several
of
us
filed
his
appeals.
I
myself
wrote
an
email
to
the
designated
hr
compensation
manager
who
was
pointed
to
the
person.
We
should
appeal
to.
He
told
me
in
october
that
they
were
discussing
this
issue
about
grand
employees
and
they
would
give
us
an
answer.
I've
emailed
him
multiple
times
since
then.

I
haven't
gotten
that
answer
and
we
keep
being
told
eight
months
later
that
the
powers-to-be
don't
know
about
it,
but
their
designated
spokesperson
did
know
about
it.
They
had
the
right
and
responsibility
to
know
about
it
and
they've
ignored
it.
It's
not
that
we
haven't
spoken
up.
It's
that
they've
chosen
to
ignore
us.

now
we're
being
asked
for
more
time
and
more
patience,
but
that's
unacceptable
because
it's
been
eight
months
that
we've
been
patient
and
our
requests
are
still
being
ignored,
and
at
this
point
the
costs
are
getting
so
high
that
we
are
rapidly
losing
staff.
We
are
50
staffed.
So
if
the
city
wants
to
continue
to
tell
its
citizens
that
it
cares
about
those
most
in
need,
it
needs
to
either
staff
the
place
that
provides
for
their
rent
and
their
utilities
or
stop
telling
those
citizens
that
cares
about
them.

churchill,
according
to
the
expectations
of
the
city
council,
listed
under
the
national
league
of
cities,
a
portion
of
the
city
council's
responsibilities
is
to
regulate
public
health
and
safety
and
respond
to
constituents
needs
as
well
as
complaints
to
have
councilmen
and
women
in
meetings
with
no
solutions
to
increase,
gun
violence
and
give
us
silence.
After
we
were
told
cameras
we
paid
for
didn't
work
for
weeks,
it's
not
only
unacceptable,
but
a
failure
of
you
and
others
who
are
in
leadership
during
times
of
uncertainty
and
crisis.

Maybe
you
think
it
won't
ever
happen
to
you
or
reach
your
doorstep,
but
you
couldn't
be
any
more
wrong
on
this
past
sunday,
just
one
week
after
mary's
shooting
a
17,
a
72
year
old
elder
was
shot
in
his
home
on
citico
and
killed.
Another
woman
injured
in
her
car
keep
in
mind
this
shooting
and
the
one
in
mary's
were
both
less
than
two
miles
away
from
where
mayor
kelly
and
first
lady
jenny,
both
live.

Not
even
the
mayor
can
escape
the
reality
of
what's
going
on,
and
may
I
say
it
would
be
nice
to
have
him
do
more
than
talk
on
press
conferences
and
make
the
effort
of
actually
showing
up
in
person.
Money,
passionate
community
members,
brilliant
activists
and
non-profit
heads
are
not
lacking
in
the
city.
Neither
are
solutions
simply
and
plainly
put.
We
lack
the
political
will
for
our
council
to
have
a
beating
heart
and
respond
to
to
our
concerns
with
enthusiasm,
with
a
message
of
hope.

in

midst
of
the
storm,
the
people
demand
change
grieving
mothers
are
here
with
me,
demanding
collaboration
and
a
seat
at
a
table
that
should
be
extended
to
them.

even
spent
a
week
researching
a
wide
range
of
fresh
and
successful
public
health,
public
safety,
business
and
gun
law
approaches
from
all
over
the
country
that
work
are
scalable
and
can
be
used
right
where
we
live.

cases

citizens

firms

contract
basis,

particular
projects,
and
a
conflict

interest

only
arise
where
that
attorney
has
represented
the
city
on
some
issue
related

All
lawyers
have
to
deal

conflict
entries

every
single
case
and
that's
how
we
they're
not
necessarily
beholden
to
us.
They
write
contracts,
they
do
paving
and
environmental
research.

help

officers

son

been
gunned
down
and

was

me

my
children.

a
child
to
pass
out
out
there
that
had
to
be
taken
to
the
hospital,
my
youngest
son,

I

two

he

whoever
thought

black

legislation

action
summit,

them

looking

jobs,
guidance
and
purpose

with

chattanooga
aquatic
project
that
I've
been
advocating
now
going

year

present

programs

city-owned
facilities,
particularly
the
ones
with
swimming
pools.

designed
to
build
workforce
capacity
by
building
skills
and
to
provide
workshops,
seminars
or
webinars
that
give
these
young
people
a
purpose
that
also
guide
them
into
what
their
purpose
is
and
helping
them
to
find
those
purposes.

other

white
person

beg

white
people

grassroots

voted

helping

point

we
can't

trust
in
