Description
Chattanooga City Council Meeting — 03-30-21
A
B
C
Don't
join
me
in
prayer,
father
god,
I
come
to
you
tonight
with
a
heavy
heart
heaven,
because
historically,
black
people
have
continued
on
this
journey
to
fight
for
equitable
access
and
equal
opportunity
for
us
all
and
lord,
we
just
help
people
to
continue
to
propose
grievous
acts
of
injustice
unrighteousness.
Regarding
voting
rights,
lord,
we
just
ask
that
you
heal
those
individuals
from
any
malice
or
any
hatred
that
they
have
towards
people
who
skin
color
may
not
be
the
same
as
theirs.
Father
god.
C
Lord
we've
had
amendment
after
amendment
with
our
constitution,
and
yet
we
continue
these
battles
historically,
since
1865
just
for
fighting
for
freedom
and
and
lord.
At
this
point,
I'm
tired,
I'm
tired,
lord,
because
people
just
don't
see
it
the
way
that
I
see
it
coming
from
the
struggles
of
those
that
life
that
the
hand
that
I
have
been
dealt
god
help
us
out
to
just
see
it
through
your
lens.
C
So
we
can
do
your
work.
What
you've
placed
us
here
in
council
to
do
lord
and
to
change
for
us
to
be
able
to
change
lives
of
everyone
and
to
reduce
absolute
poverty,
to
give
everybody
a
fight
and
chance?
Lord
and
lord,
I
just
end
with
that.
Lord
I
just
you
know,
I
prayed
that
you
would
not
be
as
keen
and
sharp
with
his
words
towards
me,
but
I
just
asked
that
you
know
we
have
two
council
women
on
our
council
that
we
don't
even
work
together.
C
Lord,
I
just
pray
that
we
can
find
common
ground
with
each
other
and
do
the
work
that
we're
supposed
to
do
to
build
here
and
move
us
forward,
and
all
these
things
I
ask
jesus
name.
I
pray,
amen.

B
A
Motion
carries
9-0
now,
madame
clerk,
we
move
to
ordinances
on
first
reading.
Let's
take
item
6a,
please.
A
I
think
we
have
a
alternate
version,
madam
clerk,
that
we
need
to
read.
Yes,.
B
Alternate
version
and
an
ordinance
to
maintain
city
code
part
2,
chapter
38
zoning
ordinance
so
as
a
reasonable
property
is
located
in
the
7
000
block
of
shallow
for
road
and
2301
rivendale
lane
from
our
one
residential
zone
and
rtz
residential
townhouse
zero
lot
line
zone
to
rtz
residential
townhouse
zero
lot
line
zone
for
the
entire
site.
Subject:
certain
conditions
for
leopard.
D
I
The
the
alternate
version
has
a
map
that
should
have
been
attached,
which
we
will
include
in
in
the
final
version
of
this,
and
the
alternate
version
would
include
four
five
conditions:
correct.
The
five
conditions
that
are
involved
are
parcels:
149,
gb,
003,
149,
gb,
005
and
149
gb
006.46
to
be
zoned,
0,
1
or
office
1.
I
Number
four
storm
water
peak
attenuation
implemented
on-site
for
this
development
shall
reduce
post-construction
runoff
rates
for
the
two-year
through
25-year
storm
events
by
a
minimum
of
20
percent
from
the
peak
construction,
runoff
rate.
And,
lastly,
the
provision
is
that
for
any
shared
property
line
with
a
parcel
fronting
on
preston
circle,
the
subject
shall
maintain
a
35-foot
setback
from
these
property
lines
where
no
building
or
shall
be
prevented,
permitted
other
than
screening
requirements.
As
noted
in
the
ordinance,
I
believe
that
is
all
of
the
conditions.
I
D
Very
good,
thank
you
for
that
and
council.
Thank
you
for
indulging
me.
This
has
been
a
back
and
forth
for
probably
a
year
or
more
now,
and
it
was
a
process
working
with
the
hoa
and
the
applicant
to
get
to
this
point.
I
have
spoken
to
both
of
them
today.
I
do
not
believe
you
will
see
any
hands
raised
because
they
have
come
to
an
agreement
in
this
zoning
case
and
with
these
conditions
I
will
move
to
approve.
D
A
A
A
Okay,
I'm
not
seeing
any
opposition,
so
we
do
have
a
motion
on
the
floor
to
approve
with
these
conditions
in
a
proper
second,
any
questions
or
comments
before
we
vote.
Okay,
madam
clerk
roll
call,
please.
H
F
D
Thank
you,
mr
chairman.
We
have
talked
at
length
about
this
very
unique
piece
of
legislation
for
over
a
year,
we
first
heard
about
it
on
july,
7th
of
2020
in
our
planning
and
zoning
committee,
a
presentation
creating
new
vegetation
standards
when
addressing
steep
sloped
areas.
Since
july
of
last
year.
We
have
discussed
this
at
council
a
few
times
and
asked
for
public
and
staff
input.
D
Arguably,
this
ordinance
addresses
20
of
that
list.
I
believe
that
is
progress
and
a
step
forward
for
our
city.
I
want
to
thank
all
of
you
who
sent
emails
regarding
this
ordinance.
I
truly
value
your
input,
your
advice,
your
suggestions.
I
read
every
email,
your
voice
is
heard
loud
and
clear.
The
ordinance
before
us
tonight
is
unique
to
our
city
and
creates
a
new
section
of
city
code.
D
D
Had
this
ordinance
been
in
place
over
the
past
few
years,
we
possibly
would
not
have
seen
some
of
the
problems
arise
that
spurred
public
outcry.
No,
it
does
not
check
every
box
for
every
concern.
No,
it
does
not
address
every
item
on
staff's
list,
but
it
does
put
a
dent
in
it.
It
does
and
will
make
a
difference
in
how
we
view,
identify
and
address
this
very
important
issue,
as
I've
stated
before,
it
is
a
significant
step
with
that
chairman.
I
move
to
approve
second.
G
Thank
you,
mr
chair.
I
would
like
to
offer
an
amendment
in
the
form
of
a
motion,
and
that
would
be
to
take
the
33
percent
and
put
it
at
30.
A
H
E
E
E
A
D
A
A
A
Motion
to
approve,
as
amended,
carries
none
zero
all
right.
Madam
clerk,
if
you
will,
let's
read
six

please.

looking.

Yes,
sir
may
the

we
will
be
having
a
public
safety
committee
meeting
where
we
will
get
our
quarterly
report
from
park.
Looking
forward
to
it.
A
All
right,
sir,
and
I
think
it
was
brought
up
earlier
about
having
a
public
safety
meeting
to
discuss
the
proposed
legislation
on
the
residency
requirement.
H
Yes,
will
that
happen
on
may
the
fourth
as
well.
H
J
H
F
Thank
you,
mr
chair.
Earlier
today
we
did
have
a
legislative
committee
meeting
and
we
covered
resolutions
brought
before
this
body
for
the
residency
for
our
first
responders
as
well
as
making
juneteenth
a
holiday.
Both
of
those
items
will
be
moving
forward
to
the
agenda
on
the
13th.
No
further
report,
mr.
G
Thank
you,
mr
chair.
We'll
have
a
public
works
and
transportation
committee
meeting
next
tuesday
april
6th
following
agenda
session.
E
Thank
you,
mr
chair.
Today
we
had
an
economic
and
community
development
committee
meeting
where
we
had
a
discussion
with
open
spaces
on
ways.
We
can
increase
access
to
our
outdoor
facilities
and
ways
to
encourage
diversity
in
its
usage
and
the
kind
of
programs
that
we
have
in
those
in
those
spaces.
A
I
would
like
to
remind
everyone
that
this
council
does
plan
on
being
back
in
chambers
next
week
for
our
first
in-person
meeting,
I
suppose
in
about
a
year,
so
that
will
be
april.
The
6th,
we'll
begin
at
3
30
for
our
agenda
session
and
then
our
regular
six
o'clock
meeting
that's
next
april,
that's
next
wednesday
april,
the
6th
all
right!
Now
we
come
to
time
where
we
recognize
persons
wishing
to
address
the
council.
It's
my
understanding
that
we
do
have
some
that
are
registered
this
afternoon.
A
Mr
attorney,
would
you
read
the
rules
to
address
the
council
and
at
this
time
I'm
going
to
ask
if
you
have
registered
to
speak
this
afternoon?
Would
you
please
click
the
raise
hand
button
on
your
computer
at
this
time.
I
At
the
end
of
each
council
meeting
the
chair
will
recognize
members
of
the
public
who
wish
to
address
the
council
as
part
of
their
rules.
Each
speaker
wishing
to
address
the
council
shall
be
recognized
only
if
you
provide
your
name
and
address
or
council
district
of
residence
before
talking
to
them.
You
can't
have
more
than
three
minutes
to
speak.
You
can
address
the
council
only
upon
matters
that
are
within
their
legislative
and
quasi-judicial
authority
and
not
upon
matters
that
are
under
their
authority,
but
are
regulated
by
other
governmental
bodies
or
agencies.
I
You
can't
use
vulgar
or
obscene
language
nor
use
the
floor
to
personally
attack
or
personally
denigrate
others
and
address
your
comments
to
the
council
as
a
whole,
not
towards
individual
council
members.
Having
stated
those
rules
that
are
adopted
by
the
council,
please
start.
