want
us

provide

delmont

original
proposal
that
we
submitted
with
our
application
was
to
have
that
connection
more
so
because

thought
that
would
be
a
benefit

neighborhood

them
another
access
point

down
to
sand
switch,
but
listening
to

community

understanding
some
of
the
concerns
from
that
we
did
rearrange
the
site
plan
to
limit

access

put

concern

was
that
they
stood
by
the
agreement
of
not
using
delmont
lane,
providing
what
I
thought
was
supposed
to
be
a
30-foot
buffer,
but
he
said
20-foot
buffer.

throw
out

idea
of
having

when

president

developers,
our
mission,
really
as
a
church,
is
to
minister
to
the
needs
of
the
community
and
our
congregation.

We
know
everybody
knows
one
of
the
greatest
needs
in
chattanooga
today
is
affordable
housing
and,
let
me
say,
as
a
pastor,
I
see
it
every
day
I
get
calls
every
day
of
people
looking
for
a
place
to
live
because
their
rents
are
going
through
the
roof.
In
many
cases,
unfortunately,
landlords
are
not
attending
to
their
needs.

A
lot
of
the
properties
are
inefficient
when
it
comes
to
energy.
So
let
me
say
we
want
to
be
part
of
the
solution.
We
have
vacant
land
we're
blessed
with
vacant
land.
We
have
three
acres
that
we
want
to
use
for,
affordable
senior
housing,
and
you
know
it
is
our
plan
to
partner
with
the
community
we've
already
reached
out
like
to
brainerd
high
school.
They
love
the
idea.
Their
kids
could
come
over
and
get
and
get
service
hours.

Just
in
the
past
two
weeks,
I've
talked
with
one
of
the
leaders
because
I
was
told
by
councilman
hester
and
commissioner
jita
to
reach
out
and
have
a
conversation,
and
we
did
and
the
thinking
and
the
feeling
was
that
you
know
we
really
didn't
need
to
meet
again
we're
open.
We
are
open,
but
that's
what
we
were
advised
we
understand
change
is
not
easy,
there's
always
opposition,
but
we
believe
the
need
for
affordable
housing
is
greater
than
doing
nothing
or
standing.
Still.

Change
is
happening
all
over
chattanooga,
but
not
fast
enough
for
those
who
are
less
fortunate,
especially
seniors.
We've
seen
this
before
saint
elmo,
a
former
councilman
told
me
that
he
served
when
affordable
housing
was
made
available
in
saint
elmore
and
he
said
the
same
complaints.
If
people
complain
about
the
crime
rate
going
up,
they
complain
about
property
values
decreasing.

They
can
prank
complain
about
the
height,
and
none
of
that
has
been
an
issue
and
he
said
actually
what
happened
about
three
years
later
after
they
got
it
built
lady
called
him
and
says
you
know
I
want
to
thank
you.
She
says,
because
I
actually
live
in
the
property
now
and
I
think
it's
very
very
nice
again
some
of
our
counterparts
will
be
our
counterparts.
Orchard
knob,
baptist
church
has
a
four-story
housing
senior
housing
facility,
there's
eastwood,
which
is
close
to
us.
It's
on
one
level.
They
have
98
homes
because
they
have
land.

We
don't
have
that
land
to
do
that
and
and
they
both
have
waiting
lists.
So
there's
a
huge
need
and
really
we
believe
again
that
there
are
more
people
in
the
community
in
our
community,
as
well
as
the
city
who
are
in
favor
or
support
the
project.

three
of
the
neighborhood
associations
endorse
the
project
so
with
that
being
said,
we're
asking
that
you
will
strongly
consider
approving
our
proposal.

have
to
have
a
heart

are
less
fortunate

find
affordable

experience

last
summer,
when
one
of
my
relatives
had
lived
at
a
rainbow
creek
and
they
redid
that
situation
and
when
they
went
up
on
the
rent.

heart

know
that
we
do
need
to
do
what
we
can
to
help
when
we
can-
and
this
is
something
that
is
much
needed,
and
my
heart
goes
out
to
all
the
homeless
people
and
like
we
know,
we
see
tent
cities
and

see
all
of
these
things

if
something
doesn't
happen
soon,
we
just
may
never
get
to
the
end
of

flooded.

remember,
maryland
lloyd
bucar,
she
had
the
levy
built
because
all
that
land
over
there
is
always
flooded
very
bad.
That's
what
that
is
marshland!
That's
why
the
herons
and
the
cranes,
if
you
guys,
know
anything
about
biology,
that's
why
they
gather
in
that
field.

just
marshland!
I
live
right
adjacent
to
it.
It
also
has
only
one
dream:
it
comes
from
the
brainerd
high
school
side.
It
runs
under
the
street
to
tucker
baptist
right
there.
They
had
it
developed
and
they

drain
in
the
middle
of
the
field.
This
year
in
january,
it
still
floods
and
I
have
documentation.
I
sent
it
in
with
the
videos
where

water
just
sits
there,
and
it's
going
to
run
off

the
back
side
to
the
venous
vanilla
street
drive.
They
also
did
not
provide
a
perk
test
to
test
the
water.

they
have

they
have

produced

traffic
study

any

these

not
live

living
facility,
that
is

single

all
of
that
traffic
trying
to
come

into

affordable
housing
today
is
what's
called
low-income
housing
tax
credits
and
these

allocated
by

tennessee
housing
and
development
authority,
and
so
as
a
applicant,

church

the
cdc
need
an
experienced
developer
with
that
to
qualify.

So
we
will
provide
that
development
experience
as
well
as
all
of
the
technical
development
through
the
process
of
developing
this
project,
and
then
we
will
also
provide
all
of
the
guarantees
financial
guarantees
for
the
project.
The
cdc
will,
the
church
cdc
will
be
the
100
owner
throughout
the
entire
tax,
credit
or
affordability
period
and
penrose
will
maintain
all
of
the
guarantees
for
that
project.

complaints

from
the
villages

concern,

always

concern

the
current
community

are
serving

serving

members
and
see
what

areas

renters
and
it's

percent
majority
of
our
people
are
housing,
burden

Insecure
and
our
mayor
took
a
bold
ask
and
said:
we
need
for
our
faith-based
organizations
to
step
up
and
create
housing
opportunities.

all
kind
of
housing
opportunities
and
often
when
we
get
into
these
discussions,
the
things
that
we
hear
repeatedly
are
safety
crime
flood.
You
know
things
of
that
nature
and
when
we
particularly
look
at
our
neighborhoods,
which
is
this
is
a
majority
black
community,
we
instantly
think
the
negative
aspect
of
it
when
crime
is
more
rampant
outside
of
our
community.
So
first
we
got
to
get
that
understood.
We're
talk.

We
can't
even
compare
the
villages
to
this,
because
it's
a
different
target
group
of
people
who
live
in
that
community,
we're
talking
about
seniors,

and
up,
and
if
we
want
to
be
honest
on
council
half
of
us,
that's
in
that
age
group.
If
we
were
only
living
on
council
salary,
we
would
qualify
to
live
at
this
development
and
not
to
mention
some
of
the
comments.
That's
done
been
said.

We,
it
was
mentioned
that
we're
in
the
food
desert
we're
in
the
food
apart
time
actually
and
these
people
and
those
people,
let's
humanize.
The
target
group
of
people
were
talking
about
they're
humans,
they're,
our
mothers
they're
our
grandmothers
they're,
our
aunties
nephews,
grandpas,
whatever
you
want
to
call
them.
Meanwhile,
papa
humanize
them
not
to
mention
this
age
group
has
worked
extremely
hard,
so
yeah
right
now
we
it's
our
duty
as
a
city
to
make
sure
that
they're
able
to
have
a
place
to
live
now.

share
this
story
with

as
a
lady
that
was
that's
a
widow.
She
owned
a
home
in
the
community
that
I
reside
in
called
isdale
lived
there,
all
her
life
first
african-american
woman
to
work
at
the
glass
company
and
so
on
and
so
forth.
If
you
all
know
about
that
area
for
people
to
be
there
because
of
one
thing
that
shifted
in
her
life,
she
had
to,
she
lost
her
home.
The
community
that
you're
talking
about
eastwood
manor
that
you
thinking
and
picturing
this
negative
image
about
she
had
to
move
into
that
development
right.

It
gave
her
somewhere
affordable
to
live.
Everybody
in
that
community
are
working
class
people
or
either
to
serve
this
country
or
something
that
happened
in
their
life
to
change
their
trajectory
for
their
life
to
have
them
live
and
we're
not
talking
about
a
harriet
tubman,
a
spencer
j
mccollough
we're
not
talking
about
that,
that's
equivalent
to
the
villages.
Right
now
I
grew
up
in
harry
tubman
as
well,
but
the
very
lady
that
I'm
talking
about
who
make
every
country's
effort
to
serve
her
commit
community.

In
spite
of
her
falls
sitting
in
the
audience
now
miss
jesse
ago,
I
have
watched
this
a
senior
who's
over
55,
who
I've
heard
being
dehumanized
by
saying
these
people
and
those
people,
but
she
the
very
first
person
who
would
take
her
shirt
off
her
back,
that
I'll
walk
watch.
Her
walk
daily
up
and
down
the
street,
knocking
on
the
doors
of
other
scenes
to
make
sure
that
they
that
they're
eating
we
need
to
humanize
them
now:
crime
and
safety.

All
those
are
great
issues,
issues
of
concern,
but
if
we're
not
making
sure
that
we're
doing
something
about
it,
also,
it
just
can't
be
on
the
wheel
of
the
city,
because
you
got
to
have
an
active
role
in
it
to
reduce
the
crime.
If
it's
happening
in
your
neighborhood
and
not
to
mention
when
we
say
it
put
those
people
these
people
in
a
situation
where
they
already
in
a
worse
situation.

Why
would
we
think
that
they're
in
the
worst
situation,
because
they
need
to
have
low-income
housing,
that's
affordable
for
them
for
their
income?
We're
talking
about
people?
That's
getting
social
security
checks,
that's
getting
widow,
pension
checks
from
their
husbands
that
served
in
the
military,
but
we're
saying
they're
in
a
worse
situation,
because
they
can't
afford
twelve
hundred
dollars
a
month
that
they
can
get
somewhere
actually
affordable.
Six
seven
hundred
dollars
is
that
supposed
to
be
something
that's
seen
in
a
negative
way.

Yet
I'm
very
offended
about
what
has
happened
here
in
transparent
tonight,
because
we
have
a
group
of
people
which
is
a
church,
that's
stepping
up
to
the
plate
and
saying
we
want
to
create
an
opportunity.
This
should
be
something
that

be
workable.
Why?
Because
it's
seniors
we
didn't
come,
they
didn't
say
we
gonna
put
this
group
of
people,
this
age
group
we
said
55
and
up
now
the
difference
with
saying
we
don't
have
grocery
stores.

what
we've
had
four
in

area.
That's
done
closed
for
now.

Technology
has
advanced,
so
every
senior
that
occupies

units
guess
what
they

do,

up
a
phone.

alps,
they
train
you.
They
show

day.

can
put
your
order
in

any
grocery
store

guess
what
they'll
deliver
it
to
your
house,
not
just
that
you
got
people
that
will
deliver
it
for
you,

access
it
here
all
the
time.

still
do
because
I'd
rather
order
it
and
it's
delivered
to
my
step

saved
me
gas.
They
saved
me
time
so
anything
that
they
need.

folks

are

understand

the
concerns

affordable

our
friends

that
these
folks

for

housing

people
that
are
doing
good

people

garbage

along
that

were
looking
more

river
ridge
plan
to
look
for
more
single-family
housing.

stakeholders
to

community
and

area

lot
more
viable

curb

lot
is

in

midst
of
what

area

need
to
have

housing

multi-family
developments

that

zoning
