the
residents

neighborhood

the
north

surrounding
development
for
in
a
Suburban
strip,

Brainerd,

I
mentioned,
that
large
single-family
residential
neighborhood

the
rear
of
the
site.
Let
me
make
sure
it
gets

this
aside,
the
red
is
the
C2
commercial
zoning
that
fronts
North
and
South
of
Brainerd
Road,
there's
a
neighborhood,
a
larger
neighborhood
to
the
north
of
the
site.
That
was
opposition
from
that
neighborhood.
This
is
the
hotel.
That's
proposed
to
be
converted
to
an
apartment
and
just
give
you
an
idea
kind
of
the
mix
and
development
form
in
the
area.

proposed
the
staff
noted
the
proposed
UTC
Zone
will
introduce
a
new
development
form
in
the
Suburban
area.
There
is
no
specific
land
use
plan
for
the
area.

The
development
policy
from
the
county-wide
plan
identifies
the
scientists
having
development
potential
appropriate
for
infill
and
Redevelopment,
that
is
urban
and
walkable,
with
the
most
potential
for
future
Public
Services,
maybe
something
like
Transit
and
the
proposed
ugc
Zone
and
multi-family
development
is
compatible
with
that
that
description
of
intensity
from
the
comprehensive
plan,
the
proposed
Redevelopment
will
use
the
existing
Hotel
structure,
which
is
compatible
with
the
ugc
Zone.
Although
the
Redevelopment
of
the
site
with
large
or
taller
buildings
can
occur
in
the
existing
zoning,
as
well
as
the
proposed
zoning.

staff
and
Planning
Commission
had
similar
findings
found
that
the
proposal
is
compatible
with
the
comprehensive
plan
adjacent
commercial
land
uses
and
Commercial
development
forum.
Just
as
a
note,
the
portion
of
this
property-
that's
in
the
Brainerd
overlay
would
conform.
The
ugc
zone
is
compatible
with
the
Branded
overlay,
design,
standards
and
staff
had
recommended
conditions
limiting
the
building
height
and
prohibiting
some
of
those
higher
intensity
commercial
uses
to
help
protect
the
adjacent
single-family
residential.
There
was
quite
a
bit
of
opposition
at
Planning
Commission.

concerns
about
a
pattern
of
crime
in
the
area,
including
drugs
and
prostitution
and
Planning
Commission
recommends
comes
with
a
recommendation
to
prove
the
ugc
subject
to
the
following
conditions:
the
maximum
Building
height

a

stories
or
35
feet,
and
all
adult
excuse
me.
Auto-Oriented
uses,
self-service
storage
facilities,
adult
Orient
establishments,
hospitals
and
wholesaling,
with
accessory
warehousing
and
related

and
it's
becoming
a
popular
thing.
Turning
these
hotels
and
re-ramping
them
for
this
is
Workforce
housing.
This
is
not

what
we
would
do,
we
would
re-renovate
the
property
put
kitchenettes
in
there
and
refurnish
it
and
re-landscaping.
You
know
bring
it
more
to
a
curb
appeal:
there
will
be
background
checks
for
each
guest.
They
have
to
make
minimum
two
times
more
to
what
the
rent
is
right.
Now,
it's
a
hotel,
you
pay,
50
deposit,
show
your
ID
and
you
get
a
room.

we
have
no
control
who
comes
in
what
they're
doing

the
room,

so
with
this
we
feel
we've
just
done
two
projects
in
Rome
Georgia
or
in
single
digits
there
with
9-1-1
when
there
were
triple
digits,

neighborhood
people
had
the
report
for
this
hotel.

is
a
lot
of
9-1-1
calls
that
this
is
automatically
going
to
drop
because
we're
going
to
screen

comes
in?
We
turn
it
over
to
a
management
company
they're
well
experienced
to
run
this
as
a
studio,
Workforce
housing
complex.

was

people,
they

lot

went
back

forth

good
ideas

work

them

They
said
if
you
have
a
local
management
company,
we
were
okay
with
that.
We
also
use
local
Subs
in
the
area.

a
concern
with
the
security,
so
we
addressed
that,
like
you
said
the
fencing
we
told
them
about
the
lighting,
the
management
company.
Would
it
be
local,
and
we
said
yes
we'd,
consider
that
too,
and
they
knew
about

issue
that
was
going
on
with
what's
going
on
right
now,
so
I
said,
it'll
definitely
be
better
than
what
it
is
right
now.

we
understand
what
Mr
Patel
is
trying
to
do
and
what
he
wants
to
do.
But
what
you
got
before
you
right
now
between
January,
the
first

October
this
year,
they
got
over
300
police
calls
to
that
one
location
that
was
on
his
watch.
They
didn't
just
buy
this
building
three
months
ago.
They
owned
it.
They've
been
aware
of
the
concerns.
The
community's
been
complained
about
the
concerns.

don't
understand
how
you
can
upgrade
something
and
put
a
person,
a
300
square
foot,
room,
wood,
refrigerator,
a
hot
plate
and
a
bed
and
call
it
humane,
that's
impossible
to
call
it
humane.

the
questions

asked
to

Could
we
not
tear
out
a
wall
and
take
maybe
two
or
three
rooms
to
make
in
one
room
can't
do
that

too
expensive?

People
here

there

we
still
really

same
issues.

is
a
drug
infested
area,
there's
high
prostitution
in
this
area,
and
it
really
has
been
a
nuisance
for
quite
some
time.
We
do
appreciate
Mr
Patel
meeting
with
us
as
he
referenced.
We
met
and
had
some
discussion
around
hey
here's,
some
things
that
we
would
like
to
consider
encounter
to
what
Robert
just
stated.

What
we're
really
seeing
here
is
it's
an
opportunity
for
him,
but
it's
not
an
opportunity
for
the
greater
good
of
this
community.
A
small
hotel
room
is
not
something
that
you
would
transition
into
something
that
you
will
live
in
ongoing.

be
opportunity
I
think
to
either
make
it
larger
or
to
expand
the
area,
but
you
know
that's
something
that
they
have
not
considered
at
this
time.
Also,
a
little
issue
that
I
have
is
that
he's
staying
this
for
supportive,
not
for
supportive
individuals
but
someone
who's,
working
and
so
I
kind
of
presented
this
at
the
County
as
well
I'm,
not
aware
of
any
new
jobs
brought
into
this
area
where
individuals
could
afford
to
pay.

nor
am

aware

how
that
would
be
a
benefit

you
think
about

the
Brainerd
area,

spend
that
same
amount
of
money

some
other
questions
about
how
it's
currently
managed
so
I
think
he

have
mentioned
it,
but
just
to
kind

go

He
has
some
similar
hotels
that
he's
looking
to
make
those
changes
as

believe
he
owns
one
on
23rd
Street
on
23rd
Street.

again
my
issue
is:
how
do
you
change
it
from
it?
Not
being
a
nuisance
and
then
how
do
you
say
that
you're
not
going
to
consider
someone?
That's
either
on
you

voucher,

Security.

clearly
stated

the
meeting
that
we
had
that
those
individuals
would
not
be
welcomed.
So
I
have
a
problem
with
that
as
well,
because
if
you
really

someone
who
wants
to
have
something,

inclusive,
you
probably
would
be
on
some
type
of
pension,

people

being

a

high

prostitution

to
three

done

converted
they

Rome
Georgia
and
they
were
the

foot

percent
full
within
six
months,
the
city
of
Rome,
the
second
time
I
didn't
mean,
have
to
go
for
a
hearing.

the
concept,
there's
too
many
hotels
anyway,

they
needed
that
Workforce
housing,

that
worked
out
real
well
for
them,
and
many
other
cities
were
just
finishing
one

Ringgold
and
we're
doing
two
more

Chattanooga.

approved,
and
you

going

help

that
area
has

lot
of
drugs

prostitutes,

we
don't
put
rules

regulations
in

keep

through
that

can't
have

doctor
come
down
here
and
tell
a
young
man
who
ain't
ain't,
nothing,
but
a

cereal
on
how
everything's
gonna
be
better
if
he
ain't
never
been
through
that
so
I
agree
on
that
part,
but
that
ain't.

What
I
came
up
here
to
talk
about

was
coming
to
piggyback
off
of
the
discussion
of
the
homelessness
problem
of
right
here
on
10th
and
11th
Street
the
concern
the
major
concern
for
our
church
here
and
our
church
family.
We
don't
call
each
other
members
we're
more
of
a
family
when
we
have
late
night
services
or
say
the
accountant
or
the
custodian
or
anyone
that
works
with
the
church
they
step
out
of
the
building.
You
have
15
homeless
people
out
there.

don't
have
to
touch
her
just
his
presence
walking
up
on
her.
It's
going
to
give
her
a
panic
attack
same
thing
with
my
mother
when
she
has
to
work
that
late
night,
especially
now
when
the
time's
changing
and
it's
getting
dark
six
o'clock
when
she
gets
off
at
Blue
Cross
and
comes
down
to
handle
the
books.
She's
scared
to
get
out
of
her
car,
because
they're
crowding
around
we've
called
the
cops
we've
handled
that
that
part.
They
have
a
good
relationship
with
us.
They
try
their
best.

But,
like
you
said,
like
Pastor
said
it,
it
can't
be

We
understand
that
The
Proposal
that
I'm
asking
the
city
council
is
not
to
put
a
Band-Aid
or
stitches
on
this,
but
to
heal
the
whole
problem.
Half
of
those
half
of
those
folks
aren't
homeless
by
circumstance,
they're
homeless,
by
choice.

had
more
programs,
if
we
had
more
communication
with
them
and
just
a
foot
soldier
team
just
to
walk,
walk,
downtown,
just
walk
around
there
talk
to
these
people
and
find
out
why
you're
homeless,
why
are
you
out
here
instead
of
he
go
a
voucher
for
a
hotel
room?

well,
I'm
gonna
go
get
some
cracking
smoke
all
day.

that's
the
Band-Aid!

not
a
solution!

our

I
just
want
to
make
one
quick
comment,
and
it's
kind
of
rebuttal
to
what
John
John
mentioned
earlier
about
ugc
I
just
want
to
challenge
the
council
instead
of
us.
Looking
at
just
zoning
also
look
at
the
opportunity.
We
have
to
hold
landlords
and
Commercial
Property
Owners
accountable
for
what
they're
doing
to
communities
here
in
Chattanooga.

no
way
to
hold
them
accountable
for
what
they
come
in
and
do
to
communities
and
what
I'm
thinking
about
is
you
know,
properties
not
being
maintained,
and
you
can
see
that
throughout
the
city
but
I'm,
seeing
it
even
more
for
individuals
who
do
not
have
a
lot
of
options
for
housing,
so
just
want
to
challenge
the
city
to
consider
looking
at
having
some
type
of
guidelines
or
some
type
of
regulations
around
what
landlords
should
be
held
accountable
to
and
have
a
set
standard
across
the
city.

I
mostly
wanted
to
get
back
up
on
this
mic.

to
let
you
guys
know.
I
haven't
been
here
for
a
few
weeks,
but
I'm
still
around
I'm
still
vouching
for
the
homeless
and
I
wanted
to
say
that
when
I
personally
went
down
to
what
happened
down
on
10th
and
11th,
Street
and
I
saw
some
of
the
members
of
my
own
Community,
their
things
completely
like
just
bull
those
through
and
it
didn't
take
care
of
any
of
the
problem.

Is
your
only
option,
so
my
I'm
also
trying
to
vouch
for
having
better
infrastructure
to
help
people
that
are
here
already
that
need
homes
because
I
see
not
only
is
it
really
hard
to
be
homeless
and
also
see
dozens
of
town
homes,
plenty
of
apartment
complexes,
and
so
many
other
houses
being
put
up
that
are
completely
out
of
reach
for
me
and
many
of
other
people
of
my
own
community
and
it's
a
huge
slap
in
the
face.
So
this
is
just
mostly
a
reminder
to
not
only
the
council
but
to
everyone
else.

if
you
want
to
find
Solutions,
we
need
better
infrastructure
and
that's
where
we
need
to
start
in
better
infrastructure
causes
like
better
Section,
8
housing,
I,
don't
know
if
any
of
you
have
ever
tried
to
get
a
Section
8
voucher,
but
it's
not
easy.
I've
been
doing
this
for
months
and
it's
not
just
something
that
they
freely
hand
out
and
that's
all
I
have
to
say.

mean
I'm

a
supporter
of
families
but
and
every
almost
every
tools
that
we
hear
about
the
homeless.
I
Do
you
all
try
to
contact
the
family
members
like
you
know
the
ones?
That's
getting
those
checks
for
some
of
the
people,
that's
homeless,
like
our
veterans
or
people
who
may
be
you
know,
intellectually,
disabled
or
whatever,
like,
because
there's
a
lot
of
people
that
I've
talked
to
who
are
homeless
and
hanging
out
on
11th,
Street
and
10th
Street
like
they
know
where
to
go,
find
a
family
member
when
it's
the
first
and
the
third
of
the
month
right.
I
But
who
are
we
holding
those
individuals
accountable
because
I'm
not
I'm,
not
sure
what
the
process
of
what's
the
policy
around
it,
but
I'm
sure
that
the
social
security
office
got
something
in
place
for
those
people
who
are
the
caretaker
of
their
funds
that
they
need
to
be
doing
X,
Y
and
Z?
For
these
individuals.

yeah.
In
all
honesty,
it
is
really
hard
to
to
hold
people
who
become
a
designated
pay
you're,
a
Rep
payee
for
folks.
If
they
are
family
members
accountable,
when
someone
is
receiving
their
disability
payments,
I
think
it's
it's
something
that
we
in
the
office
of
homelessness
and
Supportive
Housing
when
we
have
people
that
are
enrolled
in
our
program.
Try
to
work
through
that
that
can
speak
to
other
people
who
provide
Supportive
Housing.

That's
it's
a
great
thing
that
a
case
manager
could
do
for
someone,
but
that
requires
someone
to
be
enrolled
in
the
program
first
and
it's
hard
for
people
when
they're
just
existing
in
the
community
and
they're
not
receiving
those
services
from
a
dedicated
program
and
they're
just
show
up
up
at.
Maybe
you
know
the
Community
Kitchens
day,
Center
or
homeless
Healthcare
these
other
places
for
them
to
have
the
capacity
and
the
bandwidth
to
really
help
out
those
folks.
I
Thank

because
I
guarantee
you,
if
a
letter
went
out
to
all
those
people,
I
bet
you,
the
streets
will
be
clear
homeless
because
they'll
make
sure
they
got
them
somewhere
to
stay.
I
They
need
to
own
up
to
the
responsibilities
and
we
can't
just
keep
taking
the
burden
of
it
too.
I
mean
we
can
play
a
role
in
it,
but
if
you
signed
on
for
it,
they
need
to
be
held
responsible
for
it.
That's
just
like
taking
care
of
a
kid
or
whatever
else,
and
if
they're
not
gonna,
do
what
they're
supposed
to
do
to
take
care
of
that
individual.
Then,
to
me,
that's
criminal,
you
getting
money
for
them
and
not
taking
care
of
the
person
that
you
supposed
to
be
taking
care
of.
