Excellent
notice
from

in
Kayden
that
leaves

brush,
we
picked
up
every

and
we're
not
only
just
going
to
be
picking

a

at
individual

we're
going
to
sweep
the

nowadays,
I
suppose
when
you
called,
and
they
just
hit
what
one
individual
home
now
they're
gonna
sweep
the
whole
street
and
you
will
be
notified
by

your

That
concludes
our

reports.
We
have
two
items
under

business.
This
evening
we
have
a

on
debt

and
the

for

the

has
been

for

will
be
presented
to
the
people
tomorrow.
Very
good.
C
Do
state
law
requires
us
to
report
all
debt
obligations
to
both
you
and
the
comptroll
records.
We
realize
that
the
golf
cart
at
least
from
April
of
2022,
had
been
omitted
and
not
reported,
so
the

it's

N
A
Thank
you
for
that
report.
All
right
we're
at
the
time
in
our
meeting
where
we
recognize
persons
wishing
to
address
Council
this
evening.
If
you
would
like
to
address
Council,
please
make
a
line
behind
the
podium
and
you'll
have
three
minutes
to
do
so,
and
if
you
would
please
state
your
name
and
your
District,
we
do
keep
these
as
records
and
follow
up.
A
P
Indulge
me
thank
you
all
right,
ma'am,
at
the
end
of
every
council
meeting
the
chair
will
recognized
members
of
the
public
that
wish
to
address
the
council.
You
come
up
to
the
microphone
where
you
are
right
now
to
be
recognized
for
that
purpose.
You
can't
have
more
than
three
minutes
to
speak
and
you
can
only
address
the.
N
D
P
Whole
and
not
towards
individual
people
on
the
council,
you
can
only
do
so
once
a
day
at
this
time
and
do
not
engage
in
disorderly
conduct
or
disrupting
a
public
meeting
which
is
prohibited
under
Tennessee
law,
and
someone
commits
that
offense
if
a
person's
substantially
obstructs
or
interferes
with
the
meeting
by
physical
action
or
verbal
utterance,
with
the
intent
to
prevent
or
disrupt
a
public
meeting.
So
having
given
you
those
rules,
please
go
ahead.

Council
members,
I'm

owner
resident
of

thresh,
red
Drive,
Chattanooga,
Tennessee
and
I
represent
the
other
owner
residents
of

Several
of
the
owners
could
not
be
here
tonight,
one

old,
Jeannie

She
has
coved
and
another
Resident
Stephen,
Caldwell,

he's
also
sick,
and
then
I
had
a
couple
that
were
working
this
evening.
N
N
Ms
Woods
manager
of
waste
disposal
came
up
on
December
21st
and
gave
us
some
options.
However,
we
would
have
to
pay
for
this
service
and
getting
dumpsters
would
not
be
an
option,
since
there
is
no
HOA
seven
of
the
14
townhome
owners
have
owner
residence
over
65
years
of
age
and
some
are
disabled
and
cannot
get
up
and
down
the
hill
to
the
street
to
dispose
of
their
garbage.
Q
N
Six
of
the
owners
are
on
fixed
incomes.
If
we
pay
for
a
service,
there
are
two
rental
units
that
have
never
contributed
to
the
landscaping
or
garbage
and
they
won't
pay
until
the
owners
refuse
to
pay
anything
and
those
on
the
six
fixed
incomes
cannot
afford
to
pay
for
a
service.
I
have
checked
with
private
companies
about
a
residential
service
and
they
do
not
want
to
do
our
garbage
as
we
either
live
out
of
their
zone
or
our
hill
is
too
steep.

Information
I
would
love
to
chat
with
the
homeowners
and
the
town
homeowners
after
this
to
get
a
little
bit
more
detail.
E
Good
evening
Council
board
members,
my
name
is
Eric
Smith
and
I'm
here
to
talk
about
reader.
Reading
changes
lives
which
was.
S
E
Non-Profit
that
I
started
recently
it's
about
literacy
but
prior
prior
to
doing
that.
I
feel
that
necessary
to
let
you
know
who
I
am
not
that
you
really
want
to
know
per
se,
but
it
is
warranted.
I.
Think
I
was
born
and
raised
here
in
Chattanooga,
Tennessee
I
loved
it
here.
I
ended
up,
leaving
joining
the
U.S
Navy
in
1980
I
lived
out
in
San
Diego
California,
since.
A
G
E
E
Today,
someone
must
have
told
him
that
I
was
coming,
but
at
any
rate,
I
learned.
E
That
my
parents
could
not
read
or
either
write
and
since
they
died,
I've
been
thinking
about
that
a
lot
for
some
reason
and
I
said
I
I
have
got
to
do
so.
What
was
life
like
for
them
not
being
able
to
read
and
then
raising
nine
kids?
How
about
that
and
I
am
the
the
eighth
child?
I
was
born
and
raised.

A
public
benefit
I
do
have
some
good
news
to
say
we
are
scheduled
to
have
a
reader's
conference.
This
is
our
first
fundraiser
event.
It's
going
to
be
held
at
the
Reed
House.
The
Reed
house
has
deemed
it
worthy.
N
E
Them
partnering
with
us,
if
you
will,
in
addition,
we
have
partnered
with
the
Chattanooga
Public
Library,
so
we're
looking
forward
to
this
event,
and
it's
my
purpose
of
being
here
is
to
share
that
information
with
you
and
I'm,
hoping
that
you
all
might
come
or
if
you
can't
come.
Perhaps
you
can
send
some
staff
members
and
hopefully
I'm
not
out
of
order
by
saying
that
I
know
there
are
so
many
rules
and
regulations,
so
hopefully
I'm
not
out
of
water
there.
But
thank
you
very
much
for
your
time.
A
E
T
District
eight
I'm
glad
to
be
here,
it's
2023.
and
it's
been
almost
seven
years
since
the
first
time
I
stepped
into
this
to
the
building
and
I
have
learned
a
lot
since
I
came
here.
It
is
King
week
King
celebration
week
and
in
particular,
I
want
to
elevate
a
portion
of
a
sermon
from
Dr
Martin,
Luther
King
Jr
that
he
gave
a
1957
after
he
went
to
the
gold
coast
of
Africa,
which
is
now
called
Ghana.
He
went
to
Accra
in
particular,
because
Kwame
and
kruma
was
becoming
the
prime
minister.
T
He
was
28
years
old
when
he
gave
the
sermon
amazing.
He
started
writing
and
his
companions
with
him,
and
many
of
them
started.
Writing
so
much
that
the
officials
got
afraid
and
they
put
them
in
jail
and
a
criminal
himself
was
finally
placed
in
jail
for
several
years,
because
he
was
a
seditious
man.
He
was
an
agitator.
He
was
imprisoned
on
the
basis
of
sedition.
He
was
also
placed
there
to
stay
in
prison
for
many
years,
but
he
had
inspired
some
people
outside
the
prison.
T
They
got
together
just
a
few
months
after
he
had
been
in
prison
and
elected
him,
the
Prime
Minister,
while
he
was
still
in
prison.
The
thing
that
impressed
me
more
than
anything
else,
the
night
that
he
was
to
be
elected
was
the
fact
that
incruma
walked
in
and
his
other
ministers
who
had
been
imprisoned
with
him.
T
He
went
to
say
Dr
Martin,
Luther,
King,
Jr
freedom
is
never
given
to
anybody
for
the
oppressor.
Has
you
in
Domination,
because
he
plans
to
keep
you
there
and
he
never
voluntarily
gives
it
up,
and
that
is
where
the
strong
resistance
come
from.
Privileged
classes
never
give
up
their
privileges
without
strong
resistance.
So
don't
go
out
this
morning
with
any
Illusions.
Don't
go
back
to
your
homes
and
around
Montgomery
thinking
that
the
Montgomery
City
commission
and
all
the
forces
of
the
leadership
of
the
South
will
eventually
work
out
these
things.
T
For
us,
it's
going
to
take
us
work
and
get
out.
Otherwise
it's
going
to
roll
on
the
wheels
of
inevitability.
If
we
wait
for
it
to
work
itself
out,
it
won't
be
worked
out.
Freedom
only
comes
through
persistent
revoke
my
God
Dr
King,
through
persistent
agitation
through
persistently
rising
up
against
the
system
of
evil.
I
implore
you
because
many
of
his
sermons,
as
well
as
his
thoughts
are
listed
at
Stanford,
University
and
I,
really
encourage
you
to
dig
in
and
excavate
the
Legacy.
The
philosophies
of
a
very
well-educated
man
named
Dr.
N
E
O
O
For
them,
you
might
would
say
you're
going
to
be
about
to
lose
their
second
job,
and
you
was
over
there
for
five
days
and
when
you're
over
there
within
five
days
there.
You
might
work
past
your
schedule
and
at
the
same
time
too,
if
you
have
to
call
in
or
just
say,
I'm,
not
gonna
make
it.
Or
what
have
you
on
that
and
not
able
to
come
in?
You
would
get
rolled
up
I.
N
O
E
O
Talked
a
little
bit
about
clocking
in
where
you
have
a.
C
O
O
R
N
C
O
U
Hello,
I'm,
Trina,
Coker
and
I
work,
a
sweeper
I
used
to
be
in
garbage,
and
it
is
a
lot
of
problem
and
garbage
where
they
can't
keep
people's
turnover.
You
got
your
leads.
You
got
three
leads
in
the
office.
Why
not
get
at
the
back
end
of
the
garbage
trucks
and
help
because
on
your
job
resume,
when
you
did
it
from
the
city
that
you
supposed
to
help
so
help
them
workers
get
that
garbage
up
so
people
from
other
departments
they
got
their
own
stuff
to
do.
U
We
got
to
leave
our
department
to
go,
help
them
and
then
my
thing
everybody
should
be
on
that
list,
not
certain
people,
everybody,
if
you're
a
CDL
driver.
You
need
to
go
on
that
list.
You
can't
pick
certain
ones
that
want
to
go
all
the
time.
Put
everybody
on
there.
If
you
holding
that
lead
as
a
CDL
driver
and
my
thing
get
them
leads
out
there
office
looking
at
Ada,
spinning
around
in
a
chill
put
them
in
a
troll
at
least
four
hours
to
help
the
workers
you
get
no
help
when
you
over
there.
U
That's
why
you
have
a
big
turnaround.
You
can't
speak
to
some
of
them,
you
know
they
reaching
out,
but
you
can't
talk
to
them.
So
I
had
to
leave
other
drivers
leaving
because
there's
no
speaking,
you
got
people
over
the
garbage.
Who's,
never
drove
a
CDL
truck.
So
how
can
you
tell
me
how
to
operate
this
department?
If
you
never
operated
the
truck
you
see
until
they
come
together,
it's
still
going
to
be
a
problem,
but
first
you
got
to
start
with
your
supervisors
and
leads
them
leads
need
to
help
their
workers.
U
They
tell
you
what's
going
on.
Listen
all
they
ask
is
for
somebody
to
listen
to
them.
They
don't
want
to
listen.
You
know
and
I
say
how
to
make
it
better.
Get
your
fastest
drivers
put
them
on
the
end.
Get
through
it.
You
got
you
somebody
who
gonna
help
pick
up
that
trash
or
floater.
They
call
it
put
that
floater
at
the
end
of
that
route.
On
the
best
drivers
you
got
boom.
You
got
two
flow.
You
got
two
drivers,
you
got
another
one.
U
You
got
another
driver,
you
see
what
I'm
saying
put
somebody
at
the
end,
so
these
folks
can
get
out
get
home,
they
got
families,
they
want
to
be
at
home,
and
then
you
pulling
us
from
the
apartment.
Department
I,
don't
know
why
I
don't
know
I
go
in,
I
might
be
in
the
back
room,
I
might
be
the
sweeper.
I
might
be
God,
but
you
don't
know
where
you
going
and
you
don't
put
in
your
time.
I
should
be
able
to
stay
in
my
department
and
not
move
out.
U
V
Good
afternoon
been
a
while,
since
I've
been
here,
I'm
trying
not
to
come
down
because
I
have
a
lot
to
say
and
try
to
keep
it
to
myself,
but
the
people
that
have
just
spoken,
they
they're
telling
you
the
truth.
It
needs
to
be
some
kind
of
revamping
of
Citywide.
V
V
It
all
depends
on
which
side
of
that
fence
you
want
to
be
on,
they
need
to
change
it
and
it
starts
from
the
top
and
work
his
way
down
and
I
know
our
our
intro
right
now
he's
just
now
getting
in
there
getting
his
feet
wet
so
blame
him,
but
nobody
knows
who
he
is,
but
me
Mr,
Mr
Strickland,
because
nobody,
nobody
comes
around
anytime.
We've
got
three
different
supervisors,
nobody
knew
it
is
because
they
don't
come
around
to
the
let
them
know
who
they
are.
V
You
know
if
you're
going
to
be
a
leader
at
least
show
your
people
that
you
care.
That's
all
they
want
to
do.
Just
show
you
to
show
you
that
you
care,
and
then
you
wouldn't
mind
coming
to
work,
come
in
there
going
to
help
somebody
in
garbage
or
helping
somebody
on
a
leaf
machine
or
helping
in
the
sweeper
whatever,
but
they
don't
get
no
gratitude
because
another
surprise
to
say
thank
you.
You
did
a
good
job
today.
V
V
Those
I
don't
think
they
could
just
say
popping
the
whip.
Let's
go
let's
get
out
here
and
get
this
stuff
up
then.
So,
if
your
neck
can't
stay
as
Mr
Strickland
said
they
want
to
write
you
up.
You
got
me
from
another
department.
I
get
my
schedules
from
this
time
from
7
30
to
4..
I
should
be
able
to
get
off
at
four
o'clock.
N
V
And
we
would
have
had
more
city
workers
here,
but,
like
I
said,
someone
was
just
now
getting
off.
Some
of
them
have
second
jobs
that
they
telling
us.
Now
you
got
a
second
job
you
just
have
to
quit.
This
is
your
main
priority,
if
you're
not
making
that
kind
of
money,
but
if
I
made
80
or
90
000
a
year,
I
wouldn't
need
a
second
job.
I
wish
I
had
more
time
to
talk
to
y'all,
but
my
time
is
up.
Y'all
have
a
nice
one
and
happy
New
Year
to
all
of
y'all.
It's.
K
And
it
still
doesn't
work
good
evening.
My
name
is
Ann
Pierre
I'm
in
District
9.,
and
it
seems
as
if
they
have
a
dovetailing
on
what
some
of
the
city
workers
have
said.
It's
a
good
evening
to
the
city
council
members
and
to
all
the
attendees
I
have
come
before
you
twice
to
discuss
the
unclean
condition
of
the
city
neighborhoods.
Last
week,
I
saw
three
men
picking
up
paper
from
a
street
close
to
my
neighborhood
I
was
indeed
pleased
to
see
this
action.
K
Yet
there
is
no
indication
to
the
general
community
that
there
are
changes
to
the
legislation
or
city
council
policy,
supporting
the
legislation
to
prompt
citizens
to
join
into
action
that
will
produce
a
clean
City,
the
rules
that
I
know
of
and
the
process
to
getting
trash
removed
or
Antiquated
and
costly
to
the
taxpayers.
K
The
process
used
to
keep
debris
from
property
is
punishment
to
the
citizens
and
a
citation
to
court.
I
and
others
are
asking
for
an
in-depth
review
of
all
legislation
that
deals
with
policies
put
in
place
by
community
service,
stormwater
or
any
other
activity
that
affects
the
handling
and
disposal
of
waste
in
Chattanooga
Tennessee.
We
will
look
forward
to
seeing
changes
that
will
help
us
Tout
The
One,
Chattanooga
mantra
you,
as
our
Representatives,
have
all
the
resources
to
change
how
all
citizens
see
our
city
and
know
that
their
treatment
can
be
affected.
W
I
used
to
be
in
the
brush
Department
I
left,
because
I
did
not
want
to
have
to
deal
with
garbage.
It's
unfair
for
people
in
other
departments
have
to
be
made
to
go
over
there
because
of
the
staff
and
how
they
treat
folks.
They
can't
keep
anybody
in
garbage.
You
can't
keep
nobody
in
garbage
if
you're
treating
them
bad
and
you're
talking
to
them
with
disrespect.
You
want
them
to
respect
you,
but
you're,
not
respecting
them.
It
don't
work
like
that.
W
That's
why
they
have
a
big
chaos
garbage
out
of
all
the
years
of
what's
Heaven
God.
This
is
the
worst.
This
is
the
worst.
It's
sad
when
you
have
a
a
department
where
everybody
want
to
get
out
of
this
one
department,
when
that's
a
turnover
like
that,
you
start
looking
at
supervision,
because
supervision
is
awful.
W
It's
disrespectful,
you
do
not
hold
a
CDL
draft
a
license,
so
you
don't
even
know
how
to
operate
the
vehicle,
and
you
want
to
treat
people
and
your
thing
is
to
treat
the
drivers
bad
and
talk
to
them
any
kind
of
way,
and
they
supposed
to
accept
that
and
then,
when
they
bring
people
over
there
out
of
their
department,
they
don't
show
them
what
to
do.
They
just
give
them
a
map
and
tell
them
to
go.
Do
it,
but
then
you
want
to
make
them
stay.
W
W
Then
I'll
work
your
way
down
because,
like
she
said,
there's
three
of
them
come
out
of
garbage
out
of
the
garbage
truck
they're
just
sitting
in
there.
Their
job
part
of
their
job
is
to
whoever's
out
they
supposed
to
get
out
there
in
that
truck
and
drive,
that's
part
of
their
job,
but
then
they're
not
making
them
do
that.
So
it's
chaotic
over
there
in
garbage.
Nobody
wants
to
help
nobody,
you
pulling
everybody
out
there
out
of
their
department,
so
everybody
else
getting
behind
on
their
job.
W
W
S
S
and
I'm,
not
going
to
say
I'm
the
best
driver
but
I'm
one
of
the
best
drivers
I'm
not
able
to
brag
on
that.
I
have
I'm
dedicated
I'm
there
every
morning,
I
give
110
and
they
know
this
I
go
over
and
beyond
for
them.
I
really
do
I'm,
not
just
sitting
here
telling
you
that
I
really
do.
They
know
this
I
had
a
complaint
on
a
general
manager.
It
was
through
under
the
bus,
told
not
to
bring
that
nowhere
else,
but
up
to
them
don't
take
it.
S
Nowhere
else
come
to
them
with
a
supervisor.
So
if
I
can't
go
to
my
union
rep
or
to
you
all
who
do
I
go
to
don't
take
it
but
bring
a
supervisor
with
me
to
them
so
I
I'm,
my
name
I'm,
not
crazy,
I'm,
not
stupid,
I'm,
not
slow,
I,
understand
what
you're
doing
and
what
you're
saying
to
me
when
you
say
these
things
so
I've
been
trying
to
get
out
of
garbage
for
the
last
two
years.
S
I
applied
for
a
job.
I
was
home
for
four
and
a
half
months,
asking
Rick
Austin
with
something
worm,
I'm
not
being
moved.
So
finally,
I
went
to
Wisconsin
one
day.
I
said
if
you're
not
going
to
move
me,
keep
me
because
I
want
out
then
I
applied
for
another
job,
which
was
the
leaf
truck.
So
that's
street
sweeper
I
was
lying
on
and
told
that
I
turned
the
job
down.
S
He
said
he
couldn't,
he
couldn't
turn
the
job
down
because
he
never
applied
for
it.
I
never
applied
for
it.
I
was
then
I
went
back
and
I
applied
for
another
job.
I
didn't
get
it.
She
says.
Job
was
on
the
board
and
I
didn't
get
it
now.
I'm
applying
for
another
job
came
up
to
October.
The
19th
bless
you
I
I've,
been
on
them
continuously
until
I
finally
got
an
interview
in
December.
They
just
interviewed
some
other
people.
Well,
yesterday,
I
want
my
opportunity
to
move
forward.
S
S
So
yes
I'm
one
of
the
best
drivers-
yes
I,
give
them
110,
but
yes,
I,
told
them
I,
don't
mind
coming
when
y'all
ask
me
to
come
to
help,
but
allow
me
to
do
something
else.
Don't
I
deserve
that
because
I
know
when
they
found
out
this
I'm
gonna
be
in
a
lot
of
trouble
down
there
I
don't
care,
they
can
get
rid
of
me.
That's
what's
going
to
happen.
S
D
A
F
Hey
Ryan:
what's
the
what's
the
process
when
people
make
complaints,
I
know
it's,
it's
SEIU,
there's
a
memo.
What
what's
the
problem?
Yes,.
Q
F
Q
Right,
that's
right.
D
F
F
Okay
and
so
I
guess
you
all
have
used
all
those
paths,
because
it's
not
us
we're
happy
to
hear
but
I'm
just
curious.
You
know,
oftentimes
people
ask
questions
and
they
don't
like
the
answers
and
so
I'm
just
I'm
just
curious
as
to
their
records
of
all
of
that.
The
union
I'm
pretty
familiar
with
SEIU.
G
M
F
Trying
to
figure
out
is
this
a
case
of
not
liking.
The
answers
have
we
done.
F
E
N
F
A
J
What
we
know-
okay,
yes
ma'am,
so
I,
have
a
question.
What
I
have
just
heard
is
that
they
don't
seem
that
they're
being
treated
treated
fairly
and
impartial.
J
J
G
J
Q
I
Floor
Ryan
just
come
on
bring
It
on
Back
Sir,
bring
it
on
back.
So,
as
councilwomano
stated,
this
wasn't
the
first
time
we've
heard
from
whether
they
and
it's
like
IU
or
not.
We've
heard
from
multiple
individuals
in
public
works,
but
we're
hearing
the
same
thing.
It
seems
like
there's,
a
trend
seems
like
there
are.
Issues
seems
like
there
are
issues
with
leads
and
I
know
we're
not
administrators
and
we
don't
go
over
and
do
that
work,
but
at.
I
I
From
one
person
or
two
people,
maybe
somebody
you
know
whatever
the
situation
is
but
to
hear
from
15
20
30.
since
I've
been
on
this
Council.
Since
last
year,
I've
heard
most
people
and
I
know
you
haven't
been
here
all
the
time,
but
we've
heard
from
multiple
people
the
exact
same
things
over
and
over
and
over
our
goal
isn't
to
come
here
and
hear
people
come
complain
about
the
same
thing
over
and
over
and
over.
I
But
there
is
a
pressing
issue
and
the
more
I
hear
it.
I
wrote
down.
All
of
the
all
of
them
said
something
different,
but
they
all
said
the
same
thing:
it's
a
leadership
problem.
They
don't
want
to
be
in
that
department
and
the
fact
that
some
of
them
say
I,
like
my
job
I
like
working
here,
y'all
know.
I
To
get
Workers
right
now,
I,
like
my
job
I,
like
working
here,
but
I,
don't
want
to
deal
with
this
type
of
leadership
at
some
point.
Accountability
goes
to
the
administration
at
some
point.
It
goes
to
leadership
there,
and
this
is
just
it
made
me
frustrated
listening
to
them,
because
these
are
Everyday
People
and
they
shouldn't
be
treated
this
way,
especially
when
they're
serving
our
citizens.
So
I
would
like
to
either
see
a
report
or
something
I
would
like
to
see
a
list
of
complaints,
not
yeah
a
list
of
complaints
or
something
compiled.
Q
Had
back
in
in
August
an
engagement
survey
with
all
of
our
employees
that
really
went
deep
in
terms
of
our
work
environment
and
really
is
a
is
a
pretty
good
Benchmark
for.
What's
going
well
and
what's
not
going
well
and
where
do
we
need
to
focus
and
go
to,
and
we
have
that
sliced
by
Department?
We
can
do
that
in
strategy.
You
know
a
strategic
planning
session
if
that's
helpful,
to
get
into
a
little
bit
more
detail
with
folks.
100
agree
with
you
in
terms.
E
E
G
Q
You
and
with.
E
Q
Q
More
detail
in
terms
of
some
of
those
pieces,
but
it's
not
to
say
that
there
are
not
issues
that
we
need
to
focus
on
as
an
as
an
employer,
because
every
employer
has
them.
We
have
them
and
we
take
them
very
seriously
and
we
are
very
focused
on
them,
but
our
we
are
very
focused
on
those
every
day
day
in
and
day
out,
as
a
leadership
team.
I
Q
Your
time
on
so.
I
And
you
mentioned
a
full
picture
honestly:
I
want
to
see
a
concentrated
picture,
I
want
to
see
a
picture
of
Public,
Works,
sure
and
the
things
that
they
actually
have
going
on
in
the
actual
issues,
and
specifically,
it
seems
like
it
narrowed
down
to
garbage
to
Waste
Services,
so
I
want
to
see
a
picture
of
that
and
what
is
going
on.
Q
And
we
can
go
deeper
into
garbage,
solid
waste
and
the
reality
is
you
know
if
we
back
up
a
little
bit
specifically
we
we
do.
We
have
had
challenges.
If
we
back
up
a
year
and
a
half
we
didn't
have
enough
drivers,
we
had
a
big
shortage.
We
had
to
stop
recycling
because
we
didn't
have
enough
drivers
right.
So
we
adjusted
the
paid
plan.
We
were
able
to
hire
a
lot
more
drivers,
but
we
haven't
been
able
to
keep
enough.
Q
We
haven't
been
able
to
feel
enough,
and
so
ever
since
then,
we've
been
able
to
we've
been
having
to
pull
from
all
Corners
in
order
to
staff
that
essential
service
and
that's
been
a
challenge,
and
so,
as
we've
had
to
do
that
right,
it's
it's
not
been
easy,
and
so
we
had
we
had.
We
had
feedback
from
our
team
around
how
we
were
pulling
from
all
different
Corners.
Q
Q
I
Also,
at
the
end
of
the
day,
they
got
to
go
to
work
tomorrow
and
going
to
work
tomorrow.
Knowing
that
you're
going
to
be
treated
unfairly,
make
you
not
even
want
to
go
to
work.
I
mean
I
want
y'all
to
go
to
work
because
I
want
you
how
to
go
to.
Please
please
go
to
work,
but
it
makes
you
not
want
to
go
and
it
makes
you
not
want
to
do
your
best.
Even
if
you
want
to
do
it,
just
don't
want
to
do
it
because
you
know
you're
not
being
treated
right.
I
So
it'd
be
nice
to.
I
Steps
that
could
be
taken,
I
understand
that
that
which
I
remember
the
training
everybody's,
getting
you
know,
training
for
all
these
different
things.
Even
down
to
you
know,
equity
and
Community
engagement.
You
know
get.
I
I
And
I
only
been
here
since
last
April,
almost
hundreds
of
people
from
that
department
come
down
here
telling
us
these
exact
same
problems
and
I
know
again.
You
ain't
been
here.
You
haven't
been
at
here
that
long,
but
those
are
some
things
I
want
to
see,
but
I
will
send
you
a
follow-up
email
to
so
we
can
keep.
T
A
J
A
J
Q
J
Have
those
been
so
from
what
I've
heard
tonight
and
previously
I
would
just
like
to
know
if
they
have
taken
the
surveys?
Okay,
okay,
all
right!
Thank
you.
So
so
I
would
just
like
to
to
see
that
the
surveys
that
were
taken
that
the
issues
that
were
on
there
that
they
would
actually
be
addressed
because
I,
it
kind
of
seems
to
me
if
they
were.
Q
Okay,
you
know
prior
the
surveys
have
been
done
by
internal
audit
and
I
would
not
call
them
engagement,
working
engagement,
surveys
at
all,
and
so
you
know
the
fact
that
we,
as
in
as
Administration
said
we
do
want
to
know
the
just
a
benchmark.
Where
are
we
and
the
reality?
Is
we
can't
solve
for
World
Peace
overnight?
You
know,
and
we
know
that
and
and
as.
Q
Across
the
many
different
departments
and
offices
of
of
our
city
organization,
you
know
everyone's
at
a
different
place,
and
so
the.
B
N
Q
Place
than
fire
and
police,
and
so
on
and
so
forth.
So
so
the
the
emphasis
to
all
of
our
supervisors
was.
We
cannot
do
something
and
not
be
willing
to
take
action
and.
N
Q
But
we
are
trying
to
make
steps
forward
and
we
do
think
we're
making
progress.
So
you
know
I
I,.
N
G
Q
Actions
so
you
know
there's.
P
Q
Q
Okay,
yes,
so
all
right,
I'm.
A
H
Thank
you
chairman,
as
the
chairman
of
parks
and
Public
Works.
It's
nothing
like
working
in
a
toxic
work
environment,
so
I
wouldn't
have
a
if
we
could
get
together,
Ryan
you
and
I
have
a
heart-to-heart
talk.
Are
we
going
to
implement
some
changes
and
maybe
I
need
to
talk
with
HR
and
have
a
heart-to-heart
discussion
with
the
union
too
see
if
we
can
bring
about
some
changes?
I
think
it's
got
to
start
because
we've
been
doing
this
here
in
the
same,
it's
got
to
be
true.
H
These
folks
are
hard-working
folks.
They
wake
up
early
in
the
morning.
They
work
they
work
to
late
at
night,
so
it's
a
disservice
to
them
if
they
have
to
go
into
a
toxic
environment
like
that.
So
if
we
could
get
together,
if
I
can
get
together
with
the
HR
and
with
the
Union
reps,
maybe
we
can
bring
about
some
changes
thanks.
F
D
F
F
F
F
Q
In
terms
of
our.
Q
Most
important
asset-
and
you
know
we
have
to
treat
each
other
with
dignity
and
respect
bottom
line
and
that's
where
everything
starts
so
and
that's
where
everything
falls
apart.
Q
So
that's
where
we're
laser
focused
and
we've
got
a
lot
of
work
to
do.
G
G
G
Didn't
ask
me
to
do
this
and-
and
you
I
hope,
it's
all
right
with
you,
but
the
vehicle
for
hire
board
that
you
serve
on
it's
a
seven-member
board,
but
they
only
have
four
members
yeah
and
this
servant,
and
and
many
times
they
show
up
without
Quorum
and
they're
unable
to
meet
so
I
guess:
I
bring
that
up
to
thank
Mr
O'meara
for
his
service
for
being
willing
to
serve
on
this
board,
but
at
the
same
time,
I
think
it's
it's
up
to
the
council
to
make
sure
that
these
boards
are
are
filled
and-
and
we
make
sure
that
that
these
people
that
are
putting
forth
this
time
and
they
come
and
that
that
we
respect
that
time
by
by
having
a
full
board.
G
So
Mr
Anderson,
I,
think
you're
coming
around,
maybe
to
meet
with
us
individually
to
talk
about
board
appointments
and
see
where
we
have
gaps.
And
hopefully
we
can
start
filling
our
boards
so
that
these
members,
when
they
show
up
that
they
have
a
quorum
and
they're,
able
to
take
care
of
the
business
that
we've
asked
them
to
do.
M
Yes,
sir
councilman
Henderson,
we
have
52
boards
and
commissions
in
the
city
and
some
are
sexier
than
others.
We
get
a
lot
of
people
who
want
to
be
on
the
beer
board
on
the
Planning
Commission
on
carda
and
other
things.
The
passenger
vehicle
for
hire
and
others
are
no
less
important.
In
fact,
the
ones
that
get
less
attention
are
often
the
most
important.
We
don't
get
a
lot
of
applicants
we've
advertised
it
a
couple
of
times
it.
