returned.
It
was
re-advertised

resulted
in
no
additional
bids.
This
will
be
a
four-year
agreement
not
to
exceed
125
000
per
year.
The
award
will
go
to
truck
and
trailers
truck

USA
as
the
best
and
only
bidder
for
the
city
of
Chattanooga
and
second
from
the
Community
Development
Department.

one
emergency
purchase
to
report

purchase
is
from
the
Wastewater
department

a
title
search,
deed
and
a
title
policy
for
property
related
to
the
E-2
I2
project.
The
Wastewater
department
has
engaged

title
guarantee
and
Trust
Company
of
Chattanooga
to
address
a
title
deficiency
and
to
secure
title
insurance
for
the
m2i2
project
site
at
Cornelius
Road,
which
is
in
the
process
of
being
transferred
from
wwta
to
the
city.

cost
of
the
work
is
high
due
to
the
title
insurance
for
the
50
million
plus
dollar
value
of
the
asset
being
constructed
on
the
site.
This
work
is
time
sensitive
due
to
the
fact
that
the
construction
notice
to
proceed

E2
I2
cannot
be
issued
until
this
is
addressed,
and
we
are
time
constrained
due
to
withia
the
EPA
program
providing
49
of
the
Project
funding.
This
total
cost
of
this
emergency
purchase
was
sixty
nine
thousand
fifty

dollars

thousand
dollars
out
of
the
payroll
and

we're
putting

million
towards

bridge

need
the
bridge-
and
that's
probably
some
federal
funds,
but

point
being
that
we
need
more
boots
on

ground
as
a
deterrent.
Our
police
do
a
wonderful
job.
They
get
called
after
the
crime.
We
solve
a
lot
of
crimes
in
this
city
and
we
do
very
good
at
that.
We,
we
can't
predict
crime,
but
we
can't
have
big,
have
a
deterrent
and
we
need
police.

need
boots
on
the
ground,
so
we
we
did
750
from
when
I
saw
to
overtime,
which
takes
overtime
to
two
million
dollars,

that's
part

doing
business
right
over
time
with

police
department,

need
more
officers.

valedictorians

important

a
program
at
Harvard,

School

wrote
an
excellent
book

encourage

read
called
Collective
genius

talks
about
the
future

leadership
requires

able

shape
culture
and
capabilities
that
we
must
move
from
just
strategy
and
vision
alone.

part
of
the
crime
problem
is
because
we're
not
going
to
the
beginning
of
a
spectrum.
Our
young
people
I
talk
to
them
all
the
time
they
tell
me
face
to
face.
They
are
without
hope.
We
know
that
many
of
them
are

poverty.

a
first
generation
college
graduate
in
2023.
There
are
still
so
many
barriers
that
exist
for
us
to
be
able
to
solve
the
long-standing
social
problems
in
Chattanooga
is
going

require
us
to
do
something.
Different
mentorship
can't

be
about
entertainment
for
these
young
people.
It
has
to
be.

How
are
we
going
to
prep
them
to
go
to
college?
Do
they
have
the
skills
to
participate
in
accordance
or
program
to
be
able
to
take

jobs?
We
know
that
Innovation
and
technology
is
developing
rapidly,
so
AI
robotics.
If
they're
not
taking
part
in
this
Innovative
sweep,
that
is
happening,
they
are
already
left
behind.

a

but
if
we
want
something

stretch

one

the
co-founders
of
help
right
here,
the
non-profit
that
manages
the
city
sanctioned
encampment.
First
of
all,
I
want
to
thank
you
for
keeping
the
camp
open
another
year
and
I
also
really
want
to
thank
the
city
of
Chattanooga
and
the
Kelly
Administration
for
giving
us
the
opportunity
to
manage
the
sanctioned
encampment
this
past
year.
Since
opening
the
camp
on
May
21st
of
2022,
we've
had
117
people
come
into
the
camp
and
we've
had
nearly
30
of
those
people
housed.

We
like
to
think
of
12th
and
people's
Camp,
not
as
a
destination
but
as
a
layover,
a
very
necessary
step
in
their
ladder
to
housing.
So
to
speak.
The
camp
allows
a
residents
to
be
in
a
safe
and
stable
environment
in
which,
in
turn,
allows
them
to
heal
and
work
towards
housing.
Residents
are
given
the
tools
not
only
that
they
need
to
survive,
but
also
Thrive,
while
they're
living
in
the
camp.
It's
not
an
easy
task.

We
really
appreciate
the
city
and
the
necessary
funding
that
you
gave
us
to
open
the
camp.
It
was
absolutely
amazing,
but
you
know
we
definitely
had
to
leverage
that
funding
with
donations
and
writing
grants
in
order
to
make
the
camp
more
of
a
temporary
home
and
not
just
tents
and
porta
potties.
In
addition
to
the
sanction
camp,
we
have
also
opened
up
a
camp
on
our
own
private
property
to
help
with
the
numbers
of
the
homeless.

Fitzsimmons
and
I'm
the
other
half
of
help
right
here,
I
left
my
job
at
csas
in
May
to
help
run
the
camp
full-time.
As
we
all
know,
it's
now
felony
in
the
state
of
Tennessee
to
camp
on
public
property.
So
we
have
this
encampment
and
then
we've
opened
up
a
second
encampment
down
the
hill.
It's
called
Camp
down
there
because
it's
at
11th
and
peoples
so
we're
currently
caring
for
about
65
people
and
coming
from
education.

were
both
beaten
to
us
about
Maslow's
hierarchy
of
needs
and
in
a
high
school
you
see
it.
You
have
kids
come
in
that
can't
do
what
they
need
to
do,
because
they
don't
get
fed
they're,
not
at
home,
they're
somewhere
else,
and
it's
the
same
thing
with
homelessness.
People
have
to
have
their
basic
needs
met
and
they
have
to
feel
safe
in
order
to
move
upwards
and
that's
what
these
camps
do
and
that's
why
they're
necessary
I
forgot
my

but
I
can't
remember
anything.

important

how
wonderful

I
have
a
little
more

for

the
rules
and
do
the
right
things

city

here
for
60
years,
just
hanging
out
and
doing
everything
I've
been

still
enjoying
the
city.
So
if
I
could
just
say,
people
give
them
something
to
do.

hanging

corner,

kind
of
activity

all

us
all

rec
centers
when
I
was
a
kid,
are
getting
shut
down

activity
programs

taken
away.

there's
some
kind

way

something

us
out

believe
this
city
will
be
better.
The
people
with
me
better
and
get
along
with
each
other
and
quit
causing
trouble
all
about.
The
kids
are
growing
up
in
these
gangs
because
they
have
nothing
to
do
they're,
not
interested
in
the
programs
you
have
out
there.

The
local
hospitals
seem
to
think
that
it's
okay
to
just
discharge
to
the
street
after
you
have
your
leg
amputated
or
you've
had
a
gunshot
wound
or
something
like
that,
and
so
they're
almost
the
street,
with
all
of
their
medications
that
get
stolen
and
not
able
to
take
care
of
themselves.
They
get
infections.
So
this
Camp
has
just
really
afforded
the
the
homeless
safe
place
to
go.

Nikki
and
Anne-Marie
have
just
totally
embraced
the
idea
of
an
emergency
situation
so,
for
instance,
just
last
Friday
I
got
a
call
from
our
medical
director
at
night
and
the
local
hospital.
It
just
discharged
a
man
that
he
just
had
his
leg
amputated
and
he
was
on
a
walker
and
he
had
no
place
to
go.
His
wife
had
completely
cleared
out
thirty
five
hundred
dollars
out
of
his
checking
account,
so
he
had
no
place
to
to
go
to
the
motel
or
anything
like
that.

Yeah
I
called
the
managers
and
they
agreed
for
him
to
go
into
the
camp
and
that's
where
he
is
now.
A
local
donor
gave
money
so
that
we
could
buy
a
tent
for
them
because
they
don't
have
any
money
right
now
to
buy
tents
and
sleeping
bags,
and
all
of
that
so
he
went
in
and
he's
was
sleeping
in
the
community
tent
because
it's
huge
and
they
have
several
couches
and
a
big
kitchen
I
mean
it's
an
amazing
place.
It's
just
and
I
wish.

all
come
down
and
see
it,
but
these
women
have
just
been
absolutely
fabulous.
Just
donating
24,

time
to
this
and
I,
don't
know
what
we
would
do
without
it
and
what
our
nurse
manager
at
homeless,
Health
said.

without
them.
It's
a
safe
place
for
our
people,
where
they
are
assured
of
food,
Water,
Shelter,
toilets
and
a
sense
of
family,
and
it
really
is
it's
really
a
cool
place.

three
years
ago.
I
wish
there
would
have
been
something
like
this
that
the
12th
and
people's
Camp
around
at
that
time,
it
probably
could
have
gotten
where
I
am

lot
quicker,
and
so
because
they
help
people
a
lot
and
that's
a
it,
gives
people
hope
when
they,
when
they're
in
a
camp
like
them
like
the
12th
and
peoples
because
they're
they
go
stand
a
shelter
and
it's
just.
They
had
some
live
for
another
day.

a
struggle,
and
so,
but
if
they're
in
this
Camp
they
would
give
them
hope,
because
they
know
that
they're
going
to
get
into
a
home.
They
know
eventually
that
they're

to
get
into
a
place
and
I'm
going
to
help
them
get
a
job,
get
all
their
everything
together
that
they
need
give
them
support.
And
that's
the
big
part
about
the
housing
deal.

people
need
support
after
they're
put
in
there
after
being
out
on
the
streets
for
so
long,
you
lose
all
idea
of
how
to
how
to
maintain
a
an
apartment
or
a
house,
because
you
don't
have
to
do
it
when
you're
on

street

with
the
help
right
here
in
the
12th
and
people's
Camp.
It
implements
a
lot
of
that
for
people,
and
so
it
gives
them
give
them
strength
and
hope
to
move
out
and
stay
in
in
a
place
instead
of
bouncing
around
so
but
I'm
cutting
out
early.

According
to
the
Chattanooga
city
code,
godog
Chattanooga
has
been
disrupting
the
South
Side
neighborhood
for
nearly
six
months
now,
despite
the
citations
that
were
issued
by
McKamey
and
the
court
hearing
on
April
20th
the
situation,
the
situation
has
not
improved
nearly
every
single
day.
We
are
still
subject
to
the
constant
noise
of
barking
dogs.
Last
Friday,
the
business
published
a
statement
to
their
customers
and
followers
to
address
the
situation,
but
they
did
not
present
an
accurate
account
of
what
has
been
happening.

Part
of
the
statement
says
quote:
we
have
complied
with
every
code
requirement
and
have
been
in
lockstep
with
the
city.
Beginning
months
before
we
kicked
off
construction
again,
there
is
no
other
dispute.
We
are
fully
operational
and
compliant
and
have
full
approval
to
conductor
businesses.
This
has
never
been
a
question.

the
land
development
office.
Sorry,
a
letter
from
the
Land
Development
Office
dated
February
22nd
to
godog
directly
contradicts
this.

According
to
this
letter
quote,
it
has
come
to
the
attention
of
the
city
of
Chattanooga
that
the
godog
Chattanooga
facility,
located
at
255,
West
20th
Street,
is
operating
a
business
that
is
not
permitted
in
the
current
form-based
code.
Zone
end
quote:
the
letter
goes
on
to
say
quote,
based
on
godog's
own
marketing
and
promotional
collateral
in
the
following
image.
It
is
very
clear
that
outdoor
Animal
Care
is
being
provided.

Therefore,
business
activities
must
cease
until
such
time
that
the
city
can
confirm
cessation
of
the
non-permitted
land
use,
Animal,
Care,
outdoor
and
progress
towards
addressing
other
operational
issues.

addition,
we
were
told
multiple
times
by
City
officials
that
any
evidence
of
the
business
providing
outdoor
Animal
Care
could
be
considered
a
zoning
violation.
However,
when
we
shared
video
evidence
of
Staff
members
walking
dogs
outside
in
the
rear
yard
on
multiple
occasions,
nothing
happened
at
this
point.
We
honestly
don't
know.

What's
going
on
we're
not
trying
to
shut
this
business
down,
we
simply
want
them
to
follow
city
regulations,
but
nobody
can
seem
to
tell
us
what
is
allowed
and
what
isn't?
What
good
are
the
ordinances
that
this
Council
approves?
If
it's
not
clear
which
ones
actually
apply,
and
what
good
are
they
if
they
are
not
actually
enforced?
Does
this
not
set
a
dangerous
precedent
for
future
businesses
looking
to
open
or
expand
into
Chattanooga?

also
know
that
Godot
plan
to
open
a
dog
park
and
Bar
in
this
location
they've
been
collecting
membership
fees
for
almost
a
year
and
continue
to
promote
their
godog
social,
offering
on
their
marketing
website.
The
area
they
were
planning
to
use
remains
empty
day
after
day,
and
they
have
not
told
any
customers
why
it
is
not
open
and
why
it
can't
open
with
the
current
zoning.
A
business
should
not
be
allowed
to
misrepresent
the
facts
about
sitting
regulations.
The
public
deserves
to
know
the
truth.
We
as
residents
have
the
right
to
be
informed.

wasn't

the
African-American
chamber.

deal

up
aquarium

better
place

that
former
city
councilman

Byrd
misses

chance

was

very
interesting,
but
it
was
uninformative

short-term
vacation

the
mayor's
office

only
talked
about

negative
bus
for
the
last
year
when
we
have
brought
up
communities,

built
in
30
million
dollars
of
bookings
in
2022
90
million
dollars
worth

direct
impact

indirect
economic
impact.

paid
the
county,
1.2
million.
In
lodging
taxes,
we
pay

city,
1.2

In
lodging
taxes,
the
state
got
5.2
million
in
lodging
taxes,
we're
doing

lot
for
the

spending
our
money,
but
you
vilify

we

prepared
to

legal

rental
ordinance

lot
of
us
have
been
in
from

community

observe

step

that

meetings

been

taken
an
input
from
both

short-term

operators
