and
all

and
other
Charter

to
the

You

Thank

that
motion,
questions
or

before

all
those

say:
aye
opposed,
Item
B
carries
item
C,
please
an.
A
B
A
D
I'll
go
ahead
and
get
started.
This
is
case
2023.0020,
it's
73,
68,
73,
76,
73,
84
and
7390
old,
Cleveland
Pike.
Your
quest
is
to
rezoned
from
R1
to
rtz
residential
townhouse
Sierra
lot
line
Zone
to
develop
an
18-unit
townhome
development.
D
D
The
property
to
the
north
shown
on
your
map
and
kind
of
the
darker
yellow
was
there
a
quest
to
rezone
the
RZ
zero
lot
line,
Zone
that
was
approved
in
1998
with
a
maximum
of
26
units
and
request
resemble
Parcels
along
Bonnie
Oaks
Drive
to
R4
and
C2
are
shown
south
of
the
site,
Bonnie
Oaks,
Drive
I'm.
D
Sorry,
it's
the
intersection
there
with
Silverdale
Road,
Silverdale
Baptist,
is
to
the
Southwest
just
to
orient
you
that
request,
reasoned
R4
and
C2
was
approved
in
2021,
and
the
C2
Zone
has
a
long
list
of
prohibited
uses.
It's
concurrently
currently
developed
with
a
new
drive-through
restaurant,
so
just
giving
kind
of
setting
the
tone
with
the
zoning,
because
part
of
the
recommendation
was
that
this
is
a
transitional
Zone.
D
The
site
is
surrounded
on
Old
Cleveland
Pike
by
a
mix
of
uses,
including
single-family
residential
vacant
land,
a
church
and
a
daycare.
The
new
drive-through
restaurant,
along
with
that
newly
zoned
R4
property
on
Bonnie
Oaks,
Drive,
a
butts
his
property
to
the
rear.
The
site
is
located
in
the
Shallowford
Road
Lee
Highway
area
plan,
which
recommends
single
unit
residential
as
a
land
use
threat.
D
Designation
for
the
Bonnie
Oaks
Corridor
in
this
area,
it
recommends
single-family
detached
residential
as
a
primary
use,
but
state
that
states
that
bondiac
drive,
particularly
west
of
Silverdale,
that
there
may
be
this
area
may
be
appropriate
for
higher
density
residential
uses
in
the
future
staff
found
it.
The
request
is
compatible
with
the
Shallowford
Road
Lee
Highway
area
plan.
D
Recommendation
surrounding
mix
of
uses
in
the
surrounding
debt
development
form
the
rtz
Zone
acts
as
a
transition
from
the
R1
Zone
to
the
north
of
the
site
that
1998
rezoning
and
the
R4
and
C2
Zone
south
of
the
site
along
Bonnie
Oaks
Drive
staff
recommended
conditions
to
ensure
compatibility.
There
was
no
opposition
at
Planning
Commission.
There
was
a
neighboring
property
owner
present
and
asked
for
a
buffer
along
the
southern
property
line.
Also,
someone
was
present
to
ask
about
Road
improvements,
and
the
applicant
spoke
to
their
understanding
of
Road
improvements,
as
required
during
the
permitting
process.
D
I
think
that
was
less
opposition
and
more
just
a
request
for
information.
So
Planning
Commission
found
that
the
request
is
compatible
with
the
conditions.
The
first
three
conditions,
as
recommended
by
staff
carried
over,
which
is
maximum
of
four
units
per
mass
building
parking
to
the
rear
and
maximum
of
two
curb
Cuts
along
Old
Cleveland,
like
a
less
additional
carb
cuts,
are
required
due
the
permitting
process.
D
This
is
to
ensure
there's
not
a
driveway
curb
cut
for
each
of
those
unit,
18
units
along
Old,
Cleveland,
Pike
and
then
in
response
to
the
input
Planning
Commission
Planning
Commission
is
also
recommending
a
fourth
condition,
which
is
a
10-foot
type
c
buffer
to
be
provided
along.
The
southern
property
line,
abutting
this
property
and
the
property
to
the
South
that
has
owned
R4
special
Zone.
A
E
E
Right,
that's
right,
yeah
and
we
had
we
held
a
neighborhood
meeting
back
on
February,
2nd
I
believe
it
was
right.
I
know
the
residents
that
showed
up
to
that
meeting
were
good
with
the
with
the
design
approach
that
we're
looking
at
and
have
not
hadn't
heard
any
opposition.
Until
now.
Okay,.
C
So
you
had
a
neighborhood
meeting,
yes
ma'am,
the
people
showed
up
and
there
was
full
discussion.
Was
there
any
discussion
about
this
fat
satisfaction
with
the
design
or
the
elements
you
were
using?
No.
E
Yes,
yeah
and
the
buffer
came
up
with
the
Planning
Commission.
It
was
something
that
he
didn't
think
about
during
the
meeting
and
he
thought
about
during
the
Planning
Commission
meeting
and.
C
A
G
G
G
It's
just
going
to
create
even
more
havoc
and
I've
lived
there
for
21
years
and
I've
seen
the
growth
and
I've
seen
the
hurt
that
it's
created
with
the
with
the
local
residents
to
the
point
where
several
are
actually
considering
moving,
if
if
they
could
find
a
buyer
which
is
which
is
sad,
but
that
that's
why
the
opposition
is
number
one,
I
wasn't
I
wasn't
I'm
actually
here
for
another
reason,
but
since
this
actually
is
right
there
at
my
property,
I
wasn't
aware
of
it,
and
my
opposition
is
that
that
growth
is
just
going
to
cause
too
much
traffic
and
security
issues,
because
we're
already
having
that
no
more
than
what
we
have
there
now.
C
If
I
may
Dr
virus,
please
all
right
so
I
think
your
concerns
are
valid.
Do
you
come
out
with
the
light
there?
I
was
out
there
yesterday
right
looking
around
so,
do
you
come
out
there
at
the
light
at
Silverdale?
No.
G
I
I
am
just
towards
the
interstate
from
that
light.
I
have
to
go
down
to
the
light
to
make
my
turn,
so
you
can
get
out
with
a
light
right.
No
I
actually
have
to
get
out
on
Bonnie
Oaks
go
down
turn
around
and
then
come
back
up
to
get
back
to
the
interstate,
because
I'm
just
north
of
Silverdale
Road
right
there
by
the
Presbyterian
church.
So
it's
yeah.
C
E
C
Requested
so
you
said
something
else
too,
and
do
you
know
that
there's
a
neighborhood
association
meeting
I
think
it's
it's
a
week
from.
Is
it
next
there?
Oh
good
I
plan.
C
C
C
Yeah
well
tell
you
what
Alan,
what
would
you
think
about
postponing
or
deferring.
C
They're
setting
up
a
neighborhood
association,
there's
things
you
can
do
and
things
you
can't
do
and
we'll
be
talking
about
those
I
think
he
meets
all
the
requisites.
But
if
you'd
like
more
information,
I
think
that's
your
right.
So
it's
it's!
You
guys
responsibility
to
that's
why
the
big
yellow
signs
are
up
there.
Okay,
so
that
you
have
noticed
to
the
world
is
what
it's
called.
G
C
C
Let
me
ask
you
one
other
thing:
the
neighborhood
meeting
Allen.
They
didn't
get
notice
of
the
neighborhood
meeting.
My.
E
Knowledge
there
was
not
a
neighborhood
association
registered
with
the
city
right,
so
what
I
did
was
I
mailed
about
70
letters
to
all
the
residentials
that
were
in
proximity
to.

a
committee

this

Thank

My
announcement
is
that
we
will
have
another
public
hearing
next
week
on
the
climate
action
plan
is
presented
by
the
mayor's
office.
The
same
format
will
follow.
We
did
today
a
30
minute
time
limit
with
each
speaker
receiving
a
two-minute
time
limit.
Now
we
are
at
the
part
of
our
meeting
where
we
recognize
persons
wishing
to
address
counsel.
A
H
Sir,
at
the
end
of
each
Council
business
meeting
address
the
council.
Here's
your
rules
come
up
front
to
the
microphone
that
is
provided
for
that
purpose.
No
person
can
have
more
than
three
minutes
to
speak,
the
only
aggressive
Council
upon
matters
and
not
upon
matters
that
are
not
under
the
attorney.
The
councils
are
regulated
by
other
governmental
bodies
or
agencies.
H
Don't
use
any
vulgar
language
or
the
same
language
where
you
support
and
personally
attacked
or
personally
denigrate
others
and
address
your
Council
as
a
whole
and
not
make
comments
directly
towards
the
individual
council
members
and
don't
engage
in
disorderly
conduct
and
disrupting
a
public
meeting
which
is
prohibited
under
Tennessee
law
and
a
person
commits
that
offense
person

interferes
with
the
meeting
by
physical
action
or
verbal
verbal
utterance,
with
the
intent
to
prevent
or
disrupt
the
lawful
meetings.
Having
given
you
those
rules,
please
go
right
ahead.
Sir.
Thank.
L
With
please
my
name
is
Mike:
Smith
I
live
in
District
three
I'm,
an
executive
director
of
the
Chattanooga
Regional
Homeless
Coalition.
We
exist
as
the
lead
Agency
for
Southeast
Tennessee
homeless
response
system,
we're
comprised
of
many
different
agencies
throughout
the
11
counties
that
our
federal
jurisdiction
covers.
L
Today,
our
Consumer
Care
governance
Council
met
to
set
our
priorities
moving
forward
and
after
analyzing
I'm.
Sorry,
if
my
speech
is
a
little
off,
the
stroke
is
still
here,
but
we've
set
our
priorities
moving
forward
throughout
Southeast
Tennessee
that
we
will
not
allow
anyone,
55
and
older,
to
remain
unsheltered
within
our
continuum.
A
M
Good
evening,
good
evening,
I'm
Stephen
Bates
I
believe
I'm
qualified
to
speak.
How
I
spoke
last
week.
I
went
a
political
science
major
or
nothing
so
I'm,
not
certain
that
certain
about
that,
however,
and
I'm
from
the
downtown
area
I
forgot.
The
district
today
is
my
birthday:
I'm
52.
M
and
I'm,
a
republican
conservative,
I,
get
disability
and
don't
pay
taxes,
so
I
believe
in
a
tech,
shelter
thing
I
have
Ambitions
to
start
a
business
and
I
pass
economic
classes
in
college
and
how
to
experience
in
the
field
that
I
want
to
do
business
in
which
is
Communications
and
entertainment
I'm
out
of
my
cell
phone,
the
Japanese
model
in
a
Chinese
where
they
made
movies
like
Marshawn
movies
and
Sci-Fi
movies,
like
Godzilla
and
where
they
have
the
music
groups,
like
I,
don't
know
like
the
South
Korean,
BTS
boy
band,.
M
I've
taken
some
music
classes
in
college
dj8
on
the
radio
at
my
advancement
at
about
52
years
of
age.
I
can't
necessarily
do
it
myself,
so
I
must
be
like
a
bear:
Gordon,
perhaps
and
Mentor
younger
generations
of
entertainers,
and
that
is
the
American
work
ethic
and
I'm
qualified
to
do
it,
I'm
a
Christian
and
vote.
Therefore,
that
says,
for
the
most
part,
a
citizen
that
is
doing
the
correct
thing:
America
is
a
great
place.
I
have
been
to
Canada
twice
some
World
Travelers
French
is
my
second
language.
M
You
know
I
support
three
of
the
states
of
French
I
mean
heavily
involved.
They
were
the
model
and
destroyed
in
the
revolution.
Rebuild
the
clergy,
the
nobility
and
the
Merchants.
Well
well,
I
wonder:
I'm
in
church,
so
I
support
clergy
I'm,
trying
to
be
a
merchant
and
not
supporting
nobility
of
the
American
government,
because
I
always
vote
in
presidential
elections.
M
A
You
know
what
Chris,
how
about
the
one
from
the
how
about
the
one
from
the
Kirk's
desk
will
that
work.
A
N
Hello,
I'm
Theresa
on
their
heil
and
I'm
currently
homeless.
Here
with
my
husband,
and
we
were
wanting
to
know
if
we
could
like
find
any
resources
or
of
anything
to
help
us
get
up
off
the
street
I,
don't
know
if
there's
like
anything,
I'm,
not
really
I'm
pregnant
right
now
and
I'm,
not
in
any
good
condition
to
be
on
the
streets
and
I
guess
I
just
wanted
to.
Let
you
guys
know
about
that,
but
yeah.
A
O
How
you
doing
my
name
is
Dustin
lapis
I'm,
pretty
sure
you
have
seen
before
and
here
currently
being
on
the
streets
is
a
felony
now
to
even
live
in
a
tent
me
and
my
wife
are
both
living
in
an
abandoned
building
right
in
front
of
the
steel
metal
sheet
company
on
East
Main.
O
The
other
day
we
had
a
guy
coming
there
with
a
gun
and
threaten
Our
Lives
me
and
the
two
other
people
that
were
with
us.
With
my
correct
reactions,
I
was
able
to
deter
the
situation
with
use
of
pepper
spray,
not
too
long
before
that
chat,
PD
came
in
and
I
did
us,
so
we
didn't.
It
was
a
short-term
thing
for
us
to
stay
in
there
every
night.
O
Just
yesterday
we
filed
a
police
report
with
Miss
Johnson
officer
Johnson,
and
she
was
able
to
detain
and
arrest
the
suspect,
which
is
now
in
civil
Detention
Facility,
there's
not
just
him.
This
other
folks
running
around
11
Street
raping
females.
That
is
not
right.
What
is
the
city
doing
about
it?
Absolutely
nothing.
O
O
I
spoke
to
the
chief
a
couple
of
times
about
this
matter,
but
I'm
not
sure
if
she's
gotten
to
it
yet
because
she's
so
busy,
but
once
again
me
and
my
wife
are
homeless,
on
the
streets
living
in
abandoned
building
with
two
pieces
of
plywood
set
up
next
to
each
other
in
a
blanket
thrown
over
top,
it's
cold
outside
my
wife
is
currently
pregnant,
unable
to
move
around
she's
in
a
wheelchair
unable
to
get
in
and
out,
and
they
used
to
bathroom
on
her
own
without
me,
being
there
someone
a
friend
of
ours
there
for
her
who's,
another
female
we're
trying
everything
we
can.
O
We
call
the
church
today,
that's
for
a
motel
room
stay,
and
they
just
gave
me
a
busy
signal.
All
day
today
has
been
busy
when
I
finally
got
to
him.
They
had
the
very
rude
we're
trying
to
ask
the
city,
if
maybe
the
city
can
actually
donate
some
funds
to
us
to
help
us
get
a
motel
room
for
a
couple
of
weeks,
so
I'm
able
to
get
an
apartment
with
the
Homeless
Coalition,
there
was
2.9
Million
Dollars,
donated
to
the
homeless.
O
Not
too
long
ago,
like
I,
said
again,
it's
a
felony
to
be
on
the
streets
living
on
private
property
or
anybody's,
probably
living
in
a
tent
period,
I'm,
also
on
an
anchor
monitor
on
probation
with
Dylan
radovich
for
12
11
29,
which
I'm
trying
to
keep
my
nose
clean
I've
now
had
almost
60
days
and
celebrate
recovery.
I've
also
be
going
to
parenting
classes
and
I
also
been
looking
for
work
which
nobody's
hiring
to
the
mid-march
I'm
doing
everything.
