the

great

effective

city

my
appointment

mayor

to
the

city

order
to
avoid
the
perception

a
conflict
of
interest,
I
will
refrain
from
casting
any
votes
until
my
appointment
is
decided
upon

the
city
council.
These
are
exciting
times
in
our
city,
with
many
good
changes
and
unprecedented
growth.

initial
election
as
councilman,
I
have
worked
to
add
my
own
contributions
to
the
legacy
of
the
great,
the
and
diverse
district
8.,
I'm
proud
of
the
impact
we
made
through
community
cleanups,
as
well
as

ongoing
distribution
of
food,
clothing
and
toys
to
those
in
need.
And
of
course,
I
am
forever
grateful
for
the
reconstruction
of
the
avenue
community
center,
where
we
are
actively
strengthening
our
community
throughout
outreach
and
programming.

as
a
community
have
accomplished
together,

hope

certainty
that
our
district,
along
with
the

eight
districts,
stand

the
council

if
you'd

go
ahead

make

you

begin

You
should
definitely,
since
his
black
history
month,
I'm
going
to
recommend
bear
which
talks
about
the
last
slave
that
was
brought
to
america
after
slavery
actually
ended
it.
But
I
wanted
to
talk
about
today,
considering
it's
black
history
month
and
we've
had
an
unprecedented
conversation
about
displacement
of
african-american
residents
in
my
district,
as
well
as
all
across
the
city,
it's
important
to
talk
about
mitigation
of
harm,
recognition
of
what
is
happening
not
only
to
african
americans,
but
our
homeless
that
have
made
their
way
and
people
who
are
concerned
about
our
homeless
coming
here.
E
I
want
to
give
a
solution
that
is
not
going
to
tax
the
taxpayers,
but
it's
going
to
be
something
that
should
happen
with
development
as
a
solution
to
be
able
to
create
housing
for
people
here
in
the
city.
I
ran
with
this
with
city
council
and
it
was
a
commercial
linkage
fee.
As
a
matter
of
fact,
boston.
Massachusetts
is
the
oldest
city
in
america
that
has
a
commercial
linkage
fee
that
developers
pay
eight
dollars
per
square
foot
for
a
commercial
project
into
an
affordable
housing
fund
and
catch
this
family
from
1986
to
2000.
E
They
generated
45
million
dollars
that
ain't,
no
small
change,
so
imagine
if
they
took
that
money
and
they
made
5
000,
affordable
units
that
could
take
care
of
all
of
our
homeless
and
start
taking
care
of
people
in
our
community.
Can
it
not
what
about
arlington
virginia?
They
did
the
exact
same
thing:
a
dollar
and
77
cents
per
square
foot,
and
between
2013
and
2016.
They
raised
14
million
in
revenue.
There's
nothing
wrong
with
development,
but
developers
have
to
give
back
into
the
community
right.

They
should
be
able
to
do
that
and
how
do
we
build
out
if
we're
tearing
down
housing
projects
because
of
we
don't
have
the
federal
funding,
we
have
to
find
creative
ways
to
get
to
a
solution.
So
this
is
a
way
we're
just
asking
them
to
take
a
small
portion
of
their
project,
put
that
into
an
affordable
housing
fund
that
doesn't
bootstrap
the
taxpayer,
but
has
the
people
who
are
already
making
revenue
giving
back
to
the
community
and
building
up
the
infrastructure?
E
Doesn't
that
make
sense,
so
that's
give
and
take
that's
what
business
is
supposed
to
be
about?
It's
not
one-sided
right.
It's
give
and
take
so
we're
not
asking
for
nothing
for
free,
because
they're
winning
they're
winning,
obviously
because
we're
developing
we're
just
asking
that
they
give
a
small
portion
of
a
project
back
to
the
very
communities
that
they're
coming
in.

So
we
don't
displace
people
and
at
the
same
time,
for
the
people
who
are
on
the
streets,
we
start
putting
them
into
housing,
and
if
cities
are
doing
this
across
the
nation,
what's
chattanooga's
problem,
we
need
to
catch
up
and
do
some
new
things.
This
is
a
new
time,
councilman
byrd.
I
thank
him
for
it.

I
could
just
say
that
going
over
time,
please
I
want

thank
councilman
byrd,
because
he
was
the
only
council
person
who
actually
met
with
us
when
we
had
protest
demands
the
only
person
actually
sat
down
and
listened
to
us
as
young
people.

him
in
his
absence
that
he
took
a
firm
decision
to
not
be
partial
when
he
could
have
in
casting
votes.

really
interested
to
