time
for
all
of
us
and
I'd
be
remiss
if
I
didn't
call
to
our
attention
a
couple
of
things
number
one.
You
know
we
were
raised
in
our
family
that

God
gives

gifts,
it's
not
because
you're
so
special,
it's
to
use
for
the
benefit
of
others
in
the
Old
Testament.
It's
called
tikkun
olam,
that's
what
the
Hebrew
is.

means
repair
of
the
world
and,
as
we
have
heard,
from
councilman
Ledford,
our
police
department,
our
fire
department,
our
public
works
department
and
many
of
us
have
been
about
repairing
the
world,
not
about
our
egos.
It's
not
about
our
popularity,
it's
about
doing
for
others,
and
may
we
continue
to
repair
the
world.
The
other
thing
that
comes
to
mind
is
that
probably
the
most
important
things
in
life
are
not
things
at
all.

while
I
can
appreciate
that
and
understand
that
it
just
it's
a
public
road,
and
so
they
they
simply
don't
have
the
legal
capacity
to
mandate
traffic
on
a
road,
particularly
particularly
to
a
property
that
a
homeowner
owns
or
anyone
owns,
and
so
I
certainly
understand
the
concern.
But
there's
also
been
some
confusion.
Maybe
between
some
of
the
opposition
and
the
developer
builder
unrelated
to
me
has
nothing
to
do
with
me,
but
I
think
they
were
told
that
maybe
the
city
was
going
to
redo
the
road,
because
the
roads
in
poor
condition
I
agree.

But
that
is
a
matter
between
the
residents
and
the
city
of
Chattanooga
on
the
second
issue
that
keeps
coming
up
is
parking
and
I
heard
two
of
the
opposition
say
that
they
were
promised
that
parking
and
again
I
feel
for
them,
because
they
don't
have
parking
like
I
do
but
I
also
built
that
parking
on
the
property
that
I
illegally
owned
and
I
built
it
intentionally
and
at
great
cost.
It
has
a
retaining
wall
that
is
made
out
of
the
material
that
you
build
interstates
with
you
know,
because
it
was
meant
to
be.

There
is
meant
to
stay
there
and
be
safe
and
secure,
and
look
good
and
so
I
heard
two
people
say
that
that
they
would
promise
that
and
if
that's
something
the
Builder
or
the
developer,
told
them.
I
am
terribly
sorry,
but
it's
a
civil
matter
between
them
and
the
Builder
and
that
there's
a
legal
deed
that
tells
us
who
owns
the
parking.
And
it's
me
it's
on
my
deed.
I,
have
it
via
a
warranty
deed.

You
can
easily
Park.
You
know
certainly
for
cars
at
no
problem,
if
you
got
created,
you
can
park
more
or
maybe
five.
You
know
one
thing
I
mentioned
I
did
talk
with
mr.
Ogilvie
and
I
did
mention
I'm
perfectly
fine.
With
the
restriction
of
three
parking,
no
more
than
having
three
cars
there.
I
don't
think
that's
even
don't
be
an
issue
most
mental
or
vacation
travelers
business
travellers.
They

really
don't
come
with
many
cars.

usually
come
with

car.

they
over

not

sure

occupancy

be

thing

there
precedents,
obviously
to
have
st
arted
around
here?
We
can
see
that
there
are
other
STRs
and
it's
a
the
zoning
for
the
St.
Ours
was
already
established
by
the
city
and
that's
actually
one
of
the
reasons.
I
bought
ferries
because
it
was
established
and
there
was
precedents.

Most
of
them
knew
that
the
opposition,
because
they
purchased
in
eighteen
or
nineteen
when
that
was
clearly
established,
there's
no
HOA.
There
never
has
been
an
HOA
and
I
understand
why
people
like
HOAs,
but
there's,
there's
literally
thousands
of
neighborhoods
in
Chattanooga
that
have,
and
this
one
does
not
so
again,
like
I
said
last
week:
I
want
to
do
everything.
I
can
to
be
to
not
cause
any
issues
with
the
neighborhood
or
whatnot.
Somebody
mentioned
the
grass
last
week.
I'll
go
ahead

address
that
in
case

don't
get
a
chance

totally
my

of

the
coronavirus

a

should
not
have

deal

problems
to
let
loud
music
people
coming
and
going
on

we

not
the

where
for
residents
this
one

I

not
think
this
falls
under
residential

she's
making
many
and
we're
dealing

problems

destruction

on
to

not
want

short-term
rental
at

oppose

green

me,
it's

an
issue
with
our
little
corner
of
st.
Elmo
up
here
and

my
concern

wife's
concerned.
Certainly,
we
have
safety
concerns.

Here

an
issue
for
sure
as

can
see
it's
steep
like
the
picture
showed
and
I
get

the
road

public
road
is
not
miss.
Greens
problem

agree
with
that.
The
concerns
that
we
have
noise,
the
neighborhood
is
an
opposition,
and
another
thing
that
we
discussed
is
there
are
studies
that
show
that
property
values
can
be
negatively
affected
by
this
and
there's
been
there's
lots
of
cities
among
the
southeast
Nashville,
some
in
Louisiana
New
Orleans
that
have
basically
done
away
with
non-owner
occupied
short-term
rentals
and
for
me,
I
asked
mr.
Oglesby
directly
to
please
vote
against
this.

The
number
one
reason
why
non-owner
occupied
short-term
rentals
are
projected
is
because
the
locals
choose
and
voice
their
concerns,
and
they
choose
to
not
have
ever.
They
voiced
their
concern
about
not
wanting
that
in
their
neighborhood,
so
I
am
and
along
with.
Basically
all
the
neighbors
that
I
had
that
I
know
of
are
voicing
our
opinions
and
are
loudly
and
clearly
we're
asking
you
guys
to
vote
against
it
in
this
case.

getting
oversaturated

too

love

long-term
neighbors

renters.

the
issue
is,
we

move

community,

another
people
and
not
try
to
rent
out
all
the
same
elbow,
and
that's

I

in

responded

phases

we're
working

that
rescue
phase

damage
assessment
phase,
which
is
the
second
phase
of
our
event
here,
and
in
that
damage,
assessment,
phase,
we're
having
to
identify
every
single
property
and
determine
how
much
damage
parcel
has
had

loss
and
in
that
damage
assessment,
though
those
are
numbers
that
are
requested
by
tima.
So
we
can
get
cost
recovery.
I'm
done
we're
about
60
percent,
complete
with
that
as
of
about
5:30,
but
I
do
still

crews
coming
in
by
8
o'clock.

12,000
properties
in
the
East
Brainerd
area
has
been
affected
by
this,
so
a
phenomenal
amount
of
damage
to
homes
have
been
have
been
done,
and
it's
just
it's
incredible
when
we
finally
get
those
numbers
in
there
as
we
transition
out
of
the
damage
assessment,
phase
we'll
be
moving
into
the
recovery
phase,
and
this
is
an
extremely
important
phase.
This
is
what's
helping
get
our
affected
community
members
out
there
stuff
that
they
need
we've
put
together,
dart
teams
to
set
up
full
pets
and
pet
displacement.

were
in
assess
of
putting
mental
health
teams
in
place
not
only
for
first
responders
but
for
our
community
as
well.
Those
will
be
stood
up
tomorrow
and
our
bid
for
the
next
five
to
seven
days,
just
to
just
ask
questions
about
mental
health
and
try
to
cover
that
up.
We've
made
special
requests
to
team
up
for
food
trucks
tomorrow
for
the
community,
a
lot
of
number
of
food
trucks
will
be
out
there
trying
to
serve
people
food
and
that,
additionally,
we
have
had
about
a
thousand
of
thousands.

in
that
recovery
phase,
the
firefighters
have
gone
from
rescue
mode
to
damage
assessment
mode
and
now
transitioning
into
the
beverage
commode,
and
that's
when
they'll
be
out
there
in
ATVs,
chainsaws
work,
blows
bottles
of
water
trying
to
get
all
that
information
trying
to
get
all
that
support
out
there
from
community
as
best
we
can
we're.
A
lot
of
the
work
is
still
going
to
continue.
A
lot
of
work
has
been
done
at
this
point
by
the
first
responders,
but
even
more
will
be
done
in
the
coming
days.

in

with

security
of
his
family's

that

posture

restoration

power
looks

people

their

other

I
have
people
that
I
love
that
are
residents
in
this
affect
the
area.

I
really
believe
that
the
city
needs
to
ensure
that
it
that
there
are
PPE
equipment
in
the
form
of
masks
and
gloves
that
will
be
made
available
to
individuals
who
want
to
volunteer
in
conjunction
with
the
city
government.
We
are
dealing
with
two
very
delicate
issues
at
once.
That
is
how
do
we
respond
to
the
people
who
have
needs
in
our
communities
and
at
the
same
time
ensure
that
we
are
slowing
the
spread
of
the
coronavirus?
W
I
think
it
would
be
a
grave
mistake
if
we
don't
take
that
into
the
account
and
serve
the
people
right
now
as
we
are
supposed
to,
but
we
get
to
the
other
side
of
this
sort
of
leveling
out
what
the
community
needs
and
then
we
have
exposed
a
tremendous
amount
of
our
first
responders
and
vital
city
employees
to
the
coronavirus.
So
I
really
want
to
elevate
that,
because
I
don't
want
that
to
get
drowned
out
in
the
tornado
response
that
we
are
still
in
the
middle
of
a
viral
outbreak
and
pandemic.
W
So
I
also
recommend
that
our
city
employees
should
be
tested
for
coronavirus
after
we
finish
the
next
stages
of
rebuilding
our
communities.
To
make
sure
that
they
are
safe
and
that's
just
my
recommendations,
I
am
praying
for
each
and
every
one
of
you
as
leaders.
I
just
want
to
close
out
with
my
time
in
quoting
dr.
Martin
Luther
King,
who
is
lifting
me
up
in
this
hour
and
I
hope.
He
lists
you
up
even
from
the
grave
but
I
know
somehow
that
only
when
it
is
dark
enough.
