submitted

amendment

the

prudent

do,

you
do
that,
then
you
aren't
guaranteed
to
have
the
revenue
the
next
year
to
be
able
to
maintain
that
amount
of
money
going
into
the
into
the
next
year.
Because
of
course,
if
you
raise
someone's
wages
this
year,
you
want
to
be
able
to
maintain
that
level
of
pay
for
them
going
into
the
next
budget
year.
And
if
you
have
done
this
with
one-time
funds.

If
you
have
funded
that
with
one-time
funds-
and
you
aren't
sure
that
you'll
have
the
revenues
to
cover
that
the
next
year,
then
you
would
have
to
take
the
raise
away.
And
that
certainly
is
not
a
position
that
we
would
want
to
put
ourselves
or
the
or
the
employees.
And
so
that
is
why
we
did
not
fund
any
raises
2.5
percent
or
anything
like
that
with
any
reserve
funds
this
year
and
why
we
made
the
decision.

we
talked
to
you
about

the
budget
hearings
to
to
ensure
that
we
had
a
a
a
conservative
budget,
but
a
budget
that
kept
all
of
our
employees
employed
and
and

kept
all
of
our
staff
where
they
were

did

best
buy
our
taxpayers
so
that
we
had
a
balanced
budget
for
this
year.

hope
that's

for

pay

lower

it

food

doing
on

side

town

worked

that
he's

seniors
see
if

need
anything

they're
connected
to
the
tools
and
resources
that
we

available

making

that

the
neighborhood

connected

virtual
programs
that
we
have
he's
helping
to
organize.

social
distances,
birthday
parties
and
different
things
like
that.
So
they're,
you

conversation
with
him,
I
heard
it
in

voice
that
this

was
more
than
just

job
for
him.

possibility

renewals

we

city

chattanooga
working

entire
time,
helping

districts

during
the
covid,
we
also
helped
with
tornado
victims
and,
of
course,
all
the
virtue
that
comes
to
us
free
of
charge.
We
have
so
many
different
great
other
programs
and
resources
here
available.

We
work
closely
with
the
city
of
chattanooga
homeless
program,
we're
one
of
their
big
resources
as
well

different
agencies.
We
work
with
continually
including
a
family
justice
center
and
special
victims
unit.
We
helped
also
with
their
soft
rooms
where
they
interrogate
victims,
and
so
I
just
wanted
to
know
if
what
kind
of
financial
backing
we
can
expect
going
forward-
and
I
know
that
there's
certain
rules
about
certain
finances
and
stuff
like
that.

But
I
know
that
I
just
want
to
bring
it
up
to
council's
attention,
since
I
believe
chairman
had
asked
earlier
about
discussing
the
agenda
or
the
strategic
planning
for
the
aim
center
to
be
here
at
this
property.
So
that's
the
reason
why
I'm
just
talking,
because
you
know
technically,
we
help
homeless
folks.
So
we
don't
want
to
be
a
homeless
program
ourselves
so
going
forward.

I
just
wanted
to
know
what
kind
of
vacuum
we
can
expect
from
the
city
since
we've
been
doing
this
for
over
ten
and
a
half
years
together
in
a
tri-venture,
of
course,
with
as
a
goodwill
program
and
a
united
way
backing

well.

that
currently
we
have
some
options
of
possibly
moving
into
district
9,
with
some
good
folks
with
the
rhino
group
that
have
offered
to
give
us
a
place
to
rent,
to
continue
to
carry
out
these
daily.

we
would
like
to

love
to
continue

that

very
passionate
about
non-profits

expect

struggling

my

sure

wants
to
leave

room

not
so
I'm
running
around,
but
for

the
reason
I'm
calling
in
tonight,
I
I
wanted
to
share
the
again
part
of
the
part
of
what
I
talked
about
last
week,
which
was
the
philosophy
that
a
a
charity
or
a
nonprofit
represents
to
me
a
a
hole
in
public
funding,
and
I
think
that
in
particular
that
rather
than
pushing
for
nonprofits
and
pushing
for
charities,
it
would
be
more
beneficial
for
the
city
to
instead
seek
to
cover
those
losses
and
cover
the
functions
of
the
cities.

I
think
that
a
city
that
is
beholden
to
whether
or
not
a
city
that
is
actually
beholden
to
and
representative
of
the
people
itself
is
always
going
to
do
a
better
job
of
of
the
function
than
any
non-profit
or
any
charity
would
do
to
that
end.

think
that
the
workers
of
the
city
deserve
more
than
more
like
financial
support
than
they
get.

includes

think
that
benefiting

society
benefiting
public
benefiting
the
city
should
be
sell
a
self-sustainable
job

council
members
don't
have
to
like
work
additional
jobs
and
can
and
can
work
on
focus

council
matters

their

primary
function.

only

but
I
think
that
relying
on
volunteer
labor
such
as
volunteer
firefighters
is
not
a
sustainable
practice
that
ensures
that
those
most
economically
disadvantaged
or
less
likely
to
be
represented
in

those
departments

calls
for
more
black
volunteer
firefighters,
for
instance,
I
think,
is
ultimately
not
going
to
be
reflected
until
there
is
a
greater
economic
incentive
and
a
consistent,
reliable
economic
promise
for
those
firefighters.

think
that
it's
interesting
that
they're
looking
through

budget.

was
as
of
a
few
months
ago.

found
it
interesting
that
there
were
several
unfilled
firefighter
positions,
and
I
know
there
have
been

why
that
is,
but

think
in
part
it
it
could
be
that
the

firefighters
could
do
with
greater
support.

of
language
of
doing
the
best
we
can

helped
by

furniture
bank
when
I

refer

bank
and

what
the
article
kind
of
meant
when
it
was,
you

trying
to
protect
the
city's
affordable
housing
stock.

in

there

listings.

occupancy
rate

those
listings

the
month
of
july
was
87.

all

The
let's
see
the

revenue
generated.

could
get

there's

you

the
daily
rate,
but
the
overall
customer
satisfaction
rating
scored,

know

don't
know
about

would
encourage
you
to
go
into
chattanooga

look
to
stay
at
an
airbnb
yourself.
What
you'll
see
is

well

immaculate
everything
is

off
of
ratings
and
stars,

truth
is,
is,
if
you
don't
give
a
quality
product
to
your
guests,
they're

you
a
low
star
and

will
not
be
in
the
short
vacation

where
it
says

that

blocks

houses
sitting
idle.

truth
is,
is
that
that's
not

case

there's
like
tall
grass,

had

vacation
rental,
that's
going
to
warrant
a
negative
review
and
therefore
you're
not
going
to
be
in
business.

everybody
that's
running
a
short-term
vacation.
Rental
is

maybe
there's

couple
bad
apples,

they're
running
it
as
their
livelihood
and
thinking.

is

better

house

in

times

got
maintenance
guys

landscaping

believe
if

were
to
pull

not
vacant,
distressed
properties
that

idle

housing

is

houses

area

back
into

equation,

can
rent
housing
long
term.
