Description
Chattanooga City Council Meeting on 5-12-20
B
Okay,
good
afternoon,
everyone
welcome
to
our
Tuesday
May,
the
12th
Council
City
Council
meeting,
and
will
now
call
this
meeting
to
order
at
this
time
we'll
have
the
Pledge
of
Allegiance
and
then
we'll
have
an
implication.
So
council
vice-chair
Smith.
Would
you
put
us
on
a
flag
up,
please
working
on
it,
sir
one
moment:
okay.
B
Justice
for
all
all
right,
Thank
You,
vice
chair,
put
our
screen
back
up.
I
want
to
read
tonight
from
Matthew
chapter
6,
which
will
also
serve
as
our
prayer
Matthew
6
verse
9
after
this
manner
therefore
pray
our
Father,
which
art
in
heaven
hallowed
be
thy
name
thy
kingdom
come
thy,
will
be
done
in
earth
as
it
is
in
heaven
give
us
this
day
our
daily
bread
and
forgive
us
our
debts,
as
we
forgive
those
who
trespass
against
us
lead
us
not
into
temptation
but
deliver
us
from
evil.
B
C
D
B
E
B
A
Sir,
thank
you
very
much
mr.
chair
I
would
like
to
address
an
item
from
last
week
and
according
to
our
city
attorney,
this
is
the
most
appropriate
time
to
do
that
at
first
business.
So
with
that
last
week
we
confirm
the
appointment
of
our
city
treasurer
and
immediately
following
that
appointment
even
later
that
night,
we
learned
of
additional
information
about
this
individual
that
I
feel
should
have
been
disclosed
prior
to
her
appointment.
It's
not
the
information,
it's
the
lack
of
disclosure
so
because
this
information
was
not
disclosed
for
us
to
be
part
of
our
decision.
A
B
C
B
C
B
E
Resolution
authorizing
the
administrator
for
the
department
of
economic
and
Community
Development
to
enter
into
an
independent
contractor
services,
standard
form
agreement
and
substantially
the
form
attached
with
CBRE
Inc
for
specified
real
estate
services
for
a
term
of
one
year,
with
the
option
to
renew
for
two
additional
terms
of
one
year.
Each
so.
B
A
B
D
B
D
D
I
What
we
typically
do
well,
let
me
say
what
you
see:
CD
is
responsible
for
the
acquisition
and
disposition
of
all
city
property,
and
we
work
on
behalf
of
our
clients
are
really
the
other
departments.
What
happens
often
is
when
we,
as
the
city
start
pursuing
a
piece
of
property.
One
of
two
things
generally
happens,
number
one.
Somebody
says
the
seller
said:
oh
it's
the
city,
so
let
me
see
how
much
I
can
get
from
the
city
because
they
have
plenty
of
money.
I
That's
one
road
number,
two
folks
will
say
well,
let
me
not
negotiate
in
earnest
because
I
don't
want
to
work
with
the
city,
because
their
process
is
so
drawn-out
is
very
different
from
a
traditional
real
estate
transaction.
So
that
happens
when
we
are
working
on
behalf
of
Public
Works
and
we're
working
on
behalf
of
the
fire
department
when
we're
working
on
behalf
of
yfd
etc.
I
I
I
It's
a
national
firm,
so
this
firm
does
transactions
all
over
the
country
and
all
over
the
city,
so
we
wouldn't
we're
not
their
only
customer
and-
and
it
may
be,
that
people
certainly
find
out.
Anonymity
is
not
the
only
reason
for
us
to
do
it,
but
when
you
have
skilled
realtor
real
estate
brokers,
doing
that
work,
you
know
presumably
get
a
better
outcome,
and-
and
so
that
is
the
reason
that
we
put
it
forward
and
I
also
want
to
mention
that
it
went
through
a
full
process
of
RFP.
I
D
D
I
I
We
were
to
engage
them
to
represent
us
on
the
sale
of
a
property
uh-huh.
This
was
necessitated
for
the
purchase
of
a
property,
because
the
fire
department,
you
guys
may
recall
stuff,
is
going
to
kill
me
I,
can't
remember
the
fire
hall
name,
but
the
fire
station
on
South
Willow.
We
negotiated
that
with
the
owner.
We
were
very
fortunate
to
have
partners
with
the
McLellan
foundation.
It
was
a
very
complicated
land,
swap
donation
purchased
the
whole
nine
it
for
transactions
like
that
and
simpler
transactions.
I
A
J
You
chair,
so
we
did
see
that
there
wasn't
any
expense
attached
to
it.
So
I
think
that
was
kind
of
self-explanatory.
However,
we
was
told
last
week
that
there
wasn't
a
knee
and
I
think
that's
where
the
issue
is,
and
it
was
stated
that
you
and
mr.
Biegler
both
said
that
it
was
a
knee
but
going
back
to
read,
listen
to
the
recording,
no
one.
What
was
said
was
that
there
was
an
ami.
So
is
there
a
need
for
this,
so
we
can
move
forward
with
it
or
not.
I
There
is
a
an
immediate
need
for
a
broker
to
negotiate
for
land
for
the
fire
department,
even
without
that
immediate
need.
There
is
a
need
for
us
to
have
a
broker
to
represent
us
on
similar
transactions,
and
so
to
answer
your
question.
Yes,
there
is
an
immediate
need.
The
fire
department
is
waiting
for
that
process.
To
start.
Thank.

mr.

I
want
to
announce
COBIT
19
testing,
that's
going
to
be
in
district
7
in
our
community.
The
first
one
will
be
tomorrow:
May
13
at
the
Bethlehem
Center
10:00
till
2:00,
and
then
I
just
received
a
notice
today
that
there
be
some
Kovach
19
testing
at
this
coming
Friday
at
Boyington
Terrace,
and
it's
going
to
serve
the
senior
citizens
of
Boyington,
Gateway
and
dogwood
towers,
and
it's
going
to
be
from
10:00
to
2:00,
also
and
and
this
coming
Monday
at
Mary,
Walker,
Towers
May
to
18th.
H
It's
going
to
be
some
Kovac
19
testing
on
the
15.
The
testing
will
be
done
by
the
UTC
School
of
Nursing
CHR
Memorial
in
the
Hamilton
County
Health,
Department
and
all
are
free
for
seniors
in
that
area
and
on
May
18th
at
Murray
Walker
towers.
The
testing
will
be
done
by
the
UTC
School
of
Nursing,
asking
everybody
to
come
out
and
take
advantage
of
this
very
important
testing,
especially
seniors.
H
J
You,
chair
I
just
wanted
to
bring
to
light
I'm
sure
that
you
all
have
heard
about
the
young
black
guy
out
of
Brunswick
Georgia,
who
was
killed
jogging
about
former
police
officer,
his
son
Ahmad
ivory
and,
of
course,
we
a
20/20
and
we
still
black
people
a
getting
killed
for
jogging
when
a
hoodie
carrying
skilled
selling
tapes.
You
know
not
having
our
identification
on
us
or
anything
and
I,
just
I'm
hopeful
still
with
our
Police
Department
that
we
can
get
past
those
historical
things
that
have
they
continue
to
bring
us
to
this
place.
J
It's
hard
to
deal
with
you
know,
even
though
we
say,
let's
unite,
let's
put
it
behind
us,
but
every
time
that
it
sparks
up
it
puts
the
black
community
in
a
rage.
We're
already
distrusting
of
our
police
officers
is
even
to
the
point
that
they
were
distrusting
of
the
military
of
our
national
goal
like
a
combat
minister
testing
right.
So
it's
just
a
lot
of
stuff
to
go
behind
it,
but
I
want
to
just
share
a
little
light
know
it
doesn't
happen.
It
didn't
happen
in
Chattanooga,
but
it
happened
to
a
black
individual
for
jogging.
J
F
You,
chair
I
would
like
to
first
thank
everyone
for
just
working
to
try
to
get
people
tested
in
our
community.
It's
this
heart
and
there's
not
enough
tests
to
go
around
to
everyone,
but
so
many
people
are
working
hard
to
make
this
happen
when
it
comes
to
Colby
19.
So
I
just
want
to
thank
all
my
council
members
for
making
the
phone
calls.
I
know
this
is
through
the
Health
Department
and
through
other
entities
you
all
are
reaching
out
to
your
friends
and
to
disconnections
and
people.
F
You
know
to
make
this
happen
for
different
communities,
so
I
so
on.
First,
thank
you
all
for
that
and
this
Wednesday
May,
the
20th
from
10:00
a.m.
to
3:00
p.m.
we
will
have
Kovac
19
free
testing
at
Avondale.
Yv
Center
will
be
in
the
parking
lot
you
can
drive
through
and
walk
up
and
we
just
encouraging
everyone
to
come
out.
Wednesday
May,
the
20th
from
10
a.m.
to
3
p.m.
F
and
I
just
want
to
thank
simple
and
all
the
partners
that
are
working
with
these
with
the
city
to
get
this
done
and
with
the
Health
Department.
It's
just
great
to
see
people
working
together
and
if
anyone
needs
transportation,
if
you're
looking
for
transportation,
our
seniors
or
people
that
don't
have
rights,
you
can
call
Tri
City
transportation
at
for
two
three:
five:
four:
four
one:
zero:
zero,
eight
and
there's
Tri
City
transportation
and
I
just
look
forward
to
seeing
everyone
out
there,
May
xx,
10
a.m.
to
3
p.m.
at
Avondale
rec
center.
Thank
you.
Thank.
D
D
Next
week
we're
going
to
we're
going
to
follow
the
exact
same
process
we've
always
followed,
and
that
is
counsel
will
get
a
presentation
by
the
city
of
the
budget,
followed
by
the
release
of
the
budget
online
and
via
notebooks
and
PDFs
to
us.
Your
notebooks
will
be
at
the
council
building
for
you
to
pick
up
since
we
can't
hand
them
to
you
because
we're
not
having
a
meeting
and
then
we
will
be
taking
our
discussion
from
there.
Mr.
chair,
the
process
will
look
a
little
different.
However,
I
think
it's
gonna
be
equally
good.
Thank
you.
D
J
Just
wanna
remind
our
constituent:
was
there,
although
our
wife
dissenters
our
clothes,
we're
still
why?
Why
is
providing
st.
Louis
from
three
until
five
at
our
wire
dissenters,
Carver
center
Cromwell,
East,
Chattanooga,
John,
a
patent
Washington
heels
and
Westside
so
from
three
to
five?
You
can
go
there
and
you
could
pick
up
a
sack
lunch
US
partnership
with
the
way
Thank.
F
You
chair
being
the
chairperson
for
Public
Safety
I,
just
want
to
let
people
know
in
our
community.
That
is
a
nutrient
that
is
following
social
media
and
now
has
hit
in
our
community,
where
a
lot
of
our
young
people
are
having
paintball
fights
in
our
communities
and
in
the
streets
and
they're
having
fun
and
I.
F
Think
it's
cool
to
see
these
guys
not
shooting
at
each
other,
to
see
rival,
gang
members
or
people
who
are
edited
one
time
using
paintballs
and
smoke
bombs
from
paint
balls
to
enjoy
themselves
and
not
shoot
real
bullets
and
hurt
each
other.
But
I
just
want
people
to
be
mindful
and
be
careful
because
a
lot
of
people
are
getting
hit
with
these
paintballs
and
cars
are
getting
hit
and
just
be
careful
who
they're
aiming
these
paintballs
that
and
that
the
community
needs
to
know
that
our
kids
are
out
here
doing
this.
F
H
Okay,
thank
you.
Thank
you.
Mr.
chair
today
we
had
a
great
meeting
where
we
got
an
update
and
review
of
the
five-year
CDBG
plan
and
the
funding
that's
associated
with
that
and
next
week
on
made
in
nineteen,
we
will
have
a
short-term
vacation,
rental
review
and
mr.
chair
and
in
an
update
on
the
skate
park,
it
came
up
a
couple
of
weeks
ago.
Couple
of
colleagues
want
to
know
where
we
are,
and
we
would
have
a
brief
update
with
that.
Okay.
C
B
A
G
Yes,
sir.
Lastly,
after
our
last
meeting,
the
mayor
or
the
governor
bill,
Lee
actually
signed
executive
order,
34,
which
extends
the
requirements
of
the
Open
Meetings
Act
here
to
be
done
by
an
electronic
process
that
is
on
our
website.
There
is
a
notice
that
is
provided
to
the
public
that
anyone
that
we
should
speak
during
these
meetings
has
to
participate
electronically,
and
this
mod
is
elected
to
do
that
for
any
public
comments.
At
the
end
of
the
meeting,
the
chair
can
recognize
members,
the
public
that
we
should
address
the
council.
G
Anyone
wishing
to
address
has
to
provide
their
name
address
and
counsel
district
arrest
residents
with
some
ID
before
the
meeting.
No
person
can
have
more
than
three
minutes
to
speak.
They
can
address
the
council
upon
matters
within
their
legislative
and
quasi
judicial
authority
and
not
abang
matters
that
are
under
the
authority
of
other
governmental
bodies
or
agencies.
G
You
can't
use
the
opportunity
to
speak
to
use
vulgar
obscene
language
nor
use
the
floor
to
personally
attack
or
personally
denigrate
others
and
address
the
council
as
a
whole
and
not
make
comments
directed
towards
individual
council
members,
so
you'll
run
ahead.
Miss
Mott
I
believe
you've
heard
that.

L
When
a
man
is
denied
the
right
to
live
the
life
he
believes
in,
he
has
no
choice
but
to
become
an
outlaw
that
is
Nelson.
Mandela
I
do
want
to
echo
my
councilman
sentiments
on
the
young
people
who
are
paintballing
in
the
community,
which
is
something
that
I
believe
is
awesome
as
well.
I
have
participated
in
the
paintballing
myself
and
had
a
tremendous
time.
I
do,
however,
have
a
problem
with
the
West
Side
community.
L
If
you
do
that,
but
I
think
we
cannot
complain
about
violence
in
our
community
and
then
when
young
people
find
an
outlet
that
is
not
costing
them
their
lives
and
really
is
not
reaching
the
level
of
havoc
that
we
had
on
our
community
that
the
response
to
that
is
especially
in
the
time
that
Councilwoman
Coonrod
was
talking
about.
We
had
two
african-american
men
last
week
that
were
murdered
by
police,
amah,
Audrey
and
Shawn
Reid,
and
so
there
are
tensions
that
already
exist,
and
that
is
not
definitely
going
to
help
in
this
time.
