weekend

reassure

for
the
coming
weeks
in
the
summer,
we

an
identified
increase
in
our
presence
in
the
spaces
surrounding
our
entertainment
zones,
as
well
as
in
our
downtown
space
as
well.

make
sure
that
we
have
a
lot
of
visibility
throughout
the
summer,
so
that
there's
confidence
in
that
we're
securing
chattanooga
and
keeping
you
all
safe.

be
a
quicker
response

things

seem

larger

they
should
get

just

sure

mitigate

situations

the

we

that

didn't
know
that
we
lived
in
an
entertainment
zone
right
outside
of
glenwood
highland
park,
so
that
would
be
like
I
like
to
have
to
be
addressed,
but
now
that
we
are
entertainment
zone.

quite
concerned
because
I
live
very
close
that
area
and
I'm
glad
quite
frankly
that
they
haven't
named
my
neighborhood
they've,
named
it
to
be
downtown
and
entertainment
zone,
because
I
don't
want
that
to
affect
any

property
values
in
the
great
neighbor
that
I
live
in.
However,
I
am
very
concerned
that
there
was
no
police
and
presence
at
all
until
the
incident
happened
and
then
based
on
what
chief
murray
just
mentioned
again
in
regard
regards
to
the
entertainment
zone.

also
concerned
about
homeland
security
and
where,
as
you
mentioned,
you
are
in
partnership
with
other
law
enforcement
agencies,
federal
as
well
as
state
and
I'd
like
to
see
that
how
that's
going
to
unfold.
What
I
don't
want
to
see
is
that
our
neighborhood
obviously
becomes
a
place
where
there's
a
huge
police
presence
over
other
areas
in
the
city,
and
I
am
really
now
concerned
about
that
camera
being
down,
because
there
are
lots
of
cameras
again,
I
got
lots
of
footage
of
my
own
on
my
own
on
my
own
camera.

believe
the
city
and
all
the
money
that
we
spend
in
taxpayer
tax
paying
dollars
that
we
spend
in
this
area
that
we
don't
have
cameras
in
that
area.

is

unbelievable

they're

hospital

sits
right
there,
and
so
I'm
thinking
about
public
safety.
That's
macaulay
avenue,
that's
a
major
thoroughfare

there
was
no
police
presence.

that
accident
happening

citizens

remain
unsolved
and

saw
fewer
homicides
than

all
police
departments

homicide
victims

black

mass
shootings

Meanwhile,
from
2013
to
2020,
fifty
seven
thousand
six
hundred
and
sixty
six
arrests
were
made
and
thirty
thousand

five
hundred
and
thirty
eight
of
those
arrests
were
for
low
level
offenses
that
disproportionately
target
black
and
latino
chattanoogans.

nine
percent
of
arrests
accounted
for
are
actually
violent
crime.

could
people
be
allowed
to
block
four
lanes
of
macaulay
for
hours
with
no
police
response
right
next
to
a
hospital
and
a
video
surface
with
people

scene

high
caliber
weapons,
all
of
which
could
have
been
intercepted
by
proper
patrol
and
response
within
the
black
community?

message
does
this
convey,
but
the
absolute
obvious,
though
we
invest,
overwhelming
taxpayer
dollars
into
the
police,
the
police,
no
more
than
the
leadership,
have
proven
to
not
care
about
black
lives.
Yes,
is
the
person
or
per
sons
who
pulled
the
trigger
responsible
for
violence?
Absolutely,
but
my
reason
for
being
here
is
who's
responsible
for
the
overall
safety
of
my
residents.
If
it's
the
police,
you're
telling
me

million
dollars
and
more
police
on
the
streets
than
most
american
cities
can
ensure
black
people
are
safe.
We
have
been
failed
by
leadership
time
and
time
again.

is

quick
to
blame
us,

yet
remain
silent
when

failed
at
your

me,
this
begs
the
question:
if
we
are
investing
in
as
taxpayers,

what
we
are
investing
in,

taxpayers
makes

way
back

our
community
equitably,
do
we
truly
want
to
diagnose
the
problems
accurately
and
offer
prescription
that
will
lead
to
healing
of
communities
that
have
endured
harm
from
all
directions?
Are
we
willing
to
change
beliefs,
practices
and
strategies?
Will
we
reorient
our
police
to
problem
solving
and
a
focus
on
violent
crime?

Lately
I've
been
seeing
hearing
that
women
out
there
have
been
being
raped
and
abused.

Most
of
these
people
out
there
are
homeless,

crimes

commit
these
acts
most
of
the
people.
Most
of
the
police
have
not
identified
these.
These
individuals
that
are
out
there
raping
these
women
and
drugging
them
up

of
the
females
out.

are
being
drugged
with
some
substance
that
they're,
not
shaking
back
from
then
is
known
as
fentanyl
and
methaphetamines
they're
mixing
these
chemicals
to
where
these
females
are
not
able
to
even
respond
the
right
way
to

they're
out
there
stripping
naked
and
rolling
dirt
and
grass
and
mud
and
nothing's
being
done
about
it.

believe
china,
police
department
needs
to
do
more
about
these
situations,
about
these
individuals
who
are
raping
these
women

beating
