Description
Chattanooga City Council Meeting on 1-28-20
A
Good
evening,
everyone
welcome
to
this
Tuesday
January
to
28th
City
Council
agenda
meeting
I'd
like
to
welcome
y'all
in
service
to
the
city,
to
come
and
find
out
pretty
much
how
we
can
all
work
together
to
make
our
city
better.
At
this
time,
I
now
called
the
meeting
to
order
we'll
be
having
a
pledge
of
allegience
and
the
invocation.
Should
we
please
this
by
a
councilman
Gilbert.
B
C
Let's
pray
this
evening,
Heavenly
Father,
we
come
to
you
tonight
just
to
say
thank
you.
We
thank
you
for
the
opportunity
that
we
all
have
to
to
come
out.
Be.
Thank
you
for
the
breath
in
our
lungs
father.
We
thank
you
for
all
that
you
are
doing
in
each
and
every
one
of
us
father
allow
us
all
to
just
continue
to
just
look
to
you,
father
and
just
allow
you
to
flow
through
any
and
everything
that
we
do.
Father
continue
to
bless.
Us
all
tonight
bless
us
with
clear
thoughts.
C
Father
bless
us
with
you
know,
just
clarity
and
our
words
as
we
speak.
Father
just
continue
to
just
watch
over
each
and
every
one
of
us
and
allow
us
to
just
filter
everything
through
you
father.
We
thank
you
for
your
presence
in
this
place.
We
thank
you
for
everything
that
you've
done.
We
thank
you
for
everything
that
you
are
doing
and
we
thank
you
for
everything
that
is
on
the
horizon.
Father.
We
lift
you
up.
We
praise
you
and
we
thank
you.
It's
in
your
precious
name
that
we
pray,
amen,
amen,.
A
Normally,
you
would
say
farewell,
and
sometimes
you
would
say
goodbye,
but
I,
find
that
hard
to
do
cause
I'm
sure
she'll
be
a
bee
around
in
her
new
role,
helping
us
as
she
always
has
making
our
city
better.
So
from
our
perspective,
I
would
want
to
just
say:
congratulations!
So
Stacey.
Would
you
please
come
up
here.
This
is
gonna,
be
the
the
roast
of
the
year.
A
Camera
make
sure
y'all
get
all
it
is
okay
if
a
prosperity,
state,
Stacy
I
just
want
to
say
personally
how
happy
I
have
been
to
know
you
I
remember
when
we
first
met
when
you
was
doing
research
at
the
ox'
Center
for
metropolitan
studies
and
I
was
on
the
board,
so
I
used
to
see
you
sitting
over
there
in
the
corner.
I
was
like
ooh
she's
off
a
shower.
A
Did
she
ever
talk,
but
I've
seen
how
you
have
grown
professionally
over
the
years
running,
a
mayor,
Burke's
campaign
and
then
coming
on
staff
here
at
the
city,
doing
phenomenal
work
and
we're
fortunate
to
have
had
you
here?
I
personally
have
enjoyed
working
with
you.
You
have
been
asset
to
me
on
this
council
and
as
board
chair
and
I'm
gonna.
Keep
you
in
my
prayers
on
this
new
journey.
Consider
you'll
be
moving
to
the
foreign
country
of
Washington
DC,
which
I
know
in
and
of
itself
is
challenging,
so
I
just
want
to
say.
B
As
Stacey
we're
gonna
miss
you,
you
know
I
always
told
you
a
tough
tough
bird
I
mean
you
didn't,
take
no
mess
up
for
nobody
and
I
think
you
do
a
great
job
and
watch
this
see.
We
will
miss
you,
we
miss
you
coming
to
Council
and
talking
trash,
but
actually
doing
a
good
job,
but
we
will
miss
you
and
parents.
D
Byrd,
thank
you,
hey
sis,
Stacey
and
friend
dollar.
That
I
just
really
thank
you
for
the
work,
all
the
good
times
you
a
very,
very
special
person,
so
intelligent,
and
you
taught
me
so
much
and
have
always
been
truly
kind
to
me
and
I
just
really
appreciate
all
the
hard
work
you
put
into
it.
You're
truly
going
to
be
missed
and
I
just
seen
you
with
all
the
prayers
in
the
world
and
just
I
know
you're
gonna
do
great!
So
just
keep
up
the
good
work
in
I.
See
you
soon,
Thank.
E
E
You,
chairman
and
I
said
this
to
Stacey's
parents
a
little
while
ago,
but
they
should
be
very
proud
of
their
daughter
who
has
accomplished
many
things,
and
this
is
just
the
absolute
beginning
of
your
career
I.
Think
as
you
move
forward,
you
know
you're
always
at
home
and
welcome
here.
I've
enjoyed
working
with
you.
You
have
been
fiercely
competitive
at
times
and
I.
Appreciate
that
your
insight,
your
intelligence,
your
your
gumption
and
your
perspective
are
always
in
measurable
and
I.
E
F
Think
that's
brought
us
a
really
long
way
and
everything
that
we've
been
able
to
do.
I
hope
you
take
that
forward
with
you
and
everything
that
you
do
you're
going
a
place
that
I
can
only
imagine
how
many
people
may
not
agree
with
you.
So
your
ability
to
still
get
things
done
in
those
scenarios
is
going
to
be
incredibly
important
to
the
organization
you're
going
to
represent
and
I
know
that
you
will
do
an
absolutely
fantastic
job.
F
H
G
Telling
your
parents
earlier
they
have
raised
one
tough
cookie
and
one
of
the
things
working
with
you
that
I
think
you
and
I
have
not
always
agreed
on
everything,
but
we
have
always
I
think,
come
to
the
understanding
and
being
honest
and
with
each
other
and
I.
Think
when
you're
able
to
be
honest
with
someone
and
have
open
dialogue,
I
think
you
can
get
a
lot
accomplished,
even
though
you
don't
agree
on
a
lot
of
things.
But
I
want
to
congratulate
you
on
your
new
position.
I
So
Stace
we've
had
our
private
conversations
and
privately
we're
friends,
and
yet,
when
you've
had
to
do
your
job,
you've
done
it
and
you've
done
it
extremely
well.
I
have
a
great
deal
of
respect
for
you
and
I
want
to
thank
you
for
letting
me
learn
from
you.
I
think
you're
going
to
do
a
great
job
in
Washington.
It's
what
you
should
be
doing.
I
appreciate
all
you've
done
here:
you're,
definitely
making
the
right
decision.
I
love!
You.
J
You
chair,
congratulations,
Stacy,
like
I'm,
very,
very
proud
of
you.
Just
you
know
having
an
opportunity
to
glean
from
you.
You've
been
one
of
those
people
that
I
can
call,
and
you
know,
get
insightful
information
on
anything
I.
Almost.
Definitely
thank
you
for
pouring
into
me
prior
to
me
even
discovering
that
I
wanted
to
run
for
Council
and
just
you
know,
pushing
me
to
step
outside
of
the
norm
or
what
I'm
you
have
been
used
to
in
my
environments.
J
It
was
great
working
on
different
campaigns
with
you
from
Obama
campaign,
which
you
will
live
with
in
a
couple
of
other
people
to
Mary
Burke's
campaign,
and
so
just
you
know,
starting
out
I
mean
I,
don't
do
well.
We
go
bad,
so
it's
not
goodbye
for
it,
for
you
and
I
almost
definitely
believe
that
you're
gonna
do
awesome
things
with
National
League
of
Cities
it
it's
so
much
opportunities
but
I.
Just
honestly,
don't
even
see
you
stopping
there
because
you're
so
talented,
so
you
most
most
definitely
will
be
expecting
phone
calls
for
me
periodically.
J
A
Thank
you
come
swimming
well
Stacy.
This
is
I,
don't
know
why
I
seem
like
I'm
about
to
cry,
but
I'm
not
cause.
You
know,
I
just
feel
that
going
back
to
those
time
when
you
was
a
research
assistants
and
one
of
the
other
things
that
that
I
find
very
admired
about.
You
was
a
few
times
how
you
protected
me
for
some
constituents,
and
that
says
a
lot
and
in
the
job
that
we
have
working
with
the
city.
So
I
love,
you,
god
bless
you
and
give
us
a
few
words
of
wisdom
before
we
go.
H
I
just
appreciate
this
council.
It
has
been
a
joy
of
my
career
working
with
each
of
you
from
veterans
homelessness
to
the
Women's
Council
to
Avondale,
to
thrive
in
9.
To
my
great
friend,
I
could
go
down
the
line.
Russell
Gilbert
has
given
me
so
many
pieces
of
great
advice,
councilman
Ledford
on
paving
and
infrastructure,
it's
almost
exclusively
as
well
as
councilman,
Smith
and
I
hate
that
councilman
Mitchell's,
not
here,
because
I
mean
he's
the
biggest
champion
for
early
childhood
education.
A
A
And
Steve
Delilah,
thank
you
for
sharing
her
with
us.
Y'all
have
done
a
phenomenal
job
and
thank
you
for
being
here
tonight
sharing
this
experience
with
us
with
that
being
said,
we
would
now
move
on
to
our
order
of
business
for
City
Council
kind
of
get

G
A
D
Bird,
thank
you
so
much
chair,
miss
Maura.
Earlier
today,
at
1:30,
strategic
planning,
I
asked
her
about
the
status
and
what
was
going
on
with
Lynbrook
Park
I've
been
hearing
that
the
space
was,
if
not
abandoned
or
just
taken
too
long,
and
we're
not
moving
on
it
and
I
was
just
wanting
to
get
an
update
on
the
status
and
where
we
are
with
the
parking
was
basically
going
on.
Yes,.
L
L
N
And
again,
Lynbrook
Park
for
people
who
aren't
aware
is
a
1.4
acre
parcel
that
neo
nan
Lindberg
Ave,
it's
the
site
of
both
a
park
project
and
a
water
quality
stream
restoration
project
from
2016
to
2019.
This
was
actually
a
trust
for
public
land
lead
project.
They
want
a
National
Endowment
of
the
Arts
grant
and
they
used
that
to
do
a
creative
engagement
process
activities
ranging
all
the
way
through
2016
up
til
March
of
2019.
Yes,.
N
That
and
they
created
a
community
sketchbook,
which
is
a
concept
plan
for
the
park.
At
that
time
they
turned
it
over
to
the
city
to
be
a
City
Island
project.
So
in
that
interim,
multiple
departments,
water,
quality,
open
spaces,
public
art
and
transportation
have
all
been
coordinating
to
come
up
with
an
initial
scope
and
we
decided
to
select
Stantec,
which
is
also
the
consulting
firm
working
on
the
water
quality
project,
so
that
the
two
projects
align
seamlessly.
Yes,.

Okay,
a
hook
councilman
Smith,
Thank,
You,
councilman,
Smith
I,
will
announce
for
a
Cosmo
Mitchell
that
we
will
be
having
a
Public,
Works
and
Transportation
Committee
meeting
next
week.
So
he'll
be
back
to
chair
that
with
that
being
said,
we
are
now
at
the
part
of
our
meeting
of
recognitions
of
person
wishing
to
address
the
council.
Mr.
City
Attorney.
Would
you
please
read
the
rules?
Yes,.
O
O
The
end
of
each
council
business
meeting
the
chair
can
recognize
members
of
the
public
that
wish
to
address
the
council.
Here
are
your
rules.
Anyone
wishing
to
address
the
council
can
be
recognized
only
up
front
at
the
microphone.
That's
provided
for
that
purpose.
No
person
shall
have
more
than
three
minutes
to
speak.
The
speaker
may
address
the
council
only
upon
matters
within
their
legislative
and
quasi
judicial
authority.
The
speaker
may
not
address
the
council
on
matters
which
are
not
under
their
authority
or
regulated
by
other
governmental
bodies
or
agencies.
O
The
speaker
can't
use
vulgar
obscene
language
nor
use
the
floor
to
personally
attack
or
personally
denigrate
others
and
should
address
the
council
as
a
whole
and
not
make
comments
directed
towards
individual
council
members,
and
you
can
only
do
this
once
a
day,
but
please
come
forward.
Thank
you
is.
P
It's
just
gonna,
be
it's
gonna
be
pretty
shortly.
My
name
is
Mike.
Morrison
live
1001,
Meadowlake
road
district
to
offering
my
remarks
in
regard
to
this
proposed
ordinance
on
ductless
scooters
and
bicycles.
I,
don't
want
to
repeat
myself
from
what
I
said
last
week
with
regard
to
the
denial
of
transportation
choices
to
our
downtown
citizens
and
businesses
and
I'm,
not
going
to
repeat
myself
about
the
fact
that
we've
got
infrastructure
in
place.
That
would
support
these
scooters
very
nicely,
I'd
like
to
move
on
to
some
additional
information.
P
Secondly,
just
the
very
concept
of
you
know:
we
have
a
building,
that's
block
down
the
street,
called
the
Edney
Innovation
Center
used
to
be
a
TV
a
building.
Now
it's
you
know,
I
believe
the
city
was
instrumental
in
acquiring
that
building
and
it
is
used
for
tech
company
startups.
We
have
incubation
centers
with
the
same
goal
in
mind,
encouraging
that
high-tech
industry
to
come
into
town.
P
I
would
advocate
that
the
city
consider
instead
a
probationary
period
for
electronic
or
electric
scooters
in
Chattanooga
to
actually
gather
data
to
see
how
it
would
work
to
see
how
well
it
could
work
to
see
what
benefits
it
could
have
and
the
best
part
about
this
is
it's
a
free
experiment.
The
companies
that
come
in
here
will
basically
raise
their
own
funds.
Operate
their
own
scooters
and
if
they
can't
make
a
go
of
it,
they'll
leave
just
as
quickly
as
they
came
so
and
as
a
precedent.
P
Consider
the
city
through
Carta,
if
I
remember
correctly,
had
brought
in
the
green
commute
program.
Electric
cars
that
were
on
docking
stations
throughout
town,
they
were
available
for
use
by
the
citizenry
for
short-term
trips
or
short-term
rentals
I
thought
it
did
fairly
well,
but
apparently
the
company
wasn't
able
to
make
a
go
of
it
and
they
left.
I
would
advocate
that
this
council
consider
doing
the
same
with
electric
scooters.
