Description
Chattanooga City Council Meeting — 02-07-23
A
B
Thank
you,
Mr,
chair,
I,
want
to
share
something
tonight
that
has
really
challenged
me
over
the
last
couple
of
weeks,
I'm
going
to
start
with
Matthew
chapter
22,
verse,
36.
C
B
Thank
you.
So,
when
asked
teacher,
which
is
the
greatest
commandment
in
the
law,
Jesus
replied
love
the
Lord,
your
God,
with
all
your
heart,
with
all
your
soul
and
with
all
your
mind,
this
is
the
first
and
greatest
commandment,
and
the
second
is
like
unto
it
love
your
neighbor
as
yourself,
all
the
law
and
the
prophets
hang
on
these
two
Commandments
and
in
his
book
neighborliness
by
David
ducussen.
B
B
It's
a
natural
outflow
of
our
faith
is
a
homogeneous
circle
of
friends.
We
are
missing
a
key
component
and
the
life
of
Faith
race
and
economics
have
divided
our
communities
and
churches
for
far
too
long.
The
gospel
compels
us
to
learn
how
to
explore
matters
of
race,
economics,
friendship
with
grace
and
patience.
B
If
we're
going
to
exercise
life-giving
and
God
honoring
relationships
across
dividing
lines,
we
must
First
Look
inward.
The
hard
work
of
self-examination
flows,
naturally
from
the
heart
that
that
is
pursuing
the
call
to
neighborliness
that
Jesus
included
as
the
most
important
in
our
expression
of
faith
and
Austin
Channing
Browning,
took
it
a
step
further
in
the
book.
I'm
still
here
and
said
this
without
people
of
color
in
key
positions,
influencing
topics
of
conversation,
content,
Direction
and
vision,
whatever
diversity
is
included,
is
still
essentially
White.
B
D
Thank
you
so
much
chairman
I
appreciate
you.
Thank
you.
Councilman
Henderson,
for
those
words
today
we're
honoring
a
wonderful
district,
7
resident
a
former
resident
I,
guess:
lifelong
resident
of
Saint
elmoyan,
a
proclamation
for
educator,
Doris,
Bruce
Kelly.
If
a
family
is
here
because
you're
saying
please
I.
Thank
you.
So
much
for
coming
and
I
appreciate
you
all
so
much
I
have
a
proclamation
for
her
and
then
I'll
present
you
with
the
with
her
commemorative
side.
You
come
on
up.
If
you
have
a
picture.
E
F
E
B
D
Thank
you
so
I
want
to
present
this
Proclamation.
It
reads:
Chattanooga
city,
council
Proclamation,
whereas
Miss
Doris,
Bruce
Kelly,
was
a
lifelong
resident
of
the
historic
Saint
Nemo
District
living
there
for
over
103
years,
whereas
Miss
Kelly
was
educated
in
the
Chattanooga
Public
Schools
graduated
from
Howard
high
school.
D
She
took
an
assignment
as
a
unicer
representative
for
the
Tennessee
Education
Association,
where
she
held
a
life
membership
with
the
National
Education
Association
and
was
the
first
female
African-American
president
of
the
Chattanooga
Education
Association.
She
continued
her
servitude
in
the
retired
Teachers
Association
for
many
years
after
her
retirement,
whereas
Miss
Kelly
gave
her
talents
and
resources
to
others
freely
living
by
the
precept.
If
I
can
help
somebody
alone
as
I
walk
along,
then
my
living
shall
not
be
in
vain.
D
Now,
therefore,
I,
repeat:
Adali
Vice,
chair
of
the
Chattanooga
city
council,
do
hereby
extend
the
deepest
gratitude
for
a
lifetime
of
selfless
service
to
miss
Doris
Bruce
Kelly.
She
was
an
award-winning
educator,
prominent
leader
and
faithful
servant
of
God,
who
made
an
incredible
impact
on
many
lives
while
also
making
profound
history
throughout
Chattanooga
and
Beyond.
Thank
you.
So
much.
D
This
is
your
commemorative
sign,
the
tape
as
for
your
family,
and
then
we
will
also
have
a
I'm,
sorry
and
we'll
also
have
a
sign
reveal.
So
we
waiting
on
a
date
for
that.
Thank.
A
All
right,
thank
you,
madam
Vice
chair
that
was
I.
Appreciate
that
we
all
do.
Thank
you.
Move
out
will
take
a
motion
on
our
minutes.
The
minutes
are
without
objection.
They
will
stand
order
of
business
or
city
council
ordinances
on
Final
reading,
planning
item
a
and
B.
Let's
take
those
separately,
Madam
clerk,
please.
H
E
No,
you
have
the
four
ma'am
thank
you.
Mr,
chair
I
would
like
to
move
to
defer
this
for
one
more
week.
If
that's
possible,
I
think
the
young
man
tried
to
reach
out
to
me
today
and
I
tried
to
reach
him
and
we
kind
of
played
phone
tag
there
for
a
minute.
So
if
you
will
allow
me
one
more
week
until
the
14th.
A
Well,
you
have
a
motion
to
defer
until
February
14th
there's
a
second
to
that
motion,
questions
or
comments
before
we
vote
all
those
in
favor,
say:
aye
opposed
item
is
deferred
till
February
14th.
This
will
be
a
good
time
to
announce
that
our
February
14th
meeting
will
start
at
4
pm,
not
6
p.m.
It
is
Valentine's
Day
and
our
agenda
session
will
start
at
2.
30..
We've
notified
that
at
our
strategic
planning
session,
our
3
30
session
and
now
on
our
six
o'clock
meeting.
So
thank
you
very
much.
Item
B
Madam
Clerk.

H
A
I
Good
evening
we
have
five
purchases
recommended
for
approval.
The
first
is
from
the
Wastewater
Department.
This
is
an
increase
of
forty
thousand
dollars
for
an
annual
estimated
spend
of
90
000
for
MSA
safety
parts
from
gexpro
doing
business
as
GE
Supply.
This
increases
due
to
an
unexpected
need
to
purchase
sensors
inside
the
plant.
Second,
is
from
the
Fleet
Management
division
of
Public
Works.
This

dollars
for
an
annual
estimated
spend
of
three
hundred
thousand
dollars
for
equipment,
maintenance
and
repairs
from
Stowers
Machinery
Corporation.
I
This
increase
is
due
to
unexpected
and
unscheduled
repairs
that
need
to
be
made
to
heavy
equipment.
The
third
is
also
from
Fleet
Management
division
of

for
an
annual
estimation
of

and

from
power
equipment
companies.
This
increases
due
to
unexpected
and
unscheduled
repairs
that
need
to
be
made
to
heavy
equipment.
I
The
fourth
is
also
from
the
Fleet
Management
division
of
Public
Works.
This
is
a

I
We
have
two

report.
The
first
is
from
the

This
is
the

of

for
a

hundred
dollars
got
three

and
services.
The
sole
authorized
represented
representative
in
Tennessee.
A
G
Is
one
amended
certificate
of
compliance?
This
search
has
come
before
you
before
they've
had
a
slight
change
in
the
partnership
of
the
association.
Here.
It's
for
immokaleeca
partnership,
DBA
discount
liquor
at
6231,
Perimeter,
Drive,
Suite
213.
It
meets
all
the
requirements
of
the
code
and
just
needs
to
be
approved.
A
G
Yes,
sir,
at
the
end
of
each
Council
business
meeting,
the
chair
will
recognize
members
of
the
public
who
wish
to
address
the
council.
Here's
your
rules,
each
speaker
wishing
to
address
the
council
can
only
be
recognized
at
the
microphone
up
front.
No
person
can
have
more
than
three
minutes
to
speak
and
the
speaker
May
address
the
council
only
upon
matters
within
the
legislative
and
quasi-judicial
authority
of
the
council
and
not
upon
matters
which
are
not
under
the
authority
of
the
council
and
are
regulated
by
other
governmental
bodies
or
agencies.
G
Don't
use
any
vulgar
obscene
language
nor
use
the
floor
to
personally
attack
or
personally
denigrate
others
and
address
your
comments
to
the
council
as
a
whole
and
not
towards
individual
council
members.
Do
not
engage
in
disorderly
conduct
or
disrupting
a
public
meeting
which
is
prohibited
under
Tennessee
law
and
a
person
commits
that
offense
if
the
person
substantially
obstructs
or
interferes
with
the
meeting
by
physical
action
or
verbal
utterance,
with
the
intent
to
prevent
or
disregard
disrupt
a
public
meeting
or
gathering.
Having
stated
those
rules
go
out
ahead.
Miss
Mike
thank.
J
You
Mariemont
District
I,
appreciate
you
for
reading
Channing
Brown,
if
you're
digging
into
that
councilman
Henderson
I
want
to
give
you
a
little
bit
more
to
read.
If
you
don't
mind
the
cross
can
heal
and
hurt,
it
can
be
empowering
and
liberating,
but
also
enslavering
and
oppressive.
There
is
no
one
way
in
which
the
cross
can
be
interpreted.
J
That's
James,
Cohn
of
the
Cross
and
the
liching
tree,
and
if
you
dig
into
James
cone,
read
Howard
Thurman
Jesus
of
the
disinherited
I'm
standing
here
today,
because
we
have
found
out
as
the
Department
of
Justice
continues
to
dig
into
the
brutal
State
sanctioned
execution
of
Tyree
Nichols
that
jamichael
Sandridge,
who
worked
for
the
city
of
Chattanooga
fire
department
from
February
2014
to
September
2019
was
fired
by
the
city
of
Memphis
because
he
was
present
and
did
not
offer
Aid
to
Tyree
after
he
was
murdered
by
the
police.
J
I
can
say
that,
because
I
have
come
before
this
body,
I
cannot
believe
it's
seven
years
of
my
life,
that's
a
long
time
to
be
civically
engaged
as
a
millennial
and
I
have
talked
consistently
about
police
brutality,
police
corruption
for
a
long
time,
as
a
matter
of
fact,
before
we
had
Desmond
Logan
and
the
appending
cover-ups
or
the
rapes
before
we
had
Frederico
wolf
who
got
beat
in
a
traffic,
stop
Diana
watched
child
who
was
14
years
old
that
got
pulled
out
of
a
car.
It's
been
so
many
people
that
I
have
come
up
here.
F
I've
lived
with
an
inverted
speed,
hump
coming
out
of
my
driveway
for
a
number
of
years.
I
worked
for
the
city
and
I
can
understand,
not
coming
and
fixing
my
driveway,
because
I
work
for
the
city
and
had
to
take
home
car
and
all
of
this
stuff,
but
I've
been
retired.
Since
August
I
still
have
an
inverted
driveway
about
a
five
thousand
dollar
car
hauler
and
I
can't
leave
my
driveway
without
dragging
the
tail
of
that
trailer.
F
F
Don't
want
to
do
that.
I'd
really
like
just
get
it
fixed.
The
city
in
their
easement
said
that
they
would
maintain
the
property
they
broke.
The
corner
off
of
my
bridge
that
comes
across
there
and
that
bridge
it's
caused
a
degradation
to
it,
I'm
afraid
to
bring
a
cement
truck
across
because
of
that
I
would
like
somebody
to
do
something
about
it.
That's
all
I
asked.
Thank
you.
Thank
you.
A
B
Franks
before
you
leave
Ryan
you
could
you
get
with
Mr
Frank,
I
I?
Think
we've
talked
before
on
the
phone,
I
believe
and
I
thought
I
thought
we
had
the
situation
remedy,
but
it
sounds
like
we
don't
and
I
don't
mind
meeting
you
with
Ryan
here
after
the
meeting,
not
right
now
but
after
the
meeting.
Thank
you.
