Ordinance
to
amend
Chattanooga
city
code,
part
2,
chapter
38,
Zone,
the
ordinance
so
as
Serena
properties
located
at
1514,
Shelby,
Street,
6340,
Middle,
Valley,
Road
and
two
unaddressed
properties
and
the
6300
block
of
Middle
Valley
Road
from
R1
residential
Zone,
our
fourth
special
Zone,
an
rt1
residence
townhouse
Zone,
with
conditions
to
rt1
residential
townhouse
Zone
with
conditions
subjects.
Certain
conditions
is.
B
Aaron,
do
you
mind
coming
and
presenting
please?
This
was
an
item
that
was
previously
before
the
council
and
it
was
deferred
for
two
weeks
and
and
I
appreciate
the
efforts
made
by
the
applicant
to
work
with
the
community
have
a
meeting,
maybe
with
them.
Let
them
know
what
the
real
plan
was,
how
it
was
going
to
be
implemented
and
I
just
want
to
go
a
couple
over
a
couple
of
those
details
and
then,
as
well
as
the
conditions
to
make
sure
that
they're,
clear,
okay.
G
This
is
request
to
rezone
to
rt1
with
conditions
for
26
Town
Homes.
The
applicant
provided
a
condition
for
consideration,
which
is
a
20-foot
type,
B
buffer,
where
property
bets
are
when
residential
Zone
properties,
the
sites
surrounded
by
a
single
family,
residential
multi-family,
residential
town
homes
and
some
small-scale
commercial
uses.
It's
the
corner
of
Middle
Valley,
lower
Mill,
Road,
Shelby
Circle.
The
surrounding
development
is
consistent
with
an
area
that
is
transitioning
from
a
rural
residential
development
pattern
to
a
more
Suburban
residential
development
pattern.
G
There
are
currently
Townhomes
located
on
the
corner
of
Middle
Valley
Road
and
Shelby
Circle,
there's
a
mix
of
zoning
at
the
site.
We
discussed
this
briefly
at
planning
and
zoning
committee,
but
I
will
note
that
it's
a
mix
of
the
R1
R4
and
rt1
the
current
R1
Zone
would
allow
for
approximately
six
homes
per
acre.
The
R4
Zone
would
allow
approximately
19
dwelling
units
per
acre.
That
R4
zone
is
a
little
bit
over
half
an
acre
could
be
developed
a
single
family,
two
family
or
multi-family
dwellings.
G
G
The
Nixon
North
River
plan
recommends
low
density,
residential
uses
and
that's
described
a
single-family
detached
homes,
with
some
exceptions
made
for
Town,
Homes
patio
homes
and
two
family
dwellings.
There
is
a
goal
in
the
Hixson
plan
that
we
mentioned
with
most
rezonings
in
the
area
that
the
goal
to
create
younger
home
ownership
and
senior
housing
opportunities
and
notes
there
will
be
a
need
for
more
sites
owned
for
smaller
housing
units
such
as
Town
Homes
flights
and
retirement
facilities,
and
our
staff
recommendation
notes
that
this
project
was
slightly
more
dense
than
the
adjacent
low
density.
G
Residential
developments
provide
housing
diversity
that
will
promote
attainable
housing
opportunities
for
younger
home
ownership
and
senior
housing.
There
was
no
opposition
at
Planning
Commission.
We
can
come
back
to
the
site
plan
and
the
rendering,
if
needed,
both
staff
and
Planning
Commission
had
similar
findings.
The
request
is,
with
conditions,
is
compatible
with
the
Hixson
North
River
plan.
Adjacent
land
uses
in
development
form
and
staff
had
proposed
conditions
that
were
carried
over
by
Planning
Commission.
G
Limiting
density
and
adding
a
buffer
against
existing
single-family
residential
uses
to
ensure
compatibility,
so
it
comes
with
a
recommendation
from
Planning
Commission
with
the
following
condition:
a
maximum
of
26
units,
a
maximum
of
four
units
per
Mast
building.
There
should
be
only
one
entrance
for
Ingress
and
egress
from
Shelby
Circle
in
Middle
Valley
and
a
20-foot
type
B
landscape
by
forward
property
bets
the
R1
residential
Zone
parcels.
B
So
here's
can
we
go
back
to
the
the
site
plan,
or
at
least
the
the
proposed
okay.
So
in
this,
this
site
plan
is
based
on
the
conditions
proposed
by
planning.
Is
that
correct?
That's.
B
One
of
the
things
I'm
interested
in
doing-
and
if
you
could
help
me
with
the
language
to
ensure
that
it's
right
is
add
an
additional
condition
that
we
tie
this
site
map
to
the
rezone,
obviously
within
the
allowable
changes.
If
something
needs
to
change
based
on
permitting-
and
you
know
something
along
those
lines,
but
for
all
intents
and
purposes,
I
want
to
make
sure
that
what
has
been
presented
and
what
was
presented
to
the
community
matches
what
we
end
up
getting
so
we've
done.
We've
done
similar
language.
B
G
B
And
then
I'm
just
going
to
ask
the
applicant,
would
you
have
any
problem
with
with
that
condition?
Great
okay,
Mr
chair
I
have
no
further
questions.
I,
don't
know

A
H
You
this
city
council,
adopted
new
rules
of
operation
last
week,
and
here
are
your
five
rules
that
are
applicable
at
the
end
of
any
each
city
council
business
meeting
the
chair
will
recognized
members
of
the
public
who
wish
to
address
the
council.
You
need
to
come
up
front
for
the
microphone.
That's
provided
for
that
purpose.
No
person
can
have
more
than
three
minutes
to
speed.
H
The
speaker
can
address
the
council
only
upon
matters
within
their
legislative
and
quasi-judicial
authority
and
not
upon
matters
that
are
not
under
their
Authority
or
regulated
by
other
governmental
bodies
or
agencies.
Don't
use
the
board
to
engage
in
any
vulgar
obscene
language
nor
use
the
floor
to
personally
attack
or
personally
denigrate.
H
Others
address
your
comments
to
the
council
as
a
whole
and
not
make
comments
directed
towards
individual
council
members
and
don't
engage
in
disorderly
conduct
or
disrupting
a
public
meeting
which
is
prohibited
by
Tennessee
law,
and
someone
commits
an
offense
if
the
person
substantially
obstructs
or
interferes
with
the
meeting
by
physical
action
or
verbal
utterance,
with
the
intent
to
prevent
or
disrupt
a
lawful
meeting
or
gathering
having
given
you.
Those
rules
go
right
ahead.
Ma'am,
if.
A
K
Thank
you.
My
name
is
Diane
Moore,
I'm,
retired
and
currently
taking
care
of
my
mom
in
Pikeville
Tennessee,
since
you're
paying
my
pension
I
see
all
of
you
as
my
Council
people
and
I
just
wanted
to
talk
about
a
couple
things
today.
A
little
anxious,
I've
never
been
anxious
before,
but
I
I
lost
a
Toastmaster
competition.
K
By
going
over
just
a
few
seconds
now,
timers
are
making
me
a
little
bit
stressed
out
flashbacks
when
I
was
a
child
a
couple
of
times,
people
would
say
to
me:
are
you
Chinese
or
something
I,
didn't
understand
what
they
were
talking
about,
but
as
an
adult
when
my
mother
did
all
kinds
of
family
history,
I
realized,
it
was
the
Quapaw
on
my
father's
side
that
gave
me
the
squinty
eyes
that
I
have
and
I've
got
some
Seneca
on
Mom's
side
and
I
also
have
ancestors
from
the
Mayflower
on
my
mom's
side,
I'm
related
to
Elvis,
even
though
dad's
the
one
from
west
Tennessee,
also
on
Mom's
side,
more
of
a
carrier.
K
Who
is
one
of
the
people
who
cotton
made
their
sentence
to?
You
know
death
for
being
a
witch
and
I'm
sure
that
if
I
talk
to
anyone
here,
you
would
have
interesting
and
the
same
sort
of
stories
that
I
have
on
my
family
and
I
could
go
on
and
on
about
them
a
real
Heinz,
57
I'm,
also
11th
cousin,
twice
removed
to
President
Obama.
So
you
know,
there's
there's
all
kinds
of
stuff,
and
my
point
is
that
this
is
a
country
full
of
immigrants
and
I
feel
like
it's.
Nothing,
that's
going
to
go
away.
K
We
have
a
long
history
of
whoever
came
here,
starting
with
the
pilgrims
treating
the
other
people
who
came
as
yucky
until
another
group
came,
and
then
they
would
kind
of
bond
together
and
not
be
very
nice
about
the
next
group,
but
I,
don't
think
our
immigration
problem
is
going
to
go
away.
If
we
consider
it
a
problem,
I,
don't
I
love
diversity
and
then
my
other
thing
that
I
wanted
to
say
is
I.
Wasn't
there
I'm
not
criticizing
anyone?
K
When
I
started
in
the
passport
facility
manager
position,
there
was
a
very
low
amount
of
trust
from
the
latinx
community.
We
had
eight
people
come
to
an
event
that
we
did
with
La
Paz
as
time
went
on.
It
got
to
the
point
where
we
had
to
make
appointments,
because
we
ran
out
of
time
from
all
the
people
who
come,
and
part
of
this
was
because
of
two
agents
that
I
had
that
were
bilingual
and
incredible
and
got
so
much
trust
and
I
just
want
to
say
one
of
them
is
acai,
Navarro
and
I'm.
K
C
Good
evening
my
name
is
Fred
plaque
I
live
in
District
9.
I've
been
resident
since
2012..
During
that
time,
there
I've
grown
not
only
connected
with
understanding
the
community,
but
their
causes
and
their
intentions
for
growth
and
Community
uplift
I
participated
in
many
projects
involved
with
that
community.
C
A
L
Hi,
my
name
is
Cherie
Williams
and
I
have
no
idea
what
district
I
am,
but
I
live
on.
Country,
Lane
and
I'm
we've
got
a
meeting
come
up
in
a
two
or
three
weeks
here
about
two
hotels
beside
us
on
Lee,
Highway
and
I.
Believe
one
of
them
is
7707
and
I
apologize.
I
wasn't
quite
prepared
tonight,
I
didn't
know,
I
was
going
to
be
coming,
but
I
want
to
beg
all
of
you
to
understand.
L
They
are
trying
you're
trying
to
rezone
to
allow
to
have
Apartments
instead
of
motels
that
are
currently
there
and
I've
I've
emailed
Miss
Carol.
Already
on
our
behalf,
but
I
have
my
entire
neighborhood
I.
Have
my
entire
neighborhood
behind
me,
as
well
as
everyone
else
around
us,
is
opposed
to
this
and
I
beg
of
you
please
consider
before
you
do
this.
These
properties
will
literally
be
on
my
fence
line.
My
where
their
property
starts
is
my
property
I.
My
daughter
goes
to
Silverdale
and
my
her
safety,
our
property
values.
There's
a
lot
more.
L
L
But
the
other
thing
is:
is
that
I
don't
feel
like
it's
fair
that
you
know
you
re-zone
this
and
don't
give
us
really
a
chance
to
argue
it
and
you're
just
trying
to
redo
the
zoning
and
I
feel
like
it's
kind
of
a
loophole
and
I'm
not
trying
to
be
spicy
in
any
way.
I'm.
Just
begging
of
you
to
consider
the
homeowners
I
moved
there.
Four
and
a
half
years
ago
and
I
have
tripled,
spent
money
on
my
house
what
I
paid
for
it.
I
worked:
we've
slaved.
L
We
have
worked
like
dogs
to
bring
it
up
to
where
it
is
a
beautiful
place.
I
mean
if
you
walk.
We
have
a
pristine
row
of
trees
beside
us.
Our
whole
neighborhood
gets
together.
I've
got
the
two
people
behind
me
and
I
beg
of
you.
Please
don't
re-zone
this
and
allow
this
I've
already
spoken
with
the
gentleman
that's
in
charge
of
the
survey
and
it's
and
they're
going
to
put
Section
8
housing.
We've
already
got
the
one
thing
approved
at
the
airport
in
with
the
homeless.
L
A
M
I'm
shaking
I'm
nervous,
no,
don't
be,
don't
be
I'm
glad
you're
here.
One
of
the
things
that
we
postponed
this
week
had
to
do
with
my
wanting
people
to
have
a
voice
in
what
happens,
and
nothing
will
happen
without
you
guys
having
a
voice
in
in
in
any
zoning
matter.
That
happens.
The
one
question
I've
gotten
just
a
brief
answer:
you
you
want
it
to
stay
the
way
it
is
it's
crazy.
L
I
know
I,
know
so
much.
We
already
have
so
much
transient
people
coming
in
it's
a
constant
fight,
my
neighbor
and
I'm
on
the
Dead
End
Street.
There
are
people
coming
through
constantly
now.
I've
got
cameras
up
on
all
corners
and
it's
literally
like
it's
a
constant
fight
to
keep
people
now
out
of
my
yard
and
coming
through
and
I've
got
a
teenager.
M
Okay,
I'm
trying
and
I
I
fully
agree
with
everything
you're
saying
so
my
question
is:
we've
been
working
with
the
city
to
try
and
get
all
that
cleaned
up.
You're
dealing
with
some
really
rough
stuff,
totally
agree
and
the
police
are
working
on
this
and
we're
forget
the
rezoning.
All
of
this
needs
to
be
cleaned
up.
I
was
made
aware
of
it
recently
and
it's
a
mess
and
it
needs
to
stop
and
you're
right.
My
question
is
really
limited,
really
limited
right.
Now,
it's
a
pretty
rough
Motel.
M
L
L
M
M
N
I
kind
of
want
to
add
something
else
to
it
as
well.
There's
a
elementary
school.
M
N
Next
door
to
her
I
just
want
to
say
that
there's
Bessie
Shepherd
down
the
road,
there's
Silverdale
Academy
down
the
road,
there's
a
very
big
drug
problem.
That's
going
on
right
now!
Just
imagine
how
much
worse
it's
gonna
be.
We
have
children
that
goes
to
the
schools.
I
grew
up
at
this
house
and
my
children
now
is
growing
up
at
this
house.
Hopefully
they'll
be
going
to
Silverdale
next
year,
but
just
keep
in
mind
that
we
do
have
children
we've
been
in
these
houses
for.
M
L
M
Great
okay
good,
so
when
you
have
your
first
meeting,
make
sure
that
I
can
come
to
that
meeting.
Let
me
know
you
can
well
you
know
my
email
and
and
let's
see
what
we
can
work
out
that
meets
your
needs
all
right
and
thank
you
so
much
for
speaking
up.
Thank
you
all
right.
Thank
you.
Thank
you,
sir.
O
O
I
would
like
to
express
our
gratitude
for
the
work
of
ese
Navarro,
the
work
that
she
has
done
for
our
organization
forces,
the
strength
to
live
her
passion
for
service
and
commitment
to
the
cause
of
the
underprivileged
has
been,
and
will
continue
to
be,
an
inspiration
for
those
of
us
who
have
decided
to
dedicate
Our
Lives
to
the
service
of
the
community
without
knowing
in
depth
the
reason
why
SAE
has
been
removed
from
her
role
in
the
mayor's
office.
We
can
only
reflect
that
through
her
work.
O
She,
the
standards
of
dedication
and
commitment
to
public
service
for
the
Department,
where
she
worked
well
now
remain
very
high.
Undoubtedly,
we
know
that
is
that
he
will
return
to
the
community.
She
has
always
served
and
who
awaits
her
with
open
arms.
Her
fervor
and
solidarity
can
be
told
in
stories
of
many
of
our
immigrants
neighbors
of
our
city.
Her
favorite
God
will
see
to
it
that
a
person
like
I
said
in
Nevada,
whose
love
for
his
fellow
man
or
her
fellow
man
is
well
known,
will
be
where
the
most
needy
are.
O
We
pray
for
you,
our
civil
servants,
reminding
you
that
there
is
no
Force,
more
powerful
and
mobilized
than
love
and
that
transparency
in
the
management
of
the
interests
of
the
citizens
is
not
an
option,
but
an
obligation
for
those
of
us
who
have
placed
you
who
you
are
with
the
tool
of
our
boats.
I
bid
farewell
with
best
wishes
to
each
one
of
you
in
the
Fulfillment
of
the
task
that
has
been
assigned
to
you
sincerely
Luis
Cesar
Caballero.
P
P
O
P
O
Because
of
problems
in
Translation
that
I
can
speak,
English
I
will
need
her
to
read
this
letter.
For
me,
District
nine
good
afternoon,
my
name
is
Martinez.
I
live
in
District
9.
I
would
like
to
address
the
firing
of
esain
Navarro.
As
director
of
the
public
of
the
office
of
new
Americans
in
August
of
the
Year
2022.
My
brother
was
sent
from
Texas
in
a
bus
on
a
journey
to
Tennessee.
He
was
mistreated
in
many
different
ways
and
upon
arriving
in
the
city
of
Chattanooga
Tennessee.
O
They
dropped
them
off
far
from
the
airport
or
any
bus
station.
He
and
the
others
on
the
bus
know
nobody.
Without
they
were
without
money,
with
no
place
to
go.
They
were
wandering
the
streets
that
day
essay
came
to
their
help
and
she
gave
them
food
and
a
place
to
stay.
She
offered
her
unconditional
support
and
said
that
she
represented
the
office
of
new
Americans
and
that
she
was
there
to
help
one
by
one.
She
helped
them
all.
We
as
immigrants
have
seen
the
quality
of
her
work
and
her
love
for
Community.
O
Q
Council,
my
name
is
Lyda
Navarro
and
I'm,
with
District
9.
today
I'm
asking
for
city
council
to
reinforce
the
city's
conflict
of
interest
policy,
which
is
ordinance
12804
against
mayor
Kelly's,
chief
of
staff.
Last
week
the
Kelly
Administration
disclosed.
They
would
be
working
with
the
Community
Partners,
but
highlighting
the
Tennessee
immigrant
and
Refugee
Coalition,
also
known
as
Turk
and
La
Paz.
Q
To
make
sure
we
have
a
leadership
to
make
sure
we
have
leaders,
leadership
that
is
able
to
build
strong
coalitions
while
Si's
experience
demonstrates
that
she's
capable
of
doing
that
the
cities,
the
city
of
Chattanooga,
deserves
a
mayor's
Administration
and
city
council
to
govern
in
equity.
The
administration
said
they
wanted
Community
input
and
while
the
community
is
speaking,
their
letters
and
their
voices
here
today
are
telling
them
who
they
want
and
they
want
Sie.
Q
It
doesn't
seem
very
fair
that
the
same
organization
who
has
a
board
member
is
also
serving
as
the
mayor's
Chief
of
Staff.
This
organization
is
not
a
part
of
our
City's
non-profit
ecosystem;
they
don't
have
a
satellite
office
in
our
city.
So
how
do
they
know
what
the
immigrants
and
refugees
of
our
communities
are
experiencing?
They
don't.
Q
We
need
our
city
council
to
amplify
our
voice
in
closed-door
meetings
and
Advocate
on
the
behalf
of
our
community
for
the
reinstatement
of
assign
Navarro
as
the
director
for
the
office
of
new
Americans.
The
office
of
new
Americans
needs
a
person
who
is
a
non-affiliated
individual
who
can
build
strong
coalitions,
help
connect,
dots,
who
will
amplify
and
accelerate
the
efforts
of
all
businesses
in
order
to
make
Chattanooga
a
more
inclusive
and
welcoming
City
the
right
person?
Who
was
doing
that
and
it's
still
the
right
choice
is
essay.
Q
Navarro,
mayor,
Kelly,
city,
council,
I'm,
hoping
you
all
make
the
right
choice.
I
am
also
hoping
you
will
support
councilwoman,
coonrod
and
ensure
the
person
is
confirmed
by
you
all.
Thank
you.
I
also
have
provided
a
copy
of
the
ordinance
in
No
statement.
R
R
R
But
I
am
thankful
that
the
outpour
of
love,
that's
Champion,
for
Sie
I,
I,
I'm,
glad
that
you
all
are
Champion
for
her
continue
to
fight
for
her
I'm,
proud
of
you
all
for
being
bold
enough
to
come
up
here.
But
the
fight
is
this
place.
Guess
if
that's
the
word
it
really!
You
gotta
go
to
the
administration
and
talk
to
them
like
it's
great
for
us
to
hear
it,
but
I
don't
want
you
to
think
that
we're
just
that!
R
R
S
Good
evening
my
name
is
Chuck
Hamilton
I'm
in
District,
9
and
I'm
here
to
read
a
letter
from
a
friend
of
mine,
Paulette
Lewis,
who
can't
be
here
today
because
she's
in
the
hospital,
my
name
is
Paulette
Lewis
and
I
have
been
an
owner
resident
of
missionary
Rich.
Since
2003.
S
I
began
my
activism
in
my
late
teen
years
during
the
Chattanooga
sit-ins
back
in
the
60s,
when
I
moved
to
Atlanta
Georgia
I
continued
my
activism
working
alongside
Ralph
Abernathy,
John,
Lewis
and
Andrew
Young
I
am
now
a
75
year
old
woman
who
has
been
in
close
contact
with
Sie
Navarro
through
work,
personal
friendship
and
Community
response.
Work,
advocacy
I
would
be
there
in
person
today,
but
I
recently
had
surgery
and
inbound
to
the
hospital
at
the
moment.
S
I
have
seen
what
she
can
bring
to
any
table
in
any
situation
you
present
her
with
and
when
it
comes
to
serving
the
needs
of
the
community.
Her
contributions
to
the
various
organizations
where
she
has
worked
contributed
and
volunteered
throughout
the
city
of
Chattanooga
have
sung
her
Praises
for
years.
Her
Effectiveness
and
expertise
in
several
sectors,
not
to
mention
her
ability
to
connect
with
all
communities
of
color,
have
been
some
of
the
things
that
have
ended
her
to
me.
S
T
Good
afternoon
my
name
is
Fatima
and
I'm
from
District
3.
as
I
was
reading.
All
the
news
about
saying,
Navarro
free
us
I
was
shocked.
Nobody
was
fairly
or
better
than
Sai
for
not
just
immigrants
but
people
in
general
and,
if
you're
ever
working
with
her.
You
know
that
is
a
fact.
Then
I
saw
all
the
city
comments
about
working
with
organizations
like
Tennessee
immigrants
and
Refugee
Rights.
That
is
not
even
from
Chattanooga.
T
They
are
from
Nashville
and
La
Paz,
who
has
failure
or
Community
several
times
for
20
years
to
find
the
right
person
for
the
job
to
serve
lead
and
build
strong
Partnerships
for
immigrant
Community.
It's
funny
the
people
who
ask
the
major
to
fire.
Her
are
the
same
people
who
get
to
find
the
new
person
and
one
of
the
board
members
actually
fired
her.
T
So
they
went
out
to
now.
Protection
responded.
Their
building
was
closed.
For
the
day
it
was
4,
30
pm,
as
I
told
them.
If
they
wanted
to
regulate,
they
were
serving
migrants,
they
were
going
to
have
to
actually
serve
them
and
send
anyone
catching
the
bus
to
the
bus,
forcing
them
to
work.
Many
of
us
here
today
were
there
that
day,
service
work
in
crisis
does
not
have
said
hours
and
I.
T
Don't
think
La
Paz
understands
that
son
of
major
Kelly
or
nonprofit
system
is
not
healthy,
he's
failing
and
we
need
people
like
say
who
actually
do
where
to
fix
it.
I
could
keep
going
with
reinsurance
about
all
the
good
stuff,
but
I'm
not
here
for
them
I'm
here
to
make
sure
we're
all
getting
what
we
asked
for.
Please
have
one
third
say
she
wants
Community
involved
in
selecting
a
person
for
the
office.
Community
is
telling
you
and
has
told
you
with
several
letters
who
we
won.
U
Good
evening
my
name
is
Krista
Barkley
and
I
appreciate
the
opportunity
to
address
you.
I
am
here
as
a
citizen
of
Hamilton,
County
I
do
not
live
in
Chattanooga,
proper
I'm
also
here
to
address
the
Kelly
Administration.
That's
here
about
Sie.
This
is
the
second
meeting
that
you've
had
numerous
people
and
you've
also
received
letters
and
correspondence.
I
have
to
tell
you
I,
don't
know
who
you
would
find.
That
would
be
better
for
the
director
of
new
Americans,
with
this
and
I
have
to
tell
you
she'd
only
been
there
six
months.
That's
it
six
months.
U
U
How
do
we
work
to
get
them
a
green
card?
How
do
we
work
to
do
that?
I
hope
that
you
will
take
in
to
account
everyone
who
has
spoken,
everyone
who
has
written
everyone
who
has
emailed
that's
a
lot
of
support
for
one
person
but
she's
just
that
good.
Thank
you.
Thank
you.
Chris.
R
A
A
V
Members
of
the
council
I
appreciate
you
meeting
with
me.
Everybody's
requests
seem
very
legitimate
and
mine
seems
almost
trivial
in
what
I'm
coming
to
ask
for
I
live
at
1800
1805.
A
V
And
I
live
at
1805
Long
Street
I
was
one
of
the
few
people
that
are
one
of
the
few.
That
probably
is
still
in
the
neighborhood
they
haven't,
sold
their
homes
and
I
intend
to
stay
in.
My
home,
I
have
made
numerous
requests
to
have
the
bradford
pears
removed,
which
is
an
invasive
species
at
the
entire
1805
block
and
Long
Street.
V
The
situation
of
the
trees,
which
has
killed
all
the
grass
between
the
for
1801
1803
1805,
has
led
to
Mud
being
between
the
street
and
the
crossover
path
for
the
city
that
you
have
to
cross
over
to
get
to
the
sidewalk
and
also
to
the
houses.
So
now,
I
every
year,
I
plant
grass
every
year
it
dies,
the
trees
have
gotten
so
tall.
They
keep
coming
out
there
a
couple
of
times
a
year
to
supposedly
prune
them.
V
They
don't
a
they
don't
prune
them
adequately
and
it
still
is
a
problem
and
I
still
have
to
deal
with
mud.
Aside
from
that,
it's
dangerous
for
people
with
a
handicap,
any
kind
of
environmental
disabilities
and
a
wheelchair
I,
unfortunately,
am
in
a
situation
because
of
a
surgery
that
I
had.
Unfortunately,
not
in
Chattanooga,
but
in
Atlanta,
so
don't
go
there,
but
that's
the
reason.
V
I'm
continuing
to
be
in
with
a
disability
at
this
point
and
I
need
help,
because
I
can't
cross
over
to
get
to
my
house
when
I
do
I
have
to
cut
across
mud
I.
When
I
have
to
try
to
attempt
to
walk
my
dog,
it's
mud
everywhere,
I
have
to
go
up
the
stairs
go
through
the
mud.
I
can't
walk
down
the
sidewalk,
it's
a
problem,
the
trees
exacerbate
it
and
it
also
blocks
the
light
that
goes
directly
to
my
house.
V
The
reason
I
purchased
the
house
was
because
it
had
plenty
of
light
and
what
they've
done
now
with
their
beautiful
tree
that
stinks
is
it
blocks
all
the
lights?
So
at
night
it's
not
only
dangerous
for
me
to
come
into
my
home,
I'm
scared
to
come
home.
I
I
have
to
walk
with
crutches,
and
so
it's
frightening
for
me.
Coming
home
at
night,
there's
no
light
foreign,
the
lack
of
sunlight,
which
causes
it
is
eroding
the
the
grass
from
all
three
of
the
homes,
and
so
it's
also
ending
up
on
the
sidewalk.
V
This
makes
it
difficult
to
access
the
public,
sidewalk
and,
as
I
mentioned,
needs
to
be
handicapped
accessible
for
me
to
access
my
home
and
others
to
come
to
my
home.
Additionally,
I
brought
Jeff,
who
touched
with
me,
who's,
going
to
also
speak
about
Jan
February
3rd,
while.

W
Hi,
thank
you
for
listening
just
to
piggyback
on
what
Lena
said.
My
name
is
Jeffrey.
Koutash
I,
don't
live
there,
but
I'm
frequent
for
residents.
I
live
in
Nevada
and
this
mud
situation
is
rather
scary.
I
fell
twice
once
wasn't
so
bad,
because
I
was
aware
of
it.
First
time,
I
took
a
really
serious
flop,
hurt
my
leg
and
my
back
still
have
a
little
problem,
sleeping
but
I'm
now
aware
of
it,
but
I
feel
for
her,
because
she's
not
only
disabled
but
I.
W
But
if
I'm,
not
there,
I
I
worry
about
her
and
for
that
matter
the
rest
of
the
neighbors.
So
without
you
know
making
any
more
of
it
than
that,
it's
a
little
bit
scary
and
I'm
worried
about
it.
I
appreciate
your
your
time.
Okay,.
A
Thank
you,
Mr
ewalt,
he'll
raise
his
hand
real,
quick
and
he'll
come
down
and
see
you
after
the
meeting
anyone
else
wishing
to
address
Council
this
evening,
Council
I
am
seeing
no
one
else
in
the
podium.
We
are
adjourned.
