chattanooga
strategic
plan

you
guys

debated,

a
key
part
of

plan

successful,

dedicated
employees
who
are
properly
compensated.

pathway

universal
early
learning
means
having
great
head
start.
Staff
and
teachers
ensuring
a
responsive
and
effective
local
government
means
having
dedicated
employees
across
the
city
doing
their
job
every
day,
ensuring
accessible
housing
choices
for
all.

get
there,

do
that?

it
means
keeping
up
with
the
cost
of
living

we're
in
an
unprecedented

a

raise

we

see
eight
percent

you
see
the
prices
in
the
grocery
store

the

this

are

need
some

resources

that

well
documented
that
violence
has
become
one
of
the
nation's
most
endemic
and
epidemic
in
the
middle
of
a
pandemic.

is
totally
unacceptable.

can't
throw
our
youth
out
with
the
bath
water,

do
is
invest
in
programs
like
what
miss
rams
is
doing.
Conflict
resolution
grieve
have
a
program
for
conflict
resolution.

weekend,

special
occasions

tournaments
that
went
on
to
keep
the
kids
busy
back.
Then
we
treated

kids
as
though
they
were
ours.

sisters

nieces

nephews,
but
we
need
to
have
that
love
to
work
with
the
kids.

going
to
have
somebody,
they
need
to
have

least
wanting
to
work
with
the
kids

closeness

used
to

to
have
the
centers,

you

part-time

being
a
product
of
head
start
and
why
investment
in
head
start

long-term
investment

awesome
payoffs.

I
was
a
part
of
head
start.
I
didn't
grow
up
here
in
chattanooga.
I
grew
up
in
memphis,
so
I
went
to
douglas
head
start
and
many
of
the
things
that
I
learned
during
my
early
childhood
education
really
stuck
with
me
number
one
is
my
love
of
reading.

learned
how
to
read
before
I
went
to
kindergarten,
so
I
was
like
ahead
of
my
classmates,
but
also
head
start
helped
to
add
stability
to
my
family.
You
know
I
grew
up
in
the
housing
developments
in
memphis,
our
family
or
my
family
was
a
recipient
of
aid
to
families,
independent
children.
I
mean
every
form
of
government
assistance.
My
family
had
to
receive
it
because
my
father
was
not
in
our
lives
and
my
mom
was
a
single
parent.

However,
those
early
investments
in
education
for
me
like
again
it's
not
going
to
be
an
immediate,
a
turnaround.
Investment
like

going
to
see
some
of
it
today,
but
over
the
trajectory
of
my
life.

now,

on
to
get

know
that
would
not
have
been
able

have

done

for

people

head

social

knew
we
were
getting

awesome

address
it
and
it's
nothing

said

hasn't

number

us,

myself,

I
just
you
know,
want
everybody
to
know
that
we've
got
to
work
together.

about
victim
blaming,
but

we
can
get
some
help
from
the
parents,
it's
not
about
victim
blaming,

we
can
get
people
to
make
sure
that
they
don't
leave
guns
unattended
in
their
cars
or
in
their
homes.

not
victim

But
if
you
just

you

know
the

you

any
type
of
firearms,
anything
like
that
that
could
be
stolen
from
you
know
the
serial
numbers
to
those
things
so
that
we
can
try
to
trace
it.

work

kids

make

programs
that
reach

me

the
little
part

they

just
put
it
all
together
and
let's
just

one
big
entity
and
really
try

make
a
dent
in
every
aspect
of
a
youth's
life.

work
on
beyond
the
child,
it's
not
about
just
housing,
the
child
and
having
events
for
them
as
well.
Let's
see,
what's
going
on
when
we
drop
that
child
back
off
at
home.
What's
going
on
in
the
house,
how
can

assist
with
those
parents
once
we
drive
them
off
home,
so
there's
a
lot
of
things
that
we
can
do
collectively
and
we've
all
been
talking
about
it.

It's
been
going
on
for
a
long
time,
so,
let's
just
be
about
it
anytime,
a
person
is
shot,
a
young
person
is
extremely
devastating
and
that
that
violence
has
an
impact
on
those
families
and
the
children.
For
years,
those
young
children,
especially
from
this
weekend,
have
no
earthly
idea
how
devastating
their
actions
are
on
these
families
forever,
even
even
the
children
that
were
there
or
the
teens
that
were
there,
the
young
adults
that
were
there
had
nothing
to
do
with
it
at
all,
but
witnessed
it
it's
something
that
they'll
never
forget.

So
what
I'd
like
to
just
say
is
that
you
know
we're
working
on
having
you
know.
Someone
mentioned
having
a
spot
to
have
to
have
kids
sit
until
whether
we
can
either
reach
the
parents.
Have
the
parents
come
we'll?
I
I'm
even
willing,
if
I
can,
if
I
have
the
resources
to
help,
get
parents
to
the
kids
or
get
the
kids
back
to
the
parents,
that
all
can
be
worked
out.
That's
the
easy
thing,
but
there's
some
parents
who
drop
their
kids
off
and
then
come
and
pick
them
back
up.

But
right
now,
another
issue
is
that
I
have
to
make
sure
that
we
get
these
guns
off
the
street
and
so
work
with
me
on
that
as
well.
If
you
know
about
guns,
then
report
it
we're
doing
everything
I
have
my.
I
have
one
of
the
best
gun
units.
I
promise
you
they're
they're
training
people
in
other
departments,
with
the
work
that
they
do
to
trace,
where
these
guns
are
coming
from
and
holding
people
accountable
that
no
longer
have
those
guns
and
they
ended
up
in
the
wrong
hands.

what
I'm
working
up
against.
So
I'm
just
asking
for
help.
I'm
not
victim
blaming.
If
there's

ideas

guys
have-

you

I'm
reachable

we

work
on
this

There
isn't
one
specific
person
or
persons
to
blame
for
the
mass
shooting
this
weekend.
We
all
should
look
into
the
mirror.
If
we
want
someone
to
blame,
while
parents
have
responsibility
for
children,
the
conditions
of
what
becomes
a
community
standard
or
social
norm
directly
result
from
the
city's
leadership
objectives
and
budget
allocation.

If
whole
communities
are
left
to
rot
school
houses,
crumble,
wages,
stagnant
housing,
unattainable
and
business
investment
non-existent,
how
do
we
expect
people
to
feel
or
act
if
they
are
excluded?
The
problems
are
the
individual,
the
family,
the
community,
the
institutions
and
the
lack
of
equitable
access.
That
is
equal
for
all.
If
we
want
to
end
violence
and
establish
peace,
we
cannot
enforce
or
move
towards
a
solution
with
only
punitive
measures.

We
need
a
comprehensive
plan
developed
from
the
community
members
and
activists
of
all
backgrounds,
including
short-term
and
long-term
objective
strategies
and
alignment
from
multiple
sets
lasting
change.
We
need
a
critical
response,
team
of
violence,
interrupters
and
outreach
coordinators
to
respond
and
disrupt
violence
and
retaliation.

Insanity
would
be
to
react
as
we
always
do:
beef
up
the
police
budget,
more
money
to
the
police
and
just
lock
people
up.
This
tactic
has
never
worked
work.
Now.
If
we
want
our
young
people
to
change,
we
must
model
change
before
them.
We
have
to
love
them,
listen
to
them,
walk
with
them,
affirm
them
encourage
them,
be
patient
with
them,
and
them
it
is
the
village
that
is
responsible
for
the
cultivation
of
its
youth,
so
blamed
towards
the
parents's.
Crass
signifies
little
emotional
intelligence
and,
frankly,
is
a
tactic
to
shook
responsibility.

Leaders
tell
us
what
they
can
and
will
do
in
a
time,
and
I'm
wondering
in
this
council
chamber
will
any
leaders
emerge.
Change
in
the
city
will
be
challenging,
but
we
can
do
hard
things
here.

witness

I
am
willing
to
work
with
anyone
to
bring
about
change

is
positive
towards
my
community
and
building
a
new
chattanooga.

starvation
problem

sick

down

people
have
gotten
shot,
stabbed,
raped.

nearly
got
killed
and
it's
all
by
the
people
that
I
stand

front

We've

person,
that's
standing
here
at
the
city,
council,
edgy,
jumpy,
fidgety
and
he's
a
man
in
blue.
This
is
the
city
council.

occurred
back
with
the
tennessee
wildlife
resource
agency,
the
cpd,
the
hamilton
county
deputies,
trying
to
lynch
me
like
they
did
at
johnson
under
the
walking
bridge
where
we
just
had
a
number
of
our
kids
shooting
at
one
another.
I
came
here
in
1992
with
monty
bell's
public
exposure
company
pub

to
teach
all
students
and
all
of
the
schools
how
to
be
better
young
adults.
That's
the
problem.
We've
got
in
this
city.
Still,
black
men
can't
be
adults
here.

can't
be
adults,
I'm
not
here
talking
about
homosexuality,
as
though
this
is
something
that's
hiding
in
my
closet.
My
great-great-grandfather
told
me
there's
skeletons
in
the
closet
of
the
people
that
live
here
and
it's
the
sexual
organs
of
your
great-great-grandfather.
This
is
what's
hiding
in
their
closet,
they're
castrators.

way

taught
and
you

to
be
watchful
of
those
who
are
always
watching

That's

a
young
black
man
and
it's
fitting

being
watched

supposed

yet
they
say
that
they're

what
happened
this
past
weekend
and
we
know
there
was
a
tragedy.

us

out
there
when
it
happened.

chattanooga
black
police
official
decided
that
we
wanted
to
put
boots
to
the
ground
and
what
we
decided
to
do
was
we
came
together
and
said:
well,
how
about
we
start
implementing
safe
environments
for
our
kids
that
we
also

part

and
out
in
the
community.
Speaking
of
that,
I
think
last
year
was
adopted.
That
juneteenth
is
one
of
the
important
months
and
holidays
is
going
to
be
celebrated
across
america.

We,
as
the
organization
decided
decided
that
what
we
wanted
to
do
was
provide
something
in
the
city
for
our
youth
for
juneteenth.
So
what
we
came
up
with
was
june
26th,
which
is
a
sunday
from
12
noon,
to
6
p.m.
We
decided
that
we
was
going
to
host
a
three-on-three
basketball
tournament
for
fourth
and
fifth
graders,
from
6th
to
8th
and
from
9th
through
12th
at
avondale
rec
center
we've
been
working
alongside
mr
perry
over
at
the
rec
center
and
as
of
right
now,
everything's
all
systems
go.

present
to
share
what
experiences
you
have
whatever
services
that
you
have,
whatever
resources
that
you
have,
but
we've
also,
like
I
say,
wanted
to
provide
to
the
community
that
we
are
going
to
provide
this
safe
environment

present
and
also
for
the
kids
to
have
fun.

prizes,

got
a
dj
that
will
be
there.

to
understand

chance
for
the
city
to
come
out
for
all
these
different
organizations

out
non-profit
that

show
up

they

to
advertise
whatever
services
they
have.

great
opportunity
to
do
it.
