Chattanooga City Council Meeting — 03-08-22
A
A
A
I'd
like
to
read
from
philippians
chapter
2,
verse,
2
fulfill
ye,
my
joy
that
you
might
be
like-minded
having
the
same
love
being
of
one
accord
and
of
one
mind,
would
you
bow
with
me
in
prayer?
Please
god,
even
though
tonight
we
are
all
individuals,
I
just
pray
that
you'd
grant
that
we
come
together
in
one
mind
for
the
well-being
of
your
people,
because
we
ask
it
in
your
name,
amen
all
right.
We
have
no
special
presentations
this
afternoon.
Could
I
have
a
motion
on
the
minutes?
A
Please
we
have
a
motion
on
the
minutes
to
approve
with
a
proper
second.
Are
there
any
questions
or
comments
before
we
vote
all
in
favor
aye
any
opposed?
No,
I
believe
the
eyes
have
it.
We
have
no
ordinances
on
final
reading.
We
have
several
planning
items
this
afternoon
on
first
reading,
councilwoman
rod.
B
A
I
think
there
may
be
some
interested
parties
here
this
afternoon.
We
have
a
motion
to
move
that
to
the
front
of
the
agenda
with
a
proper
second,
any
questions
or
comments
all
in
favor
aye
any
opposed,
no
so
moved.
So,
madam
clerk,
we
will
begin
our
is
on
first
reading
this
afternoon
with
six.
I
please.
C
A
A
Councilwoman
coonrod
it
I
see
the
applicant
is
present.
It
was
my
understanding
earlier
in
the
day
that
they
have
requested
a
withdrawal.
Would,
I
guess,
the
applicant's
coming
forward
to
state
that
case
now.
D
A
All
right,
we
have
a
motion
to
withdraw
with
a
proper
second
any
questions
or
comments
before
we
vote
all
in
favor
aye.
Any
opposed
no
motion
to
withdrawal
does
carry.
Thank
you.
I
tell
you
what
we'll
take
just
a
brief
moment
to
pause,
if
all
of
you
that
are
here
for
this
case
would
like
to
exit
at
this
time,
and
mr
price
has
asked
that
you
meet
out
in
the
lobby.
A
By
the
way-
and
I'm
I'm
sorry
and
I
just
now
recognized
our
former
mayor
ron
littlefield,
that
was
in
the
audience
with
us
this
afternoon-
good
to
see
you,
mr
mayor.
A
A
A
We
do
have
a,
we
do,
have
a
couple
of
seats,
I
think
in
the
back,
and
we
got
some
hands
raised
back
here
for
some
empty
seats.
A
All
right
moving
on
madam
clerk
to
6
a
at
this
time.
C
In
order
to
manchester
city
code,
part
2
chapter
38,
zoning
ordinance,
so
it's
the
regional
property
is
located
in
the
800

of

Mountain
road
and
the
old

in
the

of

from
r1

zone
are

A
F
A
C
In
order
to
amend
chattanooga
city
code,
part
2,
chapter
38,
zoning
ordinance
so
as
to
lift
conditions
of
number
eleven
b
and
number
eleven
c
from
ordinance
number
one.
Three
one
one
zero
previous
case
number:
two
thousand:
sixteen
zero

from
the
properties
located
in
the
twenty

and
the

through
twenty
five
hundred

of
gumball

2321
lifestyle
way
and
7344
mccutchen
row.
A
F
Thank
you,
mr
chairman.
I
do
appreciate,
as
I
said,
at
3
30
session,
the
council's
patience
as
we've
deferred
this
item
several
times,
we're
still
in
conversations
currently
working
through
details,
so
I
think
the
proper
place
for
this
right
now
is
probably
on
the
shelf
until
we're
ready
to
pull
it
back.
So
I'd
like
to
make
a
move
motion
to
table,
please.
A
C
A
A
A
A
C
A
F
Yes,
sir,
I
did
receive
a
message
from
the
council
clerk
that
miss
hammack,
who
appeared
with
us
last
week
in
opposition,
had
her
concerns
addressed.
But
since
then
new
opposition
has
presented
itself
and
I
think,
given
that
we
will
be
choosing
a
new
district
8
representative
this
evening,
that
would
be
proper
for
them
to
address
this
in
the
format
in
a
community
meeting.
I
would
like
to
make
a
motion
to
defer
this
until
april
12th,
which
is
the
first
reading
after
our
next
planning
and
zoning
committee
meeting.
A
C
A
A
C
A
H
A
C
A
And
we
covered
six
earlier
in
the
agenda,
so
that
concludes
all
of
our
ordinances.
On
first
reading,
we
move
now
to
resolutions
under
economic
development.
Madam
clerk
7
a
please
a.
A
A
Come
on
up
caleb
and
give
us
a
brief
presentation
and
then
we'll
hear
from
applicant
and
opposition.
I
I
This
is
the
timeline
of
the
application
from
january
12th
being
received
all
the
way
to
march
8th
today.
Having
the
hearing,
they
have
passed,
inspection,
the
sign
has
been
posted
and
the
letters
have
been
mailed.
A
J
My
name
is
lorelei
fisher
and
I'm
the
owner
of
the
916
federal
street,
which
is
a
darling
100
year
old
bungalow
that
we
have
dubbed
federal
holiday,
despite
being
informed
by
councilwoman
hill,
that
if
this
came
to
a
hearing,
my
application
would
indeed
be
denied.
I
am
here
since
this
is
a
hearing
to
be
heard.
I'll,
spend
this
valuable
time
to
state
my
case.
J
Hopefully,
you
can
see
by
the
pictures.
I've
brought
some
pictures.
It
will
show
that
she
did
a
fantastic
job,
honoring,
the
historic
nature
of
the
home
and
my
husband
and
I
contracted
to
buy
it
and
closed
on
the
sale
in
early
november
of
2021,
having
determined
that
it
was
exactly
what
we
were
looking
for
as
in
a
getaway
or
a
second
home
for
our
family
and
was
squarely
also
in
this
stvr
overlay.
We
began
furnishing
it
with
carefully
curated
pieces,
which
are
not
only
comfortable
but
also
meaningful.
J
With
a
nod
to
its
patriotic
address
and
beautiful,
it
is
meant
to
be
a
luxury
rental,
preserving
and
honoring
the
long
history
of
the
home,
thus
enhancing
everyone's
enjoyment.
Mike
and
I
are
from
atlanta,
we
have
three
grown
children,
one
grand
son-in-law
and
three
granddaughters
ages.
Five,
four
and
one
mike
is
retired
from
the
telecommunications
industry
and
lorelei
is
a
realtor
in
the
north
atlanta
area.
This
would
be
our
first
solely
owned
sdvr,
but
as
an
extended
family,
we
are
no
strangers
to
vacation
rentals.
J
J
I
these
are
her
their
stated
objections
and
our
answer
to
the
same.
First.
They
feared
the
deterioration
of
the
neighborhood
well
as
new
owners
in
a
neighborhood
that
we
loved
at
first
sight.
We
have
improved
the
curb
appeal
and
safety
of
our
yard.
We
have
replaced
an
unsafe
and
unsightly
walkway
replaced,
removed,
overgrown
trees
and
brush
hired
yard
service,
and
our
retentive
care
would
continue
if
we
were
able
to
use
our
home
as
we
intend
to
which
is
often
between
any
rentals.
J
It
is
important
to
note
that,
regardless
of
what
happens
tonight,
this
home
will
be
rented.
We
we
submit
that
a
long
term
or
even
shorter
terms.
Furnished
rentals
will
not
offer
us
as
much
opportunity
to
have
our
eyes
inside
and
out
of
the
home,
and
just
because
we
do
not
occupy
our
home.
Our
property
full
time
does
not
put
us
in
the
category
of
bad
neighbors
or
neighborhood
deterrents
again.
To
reiterate,
this
is
a
luxury
rental,
vacation,
rental
and
bonus.
J
J
Visitors
who
choose
to
rent
a
home
versus
a
hotel
room,
do
so,
presumably
for
privacy
and
or
a
specific
experience.
It's
not
likely
that
they
will
even
spend
a
lot
of
time
at
home
as
it
were.
It
cannot
be
assumed
that
guests
would
mean
harm
to
children
or
any
neighbors,
or
that
an
stvr
poses
any
more
risk
than
already
exists.
J
Sdr
sdvr
guests
are
strictly
vetted.
Thirdly,
they
say
it
affects
home
values.
Well,
that
is
true.
A
rising
tide
floats
all
boats.
The
north
shore
area
is
apparently
experienced
a
popularity
explosion,
and
understandably
so,
the
location
is
amazing
and
the
neighborhood
is
quaint.
There's
no
indication
of
home
values
decreasing
or
saleability,
decreasing
they're
concerned
that
we
wouldn't
respect
or
care
for
the
neighborhood,
and
I'm
I
asked
what
would
be
the
standard
for
that.
Could
it
be
said
that
there
are
many
owner
occupants?
Who
do
not
do
that?
J
So
I
would
I
I've
observed
a
significant
discrepancy
in
this
department,
which
is
part
of
the
charm
of
the
neighborhood,
because
it's
eclectic
there's
no
objectivity
there
and
it's
hard
to
know
who
would
be
who's.
Is
there
a
problem
with
traffic
or
speeding?
I
would
argue
that
the
case
that
there
are
far
more
locals
than
guests
there.
Then
they
desire
for
a
friendly,
owner-occupied
neighborhood.
J
A
couple
of
letters
stated
they
wish
to
preserve
the
cohesion
of
the
neighborhood
and
they
wanted
people
who
are
friendly
and
had
a
relationship
with
their
neighbors,
and
I
understand
that
I
actually
came
into
this
wanting
that
they're
all
worthy
and
noble
statements
and
we've
been
working
on
the
house
for
several
months
now
and
the
only
neighbors
we
have
met
were
the
next
door
neighbors
who
are
renting
and
building
locally.
Oh
gosh,
I
thought
I
had
nine
minutes.
I
had
watched
a
lot
of
these
and
I
said
I
had
nine
minutes.
I'm
sorry.
A
Yeah,
our
short-term
vacation
and
hearings
are
five
minutes.
J
A
Great
councilwoman
hill,
any
questions
for
the
applicant
at
this
time.
Thank
you,
okay,
thank
you
all
right,
I'm
gonna!
The
opposition
has
a
total
of
five
minutes.
I
didn't
see
several
hands
raised
in
opposition,
so
is
there
you
know
just
divide
up
your
time
if
we
have
anybody
that
would
like
to
speak
so
at
this
time,
I'd
like
to
invite
anyone
that
would
like
to
speak
in
opposition
to
this
application
to
come
forward
at
this
time
now
up
at
the
podium.
Please.
A
So
it
looks
like
there's,
I
guess
four
that
would
like
to
speak
so
if
you
would
be
courteous
and
and
try
to
divide
your
time
equally.
Thank
you.
K
Tim
osborne,
I'm
on
1009
summer
street
I'll
go
ahead
and
take
trying
to
take
about
a
minute
with
my
my
neighbors
here
we
miss
lorelei
outlined
a
lot
of
our
excuse
me
a
lot
of
our
objections
very
well.
So
you
guys
just
all
heard
it.
We
don't
feel
like
it.
It
helps
the
neighborhood
we're
all.
You
know,
text
relationships
looking
out
for
each
other,
looking
out
for
the
houses
looking
out
for
the
neighborhood
looking
out
for
the
kids,
and
I
think
ultimately
it
doesn't
doesn't
build
the
neighborhood
relationship.
K
We're
going
for
you
know
you
don't
get
to
control
who's
in
it.
It's
it's
ultimately,
a
commercial
use.
I
mean
it's
a
residential
neighborhood,
obviously,
but
it's
ultimately
a
commercial
use.
It
feels
like
just
dropping
a
hotel
right
in
our
neighborhood
which
wouldn't
which
wouldn't
work.
So
we
appreciate
a
lovely
couple.
It
looks
like
a
lovely
home,
but
ultimately
just
we're
all
been
united
and
appreciate
the
efforts
reaching
out,
but
we're
all
very
vehemently
opposed
to
the
neighborhood
evolving.
L
Hi
elaine
clark
I'm
at
922
federal
street.
This
is
just
one
of
several
of
these
types
of
letters.
We've
gotten
we
as
a
community
as
a
street.
We
just
objected
to
one
less
than
six
months
ago
that
would
have
been
across
the
street
in
addition
to
what
they
showed
previously,
the
ones
that
are
directly
one
street.
Over
and
up,
I
checked
airbnb
this
morning
there
are
96
short-term
rentals
available
within
one
mile
of
my
house
and
at
any
given
weekend.
You
know
because
there
is
volume,
there's
availability
of
around
40..
L
So
there
is
a
saturation
point.
We
all
have
multiple
children
and
you
know
with
short-term
renters.
You
just
aren't
able
to
conduct
the
level
of
background
checks,
even
if
the
person
that
is
renting
it
passes,
one
you
don't
know
who
else
they're
going
to
have
over
and
we
have
small
children
that
play
in
our
yards
in
our
front
yards
all
together.
So
we
oppose.
M
And
so
that's
one
of
the
reasons
that
that
we
would
like
this
to
be
a
short-term
rental.
I
know
that
it
would
would
like
it
to
not
be
a
short-term
rental.
I
know
that
it
could
be
a
rental,
but
that's
still
a
family
that
votes
that
sends
our
kids
to
school,
that
works
in
our
community
and
that's
a
part
of
our
community,
and
so
that's
still
a
preference
to
short-term
vacation
rentals.
N
N
But
on
top
of
that
I
am,
I
don't
have
children,
but
I
live
next
to
multiple
small
children
and
I
do
work
in
law
enforcement,
and
so
I
do
worry
about
who
could
potentially
be
renting
the
house
across
the
street
from
me
what
their
intentions
would
be
and
that
there's
just
no
real
way
to
fully
vet,
who
would
be
short-term
coming
in
for
the
weekend?
N
A
All
right
we
got
about
40
seconds
left
if
any
other
opposition
would
like
to
speak.
A
E
Thank
you
chair.
I
appreciate
all
of
you
being
here
miss
fisher
and
I
did
speak
at
length
and
I
applaud
your
efforts
to
reach
out
to
the
community.
E
E
Short-Term
vacation
rentals
in
a
given
area
make
for
a
healthy
neighborhood,
the
reality
of
housing,
affordability.
These
are
all
real
questions
that
we
as
a
council
and
as
the
mayor's
administration
need
to
wrestle
with.
Consequently,
today
I
will
side
with
the
neighbors
who
have
made
this
request,
and
I
move
to
deny
this
application.
A
A
I
A
A
C
The
resolution
authorizing
the

is
there's
a
need

C
A
G
Yes,
I
need
to
amend
this
to
amend
the
resolution
to
have
a

of
five
years
with
the
option
to
renew
for
two
additional
terms
of
two
years,
each
at
the
consideration
of
one
dollar
a
year.
G
A
I
have
a
second
all
right.
We
have
a
motion
to
amend
with
the
language
provided
by
councilwoman
dotley
with
the
proper
second,
this
this
vote
is
for
the
amendment
any
questions
or
comments
all
in
favor,
aye
aye
any
opposed.
No,
the
motion
to
amend
does
carry.
Would
you
like
to
make
a
motion
to
approve
as
amended?
Yes,.

O
A
A
Q
Yes,
sir,
your
ordinance
here
requires
anyone
that
submits
an
application
for
a
liquor
license
to
appear
in
front
of
the
council.
There
is
a
requirement,
at
least
in
your
code,
that
it
has
to
comply
with
all
local
ordinances
as
to
the
location
of
the
business
that
was
at
least
stated
on
the
application.
Q
In
this
case,
it
has
been
determined
by
the
regional
planning
agency
that
this
particular
location
is
within
286
feet
of
a
daycare
center,
which
will
be
in
violation
of
your
ordinance,
and
so
the
recommendation
at
this
point
of
the
rpa
has
been
to
deny
this
request,
and
that's
why
it's
brought
to
you
on
your
agenda.
This
seasoning
there
has
to
be
some
action
taken
within
a
60-day
time
period,
or
else
that
application
would
be
approved,
and
that's
the
reason
that
we
brought
it
to
you.
A
A
Q
Acclaim,
yes,
sir,
we
we
have,
at
least
at
this
point
in
time,
have
a
settlement
to
recommend
in
the
amount
of
36
000
in
connection
with
a
claim
by
ms
deandra
jackson
for
an
automobile
accident.
Q
We
would
recommend
that
settlement
based
upon
their
attorneys
on
the
other
side
and
the
negotiation
which
has
occurred,
and
we
would
recommend
that,
if
there's
any
objection
to
the
36
000,
please
let
me
know.
A
Is
there
any
objections
to
this
settlement?
Mr
attorney,
I
am
not
hearing
any
all
right.
Thank
you
all
right
now
we
move
to
one
of
the
most
interesting
items
on
our
agenda
that
I've
had
in
my
eight
years
of
being
on
this
council
and
that's
replacing
a
council
person
and
I'm
sure
that's
why
many
of
you
are
here
this
afternoon.
A
We
did
hear
presentations
this
afternoon
at
our
three
o'clock
agenda
time
and
I
have
to
say
that
I
was
very
impressed
by
the
pool
of
applicants
that
we
did
have
this
afternoon.
A
A
A
She
said.
Okay,
thank
you!
Kenneth
smith,
armand
wine!
Okay,
thank
you!
So
all
seven
council,
all
seven
applicants
are
present
at
this
time.
As
I
went
over
earlier,
I
will
open
the
floor
for
nominations.
A
An
applicant
or
a
nomination
must
have
a
second
in
order
to
become
a
nominee
once
all
nominations
have
ceased
I'll.
Ask
that
the
floor
be
closed
for
nominations,
I'll
have
the
clerk
do
a
roll
call
vote
and
just
by
a
a
voice,
you'll
say
the
name
of
the
nominee,
that
is
your
preference
depending
on
the
number
of
nominees,
the
nominee
or
nominees
with
the
least
amount
of
votes
will
be
removed
and
we'll
go
through
the
process
again
until
we
reach
a
point
where
we
have
a
majority.
A
R
R
There
is
one,
however,
that
was
willing
to
run
just
as
a
caretaker
and
I'm
a
bit
uncomfortable
making
decisions
for
district
eight.
I
think
that's
up
to
the
district,
eight
people,
and
so
I
would
like
to
nominate
mike
feely
as
the
interim
in
the
caretaker
position
so
that
the
balance
of
the
election
can
be
wide
open,
equal
and
fair
to
all
the
remaining
candidates.
A
A
C
C
A
C
N
S
I
see
there's
humor
here
and
I
love
humor.
That's
a
good
thing
need
that
humor
every
night
that
have
to
always
be
so
stiff
neck.
I
guess,
but
I'm
looking
forward
to
working
with
all
the
neighborhoods
in
district
8
and
seeing
what
all
we
can
do.
I
mean
I
think,
we're
going
to
do
an
amazing
and
amazing
a
fabulous.
That's
my
favorite
work,
a
fabulous
job
and
thank
you
all
for
again
for
trusting
me.
Yeah.
H
H
H
All
the
qualifications
that
I
am
free
that
I
am
free
from
all
of
the
disqualifications,
all
of
the
disqualification
prescribed
by
the
charter
prescribed
by
the
charter
of
the
city
of
the
city
or
the
office
of
council
personnel
for
the
office
of
council
person,
and
that
I
will
and
that
I
will,
without
fear
without
fear,
partiality,
partiality
or
favor
or
favor,
faithfully
discharged
faithfully
discharged
and
perform
all
the
duties
and
perform
all
the
duties.
That
may
be
prescribed.
That
may
be
prescribed
by
law
by
law.
H
H
A
A
Let
me
let
me
be
the
first
to
to
congratulate
you,
councilwoman
noel,
and
appoint
you
to
the
public
safety
committee.
Chairperson,
that's
your
first
assignment,
I'm
sorry!
Thank
you.
I
appreciate
your
cooperation.
A
Q
Yes,
sir,
at
the
end
of
every
council
meeting,
it
will
recognize
members
of
the
public
that
wish
to
address
the
council.
Here's
your
rules,
you
can
speak
up
at
the
microphone,
that's
provided
for
that
purpose.
No
person
can
have
more
than
three
minutes
to
speak.
You
can
only
address
the
council
upon
matters
within
their
legislative
and
quasi-judicial
authority
and
not
on
matters
that
are
not
under
the
authority
of
the
council
or
regulated
by
other
governmental
bodies.
Q
T
Thank
you.
Congratulations,
miss
marvin.
It's
been
a
pleasure
working
with
you
industry.
There
is
a
source
of
power.
El
marie
might
distribute
there's
a
source
of
power
in
each
of
us
that
we
do
not
realize
until
we
take
responsibility,
diane
nash,
it's
international
women's
day,
so
I
wanted
to
uplift
the
voice
of
women
today,
but
I
wanted
to
talk
about
a
issue
redistricting.
T
It
is
a
violation
of
sunshine
law
to
have
meetings
that
are
closed
to
the
public.
The
fact
that
that
happened
for
six
months
and
nobody
talked
to
the
community.
Even
the
county,
opened
up
the
floor
for
people
to
get
involved
in
the
process
and
the
fact
that
names
that
I'm
going
to
list,
a
majority
of
which
are
black
women.
Dr
tommy
f
brown,
who
I
talked
to
for
over
an
hour
and
a
half
this
past
week.
Who
is
disappointed?
T
T
At
this
time
in
our
city,
the
clan
was
marching
what
an
experience
to
endure
as
an
african-american
and
the
fact
that
we
had
john
p
franklin
who,
even
though
he
was
the
representative
for
chattanooga
under
a
former
style
of
government,
he
really
had
no
legitimate
power,
and
so
we
had
to
sue
the
city
to
create
a
change
for
there
to
be
majority
minority
districts,
so
that
we
would
have
fair
representation
and
that
not
only
opened
up
the
door
for
african-american
representation.
T
Leadership
is
just
as
much
about
accountability
as
it
is
transparency,
and
that
does
not
mean
that
we
always
agree,
but
decisions
about
what
impacts
our
lives
and
specifically
voting
rights
should
not
be
made
in
secret,
and
so
I
do
hope
that
the
corrective
action
that
comes
in
the
following
weeks
is
that
we
will
be
a
part
of
the
process
going
forward
before
you
make
a
final
decision
decision.
Thank
you.
R
So
whitie
suttles
was
maxine's,
father
and
and
not
her
husband,
and
we
worked
very
hard
to
to
rectify
that.
There
was
a
human
rights
commission
that
did
that.
So
I've
been
reading
some
of
the
commentary
and
I
think
your
questions
are
extremely
extremely
good.
The
ones
that
came
from
miss
pierre
everlina
they're,
very
good.
R
We
haven't
had
the
vote
yet
everybody
thinks
the
vote's
been
had
it's
scheduled
for
when
the
first
week
of
april.
R
Yeah,
it's
scheduled
it's
scheduled
and
the
reason
it's
scheduled
further
is
so
that
there
could
be
public
meetings
in
the
districts
for
council
people
to
meet
with
their
people
to
get
input.
So
there's
some
miscommunication
out
there
we've
not
taken
the
vote.
What
happened
was
there
were
no
secret
deliberative
meetings?
That's
just
some
some
misinformation
and
that's
our
fault.
If
the
misinformation
is
out
there,
actually
there
were
no
deliberative
meetings.
R
What
our
city
did
was
our
data
collection
folks
came
forward
with
the
census
and
the
law
and
and
we
they
massaged
some
of
the
district
lines
to
meet
the
requirements
and
then
presented
it
to
us
along
with
the
law
as
it
stands
now,
our
city
attorney
is
the
one
that
quoted
the
meaning
of
the
brown
versus
board
of
commissioners.
R
That
was
a
legal
opinion,
so
the
vote
hasn't
been
taken.
Yet
the
vote
is
scheduled
in
april
and
council
requested
this
time
between
when
it
was
first
presented
publicly
and
put
on
the
web
along
with
the
law,
so
that
they
could
meet
with
their
publics
and
each
one
of
your
representatives
is.
Is
I'm
talking
to
my
public,
my
constituents?
I'm
sure
that
other
people
are
too
so
I'm
not
arguing
the
issue.
The
points
are
well
taken.
R
The
fact
is
that
nobody's
taken
a
vote
yet,
and
the
word
out
there
is
that
we've
done
all
this
voting
and
we
haven't,
we
haven't
done
it
at
all.
It's
scheduled
for
the
fifth
and
hopefully
you'll
you'll,
be
talking
with
your
representatives
or
your
representatives
will
be
talking
to
you
and
meeting
with
you
and
getting
your
input
so
that
they
can
cast
a
knowledgeable
vote
representative
of
what
you
want.
So
just
wanted
to
clarify
that,
because
I've
been
hearing
that
too-
and
it's
just
not
true
thank.
N
R
A
A
If
you'd
give
us
three
minutes
on
the
clock
and
give
us
your
name,
please,
my.
P
A
P
Okay,
when
judge
alan
edgar
of
the
federal
court,
which
was
across
the
street,
made
the
determination
to
dismiss
the
former
government
of
the
board
of
commissioners.
He
did
that
with
some
stipulations
and
we're
just
trying
to
make
sure
that
we
maintain
that
it
is
very
important
when
he
made
that
decision.
Some
of
the
people
sitting
on
this
council
were
in
elementary
school.
R
Mr
chair,
those
were
great
requests
and
I
I
wrote
you
back
and
really
thanked
you
you're
absolutely
correct
in
what
you're
saying-
and
I
know
that
that
information
is
on
the
way,
one
from
our
legal
department,
because
they
made
the
decision
about
what
the
case
really
said
and
another
from
the
department
that
does
our
demographics
reverend
pierre.
Your
questions
were
fabulous,
they
were
correct.
R
They
were
right
and
we're
getting
that
information
out.
I
believe
the
only
people
that
had
the
right
to
make
a
statement
about
what
the
process
was
would
be
the
people
on
the
committee
and
I,
and
that
is
councilwoman
dotley,
councilman
smith,
councilman
hester
and
myself,
oh
and
chair
henderson
as
ex-officio,
and
we
thought
it
would
be
very
important
that
you
get
all
the
information
and
then
district
by
dis,
east.
Each
district
wants
different
things
and
rather
have
a
meeting
here
where
everybody
wouldn't
have
the
opportunity
to
speak.
R
A
U
Good
afternoon
giving
praises
to
god
and
to
this
one,
let
me
tell
you
all:
I
am
liz
hester.
A
lot
of
you
might
remember
me
from
the
austin
park
precinct.
Well,
I
really
held
things
down
for
54
years.
I
was
a
chairman
at
that
thing.
So,
but
let
me
tell
you:
what's
one
of
you,
the
problem
with
us
now
the
police
used
to
go
into
the
neighborhood
and
talk
to
the
people
and
communicate
with
the
people.
U
They
don't
do
that
anymore
and
now,
if
you
call
the
police
over
two
times
or
one
night,
they
get
upset
because
they
can't
find
how
a
person
broke
in
your
house
or
why
they
ask
you
what
they
expect
a
woman
to
do
when
they
need
to
get
out
and
look
for
themselves.
Oh,
we
gonna
have
the
protection
on
your
house
and
all
like
that.
But
where
are
they
you
never
see
them,
and
then
they
come
back
and
break
in
the
house.
U
The
same
thing,
in
other
words,
but
the
problem
is
the
lack
of
communication
with
the
people
and
the
police
department
and
with
you
all,
we
used
to
come
down
here
every
tuesday
and
communicate
tell
what
was
problems
and
things
will
be
done.
We
need
to
get
better
communication
with
each
other.
That's
what
the
problem
is,
and
I
know
a
lot
about
it,
and
if
anybody
can
tell
you
all
about
what
to
take,
I
ran
austin
park
priest
invasion.
U
You
couldn't
tell
who
was
going
to
be
the
chief
of
police
or
nothing
until
my
priesthood
came
in
because
we
had
communication,
I
sent
the
children
to
florida.
I
had
the
police
taking
the
elder
people
to
get
the
tax
cash
to
the
grocer's
dollars,
and
so
we
don't
have
any
communication
anymore.
That's
what
the
problem
is.
I
am
now
the
vice
chairman
of
my
precinct
every
time
that
center
door
open
anytime
somebody
got
a
problem
just
about
in
that
community
there.
I
am
that's
the
way
we
need
to
get
back
together.
With
communication.
