terribly
unfortunate.
I
won't
pretend
to
be
able
to
speak
to
each
and
every
district
in
the
volume
of
applications
that
were
received
and
those
that
we
were
able
to
grant.
Certainly
as
we
move
forward,
if
we
have
another
opportunity
to
do
some
more
work
in
the
space
as
resources
allow,
we
will
take
all
of
this
under
consideration
and
try
to
do
much
better.
But
all
I
can
say
is
that
I
completely
respect
acknowledge
all
of
the
criticism
that
we've
received
about
this
program.

on
balance
believe
that
it
did
quite
a
bit
more
good
than
harm,
and
certainly
we
want
to
make
sure
we're
doing
as
best
we
can
to
achieve
all
those
equity
goals
in
the
future.

quite
a
few
more
businesses
applied
and
we
were
able
to
fund
the
council's
generosity
and
the
speed
with
which
you
all
acted
is
remarkable
and
very
commendable,
and
we'll
do
everything
we
can
to
make
sure
it's
implemented
better
as
we
move
forward.

some
of
the
districts
they
are
recouping
from
the
tornado
situation
in
and
some
of
these
organizations
don't
have
the
resources
to
actually
to
fill
out
some
of
the
papers
quickly.

some
hazard
resources,

just
I'd,
say
I'm
disappointed
in
some
of
the
outcome
of
some
of
the
some
districts
getting
a
lot
more
than
others.

they
put
in
acceleration
that

of

individuals

conversation

some

concerns
they've
had
with

warning

requests

boards

excited

valid

the
city

sure
if
these
leagues

going
to
try

play

city
have

liability
if
they

decide
to
move
forward
and
have
games
and
things
and
see,
and
we
have
some
we
have.

right

governor's
order
and
the
mayor's
orders
here,
any
groups
of
assemblies
more
than
ten
people
would
not
be
allowed.
So
that
sort
of
gets
your
small
team
right
there.
Usually
so
that's
that's
a

insofar

two
ball
teams
going
on
I'm,
not
sure
about
the
extension
of
time
that
might
be
necessary
before
people
are
going
to
feel
comfortable
with
actually
having
them
here.
And
if
this
is
the
Athletic
Association,
they
would
have
a
number
of
different
types
of
sports
in
addition
to
just
baseball
and
soccer
and
football
for
that
matter.

agreement
at
least
to
be
done

guess

connection
with
these
athletic
associations
is
the
rate
that
we're
charging
for
the
term

fair

issue

they
may
not
be
able
to
use
it
for
any
portion
of

issue
for

city

whether
we
would
close
the
facility
for
them

be
able

it

they

closed
at
this
point
in
time.
It's
an
issue
about
opening
back
and
in
feeling
comfortable
enough

city
location,

allow
people
to
do
that.
We
had
some
loosening
this
past
week
regarding
city
parks,
but
the
question
becomes
again
any
gathering
of
more
than
10
people
is
not
allowed
on
property,
so
that
sort
of
limits
you
on
any
sports
team.

that's
where
we
are
right
now,
based
upon
the
rules
that
the
mayor
has
adopted
here.
Liability
of
these
issues
has
not
been
determined
by
anyone
to
this
point.
One
would
argue
that
every
time
that
you
are
assuming
the
risk
by
going
to
a
place
and
participating
in
that,
then
that
might
be
a
opponents
or
a
defense
to
the
city
on
those
issues,
but
it's
got
to
be
more
than
51%
of
the
liability
under
Tennessee
law.

that

approved

March
27,
a
number
of
tax
provisions
related
to
the
retirement
plan
was
affected,
so
we
are
requesting
the
council
to
incorporate
those
particular
provisions
in
the
existing
plan
so

plan
participants
can
take
advantage
of
those
particular
provisions.
So
essentially,
all
the
participants
that
may
have
been
impacted
by
Kovac
19
by
way
of
them
being
diagnosed
their
spouse
or
their
dependents
being
diagnosed
diagnosed
by
Kovac
19.
It
allows
them
to
to
possibly
take
advantage
of
the
disbursement
up
to
$100,000
in
their
existing
plan.

So
what
this
does
essentially
is
allowed
them
to
to
have
an
event
of
up
to
$100,000
without
penalty
from
the
Iowa
IRS
for
withdrawing
early,
and
also
it
allows
them
to
pay
for
those
taxes
over
the
next
three
years
once
they
do
that.
This
expires
on
the
31st
of
December
of
this
year,
and
it
is
a
one-time
activity
for
individuals
that
want
to
take
advantage
of
it.

renegotiate

bid
out

contract

going
to
expire
before
the
meeting
would

on

19th

think
they

obtained

ability

bit
longer

was

reason

concern.

are
will
be
behind
in

rest

weeks

working

days

most

and

hours

clean
up
the
rest
of
the
city
and
backlog
of
requests,

nearly

brush

street

we
recognize

on
open

talked
about

Mitchell
brought

about
the
ball
fields,

way

the

like
for
them
to
stay
closed
until

kids

dropped

there

hours

only
meal
that

is
beyond

crisis

the
health
of
our
kids
and
our
staff

people

not
agree
with

center
should
remain
closed
and

an
extended
amount

time

we
can
figure
this
thing

I
would
hate
to
happen
is
for
our
kids
to
congregate

more

kids
at
this
at
our
sites
facilities
and
they
get
see,
we've
been
pushing
making
a
push
to
say
that
black
people
need
to
get
tested.
However,
when
I

no
one
is
taking
their
kids
to
get
taste.

start
being
honest
because
they

lot
of
them,

assistance
in
food
stamps
which
right
now
they've
been
increasing.

none
of
our
kids,

families,
should
actually
be
hungry
right,
but
we're
not
really

out

senior
populations
when
it
comes
to
that
as
far
as
making
sure
that
third
they're
being
able
to
eat-
and
our
seniors
do
frequent
our.

centers
