meeting

the
motion
on
the
minutes.

investment
policy.

investment
policy.
We
really
thought
that

a
good

walk

you
the
highlights
of
the
new
policy.

our

Our
goal
generous,

to
invest

maximize
the
return.
While
we
are
meeting
the
cash
demands

TCA,
the
city
treasurer
is
responsible
for
managing
the
investment
program
and
just
want
to
let
you
know
that
we
do
not
invest.
Pension
funds
deferred
compensation
or
foreign
police.
Those
are
interest
funds
and
they
have
their
own,
and
in
order
to
verify
what
we're
saying
and
to
make
sure
that
our
policy
is
correct
and
meeting
all
the
regulations,
we
had
our
financial
advisor
look
at
it.

had
our
custodian,
also
look
at
it
in
First
Tennessee,
and
also
we
really
appreciate
you.
If
you
look
at
it
and
approve
it
for
us
and
also
I
want
to
mention
with
that,
that
we
really
also
reviewed
other
series
policies,
because
we
in
Tennessee,
so
we
can
be
in
compliance
with
Tennessee
roads.

The
most
important
thing
is
our
objective.
The
most
important
one
is
really
the
safety,
so
the
the
idea
is
really
to
make
sure
that
the
capital
or
the
base
fund
does
not
get
touched
at
all.
So
we
really
try
to
diversify
as
much
as
we
can
and
to
prevent
that
from
happening,
and
the
second
one
is
liquidity.
We
when
we
invest,
we
look
at
the
maturity.
We
try
to
ladder
it
in
a
way
where
we
can
always
have
cash
flow
and
we
are
not
forced
to
sell
anything
in
order
to
meet
the
cash
flow
needs.

Also,
the
TCA
tell
us
what
type
of
investment
we
can
use.
It's
mainly
Bond
and
notes
of
the
United
States
treasury,
non-comvertible
debt,
Securities
that
are
supported
by
government
agencies
and,
of
course,
lgip
pool,
of
course,
and
yeah
security
of
deposits.
We
have
that
too,
to
really
minimize
the
risk.

We
all
the
money
has
to
be
collaterized
and
we
always
use
the
financial
institutions
that
they
are
member
of
FDIC
and
they
are
a
member
of
the
collateralizer
pool
on
competitive
bidding.
We
added
this
to
the
new
policy.
We're
gonna
try
to
have
several
Brokers
and
dealers,
and
every
time
we
buy
something
we're
gonna,
try
to
contact
at
least
three
to
see
if
they
give
us
the
best
yield
on
any
investment.

now

portfolio
approximately
five

500

all
the
funds,

government
and
Enterprise.

we

approved
thing

I'm
not
sure

to
go
forward
with
that.

just
learned
about
Jamie
is
on
my
January
23rd
health
and
Ed
board.
Meeting
a
number
of
the
banks
are
switching
the
I
guess
the
interest
rate
offerings
that
are
out
there
and
they're
going
from
the
Libor
rate
to
something
called
software,
and
apparently
that
is
coming
into
place
here
this
summer.
So
just
be
aware
that
that
the
rates
that
the
banks
are
offering
for
the
loans
that
we
have
on
bonds
and
treasury
notes
will
be
changed
on
how
they
calculate
the
interest.
So

is
in
your

I
did
talk
to
the
mayor
about
removing
the
interim
title
of
Mr
noblets
as
interim
and
appointing
him
our
City
attorney,
and
the
mayor
and
I
discussed
it
and
was
a
very
agreeable
immediately
and
I'm
very
grateful
for
that,
and
I
would
like
to
add
this
to
the
two-week
agenda.

before
I
do
that
I
would
like
to
know
if
anyone

we

councilman
Smith
myself

changes

I

did

Probably
the
Justice
at
councilwoman
Hill
has
shown
us
she
can
do,
but
I
took
very
good
notes
that
day
mentally
and
written
down
to
cover
the
items
that
we
had
discussed
about
our
city
council
rules
of
operation
made
a
couple
grammar
changes
as
well
for
some
things
that
I
noticed
some
key
things.

at

we
did
add
in
the
affordable
housing
committee
under
committees,
with
the
definition
that
matched
what
was
on
our
website
strategic
planning,
we
made
that
adjustment
a
couple
of
grammatical
Corrections
moving

take
a
look
at
the

the
highlight
and
the

and
if
you
look
at
the
very
first
page,
I
did
create
a
legend.

incorporate
the
changes

we
discussed
in
our
work
session.
The
version

hot
off

presses

I
assume

everyone
in
the
print
packet.

things
that
have
been
added
that
are
the
primary
things
of
interest
are
adding
back
in
community
letters
and
the
triggering
of
a
community
or
a
meeting
in
front
of
the
the
board,
the
short-term
vacation
rental
board,
and
also
we
looked
a
little
more
carefully
at
whether
a
duplex
should
be
considered
part
of
single-family
detached
for
the
purposes
of
this
or
multi-family
and
decided
that
it
should
be
part
of
single
family
detached
because
most
often
duplexes
or
maybe
not
most
often
but
often
duplexes
are
built
in
groups
in
almost
small
communities.

if
we
were
to
leave
that
as
a
multi-family,
then
potentially
every
one
of
those
could
become
a
short-term
vacation
rental
with
a
midterm,
vacation
rental
adjacent
to
it.
So
we
felt
like
it'd,
be
better
to
use
the
500
foot
buffer
in
instances
for
duplexes

was
more
in
keeping
with
the
desire
of
this
Council.
So

in
the
