A
But
we
have
to
have
a
function
rate
for
Access.
That's
current!
That's
why
this
is
a
set
of
goals,
the
line
and
the
what.
But
we
need
your
help
to
figure
out
how
we're
going
to
make
sure
the
community
to
determine
you
know
how
to
get
there
and
I'll.
Let
Kevin
tell
you
more.
B
C
Throughout
the
process,
because
before
I
get
started,
I
did
want
to
acknowledge
the
teams
that
put
this
together,
including
Eric
Schmidt
Eric
asbo
on
our
team,
Sarah
Robbins
Ellis
Kirsten
Janelle,
who
did
a
lot
of
the
design
work,
but
also
a
broad
range
of
Community
Partners
contributions.
C
C
So
I'll
walk
us
through
the
plan
and
what
actually
but
I
want
to
set
some
context
first,
this
is
a
plan
that
prepares
RC
and
our
economy
for
change
change,
yes
in
climate,
but
also
changing
growth
and
change
in
in
our
local
economy
and
how
it
works.
What
the
industries
here
and
it
really
positions
us
as
a
leader
and
at
the
beginning
of
this
plan
we
knew
it
was
important
to
specifically
highlight
equities
of
the
central
value.
C
This
is
part
of
the
information
put
out
and
it
continues
to
get
these
in
this
in
this
particular
time,
but
our
city
is
growing
and
a
climate
action
plan
is
only
effective
if
it
recognizes
that
growth,
it
helps
us
manage
it
in
a
really
effective
and
thoughtful
way.
Next
slide,
please,
but
specifically,
our
green
economy
is
growing.
The
expansion
of
Volkswagen's
product
line
that
died
before
is
about
a
thousand
new
jobs
to
Chattanooga
with
possibility.
More
than
800
million
dollar
investment.
C
Mnemonics
has
offered,
has
brought
already
300
new
jobs,
possibly
importantly,
more
and
160
million
investment
I.
C
Had
said
that
they
came
to
Chattanooga
because
of
our
commitment
to
our
quality
of
life
and
our
Great
Outdoors,
which
was
able
to
attract
their
employees.
I
want
to
be
very
clear.
The
global
economy
is
transitioning
from
oil
fields
and
taxes
to
battery
production
in
Chattanooga,
and
that
is
a
massive
shift
and
it
positions
our
community
to
be
a
really
strong
player.
As
this
new
sector
of
our
economy
takes
not
only
National
but
International
precedence,
the
Vikings
Administration
has
been
very
clear.
C
They
are
taking
this
new
approach
to
things
like
electric
production
City
conductors.
The
city
of
Chattanooga
is
going
to
be
pursuing
the
regional
technology
hubs,
grant
that
was
recently
put
out
by
the
economic
development
agency.
Billions
of
dollars
are
flowing
and,
as
the
country
potentially
takes
a
new
approach
to
Industrial
policy,
where
we
put
ourselves
in
the
skill
to
make
sure
that
manufacturing
comes
back
to
chatbed
to
the
places
across
the
United
States.
C
We
want
to
make
sure
that
time
you
get
is
a
real
winner
there
and,
as
the
mayor
correct,
we
said
we
are
a
national
security
asset.
B
C
Big
part
of
that
is
because
we
produce
here
in
Chattanooga
some
of
the
critical
elements
that
are
important
important
for
our
green
supply
chain,
including
analogy
credits
like
synthetic
Graphics.
C
Variety
of
green
manufacturing
jobs
from
Blue
over
City
in
Memphis
to
treat
you
we
are
not
the
only
ones.
The
Tennessee
is
well
positioned
to
succeed
here
in
Chattanooga.
C
Additionally,
our
outdoor
economy
is
strong
and
you
guys
all
heard
from
Scott
Martin
about
this.
This
is
his
key.
Our
identity,
I
won't
regain
all
the
numbers
here,
but
1.5
billion
dollars
really
focused
on
tourism
here
that
employed
11,
620
people,
and
we
know
that
those
dollars
spent
here
by
tourists
also
have
a
multiplier
and.
D
C
Are
outdoor
ecosystem
is
it's
a
big
party
people
go
to
Memphis
for
their
Sports
environment.
People
go
to
Nashville
for
the
Broad
Street
bachelorette
parties.
People
come
to
Chattanooga,
they
want
to
be
in
the
outdoors.
They
want
to
see
all
of
that
good
stuff
and.
A
C
Next
slide,
please
that's
a
huge
part
of
the
reason
we're
introducing
Chattanooga,
so
I'll
cover
what
a
climate
action
plan
is,
but
at
its
simplest
it's
a
sustainability
and
resilience
plan.
It
is
a
growth
plan
and
is
a
jobs
plan,
and
it's
also
a
framework
for
getting
things
done.
It's
a
framework
for
Action.
Together
we
have
the
opportunity
to
capture
the
benefits
of
being
a
leader
in
this
economy
and,
as
the.
D
Mayor
said,
the
time
is
now
because,
frankly,
within.
C
Are
grant
opportunities
that
will
advantage
that
you
can
have
a
private
action
plan
that
puts
us
in
a
position.
C
Fact
that
we've
already
been
a
leader
in
this
space
and
I'll
cover
that
a
little
bit
later
as
well.
So
this
climate
action
plan,
as
I
said
unlocks
access
to
billions
of
dollars
in
federal
and
private
Investments.
C
Plan
itself,
I
want
to
be
very
clear,
requisite
or
a
a
multiplier
for
our
ability
to
get
those
foundations,
but
it
also
leverages
Partnerships
and
best
practices
Nationwide
to
help
one
the
effects
of
climate
change,
which
is
incredibly
importantly,
to
our
community,
but
also
it's
the
entire
country.
This
country
belongs
to
expanded
Accords,
as
well
as
several
other
agreements
which
bind
this
country
to
certain
targets
and
in
order
to
achieve
those
targeted,
cities
have
to
participate
and
what
we
know
about
that
is
right.
C
Now
we
are,
there
was
lots
of
money
for
them
and
in
the
form
of
parents,
to
get
cities
to,
and
communities
pursue
those
priorities.
C
C
Of
the
nature
of
those
regulations,
we
clearly
are
going
to
be
in
a
strong
position,
with
this
kind
of
action
plan
to
capture
all
the
benefits.
Without
Really,
seeing
any
sort
of
slowdown
in
our
economy.
C
And
the
first
one
is
that
it
starts
with.
Actually
it's
a
genuine
produced
disparities
among
socially
and
economic
people
that
needs
to
put
Equity
first
and
we're
taking
a
public
health
approach
Even
in
our
climate
action
plan.
It's
something
that
we
were
really
fortunate
to
get
some
good
feedback
from
the
folks
over
in
the
UCC
national
public
health
program
and
we're
integrating
their
feedback
into
our
work.
C
The
next
one
is
a
big
one,
but
Chattanooga
will
become
at
zero
and
that's
net
zero
parking
Community
with
the
municipal
footprint
getting
that
Zero
by
2040
and
we're
committing
that
regarding
the
by
2050..
So
the
city
itself,
our
local
government,
Net
Zero
by
1240
I,
think
we're
already.
You
know
making
very
quick
strategies,
and
this
is
in
line
with
with
national
students.
C
As
we've
had
a
tremendous
amount
of
discussion
about
the
impact
that
winter
and
the
the
nature
of
our
landfills
and
recycling,
this
has
been
a
focus
of
this
Administration
from
the
very
beginning,
and
this
codifies
some
ambitious
goals
and
an
approach
to
get
them
and
then
the
last
three
we're
gonna
build
more
sustainable
City
we're
going
to
preserve
and
improve
the
Integrity
of
our
natural
resources
and
finally
and
I
think,
most
importantly
over
here,
and
that's
our
opportunity
to
folks
in
every
single
neighborhood,
regardless
if
there's
zip
code
or
so
that
is
a
part
of
our
plan
and
I
think
is
an
ambitious
agenda,
but
one
that
we
can
get
done
here.
C
So
how
do
we
plan
on
doing
this?
I?
Think
in
partnership
with
all
of
you
is
the
first
part
like
this
plan.
We
are
asking
for
and
we'll
be
Institution
for
adoption
by
Council
and
it
can
be
updated
and
adjusted
regularly
as
any
other
plan
that
can
put
out
with
our
partnership
Regional
planning
agency,
with
your
use
of
plans
that
live
continuously
true.
C
But
we
anticipate
this
will
also
change
and
we've
already
made
a
lot
of
progress
towards
these
goals,
but
as
a
set
of
goals,
we
really
do
plan
on
addressing
forward
and
challenges
around
Transportation
buildings
and
waste
great
spaces
and
waterways.
Excellent.
C
As
we
have
talked
about
in
the
last
couple
weeks,
we
are
making
major
steps
towards
completely
overhauling
the
way
we
think
about
Target,
and
that
is
started
with
a
brand
new
board
and
new
product
leadership
is
a
really
exciting
transition
point
for
us
to
think
about
how
we
do
things
like
fully
electrifying
artists
and.
B
C
Had
a
greenhouse
gas
inventory
I
guess
seven
years
ago
before
this
Administration
and
it's
clear
that
the
vast
majority
of
our
emissions,
that's
a
city
government,
additional
buildings
and
reducing
that
with
our
partners
at
TPA
Epp.
But
as
we
continue
to
make
progress
there,
we
are
going
to
make
sure
that
we
give
that
number
to
zero
and
I.
Think
that
will
be
a
tremendous
accomplishment
and
this
plan
calls
for
quick
stops.
C
It
also
improves
this
plant
also
improves
air
and
water
quality
parameters.
I
think
we
all
remember
the
watercraft.
C
No
one
in
this
room
wants
to
go
backwards,
and
this
also
make
sure
that
our
parks
and
green
spaces
were
made
in
priority,
and
this
is
well
done-
is
already
shared
with
you
and
it's
really
an
investment
in
our
quality
of
life.
That
is
I
think
what
you're
seeing
here
is
a
dumb
feeling
of
different
verticals
from
the
climate
action
plan.
For
example,
there.
C
Thousands,
so
we
are
thinking
about
these
things,
employers
and
finally,
this
plan
grows
our
local
people
economy
of
the
future,
and
we've
already
said
that
the
numbers
here
are
staggering:
a
trillion
dollar
industry
already
today
that
a
number
will
actually
grow
and
China
has
a
real
potential
to
be
at
the
Forefront
of
it
is
Nirvana's.
It
continues.
C
Yeah,
but
also
for
all
the
companies,
we
don't
even
know
we're
going
to
want
to
take
care
of,
because
we
have
all
the
synergies
and
the
overlap
in
that
industry.
Then
clustering
effects
will
attract
more
companies
and
that's
those
are
conversations
that
Germaine
and
Charles
and
the
Chamber
so
I'll
also
up
there.
Actually,
if
you
don't
want
to
go
back
on
site,
I
do
want
to
see
if
there
are
any
questions
about
the
goals
before
I
kind
of
talk
a
little
bit
about
our
chocolates.
B
In
a
few
seconds,
I
was
going
to
ask
you
another
quick
question:
if
I
can-
and
that
was
kind
of
touched
on
it,
how
does
this
align
with
one
channel
and
then
obviously
the
pop
yep
so
and
are
they
kind
of
working
like.
C
You
Synergy
together
so
as
we
build
a
competitive
Regional
economy,
pursue
our
Workforce
Development
goals,.
C
Very
much
in
line
with
building,
not
white
collared
or
what
we're
thinking
about
is
Green
Valley
jobs
and
I.
Think
novotics
is
a
perfect
example.
You
could
have
high
school
degree
to
make
a
living
wage.
C
Way:
Technical
Training
that
they
offer
you
on
the
job
through
apprenticeship
programs.
They
are
offering
to
refrigerated
Institute
at
Lookout,
Valley
and
I
think
by
creating
those
opportunities
where
it's
getting
technology
out
of
the
lab
and
out
of
the
theoretical
bipolar
environment,
they're,
getting
them
into
spaces
and
factories.
Here
in
Chattanooga,
where
we're
making
things
again,
that's
really
exciting.
C
I
think
it
offers
a
huge
opportunity
for
folks
in
the
historically
this
community
again,
if
the
president
and
the
country
are
moving
in
a
Direction,
Where
We
Are
onshoring
jobs
at
a
historically
manufacturing
is
coming
up
faster
than
any
time
in
the
last
20
to
30
years.
We
want
those
things
that
are
going
to
be
made
in
America
and
that's
what
this
point
and.
B
I'm
glad
you
said
that,
because
well
it
wasn't
long
ago,
I
feel
like
I
was
talking
to
America
and
pushing
the
technology.
Jobs
and
I
were
understanding,
I
think
while
I
was
campaigning
and
I
said
well,
hang
on
what
about
our
Roots
I
mean
we're
manufacturing
City
to
go,
make
sure
that
those
foundational
jobs
are
available
too
and,
of
course,
with
Workforce
Development
yeah
being
a
priority.
B
All
this
is
baked
in
I'm
assuming
to
to
this
plan,
and
then
the
last
point
I
was
is:
are
we
focusing
on
economically
forgotten
areas
of
our
city,
for
maybe
some
of
these,
these
new
facilities
or
opportunities
to
to
land
and
I
think
that
we
thought
about
Equitable.
C
Yeah,
that's
what
I
hope
to
see.
Yeah
absolutely
I
think
that
that
is
going
to
be
top
of
Mind
as
we
bring
not
only
industry
and
companies
into
our
community
when
you
think
about
what
are
the
Workforce
Development
and
training
centers
that
we
need
to
prepare
folks
for
the
future.
I
think
green
spaces.
C
By
teaching
them
how
to
weather
high
school
and
improve
Energy
Efficiency,
which
reduces
carbon
emissions
again,
we
are
talking
about
an
opportunity
when
we
talk
about
we're
talking
about
opportunities.
B
All
right,
that's
exactly
what
we
want
and
have
you
plan
on
touching
anything
certification.
A
D
It
is
the
potential
like
real
or
so.
We've
absolutely
just
had
a
question
about
the
possibility
of
bringing
Amtrak
in
China.
C
C
Provide
those
alternative,
transportation
opportunities,
but
also
we
know
that
public
transit
might
also
is
happening,
buses,
individuals
and
they
carry
25
people.
You
can
take
24
cars
off
the
road
and
if
it
becomes
an
attractive
alternative-
and
we
know
that
if
the
system
works
and
if
you
can
get
people
to
the
jobs
they're
trying
to
go
to
it,
that
is
a
huge
way
for
us
to
reduce
foreign.
C
And
our
budgets,
we
also
have
some
exciting
projects
underway,
including
four
and
a
half
million
dollars
from
the
United
States
public
transportation
for
electric
vehicle
transportation
management
providers,
our
education,
but
also
25,.
D
C
For
the
replacement
of
the
World
Market
Bridge,
which
will
provide
the
destiny
of
bicycle
access
to
the
riverwalking
business,
but
increase
in
public
safety
and
producing
congestion
along
the
way
and
protecting
the
critical
asset
and
a
critical
Bridge.
We
also
have
these.
B
C
A
lot
of
federal
dollars
out
there,
you.
C
Next
slide,
please
an
example:
project
I
think
we're
not
talking
about
radical
changes
here,
but
often
just
common
sense
things
that
come
from
intentionality,
so
our
public
works
department
refuse
week
300,
000
gallons
around
three
thousand
metric
tons
of
carbon
in
the
ATM
students.
Here
by
converting
one
garbage
truck
into
natural
gas.
D
A
C
That
is
a
tangible,
practical
thing
we
could
do
in
order
to
transition
as
appropriate
as
our
vehicles,
age
to
natural
gas
and
instead
of
diesel
and.
C
Going
to
take
time
right,
so
we
probably
aren't
going
to
convert
everything
for
us
right
away.
But
when
we
begin
convert
two
and
after
gas
vehicle
in
the
intermediate
area.
A
Following
the
general
replacement
cycle
scale,
of
course,
infrastructure
that
sort
of
thing,
but
you
can
replace
conservatively
or
if
you
stretch
down
a
life
cycle
with
10
years,
to
replace
your
your.
A
And
the
top
end
is,
you
know
five
plus
million
dollars
in
operational
savings,
but
if
that
on
its
own
CNP
can
give
us
a
20
profit
in
the
greenhouse
gases.
We
have
opportunities
for
renewable
natural
gas
and
having
more
drastic
production
on
it
on
a
level
about
70.
So
and
again,
this
is
a
cost-saving
mechanism
covered,
like
we've
partnered,
with
having
discussions
with
DeKalb
County
Georgia.
A
C
Those
are
opportunities
so
in
terms
of
how
we
fund
these
initiatives
as
I've
outlined,
we
have
some
policy
and
operations.
B
C
Tonight
billion
dollars
for
energy
security,
but
then
also
the
chips
act
also
has
a
tremendous
amount
of
money
set
aside
and
that's
why
we're
pursuing
the
regional
technology
as
well?
I
do
want
to
come
back
around
to
the
fact
that
this
plan
was
built
into
this
approach,
and
it
was
informed
by
many
other
plans.
Report.
C
Had
the
opportunity,
the
climate
adaptation
Workshop
funded
by
the
Natural
Science
Foundation,
as
well
as
this
graph
plan,
which
foreigners
and
that's
just
the
start,
we
believe
this
is
the
beginning
of
some
internal
and
external
capability
that
will
continue
to
report
progress
to
this
Council
and
this
Administration.
C
So
in
terms
of
next
steps,
there
are
some
initial
loading
fruit
that
we
are
getting
included
in
our
next
budget,
which
is
every
two
years.
We
want
to
do
a
greenhouse
gases
inventory,
because
that
will
help
create
the
roadmap
for
us
to
determine
where
our
biggest
bank
or
our
buck
is
a
producing
our
commissions
and.
C
Means
that
we
want
to
get
the
carbon
drawdown
analysis,
a
waste
stream
audit
and
also,
if
you
get
this
present
specific
metrics
for
success
and
then
again.
C
So
that
means
regular
reports
as
well
as
ongoing
transparency
and
we'll
continue
to
put
the
data
that
we
want
about
our
emissions
and
the
work
that
we're
doing
on
China
data
and
next
slide.
Please
adoption
that
this
plan
has
been
regarding
it
to
hopefully
Define
Chinese.
C
Provide
opportunity
for
every
single
neighborhood
and
it
also
leaves
space
for
so
I'll.
Stop
there
next
slide.
Please
and
just
open
it
up
for
questions
and
discussion.
We
are
going
to
be
bringing
a
resolution
that
adopts
these
goals
it
references
in
this
Council
and
we
hope
that
we
can.
B
Work
with
the
doctors
and
refine
it
and
priorities.
C
Meetings
where
we
will
walk
through
a
lot
of
the
similar
information,
but
also
talk
about
how
this
can
benefit
individual
neighborhoods
as
well.
Our
redirected
Serena
will
be
helping
us
put
that
together
alongside
the
folks
who
put
this
action
plan
together.
So
we
know
this
is
the
beginning.
