is
to
be

mayor
about
policy,
and
as

we

three
committees-
and

three
committees
deal
with
empowerment,
health
and
justice,
and
today
we're

the
health
committee.

the
initiative.

the
women's
fund
for
greater
Chattanooga,

we
are
so
excited
to
be
here

you

The
women's
fund
is
basically
an
organization
that
is
built
by
you
all
for
you
all.
It's
where
we
focus
on
being
able
to
unite
efforts
for
social
change
that
allowed
women
and
girls
to
have
their
lives
improved.

We
use
advocacy
and
philanthropy
to
catalyze
movements
that
go
towards
a
just
society
that
is
safe,
that
is
nurturing
and
full
of
opportunity
for
women
and
girls
and,
of
course,
their
ecosystems.
So,
ultimately,
our
women's
fund
for
a
greater
Chattanooga
is
made
up
of
Advocates,
who
are
made
up
of
volunteers
and
we're
made
up
of
philanthropists,
and
so
what
does
that
have
to
do
with
period?
Poverty
awareness
week
and
I
understand
that
for
many
that's
an
awkward
term,
but
the
reality
is
when
we
think
about
women
and
girls.

nationally,
one
in
four
women
and
girls
do
not
have
timely
resources
for
their
menstrual
period.
According
to
the
U.S
Census
Bureau,
females
are
51
of
Tennessee's
population
and,
according
to
the
2020
census,
approximately
52
percent
of
chattanoogans
are
female.
So
what
can
we
do
with
this
information?

basically
the
statistics
that
Stacy

understand

girls
don't
have
resources
and
let's
allow
for
our
Hamilton
County
Schools
care
closets
to
have
the
resources
that
they
need.

can

that
information

our

we
have
a
lot
of
girls,
particularly
in
our
schools
that
are
impoverished
in
a
number
of
ways,
and
these
women
are
making
products
available
to
them,
and
it's
something
we
care

deeply
with
our
young
girls.

know.
Some
of
my
sisters
on
the
council
were
very
much
aware
of
this
program
and
in
closing,
my
friends
know
that
I'm
a
t-shirt
freak,
an
absolute
t-shirt,
freak
so.

there
anyone

do
support
having
a
traffic
study
done
on
Mountain
Creek,
because
the
traffic
is
really
bad
and
unfortunately,
they
have
attempted
to
do
some
things
that
would
point
out
the
number
of
accidents
which
are
really
important
for
having
a
traffic
study
and
being
able
to
implement
change.
What
we
have
found
is
the
residents
who
are
involved
in
automobile
accidents
choose
not
to
file
an
accident
report
to
avoid
higher
insurance
premiums.
Today,
we've
not
had
anybody
that
I
know
of
that
has
been
critically
injured,
but
it's
coming
specifically.
I
Congestion
on
Mountain
Creek
Road
is
getting
ready
to
get
even
heavier.
We
already
know
it
is
a
Avenue
to
get
from
Hixson
Pike
to
Signal
Mountain
Boulevard
Boulevard.
The
problem
is
going
to
happen
when
the
apartments
that
are
on
Runyon
Drive
are
completed
and
the
ones
that
are
on
Morrison
Springs
Road
are
completed.
This
road
is
going
to
have
a
huge
amount
of
traffic
running
back
and
forth
across
it
to
get
to
different
areas
of
town,
so
we
are
well
aware
of
what
is
coming.

for
the
friends
of
Mountain
Creek
our
petition
for
a
better
outcome
for
the
Quarry
has
over
5000
supporters.
We
support
the
intent
and
conclusions
of
the
Mountain
Creek
Corridor
land
use.
I
have
two
points
I'd
like
to
talk
about.
First
of
all,
section
5.3.
J
The
summary
of
recommendations
concludes
an
additional
rezoning
for
apartment
complexes
is
not
recommended
for
the
corridor
and
we
applaud
that
to
reiterate
the
basis
for
why
this
is
a
correct
recommendation
is
as
follows:
the
current
actual
makeup
of
the
corridor
by
dwelling
type
is
63
Apartments.
21.6
percent
are
one
and
16.5
percent
attached
single
family
units.

compared
to
the
actual
makeup
in
our
city
in
our
in
our
Corridor,
it's
6230
62-38.
In
other
words,
it's
exactly
inverted.
We
have
about
two
to
one
as
opposed
to
what
is
the
average
one
to
three
Apartments.
Therefore,
the
report's
conclusion
dismissing
the
need
for
additional
apartments
and
development
is
completely
appropriate.
Our
Corridor
is
disproportionately
saturated
with
Apartments
to
the
breaking
point
of
property
values.
The
corridor
study,
however,
dubiously,
encourages
the
development
of
so-called
missing
middle.

fact,
R1
has
become
the
missing
factor
and
therefore
puds
to
increase
density
at
the
expense
of
a
real
character
are
not
missing
at
all
that
the
heart
of
the
matter
for
a
good
person
to
call
the
residences
the
Quarry.
There
is
no
accessible
flat,
Green
Space
remaining
to
many
residents
of
Mountain
Creek
Road.
If
I
could
for
another
15
seconds,
all

excited
example
of
a
park.

Space
adjacent
to
the
Red
Bank
Elementary
School
is
a
hazardous
40-minute,
not
a
10-minute
walk
from
many
residents
hazardous,

many
of
the
streets
have
deep
ditches

sidewalks

curbs

alternative.

alternative,
the
alternative,
green
spaces,
the
Walden
Parks,
the
Walden
Ridge
bike
park,
when
it
actually
opens-
has
trails
that
are
not
flat
and
are
therefore
accessible
to
only
a
limited
number
of
users
and
realistically
it
is
for
the
benefit
of
the
widespread
cycling
community
and
not
ours.

a
complete
traffic
study
of
Mountain
Creek
Road,
the
traffic
is
bad
and
the
study
is
needed
and
there
shouldn't
be
any
other
construction
until
that's
done,
because
you
don't
know
what
effect
it's
going
to
have.

like
the
corridor
study
and
it's
correct
that
it
recommends.
Further
development
of
apartments
are
not
to
be
undertaken,
you've
heard
the
density
and
how
it
has
affected
things.
It
would
have
an
adverse
effect
on
property
values
and
we
simply
don't
need
Apartments
along
Mountain
Creek
Road.

discussions

office

human
resources

the
really
the
tireless
efforts

hearing
our
voices
and
sometimes
heated
discussions
about

all
the
issues
that
we've
had,
but
you
know
really
working
hard
to.
You

go
forward
and

improving
pay
and
and
working
conditions
for
this
for
city
employees.

Last
year,
last
fiscal
year,
Moccasin
Bend,
we
were
was
used
as
a
test
study
for
a
step
plan
that
was
implemented
with
really
with
I
think
with
great
success
in
placing
employees.
You
know
in
an
appropriate
pay
levels,
and
it
was
it's
been
very
much
appreciated
and
as
with
that
success,
you
know.
I
also,
of
course,
support
the
implementation
of
the
step
plan
for
all
employees.
So
this
really
has
been.
You
know
the
efforts
of
several
years
of
work.

Initially,
you

helping
employees
to
lift
them
out
of
poverty,
and
then
you
know
by
passing
the
15
an
hour
minimum
wage
unanimously.

like

remind

it
was
really

effort,

helps
you

both
attract
new
employees,

keeping

our

issue

having

meeting

pay
plan
step
plan
that
we've
been
working
for
for
years
and
you
you
recognize
the
need
for
us
to
really
look
into
that
and
mayor
Kelly
did
too
and
as
you've
heard
from
our
members
and
and
know
firsthand
last
year,
we
did
adopt
a
pay
plan
for
the
wastewater
treatment
workers
and
that
made
a
really
significant
difference
in
their
lives,
and
this
year's
budget
includes
a
similar
pay
plan
for
a
step
plan
for
General
government
employees,
and
we
think
this,
if
adopted,
is
a
really
important.

First
Step
it'll
provide
a
pathway
for
employees
to
advance
through
the
job
pays
plan.
Currently
we
don't
have
that
clear,
clear
path,
It'll
recognize
the
value
of
service
to
the
city,
and
if
it's
passed,
there's

to
be
an
immediate
significant
benefit
for
a
lot
of
employees.
Hundreds
of
employees
will
see
over
four
percent
increase
in
some
as
much
as
20

30
in
the
long
term.

will

important

because
it
creates

framework

employees
to
know
how

get
from
where
I
start

I

top

but
there's
obviously
going
to
be
ongoing

have
to

update

plan
periodically

we
keep

adopt

budget
