budget
season
and
with
budget
season
comes
decisions
and
votes
and
numbers
and
all
kinds
of
things
we're
gonna
we're
gonna
try
to
help
digest
some
of
what
the
county
has
released.

But
in
terms
of
the
proposal
that
that
staff
put
in
front
of
the
board
of
survivors
this
week,
I
I
guess
I
want
to
ask
first
off
what
are
some
of
the
highlights
for
you,
as
somebody
who's,
obviously
very
involved
and
integral
in
that
process.
What
sort
of
stood
out
to
you,
as
you
guys,
put
this
thing
together
and
put
this
before
the
board.

Is
you
know
this
was
a
unique
year?
Still
is
a
unique
year.
You
know
because
we're
not
done,
but
I
think
it's
the
you
know,
there's
so
many
different
economic
forces
that
are
coming
to
bear
on
the
budget
process.
It
really
makes
for
kind
of
a
a
weird
deal
and
a
couple
examples
of
that
in
the
housing
market.

Spending
more
of
their,
you
know,
monthly
income
on
housing,
and
so
I
think
that
that
helped
to
drive
up
sort
of
this
fundamental
change
and
how
much
housing
people
want
to
consume,
and
so
you
saw
that
flow
through
prices.
And
so
that's
you
know,
that's
something.
That's
never
happened.
The
last
time
we
saw
you
know
a
change
like
this
in
in
home
prices.

Was
really
involved
in
some
things:
fundamentals
in
the
housing
market
that
didn't
hold
up
and
that
sort
of
fell
apart.
This
one
feels
a
little
bit
different,
so
that's
something
you're
gonna
have
to
digest
and
figure
out
now.
We've
got.
You
know
the
supply
chain
crisis.
You
know
issues
all
across
the
world
have
caused
vehicle
values
to
really
you
know
skyrocket.
So
you
know
we're
trying
to
to
deal
with
that.
So
we've
got
all
these
kind
of
economic
forces
that
are
in
our
favor
if
you
will
from
a
revenue
perspective
right.

But
if
you
look,
I
think
at
the
broader
macro
economy
that
they
don't
all
show
up
as
positive.
So
you
know
we're
trying
to
balance.
You
know
the
needs
of
the
organization
and
what
we're
trying
to
do
for
the
community
versus
the
realities.
I
think
that
people
face
you
know
at
their
kitchen
table
as
they
say
every
single
day,
or
you
know,
I
mean
going
to
the
gas
pump-
is
not
a
pleasant
experience
for
any
of
us,
so
you
know,
I
think
we
have
to
try
to
find
that
balance
and
we've
been
using.

That
word
a
lot
throughout
this
process.
You
know
it
from
a
revenue
perspective.
You
know
some
of
these
streams.
Some
of
our
major
streams,
vehicles
and
real
property
right
have
never
been
stronger
right,
but
you
know
we
have
to
approach
and
say:
okay,
we
can't
realize
all
of
that
growth,
because
some
of
which
you
know,
I
think,
especially
on
the
vehicle
piece.
That's
going
to
come
crashing
back
down
earth
it.
Doesn't
those
values
do
not
have
this?
You
know
five
dollars
a
gallon
reality
built
into
them
right.

know,
I
think,
most
importantly,
you
know
we
have
a
you
know,
we're
real
pact,
I
think,
with
the
citizens
of
this
county,
that
you
know
we
are
going
to
limit.
You
know
the
financial
burden
on
right.
They
want
certain
things.
They
want
a
variety
of
things
we
have
to
be
responsive
to
that,
but
we
also
have
to
you
know,
recognize
that
there's
a
limit
you
know
to
what
we
can
ask
anybody
to
pay
in
terms
of
an
increase
in
any
given
year.
So
you
know
how
do
you
strike
that
balance?

As
you
guys
went
through
this
process,
obviously
the
the
decision
was
made.
You
know
a
while
ago
to
to
advertise
the
tax
rate
at
this
point
where
essentially,
there
was
going
to
be
a
cut.
It
was
just
a
question
of
how
much
and
then
you
guys
made
your
proposal
in
the
in
the
budget
yesterday,
what
went
into
the
decisions
on
the
tax
relief
side
and
what
are
some
of
the
things
that
folks
need
to
know
about
that
structure
going
forward.

Yeah,
I
know
I
think,
given
we
knew
the
housing
market,
you
know
if
you
we'd
have
done
this
last
summer,
I
could
have
told
you
home
prices
are
way
up
right,
everybody
in
it
totally
hurting
the
neighbor.
You
know
you
put
your
house
in
the
market
and
it's
gone
an
hour
later
I
mean
they're
calling
now
I
mean
you
get
an
email
or
text
from
somebody.
I
want
to
buy
your
house,
you
don't
know
who
it.

More
stream
of
consciousness
than
anything,
but
you
know
vehicle
values
we
use
in
ada.
It's
not
really
any
different
than
you
know.
If
you
go
take
your
car
to
carmax
or
wherever
I
mean
we're
all
drawn
off
a
central
database
for
that
we
don't
have
a
you
know,
a
team
of
vehicle
appraisers
that
go
out
and.

So
we're
using
sort
of
a
national
standard
to
set
those
and
then
the
choice
that
the
board
or
the
county
really
has
is
what
rate
or
when
we
talk
about
personal
property
tax
in
a
second
there's,
another
gauge
that
we
can
put
in
there.
But
the
value
is
what
the
value
is.
You
know
we
don't
have
any
role
in
that
we
pay
a
subscription
to
that
right
service
and
they
tell
us
what
it
is
and
we
send
the
letters
out
and
there
you
go
on
the
housing.

data
points
that
we're
using
to
kind
of
set
that
and
so
again
the
assessor's
office
just
says
these
are
the
market
values
of
these
homes
and
then
the
board
comes
in
and
says:
okay,
the
rate
we're
going
to
apply
that
equals
the
tax
bill.
So
you
know
just
caution,
people
say
well,
I
don't
think
my
you
know
the
county
says
my
health,
it's
not
the
county,
we're.

Folks,
who
have
been
involved
in
the
budget
process
you're
very
looking
forward
to
getting
to
the
other
side
of
it,
but
I'm
guessing
too,
as
you
went
to
as
you
went
through
this
process,
you
mentioned
earlier
how
different
a
year
this
was
how
different
a
year
was
this
in
terms
of
not
just
you
know
the
last.
You
know
few
weeks
in
terms
of
you
know
whether
you
know
geopolitical
forces
it
will,
but
then
beyond
that
with
inflation,
and
certainly
some
of
the
other
costs
that-
and
I
think
that's
something.

That's
important
for
folks
understand
that
the
county
has
to
understand
not
just
like
how
much
money
is
coming
in,
but
how
much
money
is
going
to
have
to
go
out
through
the
course
of
a
year,
and
so
there's
a
lot
that
has
to
go
in
that,
and
that
was
one
of
the
things
I
think
I
took
away
from
the
presentations
that
different
directors
made.
Yesterday
is
just
how
much
like
you
have
to
almost
plan
for
uncertainty.
How
what
was
that
process.

That's
a
good
point
this
you
know
ukrainian
issue
is,
you
know
the
same
thing,
but
I
mean
you
think
what
that
drops
in
the
middle
right
of
a
budget
process
it
causes
gas
prices
essentially
to
skyrocket,
to
all-time
highs.
You
know
we
didn't
build
that
in
when
we
start
this
process
from
you
know,
building
blocks
back
in
september.

You
know,
that's
not
something
that
you're
gonna
factor
you're
not
going
to
factor
covan
in
so
you
really
have
to
be
very
nimble
and
when
we
talk
to
the
community
all
the
time
about
process
and
kind
of
where
we
are
and
it's
you
know
an
ongoing
thing,
and
you
know
we
can
it's
going
to
change.
I
mean
we
really
really
mean
it
because
you
know
we
are
literally
responding
to
the
headlines
of
the
day
and
you
know.

Well,
that's
a
good
example!
So,
a
year
ago
you
know
we
knew
we
just
come
off
the
public
safety
pace,
study
dealing
with
compression
and
all
that
means
it's
a
fancy
word
such
that
you
know
over
time,
particularly
in
the
last
10
years.
We
didn't
have
a
lot
of
increases
yeah
in
in
salary,
but
you
have
to
increase
starting
salary
to
kind
of
remain
competitive,
to
keep
people
coming
in
one
side
of
the
of
the
pipeline.

It
people
kind
of
get
jumbled
together
right.
If
you
put
all
the
salaries-
and
you
know,
plotting
them
online,
they
kind
of
get
on
top
of
one
another.
So
somebody
that
has
more
years
of
service
is
making.
You
know
in
this
rough
example
the
same
as
somebody
who
has
five
years
less
right,
so
last
year
was
really
about
on
the
county
in
school.

So
I
was
trying
to
clean
that
up
and
spread
that
accordion
back
out
and
then
we
said
all
right
next
year
we're
going
to
come
back
and
look
at
the
balance
of
the
workforce
and
kind
of
see
what's
going
on,
but
even
with
you
know,
so
we
set
that
process
out.
We
hired
a
consultant
in
the
summer
started
working
in
the
fall,
but
you
know
look
how
much
you
know
the
wage
environment
has
changed.

August
september,
up
until
right
now
I
mean
it's,
you
know
that
has
been
a
very
turbulent
space,
so
try
to.
I
think
we've
had
to
go
up,
go
back
to
the
the
drawing
board.
You
know
three
or
four
times
and
the
state
comes
out
says
we're
gonna.
Do
a
five
percent
raise?
Well,
okay!
You
know
we
want
to
try
to
match
that
they're
a
big
competitor
of
ours.
So
you
know,
I
think,
just
to
my
last
point.
It's
a
very
dynamic
environment.
I
think
we
have
landed
in
a
good
spot.

Where
what
happened
yesterday,
I
said
today
is
the
the
tenth
day
of
march
yesterday
was
the
ninth,
the
county
administrator
just
proposed
his
overall
budget
right
yesterday.
So
tonight
we
begin
community
meetings
really
for
the
next
two
weeks
that
culminates
more
or
less
on
the
23rd
of
march
for
the
public
hearing.
That's
when
a
community
has
the
chance
to
come
and
address
the
entire
board,
but
you
can
do
that
in
a
number
of
ways.
Obviously,.
A

Don't
have
to
do
it
in
person
anymore.
We
do
have
an
in-person
opportunity.
The
next
you
know
there's
five
of
these
town
halls,
one
per
district.
You
can
come
to
any
one,
you
want.
We
do
it
on
facebook,
you
come
on
the
23rd.
You
can
send
an
email,
you
can
send
a
letter,
so
we
really
earn
kind
of
that
opinion
and
sort
of
feedback
gathering
process.

Of
things
like
you're
talking
about
on
recruitment
retention,
salaries,
workforce,
but
the
other
thing,
the
biggest
initiative
and
those
are
kind
of
one
two.
Well,
let's,
let's
say:
there's
no
two-legged
stool,
brads,
the
three-legged
right
three
main
parts.
We
got
the
referendum
in
here
at
540
million,
so
we
can
talk
about
that.
It's
tax
relief,
it's
you
know,
honoring,
that
that
long-term
pack
with
the
citizens
that
work
you
know
in
chesterfield
county.
We
are
going
to
manage
spending.

Know
in
hand
so
on
the
tax
relief
piece
going
back
to
where
we
were,
you
don't
serve
lunch
at
this
dude.
No,
no,
no
that's
rough.
Do
I
say
he's
doing
this
at
noon.
Folks,
there's
no
food,
there's!
No
anything!
It's
all
my
fault
yeah
anyway.
So
the
tax
relief
piece-
and
I
think
the
key
for
us
is:
we
have
there's
a
number
of
ways.
We
can
provide
financial
relief
to
the
community
and
we
have
tried
to
do
something
in
each
one
of
those
columns
right.

So
you
know,
I
think
the
big
font,
as
dr
casey
says,
and
what
the
newspaper
kind
of
gloms
onto
is
the
real
estate
rate.
You
know
what
are
you
doing
with
that,
but
that's
not
the
only
way
right
in
this
budget.
You
know
right
not
really
even
the
largest
way
that
we
are
able
to.
You
know
provide
relief
to
folks,
so
the
real
estate
rate,
every
penny
reduction
is
a
five
million
dollar.
You
know
revenue
consequence
if
you
will
so
we're
at
95
cents.

Our
rate
has
steadily
come
down
for
the
last
20
years,
but
we
haven't
lowered
the
rate
in
you
know,
four
or
five
years
so
right
this
year.
What
the
county
ministry
proposed
yesterday
was
going
from
the
95
to
92
cents.
That's
a
three
cent
reduction.
That's
a
15
million
dollar.
You
know
of
tax
relief,
albeit
you
know,
the
bills
are
still
going
up,
but
we're
trying
to
limit
that
increase
and
that's
an
important
disclosure
and
we're
not
sitting
here
saying
you're,
paying
less
taxes
that
you
were
a
year
ago.
B
But
certainly
we
want
to
you
know,
strike
that
balance.
Everything
is
going
up,
the
cost
of
you
name
it
and
the
cost
of
you
know.
Local
government
services
is
going
to
go
up,
but
we
have
an
obligation
to
sort
of
curtail
right.
You
know
what
that
increase
is,
but
you
know
we
don't
want
to
put
all
of
our
eggs
in
that
basket,
because
if
you
lower
the
real
estate
rate
too
low
and
values
do
something
you
know
kind
of
quirky
like
they
did
a
few
years
ago.

Well,
then,
you
know
now
you
face
the
possibility
possibility
of
having
to
raise
that
rate
back
up
and
that's
that's
a
bad
day
for
everyone
involved
right.
So
you
want
to
do
that
in
kind
of
a
moderate.
You
know
slow
fashion
if
you
will
and
we've
also
looking
at
personal
property
we've
just
talked
about.
You
know:
vehicle
values,
it's
looking
at
what
happened
last
year,
supply
demand
causing
prices
to
go
up.
It's
not
looking
at
it
right
now
and
everybody
can
say
well,
I
can't
go
out
and
get
that
from
my
truck
with
five.

So
what
the
board
is
is
entertaining
right
now
from
the
county
administrator
is
in
this
a
little
side
story,
jim
gilmore
republican
governor
many
years
ago,
set
out
to
eliminate
the
car
tax
and
he
put
a
pot
of
money
in
the
state
budget
that
comes
to
localities
to
offset
car
tax
bills
throughout
the
commonwealth
right.
The
problem
is
whatever
I
don't
know
what
year?
What
do
you
already
think
that
I
was
oh.
B
Years
ago,
that
amount
of
money
hasn't
increased
over
time
right.
So
what
has
happened
is
you
know
we
get
41
million
dollars
in
state
to
do
that,
but
since
that
first
check
came
in
the
value
of
our
total,
you
know
vehicle
fleet,
if
you
will
of
all
the
residents
in
the
county,
has
gone
up
dramatically.
B

So
what
the
board
is
is
kicking
around
now
is
taking
that
relief
percentage
from
46
and
upping
it
to
55
percent
to
really
sort
of
manage
those
increases
that
folks
are
are
facing
right
that
doesn't
change
the
value
of
your
vehicle.
You
people
wouldn't
want
that,
ultimately,
at
the
end
of
the
day,
but
by
adjusting
that
relief
percentage
and
it's
something
we've
never
done
in
chesterfield
county
because
it's
you
know,
we've
never
really
seen
this
kind
of
phenomenon,
maybe
right,
except
for
you
know,
cash
for
clunkers
and
other.

It's
really
important
that
you
know
effectively
it's
almost
a
10
reduction
in
your
bill
by
upping
that
relief
percentage.
So
that's
just
dollars
that
won't
come
in
we're
not
going
to
get
more
money
from
the
state
right,
but
we're
it's,
and
it
actually
turns
out
to
about
another
15
million
dollars
of
relief
that
you
know
we're
able
to
grant
so
again.
You're.
You
know
we're
pulling
this
lever
pulling
this
lever,
we're
not
grabbing
one
altogether
and
in
this
instance
we
don't
actually
affect
the
tax
rate
for
a
vehicle.

So
next
year,
if
you
know
values,
you
know
go
down
significantly,
you
know
we
can
reevaluate.
You
know
next
year
and
here's
just
sort
of
an
oddities,
and
you
get
me
talking
about
budgets
this
this
personal
property
issue,
it's
it's
for
the
current
fiscal
year,
so
our
fiscal
year
is
july,
1
to
june
30..
Okay,
so
talk
about
building
a
budget.
This
is
kind
of
how
we're
trying
to
do.
This
is
how
many
tea
leaves
you
have
to
read.

That
right
now
we're
gonna
have
to
come
back
for
another
show
to
bring
a
real
estate
agent
in
here.
Well,
we
we
won't
hold
that
against
you,
but
the
bill
that
chesterfield
residents
are
going
to
get
in
the
mail
in
mid-april
that
hits
the
current
fiscal
year.
The
budget
that
we're
talking
about
begins
july
1.,
so
I'm
trying
to
when
I'm
talking
about
a
budgeted
revenue,
I'm
talking
about
what
vehicle
values
are
going
to
be
a
year
from
now
right.

So
we've
got
to
deal
with
this
issue
in
the
current
year,
provide
relief
and
then
predict
what
values
are
going
to
be.
I
mean
if
anybody
can
figure
out,
what's
going
to
happen.
You
know
12
months
from
now
with
something
like
that.
I
mean
that's,
that's
you
know
just
how
intricate
it
can
get,
but
bottom
line
at
the
end
of
the
day,
15
million
dollars
in
property,
tax
relief,
15
million
in
personal
property
tax
relief.
A
number
of
years
ago,
the
board
increased
the
vehicle
registration
fee
and
the
state
sets
what
those
can
be.
B
They
give
you
a
maximum.
We
increase
it
from
20
to
40
dollars,
but
since
then
other
revenue
streams
have
been
opened
up
by
the
state,
so
we
reduced
that
back
down
to
20.
So
that's
you
know
for
every
vehicle.
You
get.
That's
that's
another
20
back
in
your
pocket.
It
seems
like
the
average
household
has
about
three
cars.
So
that's
60
bucks
back.
That's
the
equivalency
of
another
penny
and
a
half
on
the
real
estate
rate.

So
you
know
we
could
have,
and
we
could
have
done
that
in
a
number
of
ways
we
could
have
said
well
we're
going
to
take.
You
know
the
real
estate
rate
down
four
and
a
half
cents
or
we're
going
to
take
it
out
of
the
vehicle
registration
fee.
So
again
we
tried
to
pull
as
many
levers
business
license.
Tax
we've
raised
the
the
threshold
at
which
businesses
pay.
You
have
to
have
a
certain
amount
of
gross
receipts
before
you
get
essentially
into
the
tax
schedule.

So
we've
raised
that
threshold
up
so
now
we've
got
two-thirds
of
businesses
that
don't
pay
on
the
schedule.
They
pay
more
of
a
flat
fee.
So
that's
you
know
really
aimed
at
the
small
business
you
know
in
chesterfield
county
so
trying
to
provide
them
some
relief.
We
increased
all
of
the
senior
tax
relief
thresholds
up
by
six
percent.
The
board
did
that
you
know
back
in
december
as
well,
so
it
is
it's
the
broadest
package
of
tax
relief
that
we've
ever
right.
You
know
put
into
a
budget,
but
I
think
it
just
recognizes.

So
but
you
know
that
car
tax
bill
goes
down
and
the
vehicle
registration
bill
goes
down
for
someone
living
in
an
apartment.
You
know
we're
able
to
hit
them
as
well.
So
it's
a
carefully
crafted
package.
It
tries
to
have
something
for
everybody,
and
you
know
all
in
all.
If
you
add
all
the
pieces
together,
it's
over
52
million
dollars
of
of
relief,
and
that
would
be
you
know,
essentially
the
largest
component
in
terms
of
an
increase
as
part
of
the
fy
23.
You
know
financial
plan.

Right
you
mentioned
referendum.
I
want
to
get
you
out
on
this.
Obviously
you
know
every
every
budget
is
not.
You
know
it's
not
in
a
vacuum
right.
They
all
sort
of
exist
around
each
other
and
certainly,
as
you
talked
about
there's
a
lot
that
goes
into
like
you're
you're,
not
just
looking
in
right.
Now,
it's
it's
what's
down
the
road
what's
also
down
the
road
for
us
is
a
potential
bond
referendum
coming
in
the
fall,
and
I'm
just
curious.

Yeah,
so
when
we
talk
about
the
operating
budget,
it's
kind
of
the
day-to-day,
it's
the
it's
the
people
side
of
the
budget
right
and
for
us
it's
really
that
investment
in
the
workforce
that
you
know
we've
touched
on
a
little
bit
here,
but
you
know
the
other
piece.
The
major
piece
of
anybody
is
the
capital
plan
and
that's
the
bricks
and
mortar
right
of
a
particular
budget,
and
this
year
in
particular,
we
have
a
we're
going
out
to
ask
the
public
to
approve
a
referendum.

That's
just
again
a
fancy
word
for
a
ballot
initiative
where
we
asked
the
community
to
approve
a
slate
of
projects
that
allows
us
to
go
out
at
the
end
of
the
day.
All
it
means
we
can
borrow
money
at
the
lowest
rate
possible
right,
and
so
that's
really
important,
because
that
keeps
interest
costs
down,
keeps
more
of
the
tax
dollars
actually
going
into
facilities
as
pay-
and
you
know
again
the
interest
part
of
it
that
mortgage
payment
is
is
more
principle
and
less.

Look
as
as
last
time,
I
checked
you're
sort
of
high
up
in
the
pecking
order.
So
if
you
wanted
to
come
back,
you
can
just
make
that
happen.
You
know
that's
just
how
these
things
work,
but
no,
I
appreciate
you

Obviously
there's
a
lot
that
goes
into
this,
so
folks
should

out

their
public

get
out
to
