On the latest episode of Chesterfield Behind the Mic, we talk to Leslie Haley of the Chesterfield County (VA) Board of Supervisors about her path to public service and how intentionality has always helped to shape her views. We discuss her time working with PTA groups and get her point of view on projects like Village of Midlothian, Spring Rock Green, and Upper Magnolia before talking about the recent round re-evaluations and how that impacts the upcoming budget.

know
one
day
one
day
I
want
to
be
a
member
of
the
board
of
supervisors.
You
know,
like
I
think,
as
a
kid.
You
know
you
think
of
all
these
different
things
that
you
want
to
do
in
life
and
I'm
just
curious.
Where
was
for
you
that
the
idea
of
being
a
member
of
the
board
of
supervisors
came
onto
the
radar
like?
Where
did
it
start
for
you.

That's
what
it
becomes
for
you,
so
you
know
for
me
really.
It
goes
back
to
my
when
my
oldest
was
five
and
in
kindergarten.
I
distinctly
remember
having
these
conversations,
so
I
recognized
my
talent
was
not
volunteering
in
the
cafeteria
when
a
kid
shot.
Chocolate
milk
at
me
through
a
straw,
and
I
couldn't.

On
2004
school
bond
referendum
advanced
into
being
county
council,
president
of
all
the
ptas
in
the
entire
county
and
had
some
real
insights
into
our
schools.
But
when
discussions
came
up
about
running
for
school
board,
I
was
like.
I
don't
really
think
that
might
be
the
best
match
of
my
talents
or
my
knee
or
or
this
community's
needs.
There
are
lots
of
other
people
to
do
that.
I
do
really
well
in
the
on
the
policy
piece
got
involved
in
some
foundations
that
did
some
work
in
the
community
with.

You
know
quite
candidly,
my
kids,
my
youngest,
was
a
senior
in
high
school.
I
was
the
pto
president
at
midlothian
high
school
and
I
was
very
vested
in
the
community
and
thought.
Well,
you
know.
I
think
that
I
could
bring
some
value
to
discussions
that
involved
schools,
but
also
land
use,
community
and.
A
I'm
curious,
though,
because
it's
it's
got
to
be,
you
know
considering
the
background
and
considering
sort
of
like
it
almost
sounds
like
you
sort
of.
Maybe
this
is
the
wrong
term,
but
you
sort
of
stumbled
into
it
in
a
way
like
it.
Just
was
like
oh
I'll
do
this
and
then
I
was
like
well.
That
makes
sense
I'll
do
that
and
as
you
sort
of
got
more
involved
and
more
involved,
the
ball
just
sort
of
started
rolling
as
you
look
back
on
it,
how
has
your
perspective
changed
from
the
time?

Right-
and
I
imagine
too,
that
there's
a
balance
right
between
what's
good
for
the
district
you
serve
and
what's
good
for
the
county
as
a
whole,
that
everybody
serves
right,
that
everybody's
a
part
of,
and
I
can
imagine
as
we
get
into
some
of
the
things
specific
to
your
district
and
in
it.
I
know
that
you
know
whether
it's
spring
rock
green,
whether
it's
a
village
and
there's
a
lot
of
stuff
happening.
A
You
know
in
in
your
neck
of
the
woods
so
to
speak,
and
I'm
curious
to
just
kind
of
get
your
point
of
view
on
those
two
specifically.
Obviously,
you
know
given
sort
of
where
things
are.
It
takes
a
long
time
for
it,
sometimes
for
for
things
to
sort
of
come
online
right.
So
you
you
know,
the
board
makes
the
decision,
the
county
moves
in
a
direction,
and
it
takes
a
little
bit
of
time
for
a
thing
to
to
sort
of
sprout
up
for
a
thing
that
was
planned
to
become
a
thing.

Differs
upon
where
you
are
so
the
village
concept
is
is
very
different
than
what
we're
going
to
do
at
spring
rock
green,
but
there's
intentional
planning
and
there's
intentional
reinvestment
and
it
it
gives
people.
You
know
it
supports
all
the
communities
that
that
are
around
that,
and
so
you
know
I
know
with
the
village
plan.

Right
and
the
opportunity
to,
I
think
that,
as
you
look
through,
you
know
developments,
not
just
you
know
in
the
richmond
area,
but
in
so
many
places
it
makes
use
of
such
a
a
common
theme
right
and
so
many
things
that
people
want
to
do.
It's
not
just
you
know
you
want
to
live.
You
want
to
work.
You
want
to
play.
You
want
to
be
able
to
walk
around.
You
want
to
be
able
to
to
to
move
about.

Do
you
feel
like
there
were
lessons
that
you
learned
through
the
first
through
the
through
the
like
one
process,
you
know
one.
You
know
you
mentioned
intentional
intentional
planning
that
you,
you
kind
of
apply
in
the
second
in
terms
of
bringing
spring
rock
green
on,
like
what
sort
of
lessons
do
you
feel
like
were
learned
and
applied
as
that
process
move
forward.

Well,
I
think
one
of
the
things
we've
learned
is
that
that
you
know
people
get
very
confused
over
this
issue
of
proffers
and
they
believe
that
the
proffers
that
we
get
out
of
development
really
benefit
the
county
in
ways
that
and
financially
benefit
the
county
in
ways.
You
know
the
first
thing
I'll
say,
and
so
the
elimination
of
proffers
and
are
looking
at
proffers
differently
was
driven
not
only
by
legislation,
but
by
intentional
conversation
in
the.

Too
right
speaking
of
intentional,
let's
talk
a
little
about
upper
magnolia
in
terms
of
the
bigger
picture
for
the
county,
obviously
that
that's
a
huge
piece
of
property
in
in
a
part
of
central
virginia
which
doesn't
have
a
lot
of
huge
pieces
of
property
and
it's
a
potential
as
as
jason
okube
came
on
the
show
and
talked
about.
You
know
a
transformative
opportunity
for
accounting
for
for
virginia.
A
You
know
for
central
virginia
for
the
whole
commonwealth
as
a
whole
and
I'm
curious
to
get
your
point
of
view
in
terms
of
sort
of
the
intentionality
and
how
important
it
is
for
the
county
to
be
involved
at
that
at
the
level.
It
is
for
this
property
in
terms
of
having
those
conversations
with
with
residents
of
the
county
with
folks
who
live
around
there.
Folks
who
live
even
you
know
a
ways
away
live
as
far
away
as
your
district
about
what
that
property.

So
when
that
conversation
started,
meaning
that
we
had
an
opportunity
to
purchase
that
property
which,
by
the
way
is
zoned
residential,
which
would
be
5
000
plus
residential
homes,
which
I
don't
think
anybody
really
thinks,
is
the
next
most
attractive
use
for
that
right.
You
know
we
had
very
intentional
conversations
with
the
board
and
and
our
economic
development
folks
about
the
opportunity
exist:
the
opportunity
to
acquire
future
government
land
for
schools
brush.

And
so
I
know
it
when
you
talk
advanced
manufacturing,
it
makes
folks
anxious,
but
when
you
put
the
scripts
on
it
that
we've
talked
about
as
far
as
what
we're
looking
for
what
we're
looking
for
looking
to
attract,
you
know
we're
looking
futuristically
we're
looking
down
the
line
to
say
this
is
and
would
be
a
fabulous
opportunity
to
bring
an
employment
center.
We
already
know
we
have
great
educational
opportunities
here.
Vcu's
engineering
school
is
an
exact
example
that
has
been
expanded
based
upon
a
model
that
fits
central
virginia
and
having
employment
center
opportunities
to
keep.

As
in
terms
of
the
the
project
as
a
whole,
how
important
is
the
idea
of
not
just
the
intentionality
of
the
use
case
right
that
it's
not
going
to
be
to
you
to
use
your
example
from
pittsburgh?
That's
not
going
to
be
some
smelly
plant
right
that
that
that
this
is
going
to
be
because
the
county
is
so
involved.

How
important
is
that,
in
your
opinion,
in
terms
of
the
decisions
that
can
be
made
because,
like
you
said
if
it
was
a
if
it
was
just
strictly
residential,
it
would
be
almost
catastrophic
for
the
for
the
for
the
you
know
the
roads
and
the
network
and
everything,
but
in
terms
of
what
it
means
to
to
the
county
as
a
whole
to
have
a
potential.
You
know
professional.
You
know,
opportunity
there
to
have
a
place
where
you
know
high
school
graduates
from
chesterfield
can
go
and
earn
good
money
doing
good
work
here
at
home.

You
know
work
through
our
economic
development
and
and
meadowville
technology
which
started
before
that
obviously
was
part
of
that,
but
doing
things
like
taking
spring
rock
green
opportunities.
Taking
opportunities
like
this
to
say
you
know
what
we're
going
to
take
advantage
of
all
the
fabulous
attributes.
We.
A

Everybody
all
the
way
around,
but
we're
go,
but
we
are
also
being
very
intentional
about
the
protections
we're
putting
in
place
regarding
what
we're
looking
to
attract
there.
We're
not
looking
to
attract
the
smoke
stack.
I'm
not
I'm
not
even
sure
people
are
building
smokestack
industries
anymore,
but.

Extent
right
we're
very
intentional
about
what
that
is,
the
technology
aspect
of
what
that
is-
and
you
know
folks
need
to
understand.
We've
been
talking
about
this
po
white
extension
for
years
that
po
white
extension
comes
at
a
cost
of
close
to
700
million
dollars
right.
You
know
we,
we
can't
write
a
check
for
700
million
dollars
I'll.

You
know,
springer
green
intentional
also
implies
to
the
you
know
the
budget
you
mentioned
just
a
second
ago,
the
idea
of
the
balance
and
the
tax
base
between
residential
property
taxes
and
then
also
sort
of
business
tax
and
what
you
get
from
you
know
other
sources
of
revenue
and,
as
we
look
at
you
know
as
the
budget
season
approaches,
and
certainly
the
county
has
already
advertised,
you
know
the
rate
can't
you
know
the
rate
is
certainly
not
going
up.
I
mean
that
point
that
much
is
100.
A
But
it
certainly
seems
to
me,
as
you
made
a
point
just
a
second
ago
about
you,
know
that
that
balance
in
the
tax
base,
that,
as
we
look
at
the
reevaluations,
what
a
perfect
time
in
a
sense
to
also
have
this
opportunity
at
upper
mag,
because
there
are
so
many
people
who
are.
You
know
like
me,
getting
a
you
know
sheet
and
looking
at
and
thinking
like
whoa
like
that
that
tax
assessment
is
is
a
little
crazy
and
I
know
that
we're
and
not
just
it's
not
just
locally.
I
mean
this
is
everywhere
right.
A
But
what
a?
What
a
perfect
example
of?
Well,
that's
a
that's
a
pain
point
for
residents
that
this
type
of
opportunity
can
sort
of
alleviate
some
from,
and
so,
as
we
talk
about
the
budget
and
re-evaluations,
I'm
just
curious
what
you've
heard
from
not
just
from
folks
who
obviously
are
concerned
about
the
re-evaluations
and
where
assessments
and
everything
are
going.
But
then,
in
terms
of
the
the
role
of
the
board
to
sort
of
address
that
concern
directly
as
we
go
through
the
budget.

Have
already
put
out
there
that
the
max
would
be
93.
we're
going
to
drop
it
at
least
two
cents.
Obviously
we're
having
conversations
as
to
what
the
right
number
is,
and
that
conversation
involves
all
the
other
ancillary
issues
like
what
it
the
inflationary
index.
As
we
know,
right
now
is
escalating,
and
where
does
that
max
out
which
affects
all
the
costs
of
running
services
as
well,
both
on
the
school
side
and
the
county
side?

I'm
just
curious
from
your
point
of
view,
as
a
as
a
supervisor,
how
you
know
what
it
means
to
you
to
be
able
to
have
that
opportunity
to

bring

relief

folks

balance
that
out.
I'm
just
curious
from
your
point
of
view
what
that
opportunity
is
like
for
you.
