Planning Director Andy Gillies provided the Board with an update on the new Enterprise Land Management (ELM) tool and other recent activities, successes and future initiatives.

today's
a
presentation
to
give
you
just
a
quick
overview
and
progress
report
on
the
Enterprise
Land
Management
program,
also
known
as
Elm.
You
guys
have
seen
that
for
a
couple
years
now
that
was
a
a
name
that
was
given
to
us
through
IST,
to
kind
of
the
combination
and
consolidation
of
a
lot
of
our
different
software
packages
that
handle
a
lot
of
our
different
types
of
development
review
processes.

Since
we
went
live
with
Elm,
which
was
in
February
of
2021
I
personally
think
it's
one
of
the
quiet
success
stories
that
came
out
of
the
pandemic.
It's
really
been
a
good
experience
for
us.
We've
made
a
lot
of
changes
and
I
think
with
some
of
the
numbers
I'm
going
to
provide
you
in
a
minute,
you'll
see
how
much
change
it's
really
caused
the
Community
Development
departments
and
the
division
in
our
building.
How
much
it's
changed,
how
we
do
business
moving
forward?

What
is
Elm
and
what
does
it
do
just
a
very
simple
definition
of
what
Elm
is?
Is
it
I
would
call
it
a
very
comprehensive
plans
and
permits,
review
and
application
software
package
or
system
Acela
was
the
company
that
developed
it
for
us,
we
have
a
very
customized
system.
That's
been
developed
over
the
the
three
or
four
years
that
we
we
were
in
development
for
that
and
what
Elm
does?
Is
it
really
does
replace
about
eight
different
software
programs
that
were
currently
used
within
the
county?

Over
the
years,
almost
every
County
department
had
involved
involved
in
the
review
process,
had
developed
their
own
software
package
and
we're
using
their
particular
software
package,
then,
and
then
comparing
it
to
someone
else's
environmental,
engineerings
or
planning
or
bi.
All
of
us.
We
had
to
toggle
back
and
forth
between
all
the
different
software
packages
to
review
a
a
a
application
or
a
permit
or
so
forth.

The
elimination
of
eight
of
those
different
software
packages
into
the
one
program
that
is
Elm
was
a
Monumental
step
forward
and
really
brought
us
into
this
Century.
In
reference
to
plans
review.
C
It
also
allows
departments
to
review
the
from
a
one
source
and
in
real
time
so
as
environmental
engineering
or
planning
or
Transportation
would
be
reviewing
a
particular
permit
request
or
or
or
or
application
once
they
have
finished
their
comments
and
so
forth.
It
goes
into
Elm
and
that
information
is,
if
not
immediately,
but
very
soon,
Consolidated
and
passed
on
to
the
applicant.
So
there's
a
lot
quicker
handoff
to
the
applicant
as
to
what
things
still
need
to
be
done
and
things
to
be
submitted
within
their
projects.

It
also
stores
all
this
project
information
into
One
Source.
Before
again,
we
had
these
eight
different
systems
and
everybody
had
to
pull
from
those
to
kind
of
see
what
was
stored
in
in
the
past.
And
now
we
have
that
all
into
one
Consolidated
system,
and
it
also
provides
us
a
very
accurate
tracking
system
for
all
the
submittals.
So
if
someone
makes
a
submittal
and
they
want
to
know
where
their
project
is,
they
can
go
online
and
they
can
see
what
progress
has
been
made
on
that
particular
permit
or
application.

And
finally,
there
is
an
automatic
ability
within
Elm
to
take
the
information
and
all
the
data
and
all
the
profits
and
and
commitments
things
that
maybe
have
come
out
of
a
zoning
case
and
then
automatically
provide
that
to
the
next
level.
Once
the
site
plan
gets
submitted
for
that
particular
project,
all
the
information
all
that
work
that
has
already
been
done
from
a
zoning
level
is
automatically
kind
of
folded
into
that
that
information
file,
and
so
the
the
plans
reviewers
do
not
have
to
go.

know
do
a
dissertation
trying
to
figure
out
all
the
information
they
can
get
right
into
reviewing
the
site
plan
and
make
sure
all
the
elements
that
were
necessary
within
the
zoning
case
are
being
met
with
the
with
the
site
plan
submittal
that
they're
having
in
addition
to
that,
what
does
Elm
do
for
the
clients
and
you
know
by
clients,
I'm
meaning
the
developers,
the
the
builders,
the
contractors,
the
subcontractors,
everybody
that
is
getting
online
and
trying
to
do
business
in
Chesterfield
from
a
development
standpoint,
and
it
allows
them
to
do
everything
online
if
they
want
to
and
we're
finding
that
you
know
about
85
percent
of
every
all
the
applications
are
being
done
online
now
and
it
not
only
does
it
free
the
the
client
up
from
having
to
come
into
our
offices
and
wait
in
line
and
and
talk
to
somebody
in
person,
but
it
also
allows
them
to
you
know
to
make
an
application
24
7.

If
they
decide
they
want
to
do
it
at
you
know
12
o'clock
at
night,
then
they
could
go
on
to
our
assist
onto
the
elm
system
and
make
that
application
immediately.
They
can
also
pay
their
fees
online
and
all
the
resubmittals
that
are
necessary
for
as
the
process
moves
forward
can
be
done
online,
so
it
saves
paper
also
saves
a
lot
of
time
we
used
to
require,
like
15
sets
of
paper,
to
be
submitted
each
time
you
made
a
resubmittal.

Now
that's
done
electronically
or
digitally,
and
only
at
the
last
you
know
round
of
final
approval.
Are
we
getting
paper
copies
and,
and
only
five
at
that
point,
not
fifteen,
so
that
we've
really
limited
the
amount
of
paper
that
we're
collecting
too
it's
and
then,
most
importantly,
I
think
is
just
we're
allowing
citizens
to
find
more
information
out
about
zoning
cases
and
site
plans
as
they
come
forward,
it's
a
place.

They
can
go
anytime
any
time
of
day
or
night
and
basically,
if
they
have
a
record
number
on
a
particular
case,
they
can
plug
that
into
the
elm
portal
and
find
out
information
about
that
particular
case,
and
that
saves
them
having
to
call
us
and
and
and
be
connected
to
a
planner
or
to
an
engineer
or
something
on
a
particular
project
that
information
can
be
done
directly
through
the
elm
system
and
that
that's
a
huge
inch
change
for
the
way
we
used
to
do
business
and
It
sped
things
up,
consider
considerably
some
and
and
also
you
know
over
the
years
I've
been
here,
we've
we've
had
you
know,
questions
about
transparency
and
not
having
enough
information
to
the
general
public
everything
now
from
the
application
to
final
action.

We
are
putting
on
Elm.
So
if
somebody
wants
to
read
about
TRC
comments,
they
can
go
on
to
the
element
they
can.
They
can
see
that
if
they
want
to
see
the
staff
report,
they
want
to
see
the
application
that
the
that
they
made
at
the
with
the
original
submittal
of
their
zoning
case
or
site
plan,
all
that's
available
within
the
elm
portal.

Some
of
the
the
numbers
that
you
see
here
are
what
we've
done
since
we
went
live
in
February
of
2021,
almost
66,
almost
66,
000
building
permits
and
that's
you
know
all
types
and
trades
of
building
permits
that
have
come
through
that.
That
itself
is
a
pretty
staggering
number
2700
zoning
applications
and
development
plans,
that
site
plans
that
subdivisions
plants
and
so
forth.

All
those
almost
nine
thousand
Water
and
Sewer
applications
have
gone
through
the
the
the
elm
system
too,
as
well
as
land
disturbance
permits
going
through
that
process
too.

You
think
just
of
this
this
you
add
all
these
up.
It's
about
78,
000
permits
or
applications.
Each
one
of
those
would
have
typically
before
pandemic
or
before
Elm
would
have
required
at
least
one
trip
to
our
office
to
kind
of
get
the
whole
process
started
and
pay
your
fees
and
all
that
now
you
can
do
it
all
online
and.

One
of
the
the
most
useful
tools
of
the
elm
system
and
it's
to
everyone's
access
is,
is
the
elm
online
portal,
and
you
just
heard
about
the
revenues
portal.
Ours
is
a
I
think
a
bit
more
elaborate
offers
a
lot
more
different
types
of
permits
and
and
applications
that
can
be
reviewed.
We've
got
about
40
different
permits
and
applications
within
the
elm
system,
so
there's
a
whole
plethora
of
things
that
you
can
pull
from
that
particular
system.

a
very
simple
way
to
go
if
you
go
into
chesterfield.com
and
on
the
little
search
icon
kind
of
bubble
in
the
middle
of
there
and
you
type
in
Elm,
Elm
it'll
pop
up
that
you
can
go
to
the
elm
portal
and
get
you
basically
started
with
this
process
and
would
bring
you
to
kind
of
the
login
page
which
I
have
right
here
before
you.
What
I
have
circled
up
here
on
the
upper
right
in
red
is
is
the
search
area.

can
go
to
the
record
info
kind
of
column
right
there
and
that
would
allow
you
to
kind
of
move
forward
with
some
of
the
information
just
general
information
about
the
case,
and
then
it
has
a
pull
down
a
kind
of
scroll
up
menu
that
comes
off
of
record
information
and
just
to
make
this
quick,
the
ID
going
to
the
attachment
section
of
that
really
does
start
to
list
all
the
things
that
the
case
has
involved
in
it
from
the
application
to
the
TRC
comments
to
maybe
the
staff
report,
that's
been
done
by
the
planning
for
the
Planning
Commission
meeting
and
then
for
the
staff
report
for
you
all,
as
well
as
all
the
property
information
and
so
forth.

that

saw
a

you

what

it's
a
work
in
progress.
We
haven't
figured
everything
out
yet,
but
I
do
think
it's
a
really
workable
system
and
we've
had
a
lot
of
success.
All
the
Departments
are
have
really
kind
of
joined
in
using
this
system
effectively.

In
the
in
the
year
ahead
is
a
more
electronic
review
where
you
actually
do
red
line
and
comments
on
on
a
electronic
blueprint,
basically,
and
that
we've
kind
of
decided
to
use
the
digiplan
system
for
that
it
is
also
owned
by
a
seller.
So
it's
a
good
transition
and
it'll
fit
merge
well
with
with
the
whole
acella
and
and
Elm
program
that
we
already
have
and
allow
us
to
do
quicker
review.

We
also
need
to
kind
of
all
of
our
documents
that
are
prior
to
21
are
still
in
laser
fish
and
the
idea
of
taking
that
laserfish
merge
so
that
we
can
pull
up
anything
that
happened.
You
know
1989
zoning
case
and
pull
it
up
and
Elm
is
still
a
project.
We
need
to
get
done,
but
it's
doable
and
it's
not
that
expensive
to
do
and
we're
hoping
to
accomplish
that
in
the
year
ahead,
and
we
really
want
to
try
to
improve
the
the
citizen.

got
a
couple
things
one.
As
you
said
processes.
What
the
Commissioner
Revenue
is
trying
to
get
started
is
something
that
is
well
along.
The
way
in
Elm
I
think
that
it's
made
it
much
easier
for
the
people
using
the
system.

couple
things
like
to
look
at
I
think
you're
aware:
there's
still
some
glitches
where
the
person
that's
assigned
says
TBD.
Sometimes
it's
actually
been
a
sign.
Sometimes
it.

But
you
don't
know
who
your
contact
is
and
I
know
you
all
are
trying
to
work
through
that.
There's
I
like
to
see
another
tab
for
the
fire
department
for
burn
permits.
Right
now
you
still
have
to
do
burn
permits
manually
and
then
you
have
to
submit
them
and
then
afterwards
you
have
to
bring
a
check
to
the
office
because
they
can't
accept
payment.
So
if
we
can
get
them
added
to
Elm
in
some
way
and
allow
them
to
use
the
portal
to
take
payment,
I
think
that
would
be
a
positive
for
people.

using
that
and
I
had
one
more
thing,
but
in
the
sake
of
time,
since
can't
remember
right
now,
I'll
defer.

having
one
of
the
things
that
was
was
brought
up
was,
was
you
know
the
transparency
piece
on
zoning
cases
and
I
do
think
this
will
help
people
we
do
need
to
tell
tell
people
about
it.
So
I
would
ask
our
Communications
folks
to
get
with
with
you
and
your
team
and
and
make
sure
we
do
put
this
out
and
and
so
that
people
know
they
can
access
any
one
of
these
cases
online.

people
are
asking
questions
about
that,
and
so
I
am
in
fact
pointing
them
to
a
1988
case,
and
you
know,
but
on
newer
cases,
obviously,
there's
there's,
probably
some
more
information
and
so
right,
it's
just
I
think
if
we
communicate
what
all
the
work
that
people
are
doing
on
these
zoning
cases,
that
does
help
right
narrow
issues
and
have
better
conversation,
have
better
dialogue
and
engagement
in
our
community
and
I.
Think
this
is
a
tool
that
will
help
us
get
to
that
next
level
and
I.

it's

good
thing.
