is
for
the
community
to
get
to
see
what
the
cvta
has
been
working
on
and
what
the
CVT
actually
is,
because
there
are
probably
many
people
in
the
community
not
aware
of
that,
and
so
we've
actually
traveled
around
to
Other
Board
of
Supervisors
meetings
throughout
the
area
and
did
the
same
presentation.
And
so
it's
really
for
our
community
as
an
information,
because
I
know
that
you
all
pretty
much
probably
know
what's
going
on,
because
we
brief
you
some
Mr
Parsons.

appreciate
the
time
Mr
Carroll
has
has
taken
the
initiative
to
to
make
these
visits
all
nine
of
our
jurisdictions
and
I
think
it's
been.
It's
been
very,
very
well
received
across
the
region.
It
shows
that
the
cooperation
that
the
cbta
tries
to
tries
to
extend
across
all
of
our
Our
member
jurisdictions
and
I
appreciate
the
time
with
you
this
evening.

do
have
a
few
slides
to
to
go
through
with
you
to
kind
of
give
you
an
overview
of
what
the
cbta
is
for
those
who
don't
know
and
to
talk
about
the
the
success
that
it's
shown
for
Chesterfield,
County
and
and
the
region
as
a
whole.
I
think.
The
first
thing
we
wanted
to
show
here
is
a
video
that
kind
of
gives
a
brief
overview
of
of
the
cbta.
Just
a
short
look.

Maintaining
a
safe
and
efficient
transportation
system
is
a
critical
part
of
our
Region's
continued
prosperity
and
quality
of
life
in
Central
Virginia.
We
have
a
new
tool
to
support
our
vast
network
of
roads
and
highways,
but
also
our
sidewalks
trails
and
transit
services.
The
Central
Virginia
Transportation
Authority,
was
created
by
the
general
assembly
in
2020.
delegate.
Dolores
mcquinn
sponsored
the
legislation.
It
became
law
with
the
support
of
Senator
Jennifer
McClellan.

One
year
later,
the
authority
has
generated
137
million
dollars.
Officials
have
begun
identifying
priorities
and
needs
like
repaving
or
widening
roads
or
improving
intersections
to
make
them
safer
for
motorists
and
pedestrians.
Here's
how
The
cvta
Works
consumers
pay
slightly
higher
taxes
on
fuel
and
other
purchases
sales
and
use
tax,
0.7
percent,
a
wholesale
gas
tax,
7.6
cents
per
gallon
of
gasoline
7.7
cents
per
gallon
of
diesel
fuel
These
funds
are
reserved
to
address
Transportation
needs
in
our
area.

The
cbta
serves
planning
district
15,
which
consists
of
the
town
of
Ashland,
the
city
of
Richmond
and
the
counties
of
Charles
City
Chesterfield
Goochland
Hanover
Henrico
New,
Kent
and
Powhatan
locally
elected
officials
serve
on
the
Authority's
board,
where
every
dollar
raised
50
cents
are
returned
to
the
municipalities
for
their
transportation
projects.
35
cents
go
to
Regional
projects
and
15
cents
support
Regional
Transit.
As
the
cbta
marked
its
first
anniversary,
it
identified
its
first
Regional
project.
The
fall
line.
Trail
will
be
a
path
for
bicyclists,
joggers
and
others
similar
to
the
Virginia
Capital
Trail.

It
will
stretch
North
and
South
between
Ashland
and
Petersburg
Crossing,
five
of
the
nine
cvta
localities.
Its
first
section
opened
this
year
in
Ashland
and
other
portions
are
under
design.
The
reality
is
without
the
cbta
important
projects
like
the
fall
line.
Trail
would
have
to
wait
years
to
proceed.
Our
state
and
federal
governments
provide
localities
with
funds
for
transportation.
However,
those
dollars
are
increasingly
needed
for
basic
maintenance
for
years.
Northern,
Virginia
and
Hampton
Roads
have
used
similar
authorities
to
address
congestion
and
other
Transportation
needs.

I
did
want
to
give
a
little
bit
of
background
on
the
cbta.
It
is
a
new
brand
new
Authority,
honestly
that
was
established
by
the
general
assembly
in
2020.
There
are
nine
members,
nine
local
jurisdictional
members
of
the
of
the
authority,
as
well
as
other
voting
members,
including
the
house
of
delegates,
the
Senate
and
the
Commonwealth
Transportation
board.

We
have
non
non-voting
membership
from
our
transportation
Partners
around
the
state,
including
the
VDOT
drpt
and
other
authorities
such
as
the
GRTC
transit
system,
the
Virginia
Port
Authority
rmta,
and
the
capital
region
airport
Commission,
The
Authority
generates
most
of
its
funding.
All
of
its
funding
through
two
primary
means:
a
gas
tax
and
a
sales
tax.
The
gas
tax
was
implemented
in
July
of
2020,
and
the
sales
tax
was
implemented
in
October
of
the
same
year.
The
tax
rates
are
indexed
for
inflation
and
the
thing
that
that
really
sets
sets
the
cbta.

Apart
from
the
other
authorities
in
the
state
and
Northern
Virginia
and
the
Tidewater
is
that
the
revenues
are
distributed
in
three
different
ways.

percent
of
the
revenues
stay
with
the
authority
to
be
used
for
regionally
significant
big
idea.
Kinds
of
Transportation
projects
that
that
have
lots
of
different
eligibility
criteria.

Yes,
sir
GRTC
receives
15
percent
and
the
uniqueness
about
that
15
is
it's
not
just
for
the
fixed
route
GRTC
buses.
It
is
for
public
transportation
that
serves
all
nine
jurisdictions,
whether
there
is
a
fixed
route
service
or
not
so
right
now,
grdc
is
doing
some
some
interesting
things
with
that
funding
and
I'll
get
to
that
later
in
the
presentation,
I
think
the
most
notable
thing
is
50
of
the
revenue
generated
goes
back
to
the
localities
where
it
was
generated.

A
lot
has
happened
since
the
authority
was
established.
There
have
been.
This
is
a
general
timeline
of
the
from
the
the
establishment
of
the
authority
in
April
of
2020
to
our
last
major
action.
In
May
of
of
this
year,
there
have
been
two
significant
Regional
funding
commitments
that
I
wanted
to
highlight.
Briefly.
D
The
first
was
in
December
of
2021,
and
this
was
a
major
commitment,
as
you
saw
in
the
video
of
104.5
million
dollars
for
the
fall
line,
it's
a
43
mile
corridor
from
Ashland
all
the
way
through
Chesterfield
County
to
Petersburg,
Colonial
Heights
and
then
an
additional
five
5.3
million
in
Regional
Partner
money
that
went
to
the
four
jurisdictions
that
aren't
directly
impacted
by
the
fall
line,
so
Charles
City,
New,
Kent,
Powhatan
and
Goochland.
D
Right
now,
the
fall
line
is
is
underway,
I
believe
yesterday,
we
we
got
word
that
VDOT
advertised
the
northern
section
a
design
build
project
that
extends
from
the
corporate
limits
of
Ashland
through
Hanover
County
across
the
chick
Harmony
River
into
Henrico.
So
that's
a
design
build
project
that
is,
that
is
being
administered
by
VDOT
there's
a
southern
section.
That
is
a
design
build
too.
That
will
include
parts
of
Chesterfield
County
through
Colonial
Heights
Petersburg
and
across
the
Appomattox,
and
that
is
being
advertised
We
Believe
later
in
the
spring
of
2023.

The
regional
partner
projects,
just
a
quick
highlight,
Goochland
New,
Kent,
Powhatan
and
Charles
City
all
receive
funding
for
various
different
Transportation
improvements
that
they
were
able
to
identify
back
in
December
the
regional
types
of
projects
that
35
percent.
There
is
a
an
eligibility
criteria.
The
Authority
has
has
funding
now
dedicated
funding
through
this
this
mechanism,
but
it
is
not
enough
funding
to
fulfill
all
the
transportation
needs
in
the
region
so
being
very
diligent
and
and
thorough.
D
But
there
is
a
scoring
and
ranking
system
so
that
projects
are
evaluated
based
on
their
benefit
and
not
just
basically
an
opinion
or
a
decision
that
that
might
not
benefit
all,
and
it's
more
quantifiable
and
and
score
based
on
the
screen
are,
is
a
large
map
that
shows
some
flecks
of
green.
That's
a
general
distribution
of
the
funding,
the
regional
funding
that's
been
distributed
already
and,
as
you
can
see,
it
does
cover
most
of
the
region.

In
addition
to
that,
the
authority
took
special
action
to
approve
a
hundred
million
in
a
future
year
to
help
widen
the
29-mile
gap
on
I-64.
Between
our
region
and
and
Hampton
Roads,
just
so
you
for
for
an
understanding
of
the
scope
of
this,
the
estimated
cost
of
the
project
is
over
800
million
dollars.
So
the
authority
did
take
a
sizable
chunk
and
a
big
commitment
from
our
region
to
move
that
project
forward.
D
It's
coupled
with
State
revenues
over
450
million
dollars
and
then
a
Federal
grant
that
is
still
pending
to
add
another
150
to
the
to
the
total.
So
we
are
excited
about
being
able
to
to
work
with
with
the
state
and
and
with
our
partners
in
in
the
Hampton
Roads,
to
make
this
this
winding
a
reality
which
will
benefit
the
entire
region,
the
local
funding
that
has
come
back
so
that
50
part
we
do
keep
an
annual
tally
of
of
the
expected
allocations.

We
work
closely
with
our
local
government
representatives
and
Technical
staff
to
understand
the
intents
of
each
of
the
jurisdictions
and
right
now
in
FY
22
using
the
the
distribution.
Just
from
that
year,
Chesterfield
has
identified
four
planned
projects
totaling
over
29
million
dollars.
That
is
just
for
FY
22,
so
there's
additional
funding
that
is
being
planned
in
our
current
FY
23
year,
as
well
as
as
the
fall
line
work
that
was
already
approved
just
to
re-iterate
the
the
importance
of
of
cbta
funding.

There
isn't
enough
funding
to
go
around,
but
the
ability
to
Leverage
money
that
is
generated
locally,
that
we
can
stake.
A
claim
to
is
is
huge.
There's
a
program
across
the
state
called
smart
scale,
the
VDOT
administers
very,
very
competitive.
We
have
not
had
great
luck
in
identifying
Regional
funding
for
projects
that
are
that
are
impactful
for
our
region
and
the
ability
now
to
to
have
skin
in
the
game
and
contribute
local
funds
through
possible.
D
Cbta
match
dollars
is
a
is
a
game
changer
for
our
ability
to
compete
against
the
rest
of
the
state
and
win
some
of
these
smart
scale
funds,
not
to
mention
any
of
the
infrastructure
jobs
act,
funds
that
Congress
approved
there's
a
lot
of
funds
out
there
at
the
federal
level.
D
Now
that
we
feel
are
we're
in
a
lot
better
position
to
compete
nationally
for
those
types
of
Grant
programs,
as
I
mentioned,
Chesterfield
County
and
FY
22
has
just
over
29
million
dollars,
that's
designated
for
projects
and
some
of
those
planned
projects
are
on
the
screen,
so
Centralia
Road
wreck
some
Road
roundabout,
the
poet
extension
Route
10
to
88
Courthouse
Road
and
wool
Ridge
Road
Water,
Mill,
Parkway
and
janitor
Road
widening.
So
those
have
been
identified
and,
as
I
said,
there's
there's
lots
more
on
the
way.

One
additional
note,
I
mentioned
GRTC,
doing
regionally
significant
transit
public
transportation.
One
of
the
things
that
they
are
wrapping
up
right
now
is
a
pilot
project
to
look
at
microtransit,
which
is
basically
an
end
of
the
line.
Type
of
connector
service,
think
think
about
Uber
Lyft
for
public
transportation.
D
So
if
you
were,
if
you
own
a
GRTC
bus
for
example,
and
you
get
to
an
end
of
a
route
say
on
Midlothian
Turnpike,
you
might
be
able
to
pick
up
a
micro
Transit
service
from
the
end
of
that
to
get
to
a
final
destination
farther
into
the
county
or
or
vice
versa.
We
have
a
lot
of
a
lot
of
interest
in
in
where
this
is
going
to
go,
and
we
think
that
GRTC
with
the
funding
that
they're
collecting
now
are
able
to
implement
a
lot
of
these.

think
it's
one
of
the
things
that
we
probably
should
have
put
a
little
more
information
on
this.
When
you
talk
about
smart
scale,
because
not
not
it's
not
really
a
familiar
term
to
many
people
in
the
community,
but
one
of
the
things
that
makes
the
cvta
have
the
ability
to
compete
is
the
matching
funds
and
when
they
look
at
how
they're
going
to
fund
a
project
when
the
state
looks
at
it,
they
go
well.
How
much
skin
in
the
game
does
the
locality
have?

We
put
20
million
dollars
towards
widening
Hall
street
from
Wood
Lake
to
otterdale,
Road
and
20
million
dollars
towards
that
project
will
score
well
with
smart
scale,
so
hopefully
we'll
in
the
next
month
or
two
will
get
the
results
of
smart
scale
and
we'll
see
all
these
projects
and
I
think
for
Chesterfield
residents.
I
think
it's
about
80
million
dollars
from
that
35
percent
is
actually
what's
going
towards
Regional
projects
that
are
within
Chesterfield
County
if
I'm
right.

So
this
really
gives
us
an
opportunity
in
Central
Virginia
to
compete
against
Northern,
Virginia
and
Hampton
Roads
to
get
the
dollars
that
our
taxpayers
are
paying
that
we're
going
to
other
parts
of
the
state
to
stay
here,
to
fix
our
roads
and
really
I
appreciate
you
being
here
tonight,
Mr,
chair,
I,
appreciate
you
indulging
us
for
this
and
I
think
it's
important
for
our
community
to
know
exactly
what
the
cvta
has
been
doing
for
the
last
two
years.

is
an
enormously
important
organization
now
to
our
County
and
people.
Just
don't
realize
the
number
of
unfunded
projects
that
have
built
up
over
the
years,
the
the
the
Luxe
Lane
expansion,
which
took
forever
was
one
of
those
projects
that
just
got
that
got
taken
off
of
that
list
because
of
some
of
the
funds
that
is,
that
have
been
freed
up
by
virtue
of
this
Authority.
So
I
just
I'm
grateful
to
you
great
for
your
staff
and
we'll
we'll
move
forward.
